1. Call to Order

   Chair Sherry Senis called the meeting to order at 12:05 p.m.

2. Declaration of Pecuniary Interest

   a) That the minutes of the Smith-Ennismore Police Services Board meetings of the Regular
      Board Meeting of September 12, 2011 and of the Special Board Meeting of November
      17, 2011 be approved.

6. Business Arising from the Minutes

   a) Community Policing Website
      Now up and running - www.secp.ca

   b) 2012 Meeting Dates
      Established and all partners available.

   c) OAPSB 2012 Spring Conference
      Bill and Carol both interested in attending. Suzanne to confirm with Treasurer that funds
      are available.

   d) False Alarms Update
       Letter was sent to a multi-alarm resident. The alarm company called to say the
         problem had been addressed.
       No False alarms reports provided with O P.P. Police Services Board Report until
         O.P.P. RMS support group can alter the reports as to not include personal/identifying
         information of the locations.

   e) Speeding Concerns - Tara Road
       O.P.P. will do directed patrol - weather permitting
       None of the suggestions the residents were given at a previous Smith-Ennismore
        Police Services Board meeting have been undertaken (e.g. Signage)

   f) Smith-Ennismore Community Policing Budget Information
       Update of to-date 2011 expenditures
       2012 Smith-Ennismore Community Policing Budget to be provided at next meeting

7. New Business and/or Unfinished Business

   a) 2012 OAPSB Membership Renewal

      Resolution No. 41/11 – 2012 OAPSB Membership Renewal
      Moved by Carol Wilton, Seconded by Bill Johnston
      That the Smith-Ennismore Police Services Board renew their membership with the
      OAPSB for the year 2012 in the amount of $627.15.

   b) Report on the feasibility of a Resolution to OAPSB regarding Community Safety Zones
      .
      Carol Wilton reported back to the committee regarding this matter. The committee agreed
      that no further action will be taken as evidence has shown that this system is ineffective,
      expensive and difficult to administer.

   c) Speeding Concerns - Fairbairn Street

      Community Policing Volunteers and O.P.P. will monitor the situation and report back at
      next meeting. Suzanne to send correspondence to Mr. Mclauchlan to inform him of this.

  d) Road Watch

     Being done in several communities. Expansion of “Operation Lookout”. Research to be
     done and brought back to next meeting for discussion.

9. Reports

  b) Detachment Commander’s Reports - September 2011, October 2011

     The Detachment Commander reviewed the information from the October 2011 Report
     and noted that the report is in the process of being revamped and updated.

     Ride Checks - still finding 5 to 8 impaired per week, any time of day/hour. The Marine
     Unit had a very high number of impaired charges also.

     Spike from July through September in mischief & break-ins. Drug related and several
     involved have been caught.

     O.P.P. are no longer permitted to provide accident info to municipality for insurance
     purposes with respect to Traffic Reports as they are a 3 rd party. They are to meet with
     Fire Department to discuss this matter.

  a) Smith-Ennismore Community Policing Volunteers Update

     Smith-Ennismore Community Policing Chair Anita Hayes reviewed the report.

     Volunteer numbers are up, speed awareness hours up, office hours up - lots of walk-in
     traffic.

     New volunteers through seniors groups to help sew blankets for project wrap around.

     Smith-Ennismore Community Policing awards night to take place on Wednesday
     December 21, 2011. All Smith-Ennismore Police Services Board members encouraged to
     attend.
