important responsibility — the safety of students.

Motor vehicle crashes are the number-one killer of teenagers — and a main reason for these tragedies is
teens have the lowest seat belt use rate among all motorists.

With Minnesota’s primary seat belt law in effect, now is a great time to remind teens about the
consequences of not buckling up — for both drivers and passengers. To encourage seat belt use and stop
these preventable tragedies, I request your support in educating students about the importance of seat
belts.

In October, law enforcement officers across Minnesota will partner and conduct enhanced seat belt
enforcement with the goal of ensuring every Minnesota motorist buckles up — especially teen drivers and
their passengers. You can support this effort by reminding your students of Minnesota’s primary seat belt
law, and informing them of our heightened seat belt enforcement efforts.

Enclosed for your use are a series of PA announcements and sample window clings that promote seat belt
use, the enforcement campaign and the primary seat belt law. We encourage you to ask students to
customize and read these during the morning or afternoon announcements; and post the clings on school
exit doors.
