CONCURRENT RESOLUTION
1 Resolved by Ike House of Represoilatice-f (flic Senate 2 coiicurriny), That (a) there is established a joint congres3 sional committee which shall be known as the Joint; Com4 mil tee on Impoundment of Funds (hereafter in this conc'u5 rent- resolution referred to as the ''committee"), consisting of 6' five Members of the Senate to be appointed by the President7 pro tempore of the Senate, and five Members of the House of 8 .representatives to be appointed by the Speaker of the House 9 of !I i ep resen la lives. Of the five M'embers of (he Senate ap10 pointed under this subsection, three Members shall be from 11 the majority parly, and (wo M.embers shall be from I bo 12 minority parly. 1 resentatives appointed under flu's subsection, three Members 2 shall be from tlie majority party, and two Members shall be 3 from the .-minority party. 4 (b) The committee shall expire at the close of the second
5 session of the Nmety-third Congress. Q (c) The committee shall select a chairman and a. vice
7 chairman from among its members. The vice chairman shall 8 act in the place and stead of the chairman in the absence of 9 the chairman. The chairmanship shall alternate between the 10 .Senate and House of Representatives and the chairman shall 11 be selected by members from the bod}' entitled to (he chair>12 manship. 7 conduct a continuing comprehensive study and review of 8 the President's constitutional power to terminate authorized 9 Federal -projects for which appropriations have been .made 10 or to withhold funds for same and to report to the Congress 11 its findings in a final report before the close of the Ninety12 third Congress. The committee may make such interim re1S ports to the appropriate^standing committees of the Congress -^ as' it deems advisable.

(b) In carrying out its .functions and duties the committee shall avoid unnecessary duplication with any ihvesfcigation undertaken by any other joint committee, or by
