127.1 The Minutes were confirmed as a true record
128.1 New Applications
The Old School House, The Green - Single storey extension to rear of
detached garage and alterations to existing storage area below garage to
form a Garden Room. Concrete apron in front of garage to be extended to
provide an external parking space. There was concern that this is a fairly
large extension compared to the existing building and that it could be sub-let
at a future date. Members agreed that should the application go ahead it be
made a condition that the building is not sub-let in the future. The Assistant
was asked whether she could find out whether the house was listed and
whether it was located in an AONB as this would affect any decision made.
7 Vicarage Close - Crown lift Lime tree T10 up to 3m. No objection.

21 St John’s Ave- installation of externally illuminated fascia signage. Noted.
7 Drake Close – change of use of land to be included within residential
cartilage and erection of 2m high close-board fencing and gate. Noted.

129 Report from County Councillor on Highways issues
129.1 Cllr Bill Whelan had sent an email saying that he had nothing further to add to
his report to Full Council.
130 Clerk's Report
130.1 The following reports were given:-
Topograph has been burnt. Members were saddened to hear this and
suggested that its repair go to Finance and Admin Cttee for discussion.
Quotation received re trees by Vicarage Close/Station Rd. Members agreed
that these needed doing urgently.
It was proposed, seconded and
AGREED - that the quotation to the sum of £450 be accepted providing
sufficient monies had been budgeted for tree work.
Dog bin re-sited on Pirton Lane
Bag it and Bin it signs have been refreshed – St John’s has been done. A
Member requested that one be put on the pavement on the junction of
Buckingham Avenue and Boleyn Avenue as there is a lot of dog mess there.
The Assistant is to ask the Handymen to do it.
131 To receive reports on Bus Shelters & Bus Stops
131.1 Shelter on Station Road – side panels ordered. Members noted that a lot of
the ‘No Smoking’ signs have been ripped down and suggested that new ones
could go behind the Perspex where the bus timetables are. The Assistant is
to enquire whether Stagecoach can do this. Meanwhile, Members agreed to
put new ones up.
132 To receive reports on Public Seats
132.1 A comprehensive written report was given (Appendix A). Thanks to Cllr
Richard Taylor for this. It was noted that the Memorial benches (Nos 11 and
12) are not owned by the Parish Council although volunteers are sometimes
asked to repaint them if the owners so wish. The seat at Cordingley Close,
although broken, is not the responsibility of the Parish Council.
After due consideration Members agreed that the bench on Pirton Lane at
Cordingley Close bus stop and the one at the junction of Station Road and
Church Road needed repair. The others are to be monitored on a regular
A Member said that she had received a request from a resident for a bench
on the green at Silcock Close. Members agreed that this was a good idea as
many of the residents are elderly and it would give them the opportunity to
socialise. The land is owned by Severn Vale Housing Association so the
Assistant was asked if they would give permission for a bench there and if
any monies were available to help in the cost and report her findings back to
the next Committee meeting.
133 To receive reports on Public Footpaths, Highways and Pavements
133.1 Nothing to report.
134 To consider arrangements for Emergency Planning
134.1 The Chairman attended a seminar on emergency planning earlier in the year
which puts guidance into place for emergencies such as flooding, explosions,
severe snow etc. after discussion, the following Members volunteered to put
their details forward to County Council for their records:

RECOMMENDED to Full Council - that this matter be finalised with other
Members volunteering their details.
135 To receive items of Correspondence
135.1 To note:-
Email re St John’s car park from Borough. This has been pursued by the
Office and Cllr Mrs Kay Berry at the Borough who now agree that the car park
is unsafe and they are writing to the owners on Health and Safety issues.
Email re dumping of rubbish on PirtonLane. County are looking into this to
obtain information re ownership of the land. A Member stated that a lot of
electrical waste has been dumped by the cottage on the junction of
Sandycroft Road and Cheltenham Road East.
Letter from resident re Vicarage Close and rare orchids growing on the bank
Footpath Diversion Order re ECN 38.
Report of cars on Dancey Road. Members were concerned that there have
been a number of cars parked around the parish with ‘For Sale’ notices one
them ie Anne Hathaway Drive, Pirton Lane opposite Watermoor Crescent.
Email re timescale for pothole repair – six stage action plan ranging from
review to pass to AHR team (ie immediate repair).
Email re parking issues at Churchdown School – County are to add, and
refresh existing ‘Keep Clear’ markings outside main gate.
Open Spaces Society newsletter and Annual Report
Article in local press re 20mph signs was shown to Members. A Member
stated that a speed camera is available for anyone to perform a speed

and 60s but has now been scrapped by the Government. This makes no
difference to any street widening as they are all built up now and it could not

136 Questions and Information
136.1 A Member asked what had happened to the roadsweeper as he had not seen
one around the Highgrove Estate for a while and the weeds that had been
sprayed were clogging up the gutters. He was informed that they do come
round occasionally but the weeds had only been sprayed a month ago,
therefore the roadsweepers should come soon.
136.2 The Chairman informed Members that the ‘Churchdown Parish Council’ strip
on the noticeboard on Innsworth Lane has been ripped off. The Handymen
will see if they have a spare one they can fit.
