11   RECOGNIZING ROBERT M. KERR FOR HIS TWENTY-
12   TWO YEARS OF INVALUABLE SERVICE TO THE
13   PEOPLE OF SOUTH CAROLINA UPON THE
14   OCCASION OF HIS RESIGNATION AS DIRECTOR OF
15   THE DEPARTMENT OF HEALTH AND HUMAN
16   SERVICES, AND WISHING HIM SUCCESS IN HIS
17   FUTURE ENDEAVORS.

19   Whereas, Robert M. Kerr has served the citizens of South Carolina
20   as a state employee for twenty-two years, primarily at the
21   Department of Health and Human Services; and
22
23   Whereas, Robert M. Kerr has for the last four years led the
24   Department of Health and Human Services, developing the state
25   Medicaid agency into a national model; and
26
27   Whereas, Mr. Kerr has encouraged “medical homes” for the
28   Medicaid population to ensure better quality care and more
29   efficient use of taxpayers’ dollars; and
30
31   Whereas, Mr. Kerr has brought financial stability to the Medicaid
32   program, leading the effort to save the State millions of dollars by
33   reducing annual growth rates, increasing fraud and abuse detection
34   efforts, and pursuing other reform initiatives; and
35
36   Whereas, Mr. Kerr, a Columbia native, is a 1981 graduate of the
37   University of South Carolina, and holds professional licenses as a
38   Certified Public Accountant and a Certified Management
39   Accountant, in addition to graduating from the South Carolina
40   Executive Institute; and

 1   Whereas, Mr. Kerr’s wife Janet and his three wonderful children
 2   have also sacrificed, as he gave long hours to serve the
 3   approximately one million South Carolinians who receive
 4   Medicaid services; and
 5
 6   Whereas, Mr. Kerr, affectionately known as “Robby,” is leaving
 7   the state’s safety net medical insurance program in healthy shape
 8   as he pursues other work that will surely also strengthen our
 9   State’s health care system. Now, therefore,

11   Be it resolved by the Senate:
12
13   That the members of the Senate, by this resolution, recognize
14   Robby Kerr and his family for their invaluable service to the
15   people of South Carolina, and wish Robby success in all his future
16   endeavors.
17
18   Be it further resolved that a copy of this resolution be forwarded to
19   Robby Kerr.
