1.      Venue and Date of the Meeting

         The XVII Inter-American Conference of Ministers of Labor (IACML) will be held in San Salvador,
El Salvador, from October 31 to November 1, 2011. The meetings will take place in the Sheraton Presidente
Hotel, located at Avenida La Revolución, Col. San Benito, San Salvador, El Salvador. For more information
about the event, participants are recommended to visit the website of the Ministry of Labor and Social
Welfare of El Salvador at: www.mtps.gob.sv.

        The inaugural session will take place in the Presidente Room of the Sheraton Hotel on Monday,
October 31, 2011, at 6:00 p.m. and will be followed by a reception for participating delegations in the
Plenario Room of the hotel where the event will be held. Meetings of the Conference consultative bodies-
-COTPAL, COSATE, and CEATAL--will be held in advance of the Inaugural Session on October 31,
from 9:00 a.m. onward, in keeping with the schedule.

        The schedule of working sessions of the Conference was sent out with the invitations. It can be
found at: www.sedi.oas.org/ddse and will also be available at the conference venue.

3.      Lodging

        To facilitate the booking of hotel rooms, the National Coordinating Office has requested
preferential rates for participants in the Conference from the hotels indicated below.

       Participants are reminded that all reservations, without exception, must be made individually and
directly with the hotel of their choice before October 15, 2011, not over the Internet. Upon making their
reservations participants are kindly asked to indicate that they will be attending the XVII Inter-American
Conference of Ministers of Labor of the OAS. Reservations will follow the usual procedures established
by the hotels. Cancellations will be subject to the policy in effect at the hotel.

      The hotel bill must be paid directly by each participant at the end of his/her stay.

4.      Flights

        Delegates of the member states, permanent observers to the OAS, representatives of international
organizations and other participants should reserve their flights as soon as possible directly with the airlines
or through their travel agencies.


5.      Requirements for Entering and Leaving the Country

         Ministers and delegates shall be responsible for complying with the visa requirements established
by the Government of El Salvador. Attached, please find a list of those requirements (Appendix I).
Delegates and participants traveling under an Organization of American States passport do not need a visa
to enter El Salvador.

         A.       CA-4 CITIZENS
                  Nationals of Guatemala, Honduras, Nicaragua, and El Salvador are free to move through
                  the CA-4 region, that is, the territories of the above four countries, simply by showing a
                  valid passport or an identity document issued by their country of origin, as follows:

                         Guatemala: Cédula (identity card)
                         Honduras: Cédula (identity card)
                         Nicaragua: Cédula (identity card)

         B.       CITIZENS FROM OUTSIDE THE CA-4 REGION
                  This group includes those countries that are not signatories to the CA-4 Convention, which
                  are divided into three categories:

                Category A countries

                Category A aliens do not need a visa to enter El Salvador. They enjoy similar benefits to
                nationals from CA-4 countries. They need only show their passport at borders, ports and
                airports and may move freely through any of the four countries. Some countries require
                tourist cards (Category A) – see Appendix I.

                Category B countries

                Citizens of these countries require a single Central American visa, which entitles them to
                enter and move freely among any of the CA-4 countries (Guatemala, Honduras, Nicaragua,
                and El Salvador) provided that their authorization to stay issued at their first port of entry is
                valid or, failing that, they have obtained an extension of their authorization to stay, which is
                issued only at central offices in each country. Time granted at land borders is not valid.

                This category includes persons from countries who, in order to enter El Salvador, are
                required to present a valid passport with a stamped consular visa and be admitted by an
                immigration official at the port of arrival. See Appendix I.

                Category C countries

                Nationals of countries in this category require a "visa with consultation" to enter the
                country. They should apply to the consulate for an endorsement from the Bureau of
                Immigration and Foreign Status of El Salvador to enter the country. The interested party or
                their sponsor should visit the consulate to request information on the application
                requirements. If the sponsor is in El Salvador, they should make inquiries at the Bureau of
                Immigration and Foreign Status in El Salvador. See Appendix I.

              A tourist card for visitors who require a consular visa may be obtained at the point of
              entry to the country. The cost is US$ 10.00.

         C.     EMBARKATION FEE

                The embarkation fee of US$ 19.58 payable by arriving visitors may be included in the price
                of the ticket issued by those airlines with an airport use agreement. Otherwise each
                passenger will be required to pay the fee on arrival at the airport.

                The embarkation fee of US$ 32.00 for international passengers leaving the country is
                included in the price of the airline ticket (IATA).


6.      Arrival at the Airport

         The Government of El Salvador will arrange for transportation of all participants from the airport
to their hotels, and vice versa after the meeting. Ministers or heads of delegation are, therefore, requested
to forward in advance all information regarding their hotel and flights, using the attached form
(Appendix III), and to send it by e-mail to the National Coordinating Office, care of Mr. Javier Rivas

        This form should be submitted no later than October 15, 2011.

        Ground Transportation

         The Ministry of Labor and Social Welfare of El Salvador will provide the transportation needed
for the activities on the official agenda of the event.

7.      Registration and Accreditation of Participants

        The attached registration form (Appendix II) should be filled in and sent to the OAS no later than
no later than October 15, 2011.

         Registration of participants after that date will be possible on Sunday, October 30, the day prior to
the conference, in the accreditation area at the Sheraton Presidente Hotel, from 3:00 p.m. till 6:00 p.m. to
ensure that guests are registered before the conference begins. Registration will continue in the same place
from 8:00 a.m. until 6:00 p.m. on Monday, October 31. Delegates will receive an I.D. that, for security
reasons, they should wear during all conference activities. Delegations are kindly asked to provide a copy of
their official credentials when registering.

         Members of delegations, observers, and special guests are asked to send their letters of credence
and all other Conference-related correspondence to the OAS General Secretariat, at the following address:

8.      Working Languages and Documents

         The meetings of the XVII Inter-American Conference of Ministers of Labor and COTPAL will be
conducted in the four official languages of the OAS: Spanish, French, English, and Portuguese.
Simultaneous interpretation services will also be provided in those languages. The working documents
distributed during the meeting will also be in the four languages of the OAS.

        At the meetings of COSATE and CEATAL simultaneous interpretation services will be provided in
Spanish and English only.

         Delegations are kindly asked to bring their personal computers (laptops) as wireless access to
Internet will be provided for the delegations members to be able to access and download the meeting
documents at the OAS web page: www.oas.org/ddse. Please be advised that only the necessary documents
will be printed at the meeting in order to observe the “Printing by Request” greening policy adopted by
GS/OAS to reduce the use of paper.

9.      Communications

         Delegations may make local and international telephone calls from the hotel where the event will be
held or from the hotel where they are staying, using collect calls or international phone cards, which may be
purchased at commercial establishments close to the hotels.

        The dialing code for international calls from El Salvador is 001 (followed by the area code and the
telephone number).

        Internet services will also be available in the delegates’ lounge, meeting rooms, and the press room.

10.     Medical care

        The National Coordinating Office will provide medical services for participants while meetings are
under way. It is recommended that delegates have medical insurance with international coverage for major
medical expenses.

11.     Security

        The Government of El Salvador will provide all necessary security during the Conference at the
event hotel and at the hotels used by the various delegations.

12.     Other Items of Interest

        a. Opening hours
           In El Salvador commercial establishments are open from 8:00 a.m. until 7.00 p.m. Lunch is
           usually taken between 12:30 p.m. and 1:00 p.m., while supper is generally served from 6:30
           p.m. to 8:30 p.m. Banks are open Monday to Friday from 9:00 a.m. to 4:00 p.m. (GMT-6) and
           on weekends from 9:00 a.m. to 12 p.m.

            Government offices work from 7:30 a.m. to 3:30 p.m.

        b. Currency
           The legal tender currency is the US dollar.

            Stores, hotels and restaurants in El Salvador accept most internationally used credit cards.

        c. Local Time
           The official time in El Salvador is six hours behind Greenwich Mean Time (GMT -6).

        d. Weather
           The weather in San Salvador varies little throughout the year. Winter, when it rains
           frequently, is from May to October; the summer months are November to April.
           Temperatures range between 20° and 32° C.


        e. Electric Current
           The electric current is 115 volts / 60 Hz. .
