1.0 SCOPE
    This Statement of Work (SOW) establishes the requirements for the equipment on the PACT3 training systems
    that will provide an integrated training capability that supports the P-3 community in ASW proficiency.
    The SOW will establish system requirements for the ASW proficiency of P-3 aircrew. The P-3 Air Crew
    Tactical Team Trainer (PACT3) training device will provide active, passive and multi-static acoustics training
    in a deployable PC based simulation for the P-3 ASW tactical nucleus (Pilot, Tactical Coordinator, Sensor 1,
    Sensor 2, and Sensor 3).

    1.1 BACKGROUND
    The integrated Anti-Submarine Warfare (ASW) Virtual at Sea Training (VAST) Mission Rehearsal Tactical
    Team Trainer (MRT3) is a networked, PC-based deployable trainer designed to support integrated and
    coordinated ASW tactical training. The current training system configuration is comprised of personal
    computers (PC), each PC system representing a mission training station in a particular aircraft (i.e. SH-60B,
    SH-60F, P-3C) or Ship-board system which, when in a networked environment, allow for integrated mission
    training.

2.0 HARDWARE REQUIREMENTS
    The contractor shall provide the following list of equipment or its superseded (same brand name, form, fit, and
    function) replacement. For items noted with “or Equal”, the contractor may provide an equivalent item that
    meets the functional capabilities of the original item.

    2.1 SUPERMICRO 2U SUPERSERVER
    Eleven (11) SuperMicro 2U Superservers are required for the follow on PACT3 training systems to be
    assembled. Each of the units shall contain the following:

Sixteen (16) PEP (Programmable Entry Panel) interface cards are required for the follow-on PACT3 training
systems. The interface cards will be installed by the engineers on the PACT3 Project. No substitute will be
allowed.

2.6 TOUCH SCREEN MONITORS
Eighty-nine (89) Capacitive touch screen monitors are required for the follow on PACT3 training systems. The
capacitive touch screen monitors for the PACT3 shall meet the following minimum requirements:

        -   26 inch Surface Capacitive LCD Touch Screen
        -   1920 x 1080 Resolution
        -   Built in Speakers
        -   Must have at least 1 DVI connection
        -   <30lbs in weight
        -   Have a thickness of no more than 2 7/8 inches
        -   The feet should be approximately 1 inch wide and extend 1.5 to 2 inches in front and from back of the
              monitor.

2.7 MONITOR STANDS
Sixteen (16) monitor stands are required for the PACT3 training systems to be assembled. The monitor stands
for the PACT3 shall meet the following minimum requirements:

      -   Must hold 2 monitors in a vertical configuration
      -   Bottom monitor screen should be 5 inches above the top of the stand base plate
      -   Bottom monitor must be angled at 5 degrees away from the operator
      -   Top monitor must be adjustable from 0 to 30 degrees in 10 degree increments toward the operator.
      -   The base should be 27 x 21 inches
      -   The stand needs to be completely disassemble able for ease of packing
      -   The stand should not exceed 38lbs

2.15 PROGRAMMABLE ENTRY PANEL
      2.15.1 Background

      The Programmable Entry Panel (PEP) is a monochrome touch screen plasma user interface device
      utilized on the P-3C aircraft. The PEP has the capability of storing and presenting various menus to the
      operator in a matrix format that facilitates touch screen interaction. The menus consist of graphical and
      textual data that can be displayed interface. The PEP also receives events from the main computer to
      update menus and display alerts. In addition to display-related events, the aircraft PEPs can relay input
      from a connected trackball and keyboard. The inputs from the trackball and keyboard are relayed to the
      main computer over the RS-485 interface.

      PEPs have 2 modes of operation, tactical and acoustic. In each mode, the menu definition and user
      interaction occur with independent interfaces receiving data from different processing sources.

      For the PACT3 system, the full functionality of the aircraft PEP will be replicated in a low-cost non-
      ruggedized format for use in a classroom environment. The PEP shall have the look, feel and interfaces
      of the original equipment will be maintained. The menu set used to drive the PEPs shall be as the
      original aircraft definition. The menu definition and interface specification will be provided by the
      Government upon award.

      Twenty-five (25) Programmable Entry Panels (PEP) are required for the PACT3 training systems. The
      Programmable Entry Panels for the PACT3 shall meet the following minimum requirements:

      2.15.2 Physical Requirements

      -      The PEP shall have a contiguous touch and display area consisting of a single screen.
      -      The PEP display shall have a resolution of 1536x288 or greater.
      -      The PEP display will be oriented in the same manner as the aircraft.
      -      The PEP display/touch area shall be 23” wide and 4.3” tall.
      -      The PEP display will be mounted in a metal standalone housing.
      -      The entire PEP unit size (display integrated into the housing) shall be no greater than 26” wide, 4”
           high and 9” deep.
      -      The PEP shall weigh no more than 30 pounds.
      -      The PEP shall operate using standard 115VAC, with an integrated or external power supply.
      -      The PEP shall have 2 independent RS-485 interfaces utilizing the SDLC protocol.
      -      The PEP unit shall be capable of accepting a standard keyboard via PS/2.
      -    The PEP unit shall be capable of accepting a trackball input via PS/2.

      2.15.3 Operational Requirements

      -      The PEP shall be firmware driven.
      -      The PEP shall have the capability of receiving a menu set definition over RS-485, storing data and
           displaying the data based on a predefined format.
      -      The PEP shall be capable of reporting operator key presses over the RS-485 interface based on the
           menu definition.
      -      The PEP shall be capable of displaying softkeys defined in at least 16 sizes and line styles (solid,
           bold, dashed and blinking).
      -      The PEP shall be capable of displaying softkeys defined with square, circle or rectangular borders.
      -      The PEP shall be capable of displaying vectors defined in various styles and lengths.
      -      The PEP shall be capable of displaying circles defined in various styles and sizes.
      -      The PEP shall be capable of storing and displaying submenus based on operator selections.
      -      The PEP shall be capable of translating keyboard commands and reporting them over the RS-485
           interface.
      -      The PEP shall be capable of translating trackball commands and reporting them over the RS-485
           interface.

      2.15.4 Display Requirements
      -     The PEP shall have the capability of supporting a minimum of 140 separate softkeys with a
          minimum size of 0.625” square, spaced at least 0.125” apart.
      -     The PEP shall have the capability to “blink” the entire display when the operator presses a softkey
          to indicate the input was received.
      -     The PEP shall have a software-defined brightness control accessible through softkey input.


2.16 STORAGE CASES
There are multiple sizes and interior configurations of the PACT3 storage cases needed for shipping and on site
storage.

               2.16.1.1 Nine (9) 16U Server Racks with the following requirements:

           2.16.2 CUSTOM STORAGE CASE
           The PACT3 training system requires three (3) styles of custom cases with custom cut foam for the
           equipment being stored. The equipment will be available only at NAWC TSD for measuring:

               2.16.2.1 Twenty-six (26) 35”x26”x26” ATA cases with custom cut interior foam and removable
               heavy duty casters to hold the system monitors for shipping.

At the time of the solicitation closing date, offerors shall submit the following:

                  Schedule of Prices
                  Each offeror shall submit a price propsal in accordance with the Contract Line Item Number

                  costs shall be included in the unit prices. Price proposals shall be held firm for sixty (60) days
                  after closing of the solicitation.

         (2)      Technical Proposal – The offeror’s technical approach shall consist of product literature and/or a
                  technical description and must demonstrate that the proposed items meet the required
                  capabilities/functionalities on a per CLIN basis as detailed in the SOW.

         (3)      Past Performnace – Offerors are required to provide information on not more than three (3) of the

There seems to be an error in the description of CLIN 0017 (paragraph 2.16.1.2). The description mentions a 17U
Thermodyne case with the part number 103162. Thermodyne does not show a 17U case or a 103162 part number.
I'm awaiting a call-back on from Thermodyne to verify if this is a custom case or an error. Thermodyne makes a
16U (103161), which is CLIN 0016, and an 18U (103163). Could you please verify with Robb Holmes that this is
the correct requirement for CLIN 0017?

Answer: Please refer to SOW paragraph 2.16.1.2 as it contains the correct requirement/description.

Question:
CLIN 0020: What is the 3-dimensional size of the "custom cut foam" for the thirty-two (32) Pelican 1660 cases or
does the government intend to do the custom cutting? There are also six (6) different styles of the 1660 in five (5)
different colors. Please visit http://www.casesbypelican.com/app-1600.htm for a review of the different Pelican
1660 styles and colors.

Answer: Please refer to SOW paragraphs 2.16.2 and 2.16.2.3. The contractor will be required to do the custom

The next CLIN of issue is 0014 (UPS). The item described and part number provided is now obsolete
(http://www.apc.com/products/resource/include/techspec_index.cfm?base_sku=BN1250) although it is still
available for a limited time at some distributors (Newegg, Amazon, and eBay). I say "limited time" because when
their supply is exhausted, the BN1250G will no longer be available and I don't know when this task will be award
and if the BN1250G will still be available. It appears APC BN1250G has been replaced with APC BR1300G. The

BR1300G meets or exceeds the textual description in RFQ paragraph 2.14 including a 3-year warranty vice the 2-

We are having issues trying to locate a vendor/manufacture of hardware that matches exactly the specifications of
paragraphs 2.6 (Touch Screen Monitors) and 2.7 (Monitor Stands). Request the government provide the model
numbers of the items that were used to derive the specifications.

Answer: The original monitors are no longer being made. The specs required are as listed in para 2.6.

Paragraph 2.4.13 (Additional Hardware):
1st bullet - it is unclear what hardware/software is being asked for with this requirement?

Is the Terrain Server actually required? The P3 Aircraft is a maritime patrol aircraft which in our experience does
not have to deal with terrain occulting (Mountains, valleys, etc.). Our software by default does Line-Of-Site
occulting due to Earth curvature which has met the simulation requirements in our experience. This was not a
requirement for the original trainer built and this feature will increase the cost of our system.
