                          NOTICE INVITING TENDER (NIT)

Sealed tenders are invited from registered Security Agencies having experience of providing
security services in Govt./Public Sector Organisation/ Autonomous Societies Under
Ministries/ private company (having annual turnover not less than Rs 100 crores for last
three years), for providing COMPREHENSIVE SECURITY OF THE ENTIRE NIFFT
CAMPUS on outsourcing basis.


       Tender documents will be available in NIFFT on all working days from 27.06.2012
to 25.07.2012 by submitting Demand Draft of Rs. 1000.00 (non-refundable) in favour of
NIFFT, Ranchi payable at any scheduled bank at Ranchi. Tender document will not be sent
by post. The Tender documents are to be submitted in two separate envelopes. The
envelope "A" should be superscribed with “Technical and Commercial Bid” containing
tender documents completed in all respects accompanied with relevant documents and
Earnest money of Rs. 1.00 lakh (Rupees one lakh only) in the form of Bank Draft in favour
of NIFFT, Ranchi drawn on any scheduled bank payable at Ranchi and the envelope “B”
superscribed with “Price Bid” only containing price aspects should reach the Professor-
In-Charge (Administration), NIFFT Hatia, Ranchi on or before 25.07.2012 up to 3.00 PM.
The technical bid will be opened on the last date of submission 25.07.2012 at 3.30 P.M.
Price bid of only technically successful and short listed tender shall be opened on pre-
notified date and time.


NIFFT reserves the right to accept or reject any tender without assigning any reason.

          (COMPREHENSIVE SECURITY OF THE ENTIRE NIFFT CAMPUS)


                          TECHNICAL AND COMMERCIAL BID


(To be signed by the proprietor or authorized person on behalf of the proprietor as token of
acceptance of the terms and conditions and submitted along with the tender form.)

  1.    The Tenderer should provide certificate specifying the engagement of security personnel
        from Govt./Public Sector Organisation/ Autonomous Societies Under Ministries/private
        company (having annual turnover not less than Rs 100 crores for last three consecutive
        years).
  2.    Earnest Money Deposit of Rs. 1, 00,000/- in the form of Bank Draft in favour of NIFFT,
        Ranchi payable at any scheduled bank at Ranchi.
  3.    Minimum Annual turn over of Rs. One crore each during last three years (Pl. enclose audited
        balance sheets for 2009-2010, 2010-2011 and 2011-2012)
  4.    Terms & Conditions duly signed by Security Agency on each page.
  5.    If the tender is submitted by downloading it form the Institute’s website, a Bank Draft for
        Rs.1, 000/- in favour of NIFFT, Ranchi payable at any scheduled bank at Ranchi should be
        attached.
   6.   Attested copy of Labour license
   7.   Attested copy of Service Tax Registration No.
   8.   Attested copy of Registration certificate of Company/Security Agency.
   9.   Attested copy of ESI
  10.   Attested copy of PF
  11.   Attested copy of TAN/PAN for deduction of Income Tax at source.
  12.   An Affidavit in original on a stamp paper of Rs. 20/- that the company/Security Agency has
        not been black listed/debarred from taking part in Tenders at any Govt./Public Sector
        Organisation/ Autonomous Societies Under Ministries/private company (having annual
        turnover not less than Rs 100 crores)

   a). TECHNICAL AND COMMERCIAL BID:

      THE ABOVE SHOULD BE SUBMITTED IN FIRST COVER
      (i.e. ENVELOPE “A”).

   b). SECOND COVER (i.e. ENVELOPE “B”) should contain Price Bid (as
   given in Annexure-I) only. Price Bids of only technically short listed firms shall be
   opened on pre-notified date, time and venue of the Institute for which, Institute
   shall send necessary information.
1. The Security Agency should enter the amount quoted by him in appropriate
   Column of the tender document only. The Security contract is liable to be
   cancelled in case of any wrong information provided. There should not be any
   cutting / over writing in the rates quoted. Both figures and words may be used for
   submitting quotation.
2. Last date for receipt of tender: 25.07.2012 up to 3.00 P.M.

3. Date and time of opening of tender (Technical Bid):25.07.2012 at 3.30 P.M. (in
   presence of representatives of tenders)
4. No interim correspondence shall be entertained during the process of evaluation of
   tender i.e. Technical Bid. Price bids shall be opened in presence of representatives of
   only technically qualified and short listed Security Agencies. Price Bid of
   unsuccessful bidders shall not be opened.
5. The quotations will be opened by a committee of the Institute.

6. Bids shall remain valid and open for acceptance for a period of 120 days from the
   last date of submission of Bids.

TERMS & CONDITIONS:-
  1. The entire NIFFT campus is located in about 57 acres of land at Hatia, Ranchi.
  2. A demand Draft of Rs. 1.0 lakh (Rupees One lakh) only in favour of the NIFFT,
     Ranchi, payable at Ranchi may be enclosed as earnest money. The quotation
     received without earnest money will not be considered.

  3. The earnest money will be refunded to the unsuccessful tenderer without any
     interest. However, the earnest money deposited by the successful bidders will be
     kept as security deposit. The same will be refunded without any interest after the
     successful completion of the contract.

  4. Successful Security Agency will have to sign an agreement with NIFFT for the work
     failing which earnest money will be forfeited.

  5. The Security Agency should deploy adequate number of personnel so as to cater to
     the need of NIFFT for round the clock service with provisions for reliever and
     adequate monitoring and supervision, preferably with modern gadget, such as
     mobiles, walkie-talkie, etc.

         a. The minimum number of security staff to be engaged by the Security Agency
               is given below:-
         (i) Security Supervisors*                             03 Mandays / Day
         (ii) Civilian Security Guards*                        37 Mandays / Day
         (iii) Ex-Serviceman Guards*                           05 Mandays / Day
         * Minimum three years of experience under any register security agency.

  6. Occasionally, the Institute requires additional Security Staff for which an indent will
     be made to the Security Agency and the payment for these additional Security Staff
     will be made at par with Regular Security Staff.

  7. No handicapped, medically unsound security guards shall be engaged by the firm.

  8. The Security Agency should ensure comprehensive security inside the campus to
     the satisfaction of the Institute Authorities. They should ensure restricted entry of
     people and vehicles by proper Gate-Control, surveillance along the Boundary
     Wall etc. Regular Patrolling of the campus should be done. Any damage to the
     property or     building should be checked and reported to the Institute Authorities.
     Security Staff should be deployed at all strategic points to ensure complete safety.
     Moreover, the Security Agency shall also protect the Institute Campus from anti-
     social elements. Night Guards should be equipped with proper protection and
     lighting devices.

  9. Full security uniform of appropriate colour and style, with leather belt, caps, line
     yard, whistle, boot, torch, lathi, bhalla, register etc. as required by the security
     personnel should be provided by the firm at their own cost.

10. The Security Agency shall ensure cattle free campus which includes not only
    removal of cows and buffaloes but also other animals like pigs, monkeys, dogs etc.,
    from the campus Premises.

11. Performance of Security Agency shall be continuously inspected and watched by
    NIFFT officials deputed for the purpose. If at any time the performance of Security
    Agency is not found satisfactory, the NIFFT reserves the right to terminate the
    contract immediately during its validity period without assigning any reason.

12. The Security Agency shall maintain proper liaison and contact with the local
    police / civil administration etc. for smooth and peaceful day-to-day working of
    the Institute. The security agency shall be fully responsible for taking follow up
    action and for pursuing the First Information Reports (FIRs) lodged by the
    Institute/Hostel with the police department.

13. The security personnel deployed should be having good physique and must be
    below 50 years of age. They should also be able to perform personal bodyguard
    duty, V.I.P. duty, etc.

14. The Security Agency shall have to arrange ceremonial parades on 26th January and
   15th August in the Institute premises by the Security personnel deployed at
   NIFFT at no additional cost.

15. NIFFT may provide barrack type existing accommodation to the security personnel
   on payment of Rs. 50/- (Rupees fifty only) per month as licence fees.

16. Any case of theft or loss or damage of NIFFT property inside NIFFT premises
    will be fixed on the agency and 75% of the cost as liquidated damages will be
    charged from Security Agency. The Security Agency should submit an affidavit on
    non-judicial paper of Rs.5/- (Rs. Five) stating therein that he will bear the loss out of
    his own pocket.

17. The Security Agency shall be responsible for all injuries and accidents to person
   employed by him. The workmen shall be insured against personal accidents arising
   out of and during the course of their duties. In the event of injury, illness or
   mishappening to any Guard, the institute will not be liable to pay any compensation.
   The insurance cover shall include the liability under the workmen’s Compensation
   Act.

18. The Security Agency shall maintain a daily attendance register including the number
    and names of the Guards engaged in the campus/ premises for works as per scope of
    the contract.

19. The Security Agency shall maintain a complaint book, which should be made
    available in his campus office.

20. The Security Agency shall be responsible and liable for the payment of following
    provisions for the personnel engaged by them :-

          Insurance benefit to the Security Guards as per laws of the Central
           Government as notified from time to time.
          Bonus – As per the laws of the Central Govt.
          Medical expenses for any injury, first aid etc. as per the laws of the Central
           Govt.
          Family benefit and amenities: As per the laws of the Central Govt.
          Accident benefit: As per the laws of the Central Govt.
          Any other type of compensation: As per the laws of the Central Govt.
          Death on duty: Compensation as per the laws of the Central Govt.


21. The Security Agency shall abide by all the laws of land including labour laws (PF,
    Income Tax, Service Tax or any other extra taxes levied by the state/central
    Government) Companies Act, TAX deduction liabilities, welfare measures of its
    Security Staffs and all other obligations that enjoin in such cases and are not
    essentially enumerated and defined herein, though any such onus shall be the
    exclusive responsibility of the Security Agency and it shall not involve the institute
    in any way whatsoever.

22. If the Security Agency wants to rescind the contract voluntarily or otherwise, he is
    required to give a notice of at least 60 days failing which the amount of security
    deposit including any other dues will be recovered from him for making alternate
    arrangement till the new contract is assigned to the other party.

23. The Security Agency shall have certificate from Income Tax Officer of tax
    exemption otherwise income tax at the rate as applicable as per Income Tax Rules
    shall be deducted at source.

24. The Security Agency shall maintain all necessary registers and display notices as per
    mandatory requirement under the law of land.

25. In case of labour disputes for non payment of wages to the Guards or any other
    disputes, the payment due to the Security Agency can be withheld by the Institute till
    settlement of the disputes by the Institute or on the orders of the court of law.

26. There will be surprise checking by institute officials. Shortcomings, if any, pointed
    out by them shall be restored by the Security Agency within 24 hours of bringing to
    his notice.

27. The Security Agency shall submit the monthly bill every month and the same shall
    be paid after deducting usual taxes, if any. The payment will be made after
    completion of one month and not in advance.

28. The Security Agency shall be responsible for getting the character and antecedents
    of the persons verified from the police authorities before putting any person to work
    and that person should be free from any communicable disease.

29. The persons supplied by the Security Agency should not have any police
    records/criminal cases against them. The Security Agency should make adequate

   enquiries about the character and antecedents of the persons whom they are
   recommending.

30. The Security agency has to provide uniform and photo identity cards to the persons
    employed by him/her for carrying out the work. These cards are to be constantly
    displayed and their loss reported immediately. The service provider shall ensure
    proper conduct of these persons in office premises, and enforce prohibition of
    consumption of alcoholic drinks, paan, smoking, loitering without work and
    gambling.

31. The manpower employed by the Security Agency shall have no right, whatsoever,
    for any appointment in NIFFT in temporary /adhoc/ daily wages / regular capacity
    on the basis of their work in NIFFT.

32. In case any of the person so deployed by the Security Agency does not come up to
    the mark in terms of general discipline or dose not perform her/his duties properly or
    indulges in any unlawful activity including riots or disorderly conduct, the Security
    Agency on the order of NIFFT, shall immediately withdraw such person(s) from the
    premises of NIFFT.

33. Any violations of these terms and conditions will lead to termination of the job
    contract with the Security Agency, forfeiture of the Earnest Money and blacklisting
    of the Security Agency for future jobs. A notice period of 30 days will be given by
    the Institute for the termination of the contract.

34. Any legal disputes arising out of the job contract will be settled in Ranchi Courts
    only.

35. Tenderer may visit the site and meet NIFFT officials to clear his/her doubts before
    submitting the tender. For any queries or more information, the undersigned may be
    contacted between 10 AM to 5 PM on all working days.

36. The Security Agency shall issue ‘appointment letters’ to all the persons employed by
    him in this connection and furnish the proof of the same by submitting copies of
    such letters received by the Security Guards to the Institute representative. The
    appointment letters shall make it evidently clear that, the concerned Security Staff(s)
    is the Security Staff(s) of the Security Agency only, and National Institute Of
    Foundry & Forge Technology, Ranchi has no obligation, responsibility liability,
    and/or any kind of relationship to such employment, or whatsoever otherwise, with
    the Security Staff(s) / Security Guard(s) engaged by the Security Agency.


37. The Security Agency shall be liable for any penalty which may be imposed by
    the court for the violation of any Labour law.

38. The list of all the Security Personnel along with their signatures, recent Photographs
    & “Appointment letters issued by the Security Agency” must be submitted before
    commencement of the work. EPF, ESI & Saving Bank Account Numbers (at Canara
    Bank , NIFFT, Hatia) of all the Security Personnel should be submitted within 15
    days of commencement of the work.

   39. The Security Agency shall submit a certificate along with the monthly bills
       certifying that the personnel employed by them in the campus of the Institute have
       been paid at least minimum wages, applicable as on that date as enforced from time
       to time, in accordance with the provisions of the Minimum Wages Act 1948(rates
       applicable as per Central Govt.).

   40. All the payments of all types to all the Security Personnel by the Security Agency
       should be made through Bank operating in campus and copy of the bank receipt of
       payment should be attached along with the bill submitted for payment. EPF, ESI &
       any other statutory payments should be done and proof of that must be produced
       along with the monthly bill. The payment to the engaged personnel of the Security
       Agency through the Bank and statutory payments to the government agencies should
       be completed by first week of the month. The reimbursement by the institute will be
       made within 2 weeks of the submission of the above if found satisfactory.

   41. The Security Agency shall have to furnish a performance bank guarantee equal to
       5% of the total contract value for one year as per quotation before awarding of
       contract which will be refundable after successful execution/ completion of the
       contract.

   42. The Security Agency shall not appoint any sub company / agency to carry out any
       obligation under the contract.

   43. The contract will be for one year in the first instance. However, the contract can be
       extended on the same terms & conditions subject to satisfactory work of the Security
       Agency till the execution of new contract whichever is earlier.

   44. The Security Agency shall have to abide by the terms and conditions, besides those
       given here as per the orders of the Competent Authority.

PRICE BID:

The rate quoted by the Security Agency for the award of contract for
COMPREHENSIVE SECURITY OF THE ENTIRE NIFFT CAMPUS. (Price
quoted must be both in figures and words).

The rate in the Price Bid shall be exclusive of any service tax, education cess,
secondary and higher education cess or any other applicable taxes as may be levied
by the Government from time- to-time and the same shall be charged in addition to
the amount in the Price Bid.

I.T. or any other type of deduction will be made from the above amount as per
Government norms.
