11   EXPRESSING THE PROFOUND SORROW OF THE
12   MEMBERS OF THE SOUTH CAROLINA GENERAL
13   ASSEMBLY UPON LEARNING OF THE DEATH OF
14   FREDERICK “FRED” STROMAN MCKAY OF MOUNT
15   PLEASANT, SOUTH CAROLINA, AND EXTENDING THEIR
16   DEEPEST SYMPATHY TO HIS FAMILY AND MANY
17   FRIENDS.

19   Whereas, Frederick “Fred” Stroman McKay born on February 8,
20   1938, in Charleston, South Carolina, the son of the late Lawrence
21   Edward McKay, Sr., and Beatrice Stroman McKay passed away
22   Sunday, November 4, 2001; and
23
24   Whereas, Mr. McKay graduated from Bishop England High
25   School in 1956 and earned a bachelor’s degree at The Citadel in
26   1960 while serving as president of his class and a Master’s Degree
27   from the University of South Carolina; and
28
29   Whereas, he proudly served his country as a helicopter pilot in the
30   United States Army, where he attained the rank of Captain; and
31
32   Whereas, Mr. McKay was a realtor with Properties Plus/Century
33   21 Real Estate of Mount Pleasant, was the former vice president of
34   Charles C. Blanchard Construction Company and the former vice
35   president of C.W. Blanchard Construction Company, and served as
36   past South Carolina district president of the Charleston Exchange
37   Club; and
38
39   Whereas, Fred McKay was an outstanding civic leader,
40   generously dedicating his time and talents to his community and
41   this State while serving as an exemplary role model throughout his
42   tenure in public service. He was involved in numerous endeavors

 1   including serving as chairman of the American Cancer Society,
 2   chairman of the Charleston Board of Recreation, and chairman of
 3   the Mount Pleasant Election Commission and was a member of the
 4   Hibernian Society; and
 5
 6   Whereas, he was a member of Christ Our King Catholic Church
 7   and is survived by his wife, Helena Blanchard McKay; his mother;
 8   a son, Frederick S. McKay, Jr.; a daughter, Helena Elizabeth
 9   McKay Fisher; his brother, retired Col. Lawrence E. McKay, Jr.;
10   and six grandchildren; and
11
12   Whereas, the South Carolina General Assembly wishes to
13   recognize the life and accomplishments of Frederick “Fred”
14   Stroman McKay and to express their sympathy upon the passing of
15   one of the Palmetto State’s favorite sons; Now, therefore,
16
17   Be it resolved by the House of Representatives, the Senate
18   concurring:
19
20   That the members of the South Carolina General Assembly, by this
21   resolution, express their profound sorrow upon learning of the
22   death of Frederick “Fred” Stroman McKay of Mount Pleasant,
23   South Carolina, and extend their deepest sympathy to his family
24   and many friends.
25
26   Be it further resolved that a copy of this resolution be forwarded to
27   Mrs. Helena Blanchard McKay of Mount Pleasant, South Carolina.
