							                FAQ’s – New CRB Forms & ISA Registration

When will ISA registration resume?
We do not know how long the government review of ISA registration will take and are
unable to place a time scale on this. We will inform our Umbrella Body Organisations as
soon as we can once the government announce the results of their review.

When should I start using the new form?
We will accept the new form from the 1st July 2010. However, the CRB will hold these
forms unprocessed until the 26th July 2010.
We will accept the old form up to and including the 9th July 2010.

Can I order a further supply of the new form now?
Yes. However, our supplies are limited until August when we expect a delivery of forms
so we cannot guarantee that you will receive the full amount that you ask for. If you feel
that your organisation needs more of the new form please complete the order form

Where can I find the guidance for completing the new form?
You should be using the guidance on the front of the form and also our guidance.

NB. Please be aware that the CRB guidance still contains references to ISA which cannot
be applied for at the present time.

Are there any changes on the form due to the withdrawal of ISA registration?
Yes, as a result of ISA registration being halted, the following changes to completing the
new application form should be noted:
        1. Section A, Question 28 – ‘Do you have an ISA registration number’ will not be a
           mandatory field and can be omitted.
        2. Section D –‘apply for registration with ISA’ can be omitted - you should not
           complete this section until further notice.
        3. Section X, Question 61 – ‘Position applied for’ – only the first 30 characters of
           this field will be recognised as with the current form therefore it is key that
           you complete this section as you would for the current form to capture things
           such as ‘Home Based’ positions within those first 30 characters
        4. Section X, Questions 64 and 65 – ‘are you entitled to know whether the applicant
           is registered to work with children/ vulnerable adults?’ – continue to answer YES or
           NO if you require a check of the relevant ISA barred lists.

Have the ID documents I need to see changed for the new form?
No. You still need to see a minimum of three documents, one from Group 1 and two
more from either Group 1 or Group 2; or if no Group 1 documents can be seen you
should see five Group 2 documents. Please see:

Please note: On the new form as soon as an applicant enters details such as National
Insurance No, Driving Licence or Passport you MUST see the document to be able to
verify the details. If the applicant cannot produce the document for verification they
should cross ‘No’ when asked about that specific document.

 Where do I record the ID documents that I have seen?
You should be verifying the details you have seen in the two smaller boxes on the inside
of the form entitled ‘Registered Body Use Only’. You should also complete the checklist
that we require to be attached to each form which includes spaces to record documents
that you have seen. You should not be sending in any other continuation sheets containing
ID documents, these will be shredded. By crossing W59 you are confirming that you have
followed the process and checked the correct documents.

Which parts of the form do I as the ID checker need to complete?
You need to complete Section W and X and also on the inside of the form the two boxes
marked ‘Registered Body Use Only’. You should also be checking that the applicant has
correctly completed section A, B, C and E.
Do not complete Section Y, this is for PCSS use only.

Have the fees changed for CRB applications?
No, the fee remains the same. CRB Checks: Employees – £36 enhanced, £26 standard,
Volunteers – Free.
Our admin fees are £25.50 per application whether employee or volunteer.

Do I need to re-check my staff as I would have done for ISA registration?
No. HCC guidance states those with a CRB check who have not had a break in service of
three months or more, have not moved to a significantly different position and show no
cause for concern with reference to safeguarding do not need to be re-checked.

Will List 99/Children’s Barred List checks remain available due to the
withdrawal of ISA registration?
Yes. A check of the Children’s Barred List or List 99 will show on a CRB Disclosure if
you have indicated that the applicant will be working with children. If you require a
separate check of the Children’s Barred List / List 99 prior to receiving the Disclosure
certificate, please contact PCSS to discuss. There is an administration fee for this service.
