11   TO COMMEND MR. FRANK FUSCO, EXECUTIVE
12   DIRECTOR OF THE SOUTH CAROLINA BUDGET AND
13   CONTROL BOARD, FOR HIS THIRTY-FOUR YEARS OF
14   DISTINGUISHED AND DEDICATED SERVICE TO THE
15   STATE OF SOUTH CAROLINA UPON HIS RETIREMENT, TO
16   WISH HIM MANY YEARS OF HAPPINESS, AND MUCH
17   SUCCESS IN HIS FUTURE ENDEAVORS.

19   Whereas, for thirty-four years Mr. Frank Fusco has served the
20   State of South Carolina with great distinction; and
21
22   Whereas, he has served the last six years as Executive Director of
23   the South Carolina Budget and Control Board; and
24
25   Whereas, he served his State, the Legislative branch, the Executive
26   Board, elected representatives of both political parties, and the
27   citizens of South Carolina in numerous capacities of public
28   service, including the Office of Executive Policy and Programs,
29   the Legislative Audit Council, the Joint Appropriations Review
30   Committee, and, in more recent years, by serving as Director of
31   Research for the House Ways and Means Committee, spending
32   nine years in that position and fourteen overall with the committee,
33   and two years as Deputy Chief of Staff for Legislative and Budget
34   Affairs in Governor Jim Hodges’ office; and
35
36   Whereas, the Columbia native earned a Bachelor of Arts degree
37   from Florida Southern College and served his country honorably as
38   a First Lieutenant with the U.S. Army Signal Corps; and

40   Whereas, his example of service establishes a model of
41   professionalism for all public employees; and

 1   Whereas, Frank Fusco is one of the most effective and innovative
 2   public servants and employees ever to have worked in state
 3   government; and
 4
 5   Whereas, he has been a tireless advocate for the application of
 6   Total Quality Management techniques and Malcolm Baldrige
 7   criteria to state government; and
 8
 9   Whereas, his investment of time and effort for these management
10   principles leave an indelible mark on the delivery of service to our
11   citizens; and
12
13   Whereas, it is fitting that the members of the Senate, on behalf of
14   the citizens of South Carolina, should thank and honor this truly
15   outstanding man for an exemplary career of service to his native
16   State upon the occasion of his retirement as Executive Director of
17   the State Budget and Control Board, a position where he served
18   with great distinction and accomplishment. Now, therefore,
19
20   Be it resolved by the Senate:
21
22   That the members of the Senate, by this resolution, commend
23   Frank Fusco for his thirty-four years of distinguished and
24   dedicated service to the State of South Carolina upon his
25   retirement from the position of Executive Director of the State
26   Budget and Control Board, wish him many years of happiness, and
27   much success in all of his future endeavors.

29   Be it further resolved that a copy of this resolution be forwarded to
30   Mr. Frank Fusco.
