                CALUMET HOMESTEAD REHABILITATION CENTER BOARD
                               January 26, 2006

Supervisor Stecker called the meeting to order at 12:30 p.m.

It was determined that the meeting was properly announced.

Roll call reflected the following present: Supervisors James Stecker, William Scholz, Ray Brock,
citizen Oscar Beilke and excused citizen Janet Irwin. Also present Jeanne Brandt,
Administrator, Barbara Mott, Director of Nursing, Bill Craig, County Administrator, Patrick Glynn,
Human Resource Director, Dan DeBonis, Finance Director, Merlin Gentz, County Board Chair,
John Hau, Supervisor of Plant Maintenance, Helen Isferding, Union Representative, Debra
Anhalt, Recording Secretary, citizen, Al Schmidlkofer, Jerome Meyer, Homestead employees
Barb Depies, Shirley Pauly, Sue Dohr, Donna Teunissen, Judi Brill, Paul Mauer.

The Pledge of Allegiance was recited.

Moved by Supervisor Scholz, second by Supervisor Brock to approve the agenda. Motion
carried unanimously.

Moved by Supervisor Brock, second by Citizen Beilke to approve the minutes of January 10,
2006. Motion carried unanimously.

CITIZEN INPUT
Several of the citizens and employees expressed their concerns regarding possible outsourcing
of housekeeping and laundry services.

COMMUNICATIONS
A copy of the signed letter of recommendation regarding BSG from Manitowoc County
Administrator, Michael Thomas was included in the handouts.

Citizen Irwin sent an email regarding outsourcing housekeeping and laundry services. Letter
placed on file.

DISCUSS OUTSOURCING HOUSEKEEPING AND LAUNDRY SERVICES AND MAY TAKE
ACTION.
Administrator Brandt reviewed the outsourcing housekeeping and laundry information and
referenced the attachments that were sent with the agenda, which are placed on file.

Administrator Brandt introduced Steve Brandt, owner of BSG and Bonnie Huff, BSG supervisor
for the Manitowoc Health Care Facility, gave an overview of his company and answered
questions. Mr. Brandt handed out a detailed report of the cleaning schedule that would be used
at the Homestead. Discussion followed.

Personnel Director indicated that a meeting is set for February 15, 2006 to meet with the
employees regarding the outsourcing of housekeeping and laundry.

Moved by Supervisor Scholz and seconded by Supervisor Brock to table item Agenda Item #9
regarding outsourcing housekeeping and laundry services. Motion carried unanimously.

Mr. Brandt, and Ms. Huff, along with several employees left the meeting at 1:28 p.m.

DISCUSS OPERATIONAL EFFICIENCY STUDY AND MAY TAKE ACTION.
Administrator Brandt contacted Gunderson & Graham, for an operational assessment, and they
indicated they recently joined WIPFLI. They indicated it would be approximately six weeks
before a report would be available with a cost between $12,000-$15,000. Discussion followed.

Administrator Brandt indicated she had spoke with Brian Schoeneck from WAHSA, and he
would be able to do a financial analysis of current operations at no cost. He would review the
2004 & 2005 MA rate calculation, 2004 & 2005 IGT, and do an in-depth analysis on hours per
patient day and compare all departments to industry standards.

Further discussion evolved. Mr. Schoeneck would be able to come on February 9, 2006 at
12:30p.m. and present his findings.

DISCUSS RESOLUTIONS REGARDING THE HOMESTEAD TO BE PRESENTED AT THE
FEBRUARY 21, 2006 COUNTY BOARD MEETING AND MAY TAKE ACTION.
County Administrator Craig handed out several possible resolutions, which will be placed on file.
Discussion followed. It was noted that the resolutions should state what the County Board
minutes reflected. Further discussion followed.

Moved by Supervisor Brock and seconded by Citizen Beilke that the Homestead Board
approves the following resolutions to be submitted to the County Board at their meeting
February 21, 2006. Resolution #1 Specialize (add other functions), remodel and run as a
county owned facility or Resolution #2 sell the facility. Motion carried unanimously.

Supervisor Stecker commented that he received correspondence from Joe Leibham’s office on
AB802 Nursing Home Legislation bill, which passed, allowing county and private nursing homes
to receive funds from the Federal Government. It will now go to Governor Doyle’s office for
signing. The outcome is the Homestead would receive approximately $28,000, which would be
distributed in 2006.

REPORT OF ADMINISTRATOR
Employee Report/Concerns - none.
Level of Care Report was reviewed. It was noted the totals for month average and year to date
are incorrect. Current occupancy is 88. Current Medicare average census is 12.
Financial Report – none available as bills for 2005 are still being processed.
Marketing Report – Copy of a rehabilitation article from the 50 Plus from the Tri County News is
attached.
Safety Report – Minutes included in handout.

Past Events/Coming Events - none.

REPORT FROM COMMITTEE MEMBERS
Supervisor Scholz questioned the amount for worker compensation, as well as agency staffing.
Administrator Brandt responded that worker compensation was approximately $50,000. and
agency has not been used since the last meeting.

Citizen Beilke passed out a financial worksheet he devised using the monthly financial reports
given at the meetings to view side by side data from 2001 to 2004.


REPORT FROM CHAIRPERSON
Supervisor Stecker thanked everyone for their attendance.

The next Committee meeting is scheduled for Thursday, February 9, 2006 at 12:30 p.m. in the
Chapel at the Calumet Homestead.

Moved by Supervisor Scholz, second by Citizen Beilke to adjourn at 2:48 p.m. Motion carried
unanimously.
