FATAL CRASH                                                                       EDGEWATER

Type of Collision: Multiple Vehicle Right Angle Collision

Driver: Edward Mark Cramer, 27, of 6220 Southern Maryland Boulevard, Lothian, Md
Injuries/Condition: Not Injured
Motor Vehicle #2: 2003 Volvo SW
Driver: Gene Herbert Byrd, 78, of 91 Tarragon Lane, Edgewater, Md
Injuries/Condition: Fatal

Synopsis:

        On March 6, 2012, at approximately 2:53 p.m., officers from the Southern District
responded to a report of a motor vehicle collision at Solomons Island Road near Lee Airpark
Drive in Edgewater. Officers arrived on scene and located a 2003 Volvo SW in the roadway with
extensive damage to the driver’s side and a 2003 GMC Yukon next to it with heavy front end
damage. The driver of the Volvo was suffering from life threatening injuries and was transported
by Fire Department Personnel to Anne Arundel Medical Center, where he later died. The driver
of the Yukon was not injured and remained at the scene. Crash Investigators from the Traffic
Safety Section were dispatched to the crash scene and assumed responsibility for the
investigation.

        The initial investigation revealed that the Volvo entered the intersection, making a left
turn, from Lee Airpark Drive on a green signal. The Yukon was traveling south on Solomons
Island Road when it proceeded through a red traffic signal and struck the Volvo in the area of the
driver’s door. Both vehicles came to rest in the intersection.

        Preliminary investigation reveals driver error to be a possible contributing factor in the
crash. There is no initial evidence that excessive speed or alcohol were factors in this crash,
however, the investigation is ongoing.

ROBBERY UPDATE                                                                        ANNAPOLIS

       On February 23, 2012, at approximately 5:04 p.m., officers from the Southern District
responded to the Westfield Annapolis Mall in Annapolis for a strong arm robbery that had just
occurred.

Upon arrival, officers spoke with the victims, a 54-year-old female and a 64-year-old male, who
advised that they were walking to their vehicle in the Red Parking Garage area at the mall when
they were approached by three male subjects. One suspect pushed the male victim and was able to
take a box containing a laptop computer from him. The second suspect attempted to take property
from the female victim, but was unable to do so. All three suspects then entered into a black
BMW bearing a District of Columbia tag DY1567 and fled the area.

UPDATE:

        After interviews with the two victims and several witnesses who remained on scene for
the police, Southern District Detectives developed information regarding the stolen vehicle from
the above incident.

       In a multi-jurisdictional law enforcement effort, Southern District Detectives worked with
the Metropolitan Police Department in Washington D.C. and with the Montgomery County Police
Department to identify and locate the suspects. On February 25, 2012, the suspect vehicle was
located and recovered in the Northeast section of Washington D.C. Using video surveillance
images from the robbery and officer knowledge of citizens in the area where the vehicle was
recovered, detectives were able to identify a suspect.

        On February 29, 2012, detectives from the Anne Arundel County Police Department,
Metropolitan Police Department and the Montgomery County Police Department served a search
warrant at 326 Oneida Street in Washington, DC. Suspect Stephon Alonte Harrigan was located
in the house and was arrested on an Anne Arundel County warrant charging him with the robbery
at the Annapolis Mall. Detectives also found evidence in the house that directly linked the
suspect to the robbery.

        An arrest warrant is also on file for a second suspect, 20-year-old Ronald M. Harrigan, the
brother of Stephon Harrigan. The Anne Arundel County Police Department and the
Metropolitan Police Department are actively searching for Mr. Ronald Harrigan. This
investigation is continuing to identify the third suspect. The Anne Arundel County Police
Department would like to thank the citizens who provided valuable information to assist with this
investigation.

ROBBERY ARRESTS                                                                  FORT MEADE

      On February 29, 2012, at approximately 10:48 a.m., a juvenile male student at Meade
High School reported being assaulted in a school hallway between classes.

        As a result, the School Resource Officer assigned to Meade High began an investigation
and learned that several male Meade High School students assaulted the victim during a time in
the hallway where few people were present. In addition to physically striking the victim, the
suspects stole the victim’s coat and cell phone. The victim was injured during this incident and
was transported to Howard County General Hospital for treatment by his parents. As a result of
the investigation, which consisted of numerous interviews and consultation with the State’s
Attorney’s Office, the following suspects have been arrested and charged:

Suspect #1: William Bryant, 18, of 1871 Richfield Drive, Severn Md. The suspect was
charged with First Degree Assault, Second Degree Assault, Reckless Endangerment,
Robbery, Conspiracy to Commit Robbery and Theft.
Suspect #2: Isaiah St. Clair, 19, of 1837 Jaybird Court, Severn Md. The suspect was
charged with First Degree Assault, Second Degree Assault, Reckless Endangerment,
Robbery, Conspiracy to Commit Robbery and Theft.




Suspect #3: 17-year-old male from Severn charged as a juvenile with Robbery, Second
Degree Assault, Theft, Threatening/Harming a Student on School Property.

Suspect #4: 16-year-old male from Severn charged as a juvenile with Robbery, Second
Degree Assault, Theft, Threatening/Harming a Student on School Property.
