The Goal


Primary goal of the trip:
• Discover and assess the adoption and utilization of CC at
   higher education
• Asses CC place in the institutional strategic plan

Secondary goal - identify university use cases for
  applications of Cloud Computing.

The IT cloud adoption in supporting the core business of universities was
   not on the agenda since in most cases its not transparent and has no
   direct impact on the public facing image of a university.

• Little incentive to attract more foreign students due to high reputation and
   low admission rate
• Little focus on internationalization or increased recruitment
• Most students working full or part-time
• School focus on post-graduate and correspondence studies
• IT Infrastructure is outdated
• Slow adoption of server virtualization
• VDI (virtual desktop infrastructure) at evaluation stage
• 100% Microsoft® Windows operating system.
• Lotus Notes for document sharing and staff and faculty e-mail.
• Student e-mail integrated within their proprietary student information
   system.

   • Budgetary Constrains - Gov’t Funded
   • Lack of Qualified Staff (75 full time IT staff)
   • Proprietary Software Lock-in (Gov’t
     Procurement)
   • Open Source software - lack of adoption
   • Vendor CC technology to expensive
• No present nor future place for CC in the strategic
  plan of the university

• Security and privacy studies within ISA (Interoperability
  Solutions for European Public Administrations)
• IT operations and choice of technology dictated at the
  ministry level
• Would prefer centralized cloud offering
• Hesitant to adopt CC due to:
   • Lack of money,
   • Shortage of IT staff
   • Insufficient knowledge

•   Campus shared with Vienna University
•   IT servers partially virtualized
•   SIRUS student information system not integrated with ERP or Microsoft
    Exchange
•   Students records due to gov’t compliance need to be archived and copy
    submitted to the gov’t once a month.
•   SAP-based ERP system hosted by Bundesrechnenzentrum - a government
    body.
•   LearnWU - E-Learning system developed in-house (based on Open ICS)
•   All courses have e-learning component
•   40 applications offered within the LearnWU system
•   Integration plans with MS Sharepoint and some Google Widgets

Vienna University of Economics and Business Administration


• E-learning allows students to take so called "Semester 0" and
  take early exams
• E-Learning project started in 2001 and solution adopted by 600
  secondary education institutions
• For new campus IT CC IaaS evaluted and rejected because of:
   • No cost benefit vs traditional IT
   • Privacy, security and control concerns
• CC not in the strategic plan of the university
• Plans on integrating external CC components within LearnWU

Final Conclusions


• CC adoption at European universities is minimal due to
  several factors
• EU’s stringent privacy and data protection laws
• Lack of privacy and security governance around CC
• University research about governance and framework for
  CC
• Institutions publicly funded and the budget don’t include
  innovation
• Preferred funding model for that type of projects via PPP
  (Public-Private partnerships)
• Centralized computing resources and procurement

• All institutions interested in using CC
• Not interested in developing CC due to factors
  mentioned above
• Would use if CC built by Gov’t or with help of PPP

• E-learning - best candidate for implementing as CC
  service.

     CC installation
   • Governance in place to ensure privacy and data
     protection
