INVITATION TO BID
1.1 The Windsor C-1 School District (hereinafter referred to as the District) is
requesting fixed price bids to perform removal, installation, and repair all the
hallway’s drywall and also painting at the High School.

3.0 INSTRUCTION FOR BID SUBMITTAL
3.1 All bids must be received no later than June 1, 2011 2:00 PM and must be

If a bid is transmitted by US mail or other delivery medium, the bidder will
responsible for its timely delivery to the address indicated.
3.2 Any bid received after the stated date and time WILL NOT be considered and
will be returned unopened.
3.3 One manually signed original bid and one photocopy of the bid must be sealed in
one package and clearly labeled “BID FOR DRYWALL AND PAINTING
SERVICES” on the outside of package. The legal name, address, bidder’s
contact person and telephone number must also be clearly noted on the outside of

3.5 All bids must be signed by an officer or employee having the authority to legally

3.8 Bids not conforming to the instructions provided herein will be subject to
disqualification at the sole discretion of the District.
3.9 Any bid may be withdrawn prior to the date when bids are due. Any bid not
withdrawn will constitute an irrevocable offer for a period of 90 days, to provide
the District with the services specified in the proposal.
4.1 The District reserves the right to accept or reject any or all bids.
4.2 The District is not obligated to accept the lowest bid. The bid that serves the best
interests of the District will be the bid that is selected.
4.3 The District reserves the right to waive any irregularities and technicalities and
may, at its sole discretion, request a re-submittal or other information to evaluate
any or all bids.
4.4 The District reserves the right to require bidder(s) to submit evidence of
qualifications or any other information the Board may deem necessary.
4.5 The District reserves the right, prior to Board approval, to withdraw the bid or
portions thereof, without penalty.
4.6 The District reserves the right to: (1) accept the bid of any firm to be in the best
interest of the District and (2) to reject any and/or all bids.
4.7 The District reserves the right to conduct interviews with any of the bidders and to
require a formal presentation by any of the bidders.
4.8 It is the intent of the District to award this bid to a single source, however, the
District reserves the right to award this bid to multiple sources if it determines that
a multiple award is in its best interest.
4.9 The bid award will be made based on funds availability and will be at the sole
discretion of the Windsor C-1 School District’s Board of Education.
5.1 The term of this contract shall be from start of project, based upon the Windsor C-
1 School Board approval date, and through August 1, 2011. At this time the
expectation is for the project to be completed, if not earlier.
5.2 All terms and conditions of this bid, any addenda, and negotiated terms are
incorporated into the contract by reference as set forth herein.
6.0 BID INQUIRIES/NOTICES
6.1 In order to maintain a fair and impartial competitive process, District staff or
Board members will not communicate with prospective vendors regarding this bid
after bids distributed. All questions and inquiries must be submitted via email
no later than May 26, 2011 12:00 noon to: All questions and inquiries will be

6.2 Copies of addendum will be made available for inspection at the District’s Central
Office where bid documents will be kept on file.
6.3 No Addendum will be issued later than May 27, 2011, except an addendum
withdrawing the Invitation to Bid or one that includes postponement of the date
for receipt of bids or one containing the questions and answers.
7.0 SCOPE OF SERVICES
7.1 Sight inspection can be requested, contact Dan Calbreath 636-464-4481.
7.2 The bid is for removal of existing drywall, hang 5/8” VR drywall, mudding,
sanding, primer, and paint to finish.
7.3 The Contractor is to furnish all materials, equipment, labor and permits for the

7.5 A Contractor agrees that all laborers that are employed on this project shall, meet
all Missouri Labor Standards. Contractor agrees that all subcontracts entered
into by the Contractor shall contain similar a provision covering any
subcontractor’s employees who perform work on this project. Contractor further
agrees to sign a project labor agreement.
7.6 Contractor will leave all work sites in a neat and orderly fashion at the end of each
workday. The contractor will be responsible for insuring frequent pick-up of all
rubbish, refuse, scrap materials, and debris as a result of their operations so that
work sites present a neat and orderly appearance at all times. All rubbish, scrap,
etc. will be transported from the premises. Rubbish and/or debris will NOT be
deposited into the School’s refuse containers. At completion of the work, the
Contractor will remove all work material, tools, construction equipment and
machinery from the work site and will leave project in ready to use condition.
7.7 Unused paint products will be left at the work site in their original containers and
will be removed by District personnel.
7.8 Contractor will provide due care at all times while performing any task by
cordoning off, barricading, and/or posting signs to maintain a safe distance to
avoid creating hazardous conditions for pedestrians, property and vehicles.
7.9 Contractor will be responsible for the protection of all buildings, structures, and
utilities that are underground, above ground, or on the surface from their
operations that may be hazardous and/or damaging to said facilities.
7.10 The Contractor will coordinate all work with the school’s Maintenance Director
and provide a construction work schedule. Contractor will be required to
coordinate the schedule around school activities (summer school and regular
activities), which will be addressed with the Maintenance Director. It is possible
for work to be performed during the day, evening or weekends, however, no
overtime will be paid.
7.11 When the Contractor arrives on campus they must report to the school’s
Maintenance Director prior to commencing any work and also contact before
leaving the campus for security purposes.
7.12 The Contractor will at all times enforce strict discipline and good order among
their employees. Windsor C-1 School District is a smoke free and drug free
campus. The Contractor must advise their personnel for compliance purposes.
7.13 Contractors bidding on a contract for services in excess of $5,000 will provide a
sworn affidavit and supporting documentation that affirms the contractor’s
participation in a federal work authorization program, such as E-Verify, and that
the bidder will not employ illegal workers for the project. Said contractor is only
required to provide this affidavit to the district annually.
7.14 The Windsor C-1 School District will not conduct business with entities unless
the contract includes a cleared background check for all employees, and a
provision that prohibits the business from utilizing an employee, on district
property, who is a registered sex offender or otherwise prohibited from being on
school property. Contractors must require subcontractors to agree to the same

adjacent boards before finishing. After finishing, joints shall be not be visible.
Not more than 1/8 inch in 10 feet deviation from true plane, plumb, level and
proper relation to adjacent surfaces in finished work.
7.17 Fire Resistance for Fire-Rated Assemblies: ASTM E 119.
7.18 Mock-Ups: Provide mock-up as required to demonstrate quality of workmanship
and level of finish.
7.19 Performance: Fire, structural, and seismic performance meeting requirements of
building code and local authorities
8.0 SCOPE OF WORK
The drywall and paint scope of work for the Windsor High School is to install VR Board
in all exposed areas of the hallways (drywall behind lockers does not need to be VR
Board), commons and stairwells with existing drywall. Paint all remaining hallways and
both gyms. The Contractor shall provide all qualified labor, equipment, tools, material,
supplies, and permits necessary to complete the job.

13.0 INSTALLATION (Paint)
13.1 Inspect surfaces, report unsatisfactory conditions in writing; beginning work
means acceptance of substrate.
13.2 Comply with manufacturer's instructions and recommendations for preparation,
priming and coating work. Coordinate with work of other sections.
13.3 At existing areas to be repainted, remove blistered or peeling paint to sound
substrates. Remove chalk deposits and mildew and wash all surfaces with mild
detergent. Perform related minor preparation including caulk and glazing
compounds. Spot prime bare areas before priming and painting as specified
13.4 Match approved mock-ups for color, texture, and pattern. Re-coat or remove and
replace work, which does not match or shows loss of adhesion. Clean up, touch
up and protect work.
14.0 PROJECT CONTROL
14.1 The Contractor will meet with selected representatives from the District every two
weeks or as determined necessary to review progress and provide necessary
guidance to the contractor in solving problems, which may arise.
14.2 Every two weeks the Contractor will submit a brief summary of the accomplished
during the reporting period, work to be accomplished during the subsequent
reporting period, real or anticipated problems and notification of any significant
deviation from previously agreed upon work plans.
15.1 Contractors will guarantee workmanship and materials to be free of defects under
normal use and service for a period of one (1) year from the date of acceptance by
the Windsor C-1 School District. Contractor will bear the obligation and cost of
materials and labor for repair and/or replacement during the warranty period.
16.1 Bidders are requested to furnish a copy of their current Occupational License with

17.0 BID PRICING
17.1 Bidders are requested to furnish a total cost of materials and labor.

18.0 VENDOR PAYMENT AND INVOICING
18.1 Windsor C-1 School District requires all vendors to submit their pay request that
is clearly labeled Drywall and Painting Services for the High School. One-
week prior (by the third Wednesday) of that month’s scheduled Board meeting.
18.2 Lien-waivers and payroll records must meet Missouri’s Prevailing Wage Laws.
18.3 The district will be exempt from any and all lien-waivers, and any violation of
Missouri Labor Laws required that are the responsibility of the contractor/vendor.
18.4 The district will retain 10% of the pay request to be held until completion of the
project, and final inspection is conducted and approved.
19.0 INSURANCE REQUIREMENTS
19.1 It is mandatory that the person/firm submitting the proposal have minimum
Liability limits of $1,000,000.00 for both Comprehensive General Liability and
Motor Vehicle Liability and at least the statutory limit of Worker’s
Compensation. All coverage must be included on the certificate(s). If the
Proposer’s current certificate of insurance does not meet the amount required, a
statement must be included with the proposal document from their insurance
carrier would write the necessary insurance coverage. The successful Proposer
must then have the required insurance placed in force with written notification
provided to the Director of Maintenance, prior to issuance of a purchase order,
which authorizes the performance to begin. Failure to do so may invalidate the
award and result in an award to the next responsible Proposer.
20.0 PERFORMANCE AND PAYMENT BONDS
13.1 Upon award of bid, Bidder shall be required to submit the District Certificate of
Insurance along with Performance and Payment Bonds. Bond Company must be a
U.S. company with an A+ best rating and licensed in all states.
