STATEMENT OF WORK
The primary purpose of this statement of work (SOW) is to acquire Sybase Adaptive
Server Enterprise (ASE) expert database consulting support for the United States Naval
Supply Systems Command (NAVSUP) consolidated Standard Procurement System (SPS)
database located at the Application Hosting Facility (AHF) in Tulsa, OK. Additional
support may be required for NAVSUP databases during preparation for future
consolidations into the AHF and future SPS Application Upgrades.
The NAVSUP SPS database is a consolidation of data from sites geographically located
around the world. NAVSUP is currently using Procurement Desktop Defense (PD2)
v4.2.2 in conjunction with HP-UX Sybase ASE v15.0.2 (64-bit) and Adapter v2.8.
Current NAVSUP interfaces include STARS, SYMIS/MAT01, UADPS, UICP, and
To provide, on-call / as requested, expert Sybase ASE database consulting support
requiring knowledge of ASE 15.0.2 (64-bit) and higher, adapter interfaces, and EDI and
XML transactions. The contractor must possess Sybase Adaptive Server Enterprise
Provide expert Sybase technical database consulting support and knowledge transfer
services to NAVSUP/NAVSISA personnel in support of SPS. Both on call and routine
support will be required.
a. Provide remote on call support for database related problems or questions on a 24x7
basis, 365 days a year. Contractor shall respond to requests for support with-in 2 hours of
an emergency call and 24 hours for a routine call. The emergency/routine status will be
assigned upon initial notification to the contractor. Other tasks will be scheduled in
advance. Contractor will be contacted via phone calls and e-mails.
b. Provide hardware/software support and necessary written/verbal knowledge transfer
(mentoring) to support the project.
c. Other tasks in support of new implementations and upgrades, dates/times to be
determined by both parties.
d. Immediately upon conclusion of any task in this statement of work, the NAVSISA
Customer Support Group, Puget Sound (CSG) and contractor will jointly document the
issue/resolution and time spent. The contractor will ensure that the CSG is familiar with
and understands the issue and how it was resolved (knowledge transfer).
a. Contractor personnel must have a NAC-CL IT-II (including local records check) or
existing secret clearance.
b. System access will be accomplished remotely via use of Citrix ICA Client version
10.2 or higher in a web browser interface. A DoD approved PKI certificate will be
required at contractor’s expense in order to accomplish remote access. Details are

c. Communication will be accomplished via phone and e-mail. The 2 hour and 24 hour
response window applies to all forms of communication.
d. Interaction and coordination will be required with other support contractors and
personnel supporting the SPS program and the NAVSUP consolidated database.
1. Environmental changes to the AHF require Change Control Board (CCB)
coordination/approval from NAVSISA and EDS.
2. Changes related to the SPS program and associated permissions/licenses will require
coordination approval between Navy, NAVSISA, CACI, and the JPMO.
