Bidders are reminded to carefully examine the bid and specifications upon receipt.

Dane County invites and will accept sealed bids, for furnishing treated wood post on an

All materials and material handling shall be in conformance with the applicable
provisions contained in the State of Wisconsin, Department of Transportation Standard
Specifications for Road and Bridge Construction, 1996 edition, and its supplements.

Purchasing Division, 210 Martin Luther King Jr. Blvd., Room 425A, Madison, WI

No bid bond or performance bond is required.

Bids should not include Federal Excise and Wisconsin Sales Taxes, as Dane County is
exempt from payment of such taxes. State Statute No. 77.54(9a).

The price shall include delivery FOB Destination to the Dane County Highway and
Transportation Department, 2302 Fish Hatchery Road, Madison, WI 53713-2495. If
there is a freight or transportation increase prior to delivery, the additional increase
must be at the dealer/manufacturer's expense.

                            MINIMUM SPECIFICATIONS
                             TREATED WOOD POSTS

All posts shall conform to the applicable parts of Sections 507 and 634 of the State of
Wisconsin Department of Transportation Standard Specifications for Highway and
Structure Construction. Posts shall be, at a minimum, bright re-sawn. All posts shall have
delivered dimensions within 1/2" of the specified nominals; actual length within 2" of that
ordered; a minimum stress grade rating of 1200fb; and be from one of the following
species of timber:

             Pacific Coast Douglas Fir                 Southern Pine
             Red (Norway Pine)                         Jack Pine
             White Pine                                Eastern Hemlock

Minimum grade shall be No. 2 for Douglas Fir and Southern Pine; No. 1 for Red Pine,
Jack Pine, White Pine; and select structural joists & planks for Eastern Hemlock.

Prior to shipment, posts treated with water-borne solutions shall not exceed 25% moisture
content. Posts subject to moisture tests shall be selected by the inspector, and should be
representative of the lot or charge under test. Up to 5% of the total number of posts
ordered may be selected for the moisture tests. The moisture content shall be determined
by using either a resistance type moisture meter, or an increment borer.

Sampling with an increment borer will be done by taking a single boring extending from the
side to the center and at the midpoint of the post. The moisture content shall be
measured at a depth of 1.5" and determined in the standard manner.

Unless otherwise provided in the following sections, conditioning and treating of the posts
shall be in accordance with the latest revisions of pertinent sections of AWPA Standards
C-1, C-2, and M-1. The supplier shall select the process best suited to provide the
required penetration and retention of preservative when an oil-borne preservative is
selected, keeping in mind that a "clean" product is required. Any of the following
preservatives are acceptable.

        A.   Copper napthanate, 1 to 2% solution, with a minimum net retention of 0.05
             pound per cubic foot. The petroleum solvent used with the copper
             napthanate shall comply with the requirements of AWPA P-8, with the
             additional requirement that the wood-staining characteristic of the oil shall be
             green to none.

        B.    Water-borne preservatives as listed below, meeting the requirements of
              AWPA P-5.

              1.     ACA
              2.     CCA, Type A, B, or C

              The retention rate for either preservative shall be a minimum of 0.4 pound
              per cubic foot.

        C.    A minimum retention of 0.4 pound of pure pentachloro-phenol per cubic foot
              of wood, and a minimum penetration of 1/2" and 90% of sapwood for all
              species except southern pine, which should have a minimum penetration of
              2 1/2" and 85% of sapwood.

In any case, preservative treatments must conform to all applicable current Federal and
AWPA specifications and standards.

All posts shall be either FOHC (Free Of Heart Center) or completely boxed heart, with the
pitch center on either end not closer than 1" to any surface. Posts not meeting this
requirement shall be rejected.

Prior to bid award, vendor shall be required to supply samples with a certificate certifying
that the product(s) meets specifications. If the sample does not meet the provisions of
these specifications, Dane County will reject the bid and proceed with the next low bid.
Dane County reserves the right to inspect all material and treatment procedures at any
time, and shall reject any material found not to be in strict compliance with the provisions
of these specifications. Rejected posts shall be replaced by the bidder at no additional
cost to the County within thirty (30) days of rejection with posts meeting all requirements of
these specifications. The bidder shall furnish a certificate of compliance to the applicable
sections of the standard specifications for all materials delivered.

The successful bidder shall notify the Dane County Highway and Transportation
Department at (608) 266-4012 no less than 24 hours prior to delivery so unloading
arrangements may be made. Shipments will be accepted at the above-stated address
between 7:00 a.m. and 2:30 p.m., Monday thru Friday.

Damages of $50 per day will be assessed for delay in delivery beyond the time specified
by the bidder on the next page.

27.0      YEAR 2000 COMPLIANT: Contractor warrants that:
a) all goods, services and licenses sold otherwise provided
pursuant to this procurement have been tested for and are
fully year 2000 compliant, which means they are capable of
correctly and consistently handling all date-based functions
before, during and after the year 2000; b) the date change
from 1999 to 2000, or any other date changes, will not prevent
such goods, services or licenses from operating in a
merchantable manner, for the purposes intended and in
accordance with all applicable plans and specifications and
without interruption before, during and after the year 2000; and
c) contractor’s internal systems, and those of contractor’s
vendors, are year 2000 compliant, such that contractor will be
able to deliver such goods, services and licenses as required
by this procurement.

28.0      LIVING WAGE REQUIREMENT: The successful
bidder shall:
    Pay the County’s living wage to all its employees engaged
     in performance of the work, whether on a full-time or part-
     time basis.
    Make available for the County’s inspection its payroll
     records relating to employees providing services under
     the agreement.
    Submit certifications as required in section 25.015(7),
     D.C. Ords.
    Display the County’s current living wage poster in a
     prominent place where it can be easily seen and read by
