NITTTR, Chennai has been established by the Government of India, through the then Ministry of
Education and Culture for developing technician education. The Institute started functioning from
1966 at Taramani Campus. The name of the Institute has been changed to National Institute of
Technical Teachers Training and Research in 2004. The Institute plans to offer the Master of
Technology (Human Resource Development) [M.Tech. (HRD)] as a long-term programme in
2012 – 2014. M.Tech. (HRD) degree programme will be affiliated to the University of Madras.
M.Tech. (HRD) programme has been approved by the All India Council for Technical Education, New
Delhi in 1998 and the First Batch has been admitted in the Academic year 2000 – 2001, the
Second Batch in 2001 – 2002, the Third Batch in 2002 – 2003, the Fourth Batch in 2007 – 2008,
the fifth batch in 2008 – 2009, the six Batch in 2009 – 2010, the seventh batch in 2010 – 2011,
and the eighth batch will be started on 1st August 2012.
This four semester programme is unique in India. It aims to develop professionals to organize HRD
programmes in Technical Institutes like Polytechnics, Engineering Colleges, IITs, NITs, Technical
Universities, Manufacturing and Service Sector, IT Sector, Public Sector undertakings, and
Recruitment and Consultancy Agencies in HRD.
The programme has been prepared to provide adequate skills in HRM and HRD like recruitment,
selection, orientation, performance appraisal, planning, development and implementation of training
programmes, preparation of training packages using print and electronic media. There will be
adequate exposure to corporate training centres. There is a heavy demand for this programme in
Indian Technical Education and as well as in HRD aspects of Government and fast growing IT and
NOTE TO THE CANDIDATES:
The seats which are not utilized by the State Directorates of Technical Education will be offered to
open candidates. Selection will be based on merit, and one aptitude test (written).

Enclose all attested copies of certificates from SSLC, +2, B.E./B.Tech./AMIE/ or Equivalent,
provisional pass certificate* or, degree, mark sheet, conduct certificate from the Head of the
Institution last studied, transfer certificate, social status in case of SC / ST and certificate from the
designated medical authorities for the physically challenged persons.
* Do not enclose any ORIGINAL certificate. You will have to produce them only during the interview.
ANNEXURE – I
MASTER OF TECHNOLOGY
(Human Resource Development)
1. DURATION: 01.08.2012 to 30.04.2014 (4 Semesters)
2. NATURE OF PARTICIPANTS: Participants holding a Degree in Engineering (B.E.)
or Technology (B.Tech.) or its equivalent
as recognized by University of Madras, Chennai.
3. GOALS OF THE PROGRAMME:
Develop appropriate model(s) for planning and development of programmes which are
relevant to the resolution of the issues confronting HRD in technical education /
Corporate Sector / Govt. Departments to improve its efficiency and effectiveness and
future capabilities of the system, considering advances due to globalization of Indian
Analyse the issues, models and methodologies for designing, implementing and
evaluating the curriculum of HRD programmes vis-à-vis the needs of the system.
Generate dependable and workable solutions to problems in such areas as needs
analysis, programme planning, courseware development, and organizing human
resource development programmes to meet the demands of various sectors of
government, industries and services.
Evolve procedures for review, evaluation, and development of policies in HRD in
Government / Organized Sectors / technical education sector in order to bring about
qualitative improvements in HRD.
Develop models for HRD in Indian Industries / Institutions and develop specialists to
undertake various functions in HRD in these industries / institutions.
Engineering College and Polytechnic teachers with B.E. / B.Tech. working in the Southern
Region are to be sponsored by their Directorate of Technical Education.

5. OPEN COMPETITION:
Candidates who have passed B.E./ B.Tech. are eligible to compete for vacant seats which
are not filled by the State Directorates through the Polytechnic / Engineering College
The following are the criteria for open competition:
i. Marks obtained in the B.E. (II year to Final year) - 60%
ii. Aptitude Test - 40%
Aptitude test will be on human resources development, training programme development,
conduct of programmes, evaluation, development of learning packages, organization of HR
departments. There will be about 120 objective test items and one or two structured
questions to assess the aptitude, entry behaviour, career goal, likely contribution, etc.
The rank order will be prepared for the open competition.
The candidates will be admitted as per the rank order as and when the vacancies arise:
a) Reservation for Scheduled Caste Candidates - 3 seats
b) Reservation for Scheduled Tribe Candidates - 2 seats
c) Reservation for physically challenged persons - 1 seat
d) Reservation for Other Backward Class candidates - 5 seats
e) Overseas Participants - As per Govt. of India
All the candidates for reserved quota are also ranked as per the subgroup for such reserved
seats. The admission is based on the rank obtained in that group. In the case of candidates
belong to OBC, the decision of Ministry of HRD will be followed.
6. COURSE STRUCTURE:
The course will be spread over four semesters, each of 18 weeks duration. The first and
third semesters consist of the period July to December and the second and fourth semesters
are from January to April every year. There will be an optional industrial exposure from May
to June, in the first year.

ANNEXURE – II
TERMS AND CONDITIONS
For admission to M.Tech. (HRD) Programmes
1. CONDITIONS FOR ADMISSION
Applicants for M.Tech. (HRD) should produce original or provisional pass certificate of B.E. /
B.Sc. (Engg.) / B.Tech. Degree, Mark Sheets, Transfer Certificate and Conduct Certificate at
the time of admission.
The Qualifying Examination passed by the applicant, should be one, recognized by
University of Madras.
At the time of admission, the candidates should pay the amount as prescribed by the
Affiliating University towards Recognition, Registration, Examination and other charges
prescribed by them.
2. ACCOMMODATION AND OTHER FEES
Hostel accommodation is available in the Institute’s Hostel adjoining the Institute Main
Building. The candidates can apply to the Hostel, if they need accommodation in the New
Hostel during the period of institutional programmes. All the long-term course candidates
should pay the following fees:

Tuition fees for Overseas Participants will be as per MHRD Guidelines.
The State Government sponsored teacher candidates from the polytechnics,
engineering colleges and technical universities are exempted from the payment of
tuition fees and technology fees. However, they have to pay the examination fees
and other prescribed to the fees University of Madras.
Hostel Deposit - Rs.2,500/-
3. FOR CANDIDATES SELECTED FROM THE OPEN COMPETITION FROM SC / ST:
In addition to the various fees mentioned above, the tuition fee of Rs.30,000/- per semester,
sports and cultural fees Rs.400/- per annum and technology fee of Rs.5,000/- per year will
have to be paid to the institute by the candidates for Master Degree programmes. SC and
ST candidates will have to apply to their Government for the reimbursement of the tuition fee
as per the prevailing rules of the state. Also they are eligible to apply to UGC Scholarship of
Rs.5,000/- per month and Rs.10,000/- per annum towards contingencies.
There is no provision for stipend from the institute for the industry sponsored candidates.
If the open competition students apply for external stipends under GATE, or scholarships
offered by AICTE or various Ministries of State or Central or Private Trusts the Institute will
recommend the candidates. The government sponsored teacher participants will be paid
fellowship as per the Ministry of Human Resource Development, Government of India
regulations. For overseas participants the Institute will assist them to receive fellowship /
stipend as stipulated by the sponsoring agencies.
The candidates are governed by the Rules and Regulations of the Institute in force from time
to time, which should be strictly adhered to. The candidates are expected to maintain
highest professional ethics set by the Institute / University / Government of India.
ANNEXURE – III
GENERAL INFORMATION ABOUT NITTTR, CHENNAI AND THE
The NITTTR, Chennai is one of the four National Institutes established by the Ministry of
Human Resource Development, Government of India for training of technical teachers. The
Institute is an autonomous organization under the administrative control of Board of
Governors appointed by the Ministry of Human Resource Development, Government of
India. It is an associated centre of Asian Programme for Educational Innovations for
Development of UNESCO Principal Office, Bangkok, Thailand; Colombo Plan Staff College
for Technician Education, Manila, Philippines. The Institute has successfully completed
many International Projects under World Bank, Asian Development Bank, UNESCO, CIDA,
SIDA, DANIDA and UNDP.
The objectives of the Institute are:
To train teachers of engineering Institutions through long, modular and short courses.
To foster and promote research in
a) improving classroom and laboratory techniques
b) developing understanding of teaching and
c) all aspects of curriculum development and training.
To prepare and supply, wherever necessary, teaching and instructional materials,
technical films, ETV programmes and MMLPs and other teaching-learning aids to

on technical education in the region, regarding curriculum development, admission
procedures and examination reforms.
To collaborate with institutes and organizations in India and abroad that have similar
objectives and functions.

Besides the Engineering Laboratories, the Institute has a well-equipped Library, wide range
of computer facilities, Educational Technology Laboratory, Centre for Environmental
Engineering, Education and Management, Multi-media Centre, CADD Suite, GIS Centre,
CCTV Studio for Micro-teaching and an ETV Production Centre.
5. EXAMINATION FEES
All the candidates admitted to the M.Tech. (HRD) programme should pay all the fees /
charges as prescribed by University of Madras from time to time.
