HB 101 amends KRS 189.570 to require that when a person supervises another person, under the
age of 14, in the solicitation of contributions on a highway, the supervisor shall be 18 years of age
or older.
Under KRS 189.990, a person who violates HB 101 shall be fined not less than $20 and not more
than $100 for each offense.
Fiscal Explanation, Bill Provisions, and Estimated Cost
The fiscal impact of HB 101 on local governments is expected to be minimal.
Local law enforcement already patrols highways to prevent pedestrians from engaging in illegal
acts on highways. Therefore, local law enforcement will enforce HB 101 in the course of their
regular duties.
It is not expected that the HB 101 will generate much revenue. However, local law enforcement
and local governments will receive a small portion of the revenue.
