                               PUBLIC ACTION MEETING

                                      January 13, 2009

The public action meeting of the Bridgeton Board of Education was called to order at 6:05
p.m. by the Ms. Angelia Edwards. Board Members present were Ms. Marie Bernstein, Mr.
Jack Surrency, Mrs. Brenda Dellaquilla, Ms. Thelma Scott, Ms. Angelia Edwards and Mr.
Ronald Bowman, Mr. Willie Tukes, Mr. Curtis Edwards and Mrs. Mary Peterson. Also in
Attendance were Mrs. Nicole M. Schoener, School Business Administrator, A. Paul Kienzle,
Jr. Esq., Board Solicitor and Dr. Thomasina Jones, Assistant Superintendent. Dr. H. Victor
Gilson was absent. Prayer was offered by Ms. Edwards.

OPEN PUBLIC MEETING STATEMENT
The New Jersey Open Public Meeting Law was enacted to insure the right of the public to
have advance notice of and to attend the meetings of the public bodies at which any business
affecting their interests is discussed or acted upon. Bridgeton Board of Education has caused
notice of this meeting to be published by having the date, time and place thereof posted
on the bulletin board in the lobby of the Bank Street Administration Building and mailed to the
City Clerk of Bridgeton, The Evening News, Bridgeton, Radio Station WSNJ, Bridgeton on
April 25, 2008.

PUBLIC PARTICIPATION
Ms. Natalie Bonner expressed concern about the current yearbook. Ms. Bonner stated that
she was not notified about the one day $50 sale in October. The yearbooks are now $80, Ms.
Bonner said she spoke to Ms. Burgess regarding the price. Ms. Bonner believes the notice
should be sent home to the parents not just given to the students. The board asked Dr. Jones
to look into the situation and report back to the parent as soon as possible and the board in the
next week.

Mr. Jose Gonzales addressed the Board regarding uniforms. Mr. Gonzale’s daughter, a High
School student, was told if she was caught with white socks she would be suspended. It was
repeated that the freshman are allowed to not wear uniforms one week. Cynthia Garcia
(daughter in law) was suspended 10 days for a uniform violation. Ms. Edwards asked Mr.
Gonzales to contact Dr. Jones to discuss the situation and she will get back to him.

Ms. Alice Meeks said she attended the safety meeting at Bridgeton High School and was
curious of the outcome. The Board president advised that the report was not available.

Presentation
Nicole Schoener, Business Administrator presented the corrective action plan for the
Comprehensive Annual Financial Report, Fiscal year ended 6/30/08. The plan is attached in
the minutes. Ms. Edwards asked if there were any questions, there were none.

The Board reviewed the agenda.

Item 2.1.1 a-b                        Approval of Elementary School Activities
Approved the following elementary school activities:
           West Avenue School
           a. The Boy Who Cried Bully - Walnut Street Theatre Touring Outreach
               Company Performances to be held in the auditorium for grades 6-8 on January
               21, 2009 from 10:20 a.m. – 11:20 a.m. Total cost is $800.00, Account #15-

           Vandyke brown printing, Polaroid emulsion transfer, liquid light emulsion,
           medium and large-format cameras, and digital negatives. How to compose video
           and TV shots and light a TV set will also be covered. Staff will gain an
           understanding of digital photography and the use of Adobe Photoshop in the
           process of making art. This training is designed to improve skill levels of
           artists/photographers/videographers, both technically and conceptually.

        Item 2.1.3             Approval of Performing Arts Department Hosting Cumberland
                               County High School Honors Band
        Approved the Performing Arts Department hosting the Cumberland County High School
        Honors Band on January 21 and 28, 2009. There will be two rehearsals and a concert. They
        are requesting the cafeteria to prepare dinner for Wednesday, January 21 and Wednesday,
        January 28. Previously, the cafeteria provided a spaghetti or pizza dinner for between 70 and
        80 students. The host Board of Education has assumed the cost of the meals.

        Item 2.1.4            Ratification of Acceptance of Instructional Materials
        Ratified the acceptance of instructional materials provided to Bridgeton High School teacher,
        Ms. Lauren Astore, through the Bill and Melinda Gates Foundation. This award of materials
        resulted from Ms. Astore’s attendance at the CERRA workshop this past summer in which
        she had made contact with a representative from the foundation.

Item 5.1.4   Approval of Certification of Major Account/Fund Status
Approved the Board of Education’s Monthly Certification of Major Account/Fund Status.

Pursuant to N.J.A.C. 6:20-2A.10 (e), we certify that as of December 31, 2008 after review of
the secretary’s monthly financial report (appropriations section) and upon consultation with
the appropriate district officials that to the best of our knowledge no major account or fund
has been over-expended in violation of N.J.A.C. 6:20-2A.10(b) and that sufficient funds are
available for the remainder of the fiscal year.

Item 5.1.6                   Approval of Public Agency Compliance Officer
Approved Nicole M. Schoener as the Public Agency Compliance Officer for the Bridgeton
Board of Education in accordance with N.J.A.C. 17:27-3.2.

Item 5.1.7                          Approval of Register Fund
Approved the establishment of a $50.00 register fund for the Broad Street School cafeteria to
have change on hand.

Item 5.1.8 (a-b)                Approval of Memorandum of Understandings
   a. Approved the Memorandum of Understanding between New Horizon Child
       Enrichment Center and Bridgeton Public Schools. The purpose of this Memorandum
       of Understanding is to ensure coordinated efforts to plan, provide, and support
       activities for the early childhood community in the South Jersey area. The Head Start
       programs and the LEA’s support the right of all preschool children to receive a high
       quality educational experience.
   b. Approved the Memorandum of Understanding between Tri-County Community
       Action Partnership and Bridgeton Public Schools. The purpose of this Memorandum
       of Understanding is to ensure coordinated efforts to plan, provide, and support

Approved the submission of the Individual Disability Education Improvement Act (IDEIA)

Item 6.1.1 a-b                                                 Facility Usage
a. Approved the request of BHS Class of 1959 to use Bridgeton High School Cafeteria on
   May 30, 2009 10:30am to 12:00pm for Brunch and tour of high school. Brunch fee of
   $8.50 per person will be charged. An appropriate insurance certificate is on file.
   Approval is granted contingent on the understanding that school activities take
   precedence. If a school facility is required for a school activity, board approval is
   revoked.
b. Approved the request of Stone Dragon Martial Arts to use the Bridgeton High School
   Gym, Locker rooms and cafeterias on March 21, 2009 from 8:00am to 5:00pm for
   Martial Arts tournament. Rental fee of $100.00 and Custodial Fees of $338.22 will be
   charged. An appropriate insurance certificate is on file. Approval is granted
   contingent on the understanding that school activities take precedence. If a school
   facility is required for a school activity, board approval is revoked.

Item 2.1.5 Ratification of Cumberland County College Clinical Education Agreement
Motion by Mrs. Dellaquilla, second by Mrs. Dellaquilla ratifying the Clinical Education
Agreement between Cumberland County College and Bridgeton Board of Education,
commenced September 2008 and shall be for a term of one year ending June 30, 2009.
Cumberland County College is a non-profit corporation rendering services to the
Cumberland County community and surrounding communities and provides among its
courses the training of students for the career of Nursing.
Motion carried, roll call vote was 9-0.

Item 4.1.4            Approval of Leave of Absence of Certificated Staff
Motion by Mrs. Bernstein, second by Mr. Surrency approving request of Ms. Jennifer Brown,
Health and Physical Education Teacher at Bridgeton High School, for a Family Medical
Leave of Absence with pay using accumulated sick days from March 20, 2009 through May
5, 2009 and without pay from May 6, 2009 through May 29, 2009, and a Family Medical
Leave of Absence and a New Jersey Family Leave of Absence from May 30, 2009 through
June 19, 2009.
Motion carried, roll call vote was 7-0-2, with Mrs. Dellaquilla and Ms. Scott abstaining.

Sod Farm in the amount of $2,157.00 ($30 per acre) for the first year and $3,595.00 ($50 per
acre) for the second year. The agreement shall begin March 1, 2009 and end February 28,
2011.

       session resolution:
       WHEREAS, section 8 of the Open Public Meeting Act, Chapter 341 PL1975,
       permits the exclusion of the public from a meeting in certain circumstances; and
       WHEREAS, this public body is of the opinion that such circumstances presently
       exist.
       NOW, THEREFORE, BE IT RESOLVED, by the Bridgeton Board of Education of
       the City of Bridgeton, County of Cumberland, State of New Jersey, as follows:
               1. The public shall be excluded from discussion of and action upon the
                   hereinafter specified subject matters.
               2. The general nature of the subject matters to be discussed is personal
                   matters.
               3. It is anticipated at this time that the above stated subject matters will be
                   made public when appropriate.
               4. This resolution will take effect immediately.

The public action meeting of the Bridgeton Board of Education was called to order at 6:05
p.m. by the Ms. Angelia Edwards. Board Members present were Ms. Marie Bernstein, Mr.
Jack Surrency, Mrs. Brenda Dellaquilla, Ms. Thelma Scott, Ms. Angelia Edwards and Mr.
Ronald Bowman, Mr. Willie Tukes, Mr. Curtis Edwards and Mrs. Mary Peterson. Also in
Attendance were Mrs. Nicole M. Schoener, School Business Administrator, A. Paul Kienzle,
Jr. Esq., Board Solicitor and Dr. Thomasina Jones, Assistant Superintendent. Dr. H. Victor
Gilson was absent. Prayer was offered by Ms. Edwards.


The Board discussed matters of personnel.
