ALBOURNE PARISH COUNCIL
Parish Council Meeting held on Monday 19 October 2010 in Albourne Village Hall.
Present: Cllr Jerry Butler (Vice Chair) Cllr Michael Gratton (Chairman of Planning Committee), Cllr
Robert Dunkley, Cllr Gooch and Cllr Gwyn Price. Cllr Stafford arrived at 7.35pm
Also Present: Clerk to the Council – Jenny Hartley
3 Members of the Public (2 members of the public left at 7.50pm due to a prior
engagement and will contact Cllr Gratton tomorrow).
Cllr Seward arrived at 7.40pm
Cllr Butler Chaired the meeting on behalf of Cllr Stafford.
308. Open Meeting and Apologies for absence.

309. Declarations of Interest
Cllr Gratton declared an interest in the application reference: AE10/0273/FUL/LBC -
Albourne Place as he is a direct Neighbour and friend. Cllr Stafford – declared an interest
in application AE10/03126/FUL - Priestfield Barn due to the location of the property in relation to
310. Approval of Minutes of 19th July 2010
Apologies had been received from Cllr Gooch – Clerk will add this information and have the
minutes signed after the meeting.

311. Matters Arising from the above minute

312. To receive reports from:
i. WSCC – Peter Griffiths
Cllr Griffiths had sent apologies for this evenings meeting.
ii. MSDC – Sue Seward
MSDC need to save up to £2.8 million over the next 4 years in their budget. Service Planning group
meet this Thursday – Cllr Seward will be attending
this meeting. MSDC is split into business units. Heads of departments have been working with their
units to establish where budgets can be reduced. Tomorrow night (20.10.10) it is hoped that
Kathryn Hall will be appointed as Chief Executive of MSDC. This is likely to incorporate a
realignment of services within MSDC.
South East Plan update given to members using the 5 year land supply plan. Estimated now to be
9K houses until 2026. This amount to approximately 580 builds per year.
Localism bill is expected to be passed during 2011.
Cllr Seward informed members that an Environmental Crime Unit had been in the area recently.
72.5 turned out for the general election from Albourne.

313. Planning Liaison Committee
i. New Applications:
AE10/02528/FUL - Middle House, Lanehurst, Twineham Lane
Two storey front extension.
Cllr Gratton talked Members through the application.
Cllr Gratton proposed no objection to this application on condition of clarification of the box gutter
and that the 2 properties are sharing the same wall and that the canopy replaces the current porch.
Proposed Cllr Gratton. Seconded Cllr Price.
AE10/0273/FUL/LBC - Albourne Place
Insulation and various Heating/Energy related changes
Cllr Gratton informed the Council there are 3 main elements to this application –
Insulation of the house
Solar Panels in the roof valley
Implementation of the cells to produce electricity in the ground.
Albourne Parish Council has no objection to this application.
Cllr Stafford Proposed and Cllr Butler seconded this decision.
Cllr Gratton did not participate in the decision.
AE10/03126/FUL - Priestfield Barn, Henfield Road
Construction of American barn style stable block.
Cllr Gratton proposed no objection to this application on the condition of
Suitable arrangements for disposal of Waste, Lighting, Private use, clean up of site and removal of buildings.

ii. Recent Decisions of the Planning Authority:
Update on the Equestrian Centre – Cllr Stafford updated members that the Lorries were no longer
operating from the Equestrian Centre.
314. Enforcement Update
Tree Officer had recently taken a decision on the Sycamore tree owned by Curtains Cottage. No
Priestfield Barn – original application withdrawn

Chalet bungalow adjacent to Post Box Cottage – approved

Action: Cllr Gratton to send the responses to the Clerk.
315. MSDC Planning Conference
Cllr Stafford updated members on the outcomes of the recent conference attended at MSDC.
In particular the issues relating to enforcement issues. Mr Nick Rogers had a meeting with Cllr
Stafford after the conference . Subsequently a site visit took place and the lorries now appear to
have stopped operating from the Equestrian Centre.
It was agreed a letter would be sent to Mr Nick Rogers (MSDC) to confirm the operations appear to

316. Joint Parish Meeting
Date incorrect – New date is Monday 25th October 2010 at Poynings Village Hall. Agenda has
already been sent to Councillors.
317. Clapper Boards – Church Lane
These are becoming damaged. The Clerk to ask WSCC to repair. Last time the repairs were not done
correctly. There were issues with the handle. A tilt fillet is required.
Action: Clerk to contact WSCC and Cllr Stafford to take this issue to CLC on 27.10.10
318. Chairman’s Report
Cllr Gratton – re: complaint received.
Eloise Harrison age 10 from 15 Barn Close. Footpath at Albourne Park. No consultation to
neighbouring properties, only some residents were informed. Full detail of letter read by Cllr
Gratton. Resident not happy due to the crossing seemly dangerous, no gate at the end making it
dangerous. Also the park is aimed for younger children, and a request for apparatus for older
children too was included.
It was agreed the communication from WSCC to Barn Close had not been fair, and only one side
had been informed.
All members agreed that Cllr Gratton will respond to Miss Harrison.
PCSO Eve Mayrian had recently been carrying out a number of patrols in the village– in particular
Church Lane to ensure patrols are carried out at different times of the days.
Parish Council Meeting Dates:
Cllr Butler informed members we are duly bound to support the VH as trustees. Cllr Butler stated
that it is not noted anywhere that we meet on a certain night.
Cllr Price – position as trustees is very important, as is the operating of a democratic body.
Tuesdays evenings appeared to be acceptable to the majority of the Parish Council subject to Cllr
Action: Clerk to set the Tuesday meetings for 2010. Cllr Butler to speak to the members of the
Clerk to look into the increase to precept for services etc. Capital Projects and it is for the
VH meeting Tuesday 16th Nov 2010 Village Hall @ 7.30pm .

Youth Club – ask to move to Mondays.
1 week before a meeting for Agenda display. Cllr Gratton will inform the Clerk of any issues relating
to planning in advance of this date so the agenda can be updated accordingly.
319. Village Hall Chairman’s Report
Cllr Butler updated members on the recent fundraising and the need to continue.
Lease update from Cllr Price – met with David Waite from MSDC recently. On-going.
Insurance discussions took place – Cllr Price will study the policy and check we have adequate
MSDC are asking for a contribution of £450 towards their costs.
Cllr Price will re-circulate the cost information to members.
Thanks extended to Cllr Price for his continued work on the VH lease.
320. Finance and Administration Report
The Council approved the accounts and internal audit for 2008/09. Proposed: Cllr Butler
Seconded: Cllr Stafford.

It was agreed the Mazars forms can be signed by the Chairman and Clerk following the meeting.

Action: Clerk to email PWL info to Councillors. Time left to go and what the loans were for.
The Clerk updated members that there are some updated to be applied to the website which
should be completed this week as Vision ICT are increasing my upload capability for documents
and this had taken somewhat longer than anticipated due to our contact being ill at Vision ICT.
Flower Show – updates to the website via Cllr Butler.
Discussions took place regarding a ‘Welcome Pack’. Cllr Gratton will look into this idea.
322. Additional items since preparation of agenda
Action: Clerk to arrange the Winter Management Salt delivery from WSCC – confirm the
positions for the salt bins. Clerk to purchase the salt bins.
Light still on opposite church lane still in on all day and also at night - Junction east side of Church
Cllr Gratton – call from resident Mr Christianson. The Walnut tree has dropped
walnuts onto 2 vehicles. Cllr Gratton has been to look at the damage.
Cllr Price stated he would look at the policy relating to the Village Hall. The resident should write to
the PC stating the loss/damage and we would then look into claiming on the PC insurance.
Cllr Gratton requested permission to obtain costs for tree surgery. Prop: Cllr Butler. Seconded: Cllr
Action – Clerk to send a copy of the PC insurance to Cllr Price.
323. Councillors exchange of information
Cllr Stafford – reminder of the CLC meeting.
Cllr Gooch – Reported that following the tragic passing away of B Picket owner of Pickett white
garage the family have placed the premises to let.
Action: Clerk to progress the notice board to be moved to the Post Box along Henfield.
Lunch by Mrs Gooch on 24th Nov Charity Homeless in Brighton at 4 Western Cottages.
Cllr Gratton – Mr R Palmer passed away last week. Funeral next Tuesday.
Twineham PC have had their traditional finger posts restored.
Action: Clerk to request the WSCC application form – Twineham email regarding the
finger posts to Cllr Gratton. Cllr Gratton to speak to the Twineham Clerk
Cllr Price – Update on the VH accounts with Charities Commission. Clerk informed that the
accounts are with R S Hall accountants for checking.
LR – Asked this information be recorded. The street lights in Barleycroft are still on at 1am.
Cllr Butler – Rural Police Team meeting held at the VH recently.
Crime States given – only 1 recorded for Albourne.
