General Description
This is a temporary position; work when called upon. The principal place of performance is
Department of State Facilities worldwide.

The senior technician will supervise and conduct testing of telecommunications cabling installed by
general construction contractors in U.S. Embassy facilities overseas.

Essential Job Functions
   Install and test Category 3, 5e and 6 copper cable, multimode and singlemode optical fiber, and
     coaxial cable plants supporting voice, data, and video systems.
   Reterminate and retest a percentage of cables that fail the tests.
   Perform testing and troubleshooting functions on electronic or mechanical components,
     equipment or systems based upon construction drawings, written and verbal descriptions or
     defined plans.
   Assess deficiencies in the telecommunications cable plant and recommend solutions for bringing
     the structured telecommunications cabling systems (STCS) up to specification.
   Inspect the overall cable plant and note any changes and variances from the construction
     drawings and/or the telecommunications specifications.
   Confirm correct installation practices were followed and are in accordance with construction
     documents. Inspect terminations and cross-connects to ensure installation in accordance with
     Telecommunications International Association (TIA), Building Industry Consulting Services
     International (BICSI) standards, and the National Electric Code (NEC).
   Ensure all tools and equipment are in good working order and properly calibrated prior to
     deployment.
   Prepare a cable testing plan prior to deployment and capture all test results and prepare a test
     report at the conclusion of the testing period.
   Work flexible hours and schedules that may include working night shifts.
   Coordinate and communicate with the on-site Government technical representative.
   Ensure appropriate safety equipment is worn by test/install personnel and safety regulations are
     followed.
   Brief all team personnel on the local culture and customs of the deployment location and team
     members’ expected behavior while deployed. `

Qualifications/Experience
   A minimum Final Top-Secret security clearance
   Current original equipment manufacture’s (OEM) training certification on the test equipment
      (Fluke DTX with OTDR)
   A minimum of five (5) years, within the past seven (7) years, of relative experience, installing and
      testing Category 3, 5e and 6, multimode, and singlemode optical fiber, and coaxial cables
   A valid U.S. Passport

       A minimum of two (2) years experience in the oversight of cable plant testing/installation and
        test/installation personnel
       A minimum of one (1) year experience with the Fluke Link ware software
       Experience travelling outside the United States and interacting with foreigners
       Military experience or experience working on U.S. Government sites desired


Education
   High school diploma or GED

Certifications
   BICSI Technician certification
   Fluke DTX Tester Certification for copper and fiber

Skills

   Strong interpersonal skills
   The ability to adapt to changing situations and foreign environments
Travel
   Short notice travel for 10 to 45 days at a time

Work environment
  Occupied/Unoccupied and furnished/unfurnished buildings in varied weather climates. Some
     environments may be considered dangerous.

Physical Requirements
   Long periods of standing, squatting and being on your hands and knees.                 Depending on
     deployment location vaccinations may be required.
