RESEARCH FELLOWSHIPS SCHEME
INTRODUCTION
The Research Fellowships Scheme Guidelines are in three parts:
Part A - Information;
Part B - Instructions to Applicants; and
Part C - Conditions of Award.
All three parts of the Research Fellowships Scheme Guidelines should be read carefully by
applicants and institutions prior to applications being submitted.
Changes to Guidelines for 1998
Each applicant for an Australian Postdoctoral Fellowship must have a referee report, either
from his/her proposed research supervisor/team leader or from his/her current supervisor.
This must be attached to the application when submitted.
Institutions should note that Fellows are appointed as academic staff under the terms and
conditions of the host institution and are therefore also required to abide by the regulations
(including disciplinary provisions) as set down. All ARC Fellows shall have the same
access to infrastructure funds as academic staff at the same level. Senior Research
Fellows must have the same access to promotion as other academic staff of the same
grade.
The ARC provisions towards salaries and other costs are as applicable at 1 January 1997.
While Fellows may not normally accept additional appointment or remuneration without
prior reference to the DEETYA and the host institution, host institutions may increase the
level of remuneration, from its own resources, to match local salary levels under enterprise
agreements.
The ARC provides an annual Research Support Grant as a contribution towards the costs
directly associated with, and essential to, the Fellowship. The Research Support Grant
cannot be used for salary supplementation .
The financial management and accountability provisions of the 1998 Research
Fellowships have been amended from previous years, with less onerous reporting
requirements being placed on host institutions.

RESEARCH FELLOWSHIPS SCHEME
PART A - INFORMATION
1.1 Fellowships Scheme Objectives
The Research Fellowships Scheme aims to foster opportunities for the pursuit of independent
research ensuring the supply of trained, innovative personnel who are able to maintain and
expand national research capacity and to move into other areas of education and industry. It
also aims to provide opportunities for career development.
1.2 General Information
ARC Fellowships are targeted at those who have demonstrated a clear commitment to
research.
There are four categories of Fellowships:
Australian Postdoctoral Fellowships (APD);
Australian Research Fellowships (ARF);
Queen Elizabeth II Fellowships (QEII); and
Australian Senior Research Fellowships (SRF).
ARC Fellowships are open to world wide competition.
Both tenured and untenured researchers may apply. However, successful applicants must
formally resign from their positions before taking up the Fellowship. This requirement
applies to all categories.
Fellowships may be held in any field of research, except clinical medicine and dentistry.
Fellowships are tenable at a range of Australian higher education and other institutions.
Specific information regarding eligible institutions is provided in the information for each
type of Fellowship.
If, after carefully reading these Guidelines, researchers have queries regarding their eligibility
for a particular Fellowship, they should consult with the Research Office of their institution in
the first instance. If necessary, enquiries can be made in writing to The Director, Individual
Grants Section, prior to the submission of applications. Exemption eligibility requests
received prior to 1 February 1997 will be responded to through Research Offices by
17 February 1997. This should allow time for the completion of a detailed application.

Applicants may submit an application in one category only for a 1998 Fellowship (ie the
Australian Postdoctoral Fellowship category, or the Australian Research Fellowship/Queen
Elizabeth II Fellowship combined category, or the Senior Research Fellowship category).
1.3 Cross Program Eligibility
Fellowship applicants and existing ARC Fellows are encouraged to apply for additional
support for their research projects through other sources of research support, including the
ARC Large Grants Scheme and ARC Small Grants Program.
Researchers should apply, in the same year, for an ARC Fellowship and an associated Large
Grant if additional project support is required at that level. In such cases, the applicant must:
indicate on both applications that support is being sought from the other Scheme; and
clearly indicate how the research will be funded if he/she is awarded a Fellowship without
a Large Research Grant; and how he/she will be supported if awarded a Large Grant
without a Fellowship.
The Large Grant application may incorporate the prospective Fellow’s salary in case the
Fellowship application is not successful, where there is no alternative source of salary.
Please note that Fellows intending to work at the Institute of Advanced Studies (IAS) at the
Australian National University, or at organisations outside the higher education sector which
are funded for research from State or Commonwealth sources (eg Commonwealth research
organisations such as DSTO and CSIRO, State government funded research and development
organisations), may only apply for ARC Large Research Grants as Partner Chief Investigators,
ie a Chief Investigator from an eligible institution will have to apply for the same project.
Potential Overlap between ARC and NHMRC
Fellowships in clinical medicine and dentistry are provided through the Medical Research
Committee or the Public Health Research and Development Committee of the National Health
and Medical Research Council (NHMRC), GPO Box 9848, Canberra ACT 2601.
If an applicant is unsure as to whether his/her application should be submitted to the ARC or
the NHMRC, he/she must either:
1. prepare a two page summary outlining the proposal and submit this to the ARC by
14 February 1997. Representatives of the relevant ARC and NHMRC Committees will
decide which scheme is more appropriate for the application. The ARC will advise the
applicant. through the Research Office. of the decision by no later than 21 February 1997;
or
2. submit applications, under the same title, to both schemes, completing the appropriate
cross-referencing section on the ARC form. Representatives of the two Councils will
then decide which scheme will handle the application and the applicant will be advised
accordingly, through the Research Office.
Applications submitted to both the ARC and the NHMRC, without following either of the
mechanisms detailed above, will be rejected if they are in, or border on, areas of clinical
medicine or dentistry.

1.4 Selection Criteria
The following selection criteria apply to all levels of Fellowships:
the ability of the applicant as determined by
the demonstrated potential for career development, and
the quality of past achievements, especially in regard to academic record and awards
and prizes, as well as research performance;
the quality of the aims, significance, research plan and methodology of the project
proposal; and
the quality of the research environment and the extent of facilities and infrastructure being
provided to support the research proposal.
Except in the case of QEII awards, preference may be given to Australian citizens and
permanent residents, if candidates are judged equal in merit. Overseas applicants will need to
demonstrate a higher level of performance than their competitors, or be able to offer special
expertise, extensive skills or exceptionally high performance levels not available locally and
of benefit to Australian research.
1.5 Categories of Fellowships
1.5.1 Australian Postdoctoral Fellowships (APD)
Purpose
The specific purpose of the Australian Postdoctoral Fellowships is to strengthen Australia's
national research and development capability by providing opportunities for postdoctoral level
researchers to undertake research of national and international significance and to broaden
their research experience.
Number of Fellowships available and tenure details
In 1998 a minimum of fifty five APD Fellowships will be offered with a maximum tenure of
three years; a sum in the range of $37 981 - $40 770 per annum will be provided as a
contribution towards the salary of the Fellow (approximately equivalent to the former Level A
Academic Salary Scale). A Research Support Grant of $6 000 per annum is provided as a
contribution towards costs directly associated with, and essential to, the Fellowship. Tenure
is subject to the receipt of satisfactory annual progress reports, and will not be extended.
Support Entitlements and Conditions
The Commonwealth’s contributions towards salary levels, as quoted in Appendix F, are
applicable as at 1 January 1997. Remuneration is reviewed each year. While Fellows may
not normally accept additional appointment or remuneration without prior reference to
the DEETYA and the host institution, host institutions may increase the level of

remuneration from its own resources to match local salary levels under enterprise
agreements.
Eligibility
The following researchers may apply for an APD to commence in 1998:
1. Researchers who have not yet submitted their PhD, but who will do so before the end of
1997; or
2. Researchers awarded a PhD since 1 March 1994.
Eligibility Exemption
Prospective Fellows who do not meet the eligibility requirements, but who believe that the
Australian Postdoctoral Fellowship category is the most appropriate one for which they should
apply, are encouraged to seek advice about an exemption by 1 February 1997, to allow a
decision to be advised through the institution's Research Office by 17 February 1997.
Otherwise they may lodge an application provided that they attach a statement justifying
special consideration by the RTCC. Such exemption may be given to candidates who have
interrupted their careers to care for children. It should be noted that people who have opted
to pursue non-research careers do not normally qualify for exemption. If the Committee is
satisfied that there are good grounds for exemption, the application will be accepted for
consideration.
Selection Criteria
In addition to the selection criteria applying to all levels of Fellowships, preference may be
given to applicants who intend to move to an institution, other than the one where their PhD
was obtained, in order to take up the Fellowship and/or who have had research experience at
more than one institution. Applicants should provide a justification if no change of
institution is planned.
Referee Report
Each applicant for an Australian Postdoctoral Fellowship must have a referee report, either
from his/her proposed research supervisor/team leader or from his/her current supervisor.
This must be attached to the application when submitted.
1.5.2 Australian Research Fellowships / Queen Elizabeth II Fellowships
(ARF/QEII)
Purpose
Australian Research Fellowships and Queen Elizabeth II Fellowships are provided to
strengthen Australia's national research and development capability by providing opportunities
for established researchers to undertake research of national and international significance.
The Australian Government established the Queen Elizabeth II Fellowships to encourage
research in Australia by postdoctoral graduates of exceptional promise and proven capacity for
original work.

Number of Fellowships available and tenure details
A minimum of thirty Fellowships will be offered in 1998 with a maximum tenure of 5 years;
a sum in the range of $42 917 - $50 965 (ARF) or $46 135 - $50 965 (QEII) per annum will be
provided as a contribution towards the salary of the Fellow (approximately equivalent to the
former Level B Academic Salary Scale). A Research Support Grant of $7 000 (ARF) or
$10 500 (QEII) per annum is provided as a contribution towards costs directly associated
with, and essential to, the Fellowship, subject to the receipt of satisfactory annual progress
reports.
Fellows are not normally eligible to apply for a second Australian Research Fellowship or a
second Queen Elizabeth II Fellowship, nor to hold an Australian Research Fellowship after a
Queen Elizabeth II Fellowship, or vice versa. They are, however, eligible to apply for a
Senior Research Fellowship.
Eligibility
1. Applicants must have an excellent academic record and must have been awarded a PhD.
2. At the time of application, applicants should normally have more than three years’, but not
more than eight years’, professional experience since the award of their PhD.
3. Australian Research Fellowships are not tenable at the Institute of Advanced Studies (IAS)
at the Australian National University, nor at organisations outside the higher education
sector which are funded for research from State or Commonwealth sources
(eg Commonwealth organisations such as DSTO and CSIRO, or State government funded
research and development organisations).
This last eligibility criterion does not apply to QEII Fellowships.
Eligibility Exemption
Prospective Fellows who do not meet the eligibility requirements, but who believe that the
Australian Research Fellowship/Queen Elizabeth II Fellowship category is the most
appropriate one for which they should apply, are encouraged to seek advice about an
exemption by 1 February 1997, to allow a decision to be advised through the institution's
Research Office by 17 February 1997. Otherwise they may lodge an application, provided
that they attach a statement justifying special consideration by the RTCC. Such candidates
may be current holders of Australian Postdoctoral Fellowships, or people who have
interrupted their careers to care for children. If the Committee is satisfied that there are good
grounds for exemption, the application will be accepted for consideration.
Selection Criteria
In addition to the selection criteria applying to all levels of Fellowships, the Committee will
be looking for evidence of:
any especially original approaches shown during, or after, the PhD;
exceptionally high levels of achievement and, in most cases, some international
recognition;

any forms of special recognition received (for example: prizes, medals or non-routine
appointments); and
any other attributes which indicate that the applicant will continue to make an outstanding
contribution to research in his/her specific discipline.
1.5.3 Australian Senior Research Fellowships (SRF)
Purpose
The purpose of Senior Research Fellowships is to provide opportunities for outstanding
researchers with proven international reputations to undertake research which is both of major
importance in its field and of significant benefit to Australia. Senior Research Fellowships
are the premier Fellowships offered by the Australian Research Council and, consequently, are
highly sought after and extremely competitive.
Number of Fellowships available and tenure details
A minimum of fifteen Fellowships with a maximum tenure of five years will be offered in
1998; a sum in the range of $52 573 - $81 542 per annum will be provided as a contribution
towards the salary of the Fellow (approximately equivalent to the former Level C, D or E
Academic Salary Scale) subject to the receipt of satisfactory annual progress reports. No
Research Support Grant is provided with these Fellowships.
Senior Research Fellows may compete again at the end of their Fellowship term.
Eligibility
1. The awards are open to world-wide competition from:
researchers who normally have more than eight years' professional experience since
the award of their PhD;
extremely high profile expatriate Australians and non-Australian researchers who wish
to pursue their research in Australia.
2. Preference may be given to:
current ARC Fellows, either those seeking promotion from ARF/QEII levels or those
seeking reappointment at SRF level; and
Australian citizens and permanent residents.
3. Australian Senior Research Fellowships are not tenable at the Institute of Advanced

have made, and are continuing to make, outstanding contributions to their research field.
Research Support
No Research Support Grant will be provided through the SRF program. Applicants should
identify any additional support required for successful completion of the proposed research
and must apply for funding, as required, from sources such as:
the ARC Large Research Grants program;
research grants from other organisations;
institutional research support and the ARC Small Grants Program.
Before a Senior Research Fellowship can be taken up, the host institution must provide
certification that appropriate research support has been obtained.
1.6 Application Process
1.6.1 Submission of Applications
Applications must be submitted on an ARC Research Fellowship application form, through
the Research Office of the higher education institution at which the research is to be
undertaken, or, if applicable, through another relevant eligible research organisation.
Applications must reach DEETYA by the closing date, 1 March 1997.
Institutions may stipulate that applications must be submitted to them before the DEETYA
closing date. Research Offices will be able to inform prospective applicants of these
requirements.
NB: Late applications will not be accepted.
At the time of application, the Deputy/Pro Vice-Chancellor (Research) of the institution, or
equivalent, or his/her delegate in the host institution nominated by the applicant, must submit
a statement indicating:
agreement to hosting the applicant and his/her project;
the period of tenure of the proposed research supervisor/team leader will cover the term of
the Fellowship (to ensure continuity of appropriate leadership);

the facilities and support the Department is prepared to provide the Fellow; and
the role the applicant would be expected to play within the host Department, noting that
the principal duty of a successful Fellow is to undertake full-time research.
1.6.2 Nomination of Assessors
Applicants for all categories of ARC Fellowships must nominate two or three persons who are
qualified to assess the project. Applicants are to ensure that full addresses of nominated
assessors are provided, including facsimile and E-mail information.
The assessors nominated must not be close family members of the applicant and normally
must not be from the applicant's own institution. They should not have worked or published
jointly with the applicant in the past five years. The ARC recognises that in some cases this
may cause difficulty, particularly for researchers very early in their careers. In such cases, the
ARC will not necessarily insist on this requirement; applicants may nominate assessors who
do not meet the above criteria provided that the connection between the assessor and the
applicant is clearly stated with the nomination (include in 'reason' box). Nominated assessors
should not be involved in the drafting of the application.
Nominated assessors must not be members of the ARC, the Research Training and Careers
Committee (RTCC) or ARC Discipline Panels.
Applicants may identify a particular researcher(s), who should not be approached to provide
an assessment, but must give an explanation for the requested exclusion.
The Panels will generally approach only one of the applicant nominated assessors. It is not
advisable to exhaust the supply of assessors expert in the research area within the
nominations.
1.6.3 Number of Copies of Application
Institutions are required to provide the original plus eight (8) copies of each application and its
attachments. The application process is currently being reviewed. If the number of copies
required is amended, institutions will be informed of the change as soon as possible.
1.7 Assessment Process
1.7.1 Committee and Panels
The overall assessment of all applications is undertaken by the Research Training and Careers
Committee in conjunction with the ARC's Fellowship and Large Grants Discipline Panels.
Members of these Panels are active researchers from a range of discipline areas within higher
education institutions and research organisations.
1.7.2 Process
There are two stages in the selection process. In Stage 1, Panel members review the
comparative quality of applications against the selection criteria. Approximately half of the
applications are selected for further consideration. In Stage 2, independent assessments are
sought from experts in the applicant's specific field of research.

The Assessors are asked to assess the applications against the three major selection criteria:
1. the ability of the applicant as determined by
the demonstrated potential for career development, and
the quality of past achievements, especially in regard to academic record and awards
and prizes, as well as research performance;
2. the quality of the aims, significance, research plan and methodology of the project
proposal; and
3. the quality of the research environment and the extent of facilities and infrastructure being
provided to support the research proposal.
In First Stage, 1, 2 and 3 are weighted 50:25:25, while, in the Second Stage, final rankings
are weighted 40:40:20.
Applicants will be sent copies of the independent assessments and will be given the
opportunity to provide a single page rejoinder to matters raised in these reports. Both the
assessments and the applicant's response will be considered in the final selection by the
RTCC. The names of the assessors are not provided to applicants. This is to ensure that the
impartiality of the assessment process is maintained.
Prospective applicants should be aware that the competition for these Fellowships is intense.
In recent years, there have been approximately nine applications for every available
Fellowship and many excellent candidates have been unsuccessful. Applications should
therefore be submitted only by those who have exceptional academic and research
backgrounds and who are willing to put a considerable amount of time into preparing an
excellent application.
Australian Research Fellowships and Queen Elizabeth II Fellowship applications are
considered together. The top applicants in the combined group will be offered Queen
Elizabeth II Fellowships. The next group of applicants in terms of merit, who also meet the
requirements for Australian Research Fellowships, will be offered these awards.
1.7.3 Notification of Outcome of Assessment
The results of applications are normally advised through the host institution nominated on the
application form.
Candidates whose applications do not proceed beyond Stage 1 are likely to be notified in May
1997.
The outcome of Stage 2 should be known in October 1997.
1.7.4 Appeals
If an applicant is notified that his/her application is unsuccessful, the applicant will have an
opportunity to appeal against selection process by notifying the ARC Chair, through the
institution’s Research Office, in writing. Appeals must be lodged within 28 days of the date

Appeals will be heard only against process issues. Appeals will not be heard against
evaluative Committee decisions or assessor ratings/comments. An applicant may appeal only
where there is clear evidence that the process followed has contravened the Program
Guidelines.
All appeals will initially be referred to the Chair of the relevant Panel and the Chair of the
RTCC. The Panel Chair and the Chair of the RTCC will provide comment for consideration
by the Appeals Committee, which is comprised of people who have not been involved in the
decision making process for the Fellowships.
1.7.5 Changes After Submission of Application
If there are any changes in applicant's details at any time after submission of the application it
is essential that accurate contact address details are provided to DEETYA and to the
institution.

1.8 Approval of Grant
1.8.1 Conditions of Award
The acceptance of a Fellowship will be subject to a formal agreement between the
Commonwealth of Australia and the host institution. These Conditions of Award will
stipulate the terms of the agreement between the Commonwealth and the Institution. Part C,
Conditions of Award, outlines the major terms and conditions for Fellowships which will be
encompassed in the final version of the Conditions of Award. There will be provision in the
Conditions of Award for the Institution to ensure that Fellows have certain rights and
responsibilities.
In addition to the conditions detailed in this document, a Fellow is appointed as an academic
staff member under the terms and conditions of the host institution and is therefore also
required to abide by the regulations (including disciplinary provisions) as set down. All ARC
Fellows shall have the same access to infrastructure funds as academic staff at the same level
and Senior Research Fellows shall have the same access to promotion as other academic staff
of the same grade.
1.8.2 Acceptance of Offer/Commencement of Fellowship
A Fellow is expected to indicate acceptance of the Fellowship to his/her host institution prior
to the acceptance by the institution of the Fellowships included in the Fellowship Conditions
of Award. The Fellow is expected to take up duty between 1 January and 30 June 1998. In
special circumstances only (eg Northern Hemisphere academic year commitments), the host
institution may allow the Fellowship to commence in the second half of 1998.
Any Fellowship not commenced by 31 December 1998 will be withdrawn.
1.9 Management of Grants
When a grant is offered to an institution or private researcher, and accepted, it is the
responsibility of the institution (or private researcher) to ensure that the grant is administered
correctly and meets the requirements set out in the Conditions of Award. The Conditions of
Award form part of these Guidelines and should be read carefully by applicants and
institutions prior to applications being submitted.
Following Ministerial approval for funding under the Research Fellowships Scheme, letters
informing the applicant and the host institution of successful applications will be sent by
DEETYA to the administering institution. At a later date, Conditions of Award which
embraces the Conditions of Award will be forwarded to the institution for signature, listing all
Fellowships to be administered by the institution.

2.10 Matters to note before completing the Application Form
2.10.1 Accuracy of information/malpractice
All information given in the application form should be checked carefully by the applicant(s)
prior to submission. If the ARC believes there is any malpractice it will take action to
confirm its views and if it believes it has detected malpractice it will dismiss the application
from further consideration or terminate the grant if a grant has already been made. Examples
of malpractice include but are not restricted to:
submitting two versions of essentially the same application;
fictitious track records;
false claims in publications record (eg, describing a paper as being published when it has
only been submitted); or
falsifying financial information.
2.10.2 Confidentiality
All applications submitted to ARC/DEETYA are treated in confidence and are not public
documents.
Documents are made available only to people deemed by the Council as necessary to assist in
selection and evaluation activities; these include Council members, relevant Committee and
Panel members, assessors chosen by applicants or by relevant Committee or Panel members,
and the secretariat.
Assessors are informed that applications are submitted in confidence; they must certify that
they have abided by confidentiality provisions and agree to destroy any copies of applications
on completing his/her review.
It is a condition of appointment that Committee members are bound by rules governing
confidentiality.
Some information from successful applications may be used in publications about research
funding. This is restricted to the names (and where relevant, positions) of researchers, their
institutions, the title of the project, the appropriate statistical codes, the applicants' lay
summary of the proposed research and the level of Fellowship awarded.
As all applications are treated in confidence, no application should be marked
commercial-in-confidence. Where an applicant is concerned about the application being
referred to assessors who they regard as inappropriate given the project’s subject matter they
can indicate on the Assessor Nomination form the individuals to whom the application should
not be sent.

All relevant documents are handled in compliance with the Privacy Act 1988, which sets
standards for the collection of, storage of, access to, use of and disclosure of, personal
information. They are also subject to the provisions of the Freedom of Information Act 1982
and are available by making a valid application in accordance with the Act.
Names of assessors are not released to applicants.
2.11 Application Form
A complete application package consists of the original and eight copies of the required
documentation. Supporting documents are to be submitted with the application form.
2.11.1 Advice for completing the Application Form
The following information is provided to assist applicants in completing the application as
fully as possible. The numbers identify the item of the application form to which the advice
applies. Please supply all information requested or mark () appropriate boxes; all items
must be completed and all certificates must be signed and dated.
1. Research Fellowship type
Information on the different types of Fellowships is given in Part A, Section 1.5. Tick ()
the appropriate box.
2. Applicant's name and Host Institution
Give the name of the Fellowship applicant and the institution at which the Fellowship is to be
held. Institution Codes are given in Appendix B. If the researcher is not from one of the
institutions listed this field should be left blank. Note that the application form includes
certifications on facilities available, appropriate supervision and leadership if applicable, and
acknowledgment of the Fellow's role as an academic staff member at the host institution (see
Item 15).
3. Project title
The project title should be short, no more than 20 words, but descriptive and informative.
Quotation marks should not be used as they create problems in the electronic data used to
process applications.
4. Project summary
Provide a summary of the research proposed, in no more than 100 words. This summary
should be suitable for the lay reader, presented in clear, concise terms suitable for use in ARC
or DEETYA publications on research funding, if required. Quotation marks should not be
used as they create problems in the electronic data used to process applications.
5. Research and other Codes
The ARC, DEETYA, and your institution, together with other research agencies, provide
statistics to the Australian Bureau of Statistics. Data are also used in reporting to the
Parliament and in the development of research and funding policies.
The Field of Research Classifications (FORC) codes are shown at Appendix C. Select the
code for Socio-Economic Objective (SEO) from Appendix D. FORC and SEO codes can
also be accessed through the Internet at http://www.abs.gov.au (at Papers and Classifications,
Catalogue No 1297.0). Use the unique six digit Class level codes from each of these
classifications. If the project is multidisciplinary, show the code which best represents its

major focus first, then other relevant codes. When listing more than one FORC or SEO
code, give a percentage weight to each (ie in each case these should total 100%).
ARC Category Codes (three digit codes at Appendix E) are used for directing applications to
the appropriate Discipline Panels. If your proposal is multidisciplinary, and more than one
category is applicable, give the ARC Category Code for the primary area first, then other
codes.
Appendix E also gives additional information on the purposes for ARC Priority Areas and
Special Interest classifications.
Indicate whether the proposal relates to any of the Other Codes classifications:
MLT - a multidisciplinary application (see below);
MEM - an application from or involving an ARC Council, Committee or Panel Member;
RIEF - an application has been made to Research Infrastructure (Equipment and
Facilities) Program for equipment to the value of over $100,000
NHR - National Health and Medical Research Council (NHMRC);
ANT - projects involving research in/or about the Antarctic; or
Other - reserved for future use.
Use ticks () to mark appropriate boxes. In the case of International Links, indicate the
country/ies involved in these links.
Before completing the multidisciplinary box researchers should note that many applications
to the ARC could be considered to be multidisciplinary. In most cases the broad expertise to
handle more than one field of research in an application is within ARC Committees and
Panels. In cases where an application could be considered multidisciplinary by the applicant,
but where the novelty lies in only one particular area, it is not necessary for more than one
Panel to be involved and the application should be directed to the Panel/Subpanel responsible
for that main discipline. Applications such as these should not be marked as
multidisciplinary and care should be taken in the nomination of suitable assessors.
However, where an application is innovative in more than one area of research it may
need to be considered by more than one Panel. Where proposals are truly
multidisciplinary in this sense the MLT box should be ticked and special care should be taken
in the provision of (and reasons given for) names of suitable assessors.
6. Key Words
Provide up to six key words which describe the subject of the proposal. These should be
carefully selected and of the form normally required for submission of an article for
publication in a major refereed journal.
7. Aims and expected outcomes of the project
Outline, as dot points, the aims and expected outcomes of the project. Please give these in a
form which can be used to evaluate the effectiveness of the research project and the research
team when the project is completed.

8. Applicant details
Give the applicant's surname (family name), title (Dr, A/Prof, etc), and initials. Full given
names are optional.
Applicants are asked to assist the ARC in monitoring processes by giving information on sex
and age. This information is not used for assessment purposes. The ARC uses it to analyse
its processes and outcomes in order to ensure that all applicants are treated fairly and to
provide the academic community with relevant statistics about the application round.
While it is normal for the ARC/DEETYA to communicate with applicants and grantees
through the Research Office at the host institution, direct contact information is requested in
case it is required. Any changes to applicant details after the application has been submitted
should be notified immediately, both to the institution and to DEETYA. Such details do not
include updates of publications records etc and these will not be accepted after the closing
date.

15.3 Certification by Deputy/Pro Vice-Chancellor (or equivalent)
For an application to be considered, it must include a signed declaration from the Deputy/Pro
Vice-Chancellor or their delegate (PVC Research in a higher education institution, or from
the research department head where the project is to be conducted elsewhere) that the
research is appropriate, given the facilities of the institution.
If the proposed research plan requires the meeting of statutory requirements, eg the project
involves animal or human experimentation or the preparation and/or use of recombinant
nucleic acids constructed in vitro, the ARC will require certification from the administering
institution that clearance will be received from the relevant institutional Ethics, Safety or
Biosafety Committee before a grant can be paid.
All applications should be cleared through Heads of Department before forwarding to the
Research Office for certification by the PVC (Research). This is to ensure that the Head of
Department is aware of and has agreed to the proposed research given the facilities of their
department, including cases where relief from other duties has been included in the
application.

RESEARCH FELLOWSHIPS SCHEME
PART C - Conditions of Award
The offer of a Research Fellowship will be subject to the following terms and conditions.
The Institution must notify its acceptance of the terms and conditions by signing the
Conditions of Award and returning it to the Commonwealth (Director, Individual Grants
Section, Location 731, Research Branch, Higher Education Division, Department of
Employment, Education, Training and Youth Affairs, 16-18 Mort Street, Canberra City ACT
2600). After the Conditions of Award have been correctly signed by authorised officers of
the Institution and the Commonwealth, it will constitute the binding agreement between the
Commonwealth and the Institution.
Definitions
1. These definitions apply to these Conditions of Award and in the award to which they
apply, unless the contrary intention appears:
'the Act' means the Higher Education Funding Act 1988;
‘approved project’ means the project relating to the proposal approved by the Minister
on the advice of the ARC, specified as an annexure to the Conditions of Award;
‘approved proposal’ means a proposal for expenditure for purposes that will assist
programs of research undertaken by institutions under Section 23 of the Higher
Education Funding Act 1988. In the case of the Research Fellowships Scheme it refers
specifically to all Fellowships funded at a particular institution.
'ARC' means the Australian Research Council, including its Committees and
Committee Panel members;
'carry forward funds' means grant funds that were not expended prior to the end of
the current grant year;
'the Commonwealth' means the Commonwealth of Australia;
'the Conditions of Award' means the Conditions of Award signed between the
Institution and the Department of Employment, Education, Training and Youth Affairs
for the approved proposal;
'the Director' means the occupant of the position of Director, Individual Grants
Section, Research Branch, Higher Education Division, Department of Employment,
Education, Training and Youth Affairs, or any other Section to which the administration
of the Research Fellowships Scheme may be allocated;
'End of Year Report' is the report submitted to the Commonwealth by the host
Institution on the 30 November outlining changes and transactions relating to each
Fellowship;

'Fellowship' means Australian Postdoctoral Fellowship, Australian Research
Fellowship, Queen Elizabeth II Fellowship or Australian Senior Research Fellowship,
as the case may be;
'grant' means the amount of financial assistance payable by the Commonwealth to the
Institution under subsection 23(3) of the Act, for an approved proposal;
'host Institution' means one of the eligible higher education institutions listed in Table
A of the Act and other eligible bodies as defined in the Research Fellowships
Guidelines;
'the Minister' means the Minister responsible for the administration of the Higher
Education Funding Act 1988 or his/her delegate appointed under Section 112 of the
Act;
'Research Officer' means the person occupying the host Institution’s liaison position
within the Research Office on award matters;
'the Responsible Officer' of the host Institution means the Deputy / Pro
Vice-Chancellor (Research) or equivalent position or his/her delegate;
'term of the grant' means the period from 1 January to 31 December of the grant year.
2. Words importing the masculine gender include the feminine and words in the singular
number include the plural and vice versa.
The Award
The award of the grant is subject to the receipt by the Director of the correctly completed
signed and counter-signed Conditions of Award.
The grant shall be paid to the Institution in accordance with the provisions of section 111 of
the Act and shall be administered in accordance with the Conditions of Award.
Under subsection 23(3) of the Act the grant must be expended by the Institution expressly for
the approved proposal in respect of which it was provided and not for any other purpose.
Commencement of Fellowship
A Fellow shall take up duty between 1 January and 30 June in the year for which the
Fellowship was awarded. However, a Fellow may apply to the Director for permission to
commence between 1 July and 31 December where special circumstances exist, such as:
where a successful Fellow is currently a holder of an ARC Research Fellowship due
to terminate after 30 June and prior to 31 December; or
where a successful Fellow currently holds an academic or research appointment in
the Northern Hemisphere;

Where a Fellow is unable to commence in the year of the award, the Fellowship is
automatically terminated.
Financial Provisions
Term of the grant
Although applicants may seek funding for up to five years the Commonwealth is only
committing funding under the Conditions of Award for a one year period. Funding shown
for subsequent years in an award are indicative only of the intent of the Minister at the time of
making the grant offer and are not binding on DEETYA. Funding amounts available for
subsequent years will be notified in writing by DEETYA to the Institution and will be subject
to the terms and conditions of these Conditions of Award.
Contributions Towards Salary
Australian Postdoctoral Fellowships (APD)
The host Institution must provide each APD with at least the ARC contribution toward salary
which is provided at a rate between $37,981 - $40,770 per annum (equivalent to the former
Level A Academic Salary Scale). Refer to Appendix F.
The maximum tenure is three years and is subject to the receipt of satisfactory annual
progress reports, and will not be extended.
Australian Research Fellowships (ARF)
The host Institution must provide each ARF with at least the ARC contribution toward salary
which is provided at a rate between $42,917 - $50,965 per annum (equivalent to the former
Level B Academic Salary Scale). Refer to Appendix F.
The maximum tenure is five years and is subject to the receipt of satisfactory annual progress
reports. The Fellowship will not be extended
Queen Elizabeth II Fellowships (QEII)
The host Institution must provide each QEII with at least the ARC contribution toward salary
which is provided at a rate between $46,135 - $50,965 per annum (equivalent to the former
Level B Academic Salary Scale). Refer to Appendix F.
The maximum tenure is five years and is subject to the receipt of satisfactory annual progress
reports. The Fellowship will not be extended.
Australian Senior Research Fellowships(SRF)
The host Institution must provide each SRF with the ARC contribution towards his/her salary
at a rate of between $52,573 - $81,542 per annum (equivalent to the former Level C, D or E
Academic Salary Scale). Refer to Appendix F.
The maximum tenure is five years and is subject to the receipt of satisfactory annual progress
reports. Senior Research Fellows may compete again at the end of their Fellowship term.

Support Entitlements and Conditions
The Fellowships outlines above will be available in 1998. The Commonwealth’s
contribution towards salary levels are quoted as applicable at 1 January 1997. Remuneration
is reviewed annually. While Fellows may not normally accept additional appointment or
remuneration without prior reference to the DEETYA and the host institution, host
institutions may increase the level of remuneration to match local salary levels under
enterprise agreements from the institution’s own resources.
APD, ARF, QEII Research Support Grants
An annual Research Support Grant will be payable following receipt of the signed Conditions
of Award from the administering Institution:
Australian Postdoctoral Fellowship $6 000 per annum
Australian Research Fellowship $7 000 per annum
Queen Elizabeth II Fellowship $10 500 per annum.
Uses of Research Support Grants
The Research Support Grant cannot be used for salary supplementation nor for normal host
institution infrastructure support.
A Research Support Grant may be used for the following purposes:
Assistance
Short term or casual assistance where some work in the research program requires an extra
pair of hands or where some special expertise is required, eg computer programming.
Equipment
Minor items of equipment which are needed essentially full time for the research program of
the Fellow and which cannot reasonably be made available by the host Institution.
Equipment purchased from a Research Support Grant normally becomes the property of the
host Institution but may be subject to negotiation between universities, if the Fellow relocates
(see Transfers below).
Maintenance
Special chemicals, components, consumables and minor items necessary for the Fellow's
research program.
Travel
Subsistence and fares for field work, attendance at national or international conferences,
workshops and seminars directly associated with, and essential to, the Fellow's research
program, and, where necessary, for consultation with other workers.
Senior Research Fellow Research Support
No Research Support Grant is provided directly through the SRF program. These Fellows
are expected to obtain any additional funding required for successful completion of the
proposed research, from other sources such as:

the ARC Large Research Grants program;
research grants from other organisations;
institutional research support and ARC Small Research Grants Program.
Before a Senior Research Fellowship can be taken up, the host Institution must provide
certification that appropriate research support has been obtained.
Relocation Expenses
The host institution will make reimbursement payments for relocation allowances to Fellows
on provision of full particulars of mode and time of travel and the receipts for all payments.
Reimbursement of relocation costs will be provided to the host institution by DEETYA as
part of the End of Year Report, providing the claim is processed within the year the claim is
made.
The approval of the entire combined (travel and removal expenses) claim may be up to:
a maximum of $15 000 for a Fellow who relocates from the USA;
a maximum of $12 000 for a Fellow who relocates from UK / Europe / Asia (the Northern
Hemisphere);
a maximum of $9 000 for a Fellow who relocates from Asia / NZ (Southern Hemisphere);
a maximum of $6 000 for a Fellow who relocates within Australia.
For the purposes of relocation entitlements, a dependant is defined as a person who moves
residence with the Fellow. A spouse who transfers employment to the city of the host
Institution may be regarded as a dependant; a child continuing to study at the former city and
not intending to live with the Fellow, may not.
Travel
Where a Fellowship is awarded to an overseas resident, provision will be made for the cost of
the cheapest direct airfare, for the Fellow and his/her dependants.
On completion of the Fellowship, the Fellow will be entitled to the same return fare
provisions, provided that he has not obtained subsequent employment in Australia for a
period exceeding twelve months.
In the case of an award to an Australian resident, the Commonwealth will meet transfer
expenses on a basis comparable with that provided for Fellows travelling from overseas, for
the Fellow and the Fellow's family. Where a Fellow elects to travel by car, the
Commonwealth will provide a mileage allowance up to the maximum equivalent of the
cheapest direct airfare.

Removal Expenses
Claims for removal must be supported by appropriate quotes and certified by the host
Institution.
Over Expenditure
Any expenditure incurred by a host Institution for a Fellowship, additional to the approved
amount for that Fellowship, is the responsibility of the Institution. The Commonwealth will
not reimburse an Institution for such costs under any circumstances.
Carry Forwards
Under subsection 23(5) of the Act the grant provided by the Commonwealth during a
financial period must be spent or committed during that financial period.
Funds which are not spent during the term of the grant may be carried forward for a period of
not more than one year from the end of the term of the grant, where the Minister approves the
carry forward of unspent moneys. Such approval must be sought in the End of Year Report.
Host Institution Responsibilities
Specified Personnel
The Institution will require the applicant to perform the project described in the proposal.
Employment
Fellows cannot hold another position either at the host Institution or at another Institution.
The host Institution shall confirm that a successful applicant has formally resigned from
another position before taking up the Fellowship.
Fellows
Institutions shall recognise Research Fellows as academic staff and incorporate them fully
into the activities and academic life of the Institution, but should note that limits do apply (for
example: teaching commitment levels and PhD supervision).
Promotion
Senior Research Fellows must have the same access to promotion as other academic staff of
the same grade. If promoted to new levels within the Senior Research Fellowship range, the
Institution shall inform Director, Individual Grants Section, who will arrange for the ARC’s
contribution towards the Fellow’s new level to be increased to the appropriate amount.
Financial Management
Where a Research Support Grant is provided, the host Institution must provide a Fellow with
a separate account code so that he can manage the expenditure.

Infrastructure
In accepting a Fellowship, the host Institution shall provide an ARC Fellow with the same
access to infrastructure funds as applies to academic staff at the same level within the
Institution and afford him equal status with similar staff for the provision of accommodation,
access to necessary laboratory and workshop facilities, adequate time on the Institution's
computer and other equipment, stationery, photocopying and typing services. Institutions are
also required to provide reasonable time on major equipment necessary for the conduct of the
Fellow's research program.
Insurance/Liabilities/Indemnities
The arrangement between the host Institution and the Commonwealth includes an agreement
by the host Institution to carry insurance in respect of the Fellow to the same extent as for
holders generally of postdoctoral fellowships tenable at the host Institution. Neither the
ARC nor the Commonwealth Government will accept liability for injury or damage suffered,
or caused, by the Fellow. The provision of insurance in respect thereof shall be the
responsibility of the Fellow and his/her host Institution.
Subject to the provisions of the Conditions of Award, the Institution shall at all times
indemnify and hold harmless the Commonwealth, its officers, employees and agents (in this
clause referred to as “those indemnified”) from and against any loss (including legal costs and
expenses of a solicitor/own client basis), or liability, reasonably incurred or suffered by any of
those indemnified arising from any claim, suit, demand, action or proceeding by any person
against any of those indemnified where such loss or liability was caused by a wilful, unlawful
or negligent act or omission of the Institution, its employees, agents or subcontractors in
connection with these Conditions of Award.
The Institution’s liability to indemnify the Commonwealth shall be reduced proportionally to
the extent that any act or omission of the Commonwealth or its employees or agents
contributed to the loss or liability.
The indemnity referred to above shall survive the expiration or termination of the Conditions
of Award.
The Institution shall effect and maintain insurance to cover any liability arising as a result of
conducting research pursuant to the project relating to the approved proposal and, if
requested, provide the Commonwealth with a copy of the policy.
The host Institution shall maintain:
workers’ compensation insurance for an amount required by the relevant State or
Territory legislation;
public liability insurance for an amount of not less that $1,000,000 (one million
dollars); and
professional indemnity insurance for an amount of not less that $1,000,000 (one
million dollars).
By accepting funds under this program, the Institution agrees to indemnify the
Commonwealth from any expense arising from any action that may be made or brought
against the Commonwealth resulting from this funding.

The host Institution is responsible for taking out, and maintaining, insurance adequate to
cover the liability which could arise from the activity including as a result of any injury to
personnel working on the project.
Statutory Requirements
The Institution will ensure that any project funded in these Conditions of Award will not be
permitted to proceed without the appropriate statutory and ethical clearances having been
obtained. Responsibility for ensuring such clearances have been obtained remains the
responsibility of the host Institution.
Importation of Experimental Organisms. Applicants proposing to import experimental
organisms must obtain agreement in principle from the appropriate Commonwealth and State
authorities.
Research Involving Humans or Animals. Where research involves humans or animals, the
project may not commence without clearance in writing from a recognised Ethics Committee,
in accordance with the relevant NHMRC Code of Practice.
Deposition of Biological Materials. At the end of a award, any biological material
accumulated during the course of the research should be offered to an Australian institution
with statutory responsibility for control of such material. If no other Institution takes control
of the biological material then the Host Institution shall dispose of the material in accordance
with the Host Institution's established safeguards.
Genetic Manipulation. Where a project involves the preparation and/or use of recombinant
nucleic acids constructed in vitro from sources that do not ordinarily recombine genetic
information, approval in writing by the Institution's Biosafety Committee or the Genetic
Manipulation Advisory Committee (GMAC), must be obtained.
When conducting research pursuant to the approved project which involves or is concerned
with the use of recombinant DNA techniques, the Institution shall ensure that the principles
and guidelines established and approved from time to time by the Genetic Manipulation
Advisory Committee (GMAC) are observed.
Before conducting research pursuant to the approved project on or involving humans or
animals which involves or is concerned with the use of recombinant DNA techniques, the
Institution shall ensure that the proposed research has been approved in writing by the
relevant Ethics or Biosafety Committee of the Institution. The Institution’s Research Office
shall retain all Certificates relating to the above, and will provide such evidence to the
Director if required to do so.
Ionising Radiation. Before conducting research pursuant to the approved project which
involves the use of ionising radiation, the Institution shall ensure that the persons performing
procedures involving ionising radiation are appropriately trained and hold a relevant current
licence from the appropriate State authority. The Institution’s Research Office shall retain all
such licences and shall provide them to the Director if required to do so.
Social Science Data Sets. Applicants in the social sciences should note that they should
lodge any machine-readable data arising from their research with the Australian Consortium
for Social and Political Research Inc (ACSPRI) or any other appropriate archive for

secondary use by other investigators. This should normally be done within two years of the
termination of the fieldwork.
Suspensions
In some circumstances, a Fellow may apply for a suspension of the Fellowship. This may
occur if, for example, a Fellow is offered a short term teaching or research position. In such
a case, the work to be carried out would need to be closely related to the research being
undertaken under the ARC Fellowship. The maximum limit for a suspension is normally
twelve months. Suspensions are generally not approved within the first year of a Fellowship.
To be granted a suspension, the Fellow must seek approval, in writing, through the host
Institution's Research Office, from the Deputy / Pro Vice-Chancellor Research. Where a
suspension of more than 12 months is being sought the Fellow must seek approval, in writing,
through the host Institution's Research Office, from the Minister, who will be provided with a
recommendation by the RTCC.
A suspension of over 12 months that commences without the written permission of DEETYA
will be considered to be in contravention of the Conditions of Award and will result in the
immediate termination of the Award.
Termination
Any Fellow considered not to be making satisfactory progress or meeting his/her
responsibilities under the Conditions of Award will have the Fellowship reviewed by the
Research Training and Careers Committee which, at its absolute discretion, may advise the
Minister to terminate the Fellowship.
Transfers
Where a Fellow wishes to transfer to another host Institution he must apply in writing to the
Director for Ministerial permission.
To commence a transfer without the permission of the Director will result in the loss of
award.
The application for transfer must come from the Research Office of the host Institution and
must contain letters commenting on the transfer from:
the applying Fellow stating the reason for the requested transfer;
the relinquishing host Institution’s Head of Department;
the gaining Institution’s Head of Department; and
the Deputy / Pro Vice-Chancellor of Research from the gaining Institution, outlining
the Institution’s infrastructure support.
Equipment purchased with the Research Support Grant may be transferred to the new
Institution provided that all parties involved agree to the transfer (except where valued at over
$200 000). Parties include the:
transferring Institution;

Institution being transferred to; and
the Fellow.
In order to transfer equipment between institutions with a value in excess of $200,000 the
Institution being transferred to should seek the approval of the Minister to transfer of the
project funds and equipment to the new Institution. The Minister will seek advice from the
ARC before making a decision.
The Minister shall have regard to the circumstances of each case and may attach conditions as
she or he considers appropriate to his or her approval.
Fellow’s Rights and Responsibilities
The Institution shall ensure that Fellows conduct research diligently and to the best of his/her
ability, in the field proposed, as approved by the Minister.
Additional teaching, research supervision or academic duties are not discouraged but should
enhance, rather than detract from, the Fellow’s research. Fellows may not accept additional
appointments or remuneration of more than $2 000 without prior agreement from the Minister
and the host Institution, except in respect of enterprise bargaining salary agreements.
Fellows are expected to take an active role in communicating their research to the wider
community and to participate in the development of their discipline in, for example peer
review or conference organisation.
Institutions must require that Fellows assess a number of applications to ARC programs, as
reasonably requested by the ARC.
Accuracy of Information/Malpractice
Institutions shall ensure that Fellows are aware of their obligations in regard to the accuracy
of grant applications. Claiming fictitious track records, inflating funds obtained from other
sources and making false claims in the publication record, eg describing a paper as being in
press when it has only been submitted or submitting two ‘versions’ of the same application,
are examples of misleading information and may lead to total disqualification of the Fellow
and termination of his/her funding.
Leave Entitlements
Institutions shall ensure that during the tenure of the Fellowship, a Fellow shall be entitled to
leave of absence for recreation at the rate of four weeks per annum, to be taken at any time by
arrangement between the Fellow and the host Institution. However, the Department will not
provide additional funds to cover accrued leave proposed to be taken after the Fellowship
period has expired. Fellows should therefore take their recreation leave during the period of
Fellowship tenure.
The Fellow may be granted leave of absence by the host Institution for other reasons in
accordance with the usual practices of the host Institution

Maternity Leave
Institutions shall ensure that eligible Fellows are entitled to twelve weeks paid maternity
leave, in addition to the duration of their Fellowship. The Fellow may take a total twelve
months' leave where it is in accordance with the host institution's practice, using accrued
leave or leave without pay.
Progress Report
Institutions shall require that all Fellows are required to provide an annual progress report.
This report is to be submitted to the host Institution’s Research Office in time for attachment
and submission with the End of Year Report. The report is to be completed on a Progress
Report Form, which will be supplied by the Commonwealth. The Head of Department is
required to endorse the report, if satisfactory, or to provide further comment, if necessary.
Each report is referred to the relevant Sub-Panel of the ARC for consideration of progress.
Further information is sought only if, in the opinion of the ARC, the research is not
progressing satisfactorily.
Relinquishment of Fellowship
Institutions shall require that a Fellow shall give one month's notice to the host Institution if
he/she intends to relinquish the Fellowship.
Research Evaluation Program
Institutions shall require Fellows to contribute to, and participate in, any Research Evaluation
Program exercise relating to his/her awards including after the finalisation of the project.
The Government maintains the Research Evaluation Program (REP) in order to evaluate the
performance of the individual grants programs as well as other elements of the Targeted
Research and Scientific Development Program against the Government’s objectives for the
overall program. Evaluations undertaken through the REP assist the ARC to review the
outcomes of research supported by ARC/Commonwealth research funding programs. These
evaluations also enable the development of discipline research strategies by the respective
research communities concerning their longer term goals and priorities and strategies to
achieve them.
Administration of the Award
Acknowledgments, Publications and Publicity
The outcomes of ARC funded research are expected to be communicated to the research
community and, where appropriate and possible, to the community at large.
When, at any time during or after completion of an award, the Institution publishes
promotional material, books, articles, television or radio programs, newsletters or other
literary or artistic works which relate to the approved project, the Institution shall
acknowledge, in the publication, the support of the ARC and the Commonwealth.

Audit and Monitoring
The Commonwealth may conduct ad hoc on site reviews of financial and other reports by
contracted auditors by DEETYA to ensure Conditions of Award conditions are being met and
that submitted reports are an accurate statement of compliance with the Conditions of Award
by the Institution.
Care of Data
The Fellow and the host Institution shall agree on a mechanism to:
ensure that the Fellow takes reasonable care of, and safely stores any data, specimens or
samples collected during, or resulting from, the approved award;
ensure that the Fellow makes arrangements acceptable to the Minister for the lodgement
with an appropriate museum or archive in Australia of any data, specimens or samples
collected during, or resulting from, the approved project; and
include details of such lodgement in the Final Report.
Acquittal of Funds & Other reports
Subsection 23(5) of the Act requires the host Institution to provide the Minister with an
audited financial statement on the approved proposal by 30 June of the year following the
term of the award. This is called the Annual Financial Report and is prepared by the host
Institution in accordance with the streamlined financial reporting arrangements as described
in the “Instructions for the Preparation of Annual Financial Reports by Australian Higher
Education Institutions” agreed by the Commonwealth and the Institutions. The Annual
Financial Report is used by the Commonwealth to acquit all grants paid to the Institution
under the provision of the Act in the grant year. The statement must be forwarded to the
Director.
An End of Year Report must be submitted to the Commonwealth by 1 November in the
current year. The Commonwealth will provide the Institution with a pro forma for this report
before 30 June each year. The pro forma will include the fields shown in the “End of Year
Report” as listed below.
Any unspent funds provided under the Act for the grant must be recovered under subsection
108(a) of the Act, unless the Minister determines otherwise under subsection 108(c). The
mechanism for making recoveries by the Commonwealth will usually be by offsetting the
excess funding against the total of the next determination paid to the Institution rather than
recovering the funds directly to the Commonwealth.
Any overpayment made to an Institution must be recovered under subsection 108(b) of the

Copyright in the End of Year Report, the Final Report and financial statements produced

Any changes must be noted so that Ministerial Approval can be sought.

Suspension (date suspension commenced and finished)
Transfer of Fellowship between institutions (date of correspondence confirming the
transfer); and
Termination of Award.
Final Reports
By 1 November in the year following the final award year, the host Institution shall furnish to
the Commonwealth, on a form supplied by the Commonwealth for this purpose, a Final
Report in respect of the grant.
These Final Reports become the property of the Commonwealth and the information
contained in the Final Report, including results of research, may be used for whatever purpose
the ARC or DEETYA thinks fit.
Final Report Evaluation
Each final report is referred to the relevant ARC Committee for evaluation and comment.
The Committee reviews the outcomes against the stated objective of the award. Any Fellow

whose final report is deemed inadequate will be contacted for further information. If the
Committee is still not satisfied with the outcome of the project, this will be noted against any
