The Senior Project Manager is responsible for supporting the Online Services function within the
Publications Product Management & Business Development group by managing complex to
significant projects connected with the IEEE Xplore web platform.

The Sr. Project Manager is responsible for defining, coordinating and managing various short
and long term projects as required. This includes defining project objectives, scope, plans and
coordination of external and internal resources to successfully execute projects. This role is
also accountable for monitoring project milestones/deliverables and communicating project
status to stakeholders and management. This role may direct internal and external staff as
required to ensure on-time, on-budget, and in-spec delivery of projects.

The Sr. Project Manager facilitates business and functional requirements gathering with key
stakeholders and works closely with internal and external technical teams to establish project
plans and metrics that support achievement of project goals. This role is also accountable for
communicating project progress and status to management, Marketing, Customer Service,
members, volunteers and other stakeholders, along with ownership for issue identification and
resolution as needed to achieve project, departmental and business objectives.


ESSENTIAL FUNCTIONS

•       Communicate project progress and status to management and stakeholders as needed
•       Plan and manage project budgets and resources as necessary
REQUIRED KNOWLEDGE
What education, training, knowledge and skills are required to perform the

What technology skill set is required?
Education/Training. Bachelors or advanced degree in Engineering, Computer Science
or other technical discipline and/or equivalent business experience required.
•

Amount of Experience-based Knowledge and Skills.
•       At least 5-7 years of progressive project management experience including
project planning, requirements gathering and documentation, issue tracking and
resolution, resource coordination, and status tracking.
•       Experience in managing project budgets
•       Ability to handle multiple projects simultaneously
•       Project Management training and or formal certifications such as PMI, PMP, etc.

Credentials, Licenses and Permits. Project Management Institute (PMI) Project
Management Professional (PMP) Certification, desirable

Technology Skill Set.
•      He or she must be a technologically savvy knowledge worker who seeks out
technology solutions to solve business challenges.
•      Understanding of the technologies for publishing content online, desirable.




REQUIRED LANGUAGE SKILLS
What level of knowledge of standard business English is required? How will
language skills be used? If foreign languages are required, describe how they

Spoken skills.
Excellent ability to communicate and interact positively and effectively with volunteers
and assigned committees, as well as with staff and customers.

Presentation skills/size of audiences.
Strong ability to prepare and deliver comprehensive presentations to staff, volunteer
leadership and external clients and partners.
Ability to travel to represent IEEE at customer sites and at industry events.

Writing skills.
Proven ability to write and prepare successful materials such as business and project
plans. Strong knowledge of Microsoft Office applications, documents, spreadsheets and
browsers.

Reading skills.
Must stay on top of industry trends by reading relevant materials, including newsletters,
publications, blogs, etc.

Foreign language skills.
Business fluency in a foreign language, especially Mandarin Chinese, French, Spanish,
or Hindi will be helpful, but is not required.




INTERPERSONAL SKILLS
To what extent are interpersonal skills required to perform the essential functions
and reach the desired outcomes? Excluding this position’s supervisor and its
direct reports, what kinds of contacts are required and with whom, inside the
IEEE enterprise and externally? Describe the purpose and frequency of such

•       Frequent interactions with IEEE middle and senior management, members and
volunteers to report on various project elements and discuss planning and implementation
objectives.

•       Good communication and interpersonal skills are essential to meeting the objectives of
this position. The individual must be able to work with staff at all levels, members, volunteers,
and customers to provide information, reach consensus, and meet defined objectives.

Working in conjunction with Online Platform Services management and other functional groups
the Sr. Project Manager must be able to identify, evaluate and reconcile competing priorities
from different functional areas to meet stated objectives. This includes defining and
recommending changes or updates to existing business rules and systems to meet
requirements.
Resources available include immediate manager/supervisor, existing business and project
plans, functional stakeholders and internal subject matter experts, defined policies, processes
and procedures.

This position is supervised on an as needed basis to review progress towards objectives,
discuss issues and roadblocks preventing progress and carry out agreed upon action plans to
resolve issues and achieve defined business and project goals.

The Sr. Project Manager is accountable for monitoring and tracking established project budgets
and bringing budgetary issues to management for approval and signoff.

The Sr. Project Manager has authority to review and make recommendations to management
on approval/signoff for contracts and other project related documents.

The Sr. Project Manager has shared decision-making responsibility for agreed-upon elements
and makes recommendations on departmental procedures.
