                              HUMBOLDT COUNTY SCHOOL DISTRICT MISSION STATEMENT

The purpose of education in Humboldt County Schools is to provide useful and meaningful experiences to all children. It is the goal of the
schools to prepare the student to meet the ever-changing demands of modern day society. Each child deserves the opportunity to develop and
excel to his maximum potential. It is the duty of the schools to provide the materials, equipment and instruction of such quality and diversity as
to assure each child’s attainment of his maximum potential, providing the pupil is willing to put forth the needed effort. Education in Humboldt
County Schools should meet the specific needs of the entire community in relation to the economic and cultural environment. The school
system should never lag behind in the application of new concepts, experimental studies and changing methods of instruction. The purpose of
the school is to facilitate goals basic to better teaching and learning. Programs instituted in the schools are aimed at reaching these goals.
Humboldt County Schools should strive to provide the means necessary to insure the development of children into the best possible citizens of
the community, state and nation.

   The Mission of Lowry High School is to provide each student and staff member with a stimulating and challenging

IV. Other Required Elements of a School Improvement Plan. All schools MUST complete this page.

 1. What are the policies and practices in place that ensure proficiency of each subgroup in the core academic subjects?

     Lowry offers both a proficiency reading and a proficiency math course. In addition, it offers a class entitled “Principles of Algebra and

 Geometry,” which is designed to provide students, who have limited or no exposure to geometry or statistics, an opportunity to become familiar
 with such disciplines. The language arts department continues to increase emphasis in writing. Other departments have been encouraged to
 implement writing across the curriculum.



 2. List and briefly describe, as appropriate, how the school has incorporated activities of remedial instruction or tutoring
    before school, after school, during the summer, and during any extension of the school year.

    Three weeks prior to each NHSPE administration, an evening proficiency prep class is offered to all students. The class is taught
 three days per week by a certified math teacher and focuses on test taking strategies as well as introduces fundamental geometric
 learning by reviewing sample tests and discussing possible methods of solutions. In addition, credit remediation is offered after
 school each day (3:30-6:00 p.m.) for any students who wish to make up credit that was lost previously. Furthermore, an after school
 homework lab is also offered to those who need additional help.



 3. Describe the resources available to the school to carry out the plan.

    Lowry is fortunate to be associated with the Humboldt Foundation, which supplements and supports expenses incurred by the
 proficiency prep class. In addition, grant monies have been obtained to assist with the costs of running a homework lab as well as
 the credit remediation lab.

4. Summarize the effectiveness of any appropriations for the school made by the Legislature to improve student academic
   achievement.
   We have seen individual math scores increase by over 55 points (on average) by those who have taken advantage of the
proficiency prep class. The proficiency reading course has also achieved great results—over 90% have passed the reading test.

1. Describe how and when the school will provide written notice to parents on the school’s “Needs Improvement” status.

In accordance with NCLB guidelines, vice principal Carmen Goicoechea composed a letter (dated August 29, 2005) informing all
patrons of the fact that Lowry High had been placed on “Needs Improvement” status. The letter was sent home in a mass mailing to
all patrons on that date.




1. Describe the school’s teacher mentoring program and how it relates to achieving the school’s annual goals and objectives.

Upon hiring a new employee, principal Kirk Brower meets with the department chairs to discuss and assign an appropriate mentor
for each new teacher. The mentor meets with the new teacher regularly throughout the school year. Assistance is offered in
curriculum design, planning, classroom management, and daily classroom routines.
