NTC11/202       CHESHIRE QUALITY COUNCIL

Jackie Weaver, Chief Officer, Cheshire Association of Local Councils, awarded the Council with a
reaccreditation certificate of our Quality Parish Status. We were congratulated on achieving the award
and a brief talk was given on the importance of continuing to communicate with the public about what
we do in the town. Jackie was thanked for coming along to the Council for this presentation.

NTC11/203       DEVELOPMENT OF ARTS IN NORTHWICH

Nick Hughes, Chief Executive, Development of Arts in Northwich gave a comprehensive presentation
on the organisation, established in 1976, listing the many events & productions they are involved with.
Nick greatly emphasised the need for continued support from us, to enable DAN to survive during
these difficult economic times, with all their £84,079 income last year spent and the Arts Foundation
funding no longer available. He was thanked for giving us an informative talk again.

NTC11/204       APOLOGIES FOR ABSENCE, OR ABSENCE

Apologies for absence and reasons were received from Councillors R Cotterill, Mrs G Gough and B
Stringer and duly recorded in the apologies register.

NTC11/208     REPORTS ON COMMITTEES
Resolved:
        That the Minutes of the Planning Committee meeting held on Tuesday 20th March 2012
          be noted as a true record.

           That the Minutes of Finance & General Purposes Committee meeting held on Tuesday
            20th March 2012 be noted as a true record. Payments totaling £57,719.56 approved then
            duly noted. A list of these approved payments is available on request from the Chief
            Executive (Tel 01606 41510).

           That the Minutes of the Small Grants Committee meeting held on Wednesday 14th March
            2012 be noted as a true record.

NTC11/209     TOWN MAYOR’S COMMUNICATIONS

The Mayor informed members that the following events had been attended:
                  Cheshire Army Cadets – Shooting Ranges
                  Northwich Mayor’s Ball, Memorial Hall
                  Lord Mayor of Chester’s Hospitality Day
                  Rotary Club of Northwich, Swimathon
                  89th Charter Dinner for Rotary Club
                  Northwich Victoria FC, New Shop Opening
                  Comberbach Primary School, Vegetable Garden

The Mayor asked the Council for support with the Easter Egg Hunt at Vickersway Park on Easter
Monday, and also the Proms Concert on 5th May 2012.

Resolved that Council sanction these events, and that the Mayor and CEO ensure the cost to the
Council be as low as reasonably possible, to enable these events to take place within the community.

NTC11/210     CHIEF EXECUTIVE’S REPORT

Council has been informed of Cllr George Miller’s resignation on 2 March, since advised to CW&C
Electoral Officer. Notices posted in accordance with Council Election procedures, costs to date £800.

CEO had written to Chair of Governors at Hartford High School. Having taken legal advice, the
governors confirm being satisfied that no conflict of interest occurred, in that there was no tangible
personal gain arising. Full reply letter is available from the office should Members wish to read.

July Northwich Carnival - CEO has been approached by some councillors to ascertain Cheshire
Police position this year on costs. Northwich Inspector Paul Laughlin advised that in the past, road
closure and manning was done free as a goodwill gesture. Unfortunately in future the cost for such
events will have to be paid for by the organisers. The Inspector said this was not a Cheshire Police
HQ decision, but at a national level. Costs will be available from the police if required.

Members asked the Council for continued support for the Northwich Carnival with regards to policing
and manning costs. The Council said they would look into this and try to do what they could to help
save the Carnival for Northwich. Deputy Mayor Cllr Mainwaring said that Cllrs B & Mrs D Cooke
should be congratulated for raising concerns about this issue.

CEO had already emailed members with CW&C Monthly Bulletin for local Parish & Town Councils.
Mark Simmons informed Members that a greater Northwich Parish Conference had already taken
place and it had been agreed that two meetings would be held each year.

NTC11/211     OPERATIONS MANAGER’S REPORT

OM informed members that the equipment at both Churchwalk and James Street Playgrounds has
been installed, and requested that the paddling pool opens the last week in May until mid-September.
Members agreed opening dates for the summer season.

OM also requested that a “friends of” group be formed at James Street Playground. The initial
advisory group would consist of the OM, a Councillor, PCSO and three residents. If feedback was
positive then a group would be formed, this would enable the Council to have a greater chance of
receiving funding for the area, and also an excellent opportunity to engage with the community.
Members agreed to this “Friends of” project.

Plans have now been received for toilets at Vickersway Park. Architects advice is that it would be
more cost effective if the existing block was demolished and to have a new building completely. With
Council’s permission, the next stage will be to apply for funding with this project. Members agreed
that OM report back to Council with further information when received.


NTC11/212     REPORTS FROM EXTERNAL BODY REPRESENTATIVES

Northwich Victoria FC - Cllr Tom Davies and Cllr Terry Murphy met with them at CW&C HQ. There
were many concerns with the recent closure and loss of their Victoria Stadium ground, following its
recent sale to Thor Chemicals. Council and public alike appreciate this is a great loss to the
community as a whole, and after discussion it was unanimous that a way should be sought to save
the club. Visitor Paul Stockton, chair of Northwich Victoria Supporters Trust, which is a Government
supported National Group, spoke about the club’s present situation and explained the process the
club would have to go through to develop a new club if that was what was agreed.

Cheshire Fire Brigade Union – Four representatives came and addressed members over concerns
with the ‘economies’ of setting up a new control centre near Warrington. The issues was over safety
rather than jobs, in that calls from here as far north as Ambleside in Cumbria would now have to be
dealt with, and despite advances with ‘sat nav’, invaluable local area knowledge would be lost.

One Way System update – Cath Fox, Jamie Barron and Mark Haywood from CW&C Highways
addressed members recently. The new one-way gyratory system now in operation here for another
fifteen months, is proving to be quite controversial with many experiencing problems of access and
traffic congestion at crucial times of the day. CW&C are continually ‘tweaking’ and monitoring the
system and agreed to keep in regular contact with us to discuss public issues and concerns raised.


NTC11/213     PROMS IN THE PARK AND JUNIOR COUNCIL

Council support hosting Proms in the Park Concert at Verdin Park on May Bank Holiday weekend.
The costs are to be agreed by the Mayor and Chief Executive, who will ensure that the cost to the
council will be as low as reasonably possible to enable these events to take place.

All seven Northwich Primary Schools will be asked if they wish to be included in the Junior Council:
Charles Darwin Community Primary School, Greenbank Residential School, Leftwich Community
Primary School, Rudheath Community Primary School, Victoria Road Primary School, Winnington
Park Community Primary School and Witton Church Walk CE Primary School. Council to host these
2-3 times a year, estimated costs to be advised in due course for consideration.

NTC11/214      OLYMPIC TORCH BEARERS

Council agreed to host a civic reception with the official Olympic Torchbearers from the Northwich
area. We are proud to announce that Cllr Amy Mercer-Bailey will be participating in this event, and
offer her their best wishes for such a monumental occasion. This would be after 30th May, so that Cllr
Amy Mercer-Bailey will be able to bring her torch to Council for Members to see.

NTC11/215      NORTHWICH TOWN PLAN

Council welcomed the inception meeting report from Mark Simmons dated 2nd April 2012. It was
agreed the CEO arrange a meeting with Jeremy Owens, CW&C Head of Local Development
Framework and us to consider the Regional Planning and Local Development Framework policies
and the impact this could have for Northwich by having a Neighbourhood Plan.

NTC11/216      ChALC AREA MEETING ARRANGEMENTS

Members had been circulated with a working paper with proposals to change how ChALC work
locally, to better reflect the way Cheshire West, Cheshire East and other areas operate. Members
accepted these recommendations. It was also agreed that CEO request an explanation from ChALC
as to their failure to consult with us prior to their decision to support CW&C proposals to introduce the
Elimination of Double Taxation in 2012-13.

NTC11/217      MONTHLY SURGERIES

Members for surgeries will be: May 5th Cllrs T Murphy and N T Davies; June, none due to the Jubilee
celebrations; July 7th Cllrs B Jamieson & A Stott; August, none due to Summer Recess. All surgeries
are to be held on 1st Saturday monthly from 11 am – 12 noon at the Town Information Centre.

NTC11/218      DATE OF NEXT MEETING

The date of the next Town Council meeting was agreed as Monday 8th May 2012.

The monthly draw selection for shop promotion this month is Swift Services in Northwich.

Part B

In accordance with Local Government Act Public Admittance to Meetings Act 1960 the following agenda items
are to be considered in the absence of Press and Public.

It was moved by Cllr B Stringer and seconded by Cllr G Mainwaring that the meeting proceed into Part B.

NTC11/219      CORRESPONDENCE REPLIES

Members agreed that Council should avoid responding to letters published in the local paper. The
only exception would be if the integrity and honesty of the Town Council were challenged. In these
circumstances the CE will consult with Members to agree an appropriate course of action.

Resolved to recommend Proposals were approved.
