                             Regular Board Meeting Minutes
                                January 27, 2009

The regularly scheduled Board meeting of the Yonkers Parking Authority Board took
place on Tuesday, January 27, 2009, 2008, at 5:30 pm. at the YPA offices at 8 Buena
Vista Avenue Yonkers, NY 10701

Call to Order
Chairman William T. Regan called the meeting to order at 5:30 pm.

Approval of YPA Board Minutes of December, 2008
Patricia Kischak, Board member motioned to approve the minutes of the regular Board
meeting held on December 30, 2008. The motion was seconded by Brian Nicoletti,
Vice-Chairman. The Board voted unanimously 4-0.

City Council’s Resolution for Veterans’ Parking-follow up letter
At the meeting of December 30, 2008 Chairman Regan requested that a letter be
drafted and sent to the Veteran’s Clinic and the City Clerk’s Office informing the City
Council and Veteran's clinic that Michael Dalton, Executive Director and the Board
agreed not to adopt the City Council’s resolution No. 156-2008 dated September 23,
2008. A request was made by City Council to have City administration and the Yonkers

Parking Authority waive parking fees for veterans who park in any municipal facility.
The Yonkers Parking Authority will continue providing veterans with three (3) free hours
of parking in the Government Center. Stubs must be validated by the Veteran’s Clinic or
City Hall.

Security Consultant Project Update
John McLynn, Assistant Director informed the Board that he met with Robert Hardy,
security consultant on January 23, 2009 to check on the progress he has made for the
new security software/hardware equipment needed for the Yonkers Parking Authority and
Downtown Water Front BID. Crucial information was lost in the past due to the software
not functioning correctly. The problem was revealed last summer. The Cernium software,
which is currently being used is not upgradeable. The security consultant will be
responsible for finding software best suited to operate the security cameras. Mr. McLynn
stated that he would be getting something in writing to ensure new software/hardware is
upgradeable once the bids are released on Friday, January 30, 2009. Chairman Regan,
advised Mr. McLynn to consult with Manny Innamorato from the MIS department in City
Hall.

Other Business

Clear Channel
Jay McLynn, Assistant Director advised the Board that he and Joseph Dalli, CFO met
with Bill Tagliaferri of Clear Channel regarding advertising billboards in the YPA Parking
Facilities. An estimate is needed of what the YPA can charge for advertisements.
Chairman Regan would like Clear Channel to come up with individual written proposals
for each parking facility. Jack deAngeli, Board Counsel stated that the City of Yonkers
has a billboard law they must comply with. He will be checking to see if the Authority is
exempt from this regulation. Chairman Regan advised Mr. McLynn to also check with
Clear Channel regarding these regulations.

Main Street meter time Extension
Michael Dalton, Executive Director informed the Board that the City Council Committee
has yet to approve the request made by Ron Masciandaro owner of the “Pizza Place” to
have meters extended passed 6pm in front of his establishment on Main Street. Any
amendment to the Parking & Traffic Code must go before the City Council.

Final Budget Review
Newly Appointed, Joseph Dalli, CFO presented the Board with the proposed budget for
2009 versus the actual budget for 2008 for the Yonkers Parking Authority and the
Buena Vista Garage. The total revenue for the Yonkers Parking Authority revenue was
$3,854,533 for 2008 versus $3,981,000 for 2009. The total expenses for 2008 were
$4,051,168 2008 versus $4.027, 683 for 2009. The total deficit was $196,635 for 2008
versus $46,683 for 2009. The total revenue for the Buena Vista Garage was $550,470
for 2008 versus $650,000 for 2009. The total expenses for 2008 were $918,336 2008
versus $1,078,730 for 2009. The total deficit was $367,866 for 2008 versus $428,730
for 2009.

Chairman Regan asked Mr. Dalli to amend the Yonkers Parking Authority budget report
to create an appropriated fund line under the revenue section to cover the projected
deficit. In addition he advised him to put a freeze on the least important expenditures.

Mr. Dalli advised the board that in the agreement, between the Yonkers Parking
Authority (YPA) and the City of Yonkers (COY), it is stated that the COY would cover
some of the Authority’s administrative costs. He will be putting in for a 25%
reimbursement for FY2009 per employee currently servicing the Buena Vista Garage.


Adoption of FY 2009 Yonkers Parking Authority Budget- Resolution-2009-01a
The Board considered Resolution 2009-01a for the adoption of the FY 2009 Yonkers
Parking Authority Budget with the amended changes stated above. A motion to
approve Resolution 2009-1a was made by Michael Ramondelli, member and seconded
by Brian Nicoletti, Vice-Chairman. The Board voted unanimously 4-0.

Adoption of FY 2009 Buena Vista Garage Budget- Resolution-2009-02a
The Board considered Resolution 2009-01b for the Adoption of the FY2009 budget for
the Buena Vista Parking Garage. A motion to approve Resolution 2009-01b was made
by Brian Nicoletti, Vice Chairman and seconded by Michael Ramondelli, member. The
Board voted unanimously 4-0.

Monthly Financials of December 2008
Joseph Dalli, Deputy Director/CFO presented the financials for the month of December,
2008. The meter revenue for December, 2008 was $14,045 versus $13,065 for
December, 2007, up by $980. The booth revenue year to date was $677,619 versus
$668,994 for 2007, down by $8,725. The total permit revenue year to date was
$893,830 versus $954,911 for 2007 down by $61,081. The Buena Vista Garage permit
revenue was $25,409 for December, 2008 versus $26,085 for December, 2007 up by
$676. The booth revenue was $11,285 for December, 2008 versus $15,654 for
December, 2007 down by $4,369. The total revenue year to date for the Yonkers
Parking Authority and Buena Vista Garage was $4,404,653 for 2008 versus $4,485,380
for 2007 down by $80,727.

Conclusion
With no further business, a motion to adjourn the meeting was made by, Michael
Ramondelli, member and seconded by Patricia Kischak, member. The meeting was
adjourned at 7:00 pm. The Board voted unanimously 4:0.
