Section I: Data Trend Analysis from 2002-2003 through 2008-2009

A. 1. Using the AYP Mathematics/Algebra Gap Analysis Report, what trends and patterns in the data have occurred in
   your school from 2002-2003 through 2008-2009? Include the aggregate data as well as any subgroup data that applies to
   your school. Synthesize the data in the text box provided below.

    During the 2002-03 school year, 44% of Trezevant’s students scored proficient or advanced on the Algebra I Gateway Test; for
 2003-04, 57% scored proficient or advanced, a 29.5% increase. For 2004-05, 65% scored proficient or advanced, a 14% increase.
 For 2005-06, 46% of Trezevant’s Algebra I students scored proficient or advanced, a 29.2% decrease. For 2006-07, 55% scored
 proficient or advanced, a 19.6% increase. For 2007-08, 52% scored proficient or advanced, a 5.5% decrease . For 2008-2009,
 86% of Trezevant’s Algebra I students scored proficient or advanced on the Gateway Test, a 65.4% increase. This was above the
 system and state performance levels of 60.1% and 79.4%, respectively (Tennessee Gateway Assessment Performance Level
 Summary Report). At the end of the 2008-09 school year there was no gap because Trezevant was above the 83%
 proficient/advanced benchmark.
    During the 2006-07, 2007-08, and 2008-09 school years, 100% of Trezevant’s white Algebra I students scored proficient or
 advanced on the Gateway Test. This was only 1 to 2 students each year.
    The economically disadvantaged subgroup proved to warrant no specific attention as the majority of Trezevant’s students (99%)
 are on free/reduced lunch. The disaggregated scores showed almost exactly the same as the African American students because 99%
 of Trezevant’s students are African American.
    During the 2004-05 school year, 31% of Trezevant’s Students with Disabilities (SWD) scored proficient or advanced on the
 Algebra I Gateway Test, leaving an achievement gap of 44%. For 2005-06, 1% of Trezevant’s SWD scored proficient or advanced,
 a 96.8% decrease and an achievement gap of 74%. For 2006-07, 24% of SWD scored proficient or advanced, a 23% increase and an
 achievement gap of 51%. For 2007-08, 26% of Trezevant’s SWD scored proficient or advanced, an 8.3% increase and achievement
 gap of 57%. For 2008-09, 58% of Trezevant’s SWD scored proficient or advanced a123.1% increase and an achievement gap of
 25%.
      This trend reflects the three changes in administration – 3 new principals (January, 2006; July, 2007; and August, 2008) over this
 6 year period. We were also a Fresh Start school in 2007. Teachers who wanted to stay at Trezevant had to re-apply for their
 positions. Out of 49 classroom teachers, 16 were first year teachers and 5 were second year teachers.


A. 2. What student needs are present in section A1 that should be addressed as adult challenges? Have these challenges
   been addressed in the 2009-2010 TSIPP (submitted November, 2009)? If yes, in what way? If no, list the numbers for
   the goal(s) and action step(s) that have been added or revised in component 4 to address any new challenges. Summarize
   in the text box provided below.

     The number one challenge is preparing our 9th grade Algebra I students to meet the new state benchmarks. Eighth grade students
 at Trezevant’s feeder schools are not ready for Algebra I when they leave middle school. 71.6% of the 9 th grade students on our
 projected roll for this school year scored below basic on last year’s TCAP Assessment. 25.7% of the students scored basic and only
 2.7% scored proficient. As a result, all 9th grade Algebra I students have been placed in Algebra I+. Classes for these students meet
 two periods a day every day. Discovery Education Formative Assessment Tests will be given 4 times during the school year.
 Teachers have the option to give two more on-line assessments. Results of these assessments will be used to develop re-teaching
 strategies that address student deficiencies. Graphing calculators are used in all math classes daily. Some teachers have eBeam
 (interactive whiteboard) technology in the classroom. Stanford Math was assigned to the lowest achieving students, but no impact
 can be assessed due to limited used. All math teachers are required to attend professional development activities provided by the
 school or district and will be observed and mentored twice each quarter by a math professor from Southwest Tennessee Community
 College (STCC) to enhance teacher quality. There are 11 action steps addressing this challenge, one of which was added this school
 year – Goal 3, Action Step 26.
     The next challenge is meeting the needs of our students with disabilities. We already have inclusion in place. After school
 tutoring by regular education teachers, as well as special education teachers, is provided. Special education teachers do pull-outs one
 day a week to work with special needs students individually. Special education students will also use the FASTT Math program.
 There are 4 action steps addressing this challenge.
     The next challenge is to provide for the 109 students who still need to take the Algebra I Gateway Test. The math coach will be
 tutoring these students during their non-core classes. Algebra I tutoring is provided after school 3 days per week. The students are
 given 4 opportunities during the school year to take the Gateway Test – 2 each semester. They will also have 2 opportunities during
 the summer to take the test if necessary. One new action step has been added this year – Goal 3, Action Step 10.

   patterns in the data have occurred in your school from 2002-2003 through 2008-2009? Include the aggregate data as
   well as any subgroup data that applies to your school. Synthesize the data in the text box provided below.

    During the 2002-03 school year, 81% of Trezevant’s students scored proficient or advanced in Reading/Language Arts/Writing,
 for 2003-04, 76% scored proficient or advanced, a 2.5% decrease. For 2004-05, 92% scored proficient or advanced, a 17.9%
 increase. For 2005-06, 85% of Trezevant’s students scored proficient or advanced in Reading/Language Arts /Writing, a 7.6%
 decrease. For 2006-07, 79% scored proficient or advanced, a 7.1% decrease. For 2007-08, 86% scored proficient or advanced, an
 8.1% increase. For 2008-09, 87% of Trezevant’s students scored proficient or advanced in Reading/Language Arts/Writing, a 1.1%
 increase. This was below the system and state performance levels of 91.4% and 95.6%, respectively (Tennessee Gateway
 Assessment Performance Level Summary Report). At the end of the 2008-09 school year, there was a 6% achievement gap.
    The economically disadvantaged subgroup proved to warrant no specific attention as the majority of Trezevant’s students (99%)
 are on free/reduced lunch. The disaggregated scores showed almost exactly the same as the African American students because 99%
 of Trezevant’s students are African American
    During the 2003-04 school year, 22% of Trezevant’s Students with Disabilities (SWD) scored proficient or advanced in
 Reading/Language Arts/Writing, leaving an achievement gap of 64%. For 2004-05, 59 % of Trezevant’s SWD scored proficient or
 advanced, a 168.2% increase and an achievement gap of 31%. For 2005-06, less than 5 SWD tested in Reading/Language
 Arts/Writing so there is no data for this school year. For 2006-07, 58% of Trezevant’s SWD scored proficient or advanced in
 Reading/Language Arts/Writing, a 1.7% decrease from 2005-06 and an achievement gap of 32%. For 2007-08, 77% of Trezevant’s
 SWD scored proficient or advanced, a 32.8% increase and an achievement gap of 16%. For 2008-09, 66% of Trezevant’s SWD
 scored proficient or advanced, a 14.3% decrease and an achievement gap of 27%.
      This trend reflects the three changes in administration – 3 new principals (January, 2006; July, 2007; and August, 2008) over this
 6 year period. We were also a Fresh Start school in 2007. Teachers who wanted to stay at Trezevant had to re-apply for their

    The number one challenge is preparing our 10th grade English II students to meet the new state benchmarks. In order to do this,
 we have to address the needs of our Tier I and Tier II students. Tier I students have been placed in English II+ classes this school
 year so they can meet 2 periods every day. Both Tier I and Tier II students will take reading this year. All English teachers are
 required to attend any professional development activity provided by the school or district and will be observed and mentored twice
 quarterly by an English professor from Southwest Tennessee Community College (STCC) to enhance teacher quality. There are 8
 action steps addressing this challenge, one of which was added this school year – Goal 2, Action Step 28.
     The next challenge is to increase the number of students scoring proficient or advanced on the TCAP Writing Assessment (80%
 last year). Folio Express Writing Assessment will be given in October and December. Teachers will use the result of these 2
 assessments to focus on the writing elements that show areas of difficulty. Teachers are implementing Power Writing in their
 classrooms and have to attend Folio Express Writing Assessment Training provided by the district. There are 4 action steps that
 address this challenge.
     The next challenge is meeting the needs of our students with disabilities. We already have inclusion in place. Tutoring after
 school by regular education teachers, as well as special education teachers, is provided. Special education teachers do pull-outs one
 day a week to work with special needs students individually. Special education students will also use the Failure Free Reading
 program. There are 4 action steps addressing this challenge, one of which was added this school year – Goal 2, Action Step 14.
     The next challenge is to provide for the 21 students who still need to take the English II Gateway Test. The literacy coach will be
 tutoring these students during their non-core classes. English tutoring is provided after school and students are given 6 opportunities
 during the school year and summer to take the Gateway Test. There is one revised action step to address this need – Goal 2, Action
 Step 16.

C. 1. Using the data provided in the Achievement Report for Every Test Takers (ETT) in Mathematics,
   compare/contrast these data (2006-2007 to 2008-2009) to the continuously enrolled first-time test takers (AYP Gap
   Analysis Report) data for these three school years. Synthesize your findings in the text box below.

     During the 2006-07 school year, 55% of Trezevant’s first time test takers scored proficient or advanced with an achievement gap
 of 29% as opposed to only 45% when all test takers were counted with an achievement gap of 30%. For 2007-08, 52% of
 Trezevant’s first time test takers scored proficient or advanced with an achievement gap of 31% as opposed to 60% when all test
 takers were counted with an achievement gap of 23%. For 2008-09, 86% of Trezevant’s first time test takers scored proficient or
 advanced with no achievement gap as opposed to 47% when all test takers were counted with an achievement gap of 36%.
     During the 2006-07 school year, 54% of Trezevant’s first time test takers classified as economically disadvantaged (ED) scored
 proficient or advanced with an achievement gap of 21% as opposed to 45% when all test takers classified as ED were counted with an
 achievement gap of 45%. For 2007-08, 52% of Trezevant’s first time test takers classified as ED scored proficient or advanced with
 an achievement gap of 31% as opposed to 41% when all test takers classified as ED were counted with an achievement gap of 42%.
 For 2008-09, 86% of Trezevant’s first time test takers classified as ED scored proficient or advanced with no achievement gap of
 31% as opposed to 51% when all test takers classified as ED were counted with an achievement gap of 32%.
     During the 2006-07 school year, 24% of Trezevant’s Students with Disabilities (SWD) first time test takers scored proficient or
 advanced with an achievement gap of 51% as opposed to 16% when all SWD test takers were counted with an achievement gap of
 59%. For 2007-08, 26% of Trezevant’s SWD first time test takers scored proficient or advanced with an achievement gap of 57% as
 opposed to 16% when all SWD test takers were counted with an achievement gap of 67%. For 2008-09, 58% of Trezevant’s SWD
 first time test takers scored proficient or advanced with an achievement gap of 25% as opposed to 18% when all SWD test takers
 were counted with an achievement gap of 65%.
     The percent of students scoring proficient or advanced decreased in each subcategory when every test taker was counted as
 opposed to counting only first time test takers. There was one exception in the 2007-08 school year, the percent of students scoring
 proficient or advanced increased when every test taker was counted as opposed to counting only first time test takers.




C. 2. While synthesizing the data in section C1, discuss other data that were used to assist your school in determining

 The data used above (Achievement Report for ETT and the AYP Gap Analysis Report) only give information on overall performance of students. In addition to
 the data listed above, other data are used to identify specific SPIs students are having trouble mastering.
             Discovery Education (DE) Formative Assessment Tests for Algebra I were used to track student achievement towards mastering EOC Test SPIs.
              The Class Summary Report showed students scored lowest on Mathematical Processes followed by Data Analysis, Statistics, & Probability. The
              Objective and Subskills Report showed exactly which SPIs in those categories the students did not master.
             DE Formative Assessment Tests showed that the number of SPED students who scored below basic decreased from 47.3% to 25% from Test A
              to Test B. The number who scored basic increased from 32.4% to 69.4%.
             The EOC Assessment School Disaggregation Summary Report showed that even students who scored proficient scored lowest in Data Analysis,
              Statistics, & Probability followed by Numbers & Operations.
              8th grade TCAP math data on Docushare showed that 71.6% scored below basic, 25.7% scored basic, and only 2.7% scored proficient. Further
              analysis of the data showed students scored lowest in Data Analysis, followed by Algebra.
             The attendance for the Algebra I EOC Assessment was 96.6%, which was higher than the average daily attendance of 85.5% for the 2009-10
              school year and the 85.8% average attendance for the DE Algebra I Formative Assessment Tests.
 The Goals that are being addressed in the Action Steps are: Goal 3, Action Steps 3, 5, 7, 8, 9, 19, and 26.

    During the 2006-07 school year, 78% of Trezevant’s first time test takers as well as 78% of every test taker classified as
 Economically Disadvantaged (ED) scored proficient or advanced with an achievement gap of 12%. For 2007-08, 86% of
 Trezevant’s first time test takers classified as ED scored proficient or advanced with an achievement gap of 7% as opposed to
 only 77% when all test takers classified as ED scored proficient or advanced with an achievement gap of 16%. For 2008-09,
 87% of Trezevant’s first time test takers classified as ED scored proficient or advanced with an achievement gap of 6% as
 opposed to only 79% when all test takers classified as ED scored proficient or advanced with an achievement gap of 14%.
    During the 2006-07 school year, 58% of Trezevant’s Students with Disabilities (SWD) first time test takers scored
 proficient or advanced with an achievement gap of 32% as opposed to 45% when all SWD test takers were counted with an
 achievement gap of 45%. For 2007-08, 77% of Trezevant’s SWD first time test takers scored proficient or advanced with an
 achievement gap of 16% as opposed to 57% when all SWD test takers were counted with an achievement gap of 36%. For
 2008-09, 66% of Trezevant’s SWD first time test takers scored proficient or advanced with an achievement gap of 27% as

 The data used above (Achievement Report for ETT and the AYP Gap Analysis Report) only give information on overall performance of students. In addition to the data
 listed above, other data are used to identify specific SPIs students are having trouble mastering.
             Analysis of TCAP Writing Test scores showed that 80.2% of Trezevant’s 11 th grade students scored proficient, a 17.9% increase from 2009. The average
              score was 3.9 giving Trezevant a 3 year average of 3.8. The number of students scoring proficient increased from 68% to 80.2% and the 3 year average
              score increased from 3.5 to 3.8.
             Discovery Education (DE) Formative Tests for English II were used to track student achievement towards mastering EOC Test SPIs. The Class Summary
              Report showed students scored lowest in Language followed by Communication & Media. The Objective and Subskills Report showed exactly which SPIs
              in those categories the students did not master.
             The EOC Assessment School Disaggregation Summary Report for English II showed that even students who scored proficient scored lowest in Writing &
              Research followed by Communication & Media and Logic.
             The EOC Assessment School Disaggregation Summary Report for English I showed that even students who scored proficient scored lowest in Writing &
              Research followed by Communication & Media and Language.
             The attendance for the English II EOC Assessment was 97.7% for all students and 88.5% for special education students, which were both higher than the
              average daily attendance of 85.5% for the 2009-10 school year.
 The Goals that are being addressed in the Action Steps are: Goal 2, Action Steps 3, 7, 11, 21, and 28.

          The current professional staff consists of 40 (approximately 82%) highly qualified full time classroom teachers, 9 special education teachers, 4
           AJROTC instructors, and 6 highly qualified educational assistants. Faculty members average 12.3 years of experience. 82.6% of the faculty is
           African American, 15.9% is White, and 1.4% is Hispanic. 60.9% of the faculty is female and 39.1% is male. 1.4% of the faculty holds an associate
           degree, 40.6% holds a bachelor’s degree, and 58% hold advanced degrees. 66.2% of teachers are teaching on a professional or administrative
           license while 33.8% are teaching on an alternative license, apprentice license, transitional license, or interim license.
          Trezevant had 16 personnel changes this school year – a new principal, a new assistant principal, a new school counselor, and 14 new teachers. Of
           those 14 new teachers, 6 are 1st year teachers of which 5 are alternatively certified, one has an apprentice license, and one is teaching on an out-of-
           state license.
          Trezevant does not currently have a graduation coach and no longer has a full-time behavior specialist and family specialist assigned to the school.
          The current enrollment at Trezevant High School is 804 – 802 African American and two White. There are currently no LEP students, Native
           American students, or Asian Pacific Islander students. Currently, 87.4% of students participate in the free/reduced lunch program. 12.6% of
           students pay for their lunches.
          Trezevant’s projected enrollment for 9th grade was 250 students. Only 200 of those students registered at Trezevant. Forty –three of those students
           have been located.
          Trezevant’s enrollment has dropped from 912 students last year to 804 students this school year. Some of our students are now enrolled in a new
           charter school in the area.
          Trezevant’s number of students with disabilities has decreased from 192 students last year to 171 (21.3%) students this year.
          Eighth grade students at Trezevant’s feeder schools are not academically ready for high school when they leave middle school. 71.6% of the 9th
           grade students on our projected roll for this school year scored below basic in math and 55.1% scored below basic in Language Arts on last year’s
           TCAP Assessment.
          The scores for Alternative School students are now being counted toward their home school’s AMO (Annual Measurable Objectives).
          According to Census 2000, approximately 19.4% of the families in the Frayser area are below the poverty level and 54.4% of households are single
           female or non-family households
          There have been no significant changes in business/community characteristics.


F.   As Tennessee moves forward with new standards, new assessments, new cut scores and new benchmarks, how will your
     school incorporate the knowledge gained by reviewing data trends (AYP Gap Analysis and ETT Achievement reports
     from the 2002-2003 to 2008-2009 cycle) in your future TSIPPs? What additional steps will your school add to the data
     evaluation process? How will these data impact the school view of curriculum, instruction, leadership, organization, and

          The data trend at Trezevant High School will continue to fluctuate until there is leadership stability in the school. As stated
           previously, in the past 6 years we had 4 principal changes and were also fresh started.
          Based on prior data trends in math and English, the school’s SIG funds have allowed the school to contract the services of
           two classroom mentoring coach specialists from STCC to work with all math and English teachers.
          Trezevant has implemented a 3-year teacher growth plan to allow teachers to reflect on their own skill needs and to observe
           other teachers.
          Trezevant will continue to hire high quality certified and licensed teachers to teach the curriculum and highly qualified
           paraprofessionals to assist in the classroom.
          Teachers will continue to analyze and use a variety of data (EOC Assessments, DE Formative Assessments, Stanford Math,
           FASTT Math, Failure Free Reading, TCAP Achievement Tests, TCAP Writing Assessment, TVAAS data) to drive
           instruction and to collaboratively plan lessons appropriate for student achievement.
          Teachers work collaboratively to create pre- and post-tests each week to monitor student progress and give students small
           measures of success which will improve performance. Using post-test data, classroom teachers will adjust the curriculum
           and implement strategies to ensure that all students master all SPIs.
          The Academic Leadership Team consisting of the principal, a mentor principal, all administrative staff (assistant principals,
           administrative assistant, HSRD Grant administrator, instructional facilitators, literacy coach, and math coach), school
           counselors, college and career advisor, school deans, department chairs, ISS instructor, and a MEA representative will

          Reviewing and analyzing data is on-going at Trezevant. The Academic Leadership Team consisting of the
           principal, a mentor principal, all administrative staff (assistant principals, administrative assistant, HSRD Grant
           administrator, instructional facilitators, literacy coach, and math coach), school counselors, college and career
           advisor, school deans, department chairs, ISS instructor, and a MEA representative meet weekly to make decisions
           about school improvement, professional development needs, and to analyze student performance data. Each school
           (FSL – Freshman Studies & Leadership, CAM – Communication, Art, & Military Studies, and BBT – Business, Bio-
           Science & Technology) meets at least once a month to discuss the minutes of the Academic Leadership Team
           meetings. Minutes of these meetings are turned in to the appropriate administrator.
          All school data is reported to the district after each 20-day period through the Compstat Report. This year these
           reports will be posted on the school’s website so that all stakeholders (parents, students, teachers, community leaders,
           and district personnel) have access to this information.
          The first annual Title I parent meeting was held August 26th & 27th. Parents received a Title I Parent Handbook that
           consisted of school calendars, district policies, curriculum information, parental involvement information, Title I
           information and all current school data. The principal, Dr. Joe Canada, also gave a “State of the School” address.
           Parents were given the opportunity to sign-up to work on TSIPP committees. In February, the second Title I parent
           meeting will be held. At that time, last year’s data will have been analyzed and the TSIPP updated again. The
           parents and community leaders who attend will receive a copy of the updated TSIPP. The principal will again
           address the parents about “The State of the School”.
          September 27, 2010, a Community Forum was held at Trezevant. Dr. Irving Hamer, the District Deputy
           Superintendent, addressed community members about Race To The Top (RTTT), Teacher Effectiveness Initiative
           (TEI), and Trezevant’s school data. A question and answer session was provided.
          An Open House is scheduled each nine weeks to allow parents the opportunity to pick up their child’s/children’s
           report cards.
          The Office of Research, Testing and Accountability (REA) provides individual student academic results to parents
           for the following assessments: Gateway Tests in Algebra I, Biology, and English II; TCAP Writing Assessments:
           and End-of-Course Tests in Algebra I, Algebra II, English I, English II, and U. S. History. Parents may request
           assistance translating these results.
          The School-Based Decision Making Council (SBDMC) consisting of the principal, Dr. Joe Canada, 3 teachers, 3
           parents, and 3 students meets once a month to monitor and discuss the TSIPP Action Steps.
          TSIPP committees have already been formed this school year and have already been meeting to update the School
           Improvement Plan. When the 2009-10 data becomes available from the State Department, TSIPP committees will
           meet again to continue their updates. The TSIPP committee chairpersons and team leaders are as follows:
           Component 1: Linda D. Loft, Dorothy Williams, and Timothy Crowder; Component 2: Adrian Walker; Component
           3: Shirley Collins, Erika Ashford, Clennon Saulsberry, Juanita McKinley, and Taurus Hines; Component 4: Dr.
           Patricia Gamble, Dorothy Woods, Mettie Holmes, and Cecilia Kirkwood; and Component 5: Clarence McFerren.
          The TSIPP will be presented to the Trezevant faculty in November and to parents and community during the second
           annual Title I parent meeting in February. Copies of the TSIPP will be placed on the school’s website, in the library,
           in the data den, and in the parent/student center. This allows access to all stakeholders (parents, students, teachers,
           community leaders, and district personnel).
          Normally we meet twice a year to monitor the TSIPP. Because Trezevant’s data will not be available from the State
           Department until December or January and the TSIPP will have to be revised again at that time, we will only monitor
           the TSIPP in April this school year. Letters will go out to responsible persons informing them of the meeting. They
           will be asked to bring specific documentation to prove that we have done what we said we would do.
