									The government intends to award in accordance with FAR subpart 19.8, a competitive
Small Business Administration (SBA) 8(a) Program set-aside, Multiple Award Indefinite
Delivery/Indefinite Quantity (ID/IQ) Cost Plus Fixed Fee (CPFF) type contract with
CPFF or Firm Fixed Price (FFP) type task orders. The contract will be awarded in
accordance with FAR subpart 15. This contract is for strategic sourcing support services
including: facilitation and communication, opportunity analysis, commodity strategy
development, and training. The resulting contract will be for a twelve month base period
and two one-year option periods. The RFP will be available on or about 23 April 2010 by
downloading the documents at http://www.neco.navy.mil or http://www.fedbizopps.gov.
The applicable NAICS Code is 541611. The size standard is $7M million. The FSC
Code is R799. The anticipated start date is July 2010. FAR clause 52.217-8 Option to
Extend Services shall be incorporated into solicitation/contract. The contractor shall
provide support in any or all of the following area: (1) Strategic Advisory Services; (2)
Data and Analytical Support, (3) Program Management Support; (4) Commodity
Procurement Strategy Development, Execution, and Management; (5) Training and
Communication as defined in the individual task orders. The Request for Proposal (RFP)
solicitation and any subsequent amendments will ONLY be available for download at the
above sites; this office will no longer issue hard copy solicitations. By submitting a
proposal, the vendor is self-certifying that neither the requestor nor the principal
corporate officials and owners are currently suspended, debarred or otherwise ineligible
to receive contracts from any federal agency. Failure to do so may represent grounds for
refusing to accept the offer. By submission of an offer, the contractor acknowledges the
requirement that a prospective awardee must be registered in the CCR database prior to
award, during performance, and through final payment of any contract resulting from this
solicitation, except for awards to foreign vendors for work to be performed outside the
United States. Lack of registration in the CCR database will make a contractor ineligible
for award. Contractors may obtain information on registration and annual confirmation
