2139              To Receive Declarations of Interest – None received

2140             Public Forum – Five members of the public in attendance
               a A resident enquired whether the request to extend the opening
                 hours of Disley Library had been resolved, Cllr. Davenport to look in
                 to this matter further.
               b A resident on behalf of the Local History Society requested that
                 Disley Parish Council look at the provision for the safe storage of
                 historical documents currently held in Disley Library, Cllr. Guy stated
                 that the library is still considering the request to continue providing
                 storage for the documents.
               c Concern was raised by a resident regarding the current condition of
                 Stanley Hall and a planning application from Disley Gold Club which
                 includes a new dwelling.

2141             Chairman’s Report
               a The Spring 2012 issue of Disley News has been distributed.

               b Cllr. Guy highlighted the Presentation Meeting of Disley Strategy
                 2013-2030 taking place at the Community Centre 24th March
                 2-4pm.

               c United Utilities are to hold a presentation meeting to highlight
                 underground reservoir works to be carried out on Jacksons Edge
                 Road on Thursday 29th March 3-7pm at the Community Centre.

2142             Correspondence
               a Letter – received from Belper resident requesting Disley Parish
                 Council consider placing double yellow lines at the section of
                 Buxton Old Road, above the Plough Boy. Clerk to reply and forward
                 request to Cheshire East Highways Dept.

               b Letter received from Cheshire East highlighting an Event Safety
                 Advisory Group who can offer safety advice and guidance to
                 outdoor event organisers.

           c Letter – received from Vivienne Quayle, Head of Performance,
             Customer Services and Capacity regarding a one-off non-specific
             grant from Cheshire East Council to town/parish councils. The grant
             for Disley Parish Council will be £3,589.00

           d Invitation – received from Bollington Town Council to attend a Civic
             Dinner and Dance on Friday 30th March 2012 at 7.30pm

           e Invitation – received to attend Bollington Town Council Mayor
             Making Reception on Tuesday 8th May 2012.

              Parish Council held on Monday 13th February 2012

Resolved      That the minutes of the Ordinary Meeting of the Parish Council held

2146           To consider the Planning Applications as listed on Appendix B –
              taken out of Agenda order.

11/4364M      Construction of a new dwelling, minor alterations to bring existing
              Listed house back in to use, conversion of 2 Listed barns and
              residential use including demolition of a lean-to link building and
              construction of an extension together with the relocation and
              expansion of bespoke green keeping buildings
              Stanley Hall Farm, Stanley Hall Lane, Disley, SK12 2JX
              Disley Parish Council accepts that this historic site of great value
              within the greenbelt requires some appropriate development to
              enable it to be renovated and restored so that it may be brought
              back into use.
              Disley Parish Council does not object in principle to the conversion
              of the 2 Listed barns, renovation of the Grade II Listed building and
              relocation of the Green keeping buildings. This is subject to the
              guidelines regarding Listed buildings and the type of materials used.

              However, Disley Parish Council strongly oppose the proposed new
              build for the following reasons:
              a). The proposed new build is to be constructed on greenbelt land
              which contravenes our local Village Strategy 2012-2030 which
              clearly protects greenbelt land.
              b). Disley Parish Council feels that the new build would adversely
              affect the setting of the adjacent Listed building and be in
              contravention of policy BE16 of the local plan.
              c). The proposed new build is not sympathetic to the character of
              the local environment and adjoining buildings and would be in
              contravention of policy DC1 of the local plan.

2147          To receive a report on the progress of the Transfer of Assets from
              Cheshire East Council
              Letter – received from Parish Council’s solicitor advising land
              searches are carried out prior to the transfer of Disley Community
              Centre. Cllr. Guy requested that payment drainage, environmental
              and coal mining searches at a cost of £537.90 be approved in order
              for the Parish Council’s solicitor to carry out the Council’s
              instructions.

Resolved      That Disley Parish Council approved payment of £537.90 to Parish
              Council’s solicitor for drainage, environmental and mining search
              fees in relation to the transfer of Disley Community Centre.

2148          To consider the renewal of the Parish council’s Insurance policy
              Cllr. Guy proposed that the Parish Council retain the current
              insurance provider for 2012/13 as it provided best value.

Resolved      That Disley Parish Council retain their current insurance policy
              provider for 2012/13.

2149          To consider funds to be designated as Earmarked Reserves
              Cllrs. agreed that final payment of £7,500.00 from United Utilities for
              use of Disley Parish Council land off Red Lane should be earmarked
              for reserves to be spent on refurbishment of Disley Community
              Centre.

2150          To consider Cheshire East Council’s proposals for future Air Quality
              Monitoring in Disley
              At a meeting held on 8th March, Phil Mason, Air Quality Control for
              Cheshire East proposed that the automatic analyser cabinet at
              Dystlegh Court be removed to an alternate site. Cheshire East has
              asked Disley Parish Council to consider a request to contribute to
              the funding of the analyser which Cheshire East will continue to fund
              for another year. Cheshire East is to investigate traffic flow and the
              phasing of traffic lights in a bid to reduce the pollution levels in the
              village. It was suggested that Disley Parish Council set up an action
              group along side the Parish Plan Transport Group to monitor traffic
              pollution levels.

2151          To consider the Finance Committees recommendation on letting
              fees for the Community Centre from April 2012
              Cllrs. agreed that current letting fees remain the same for 2012/13.

Resolved      That Disley Parish Council agree that current letting fees remain the
              same for 2012/13.

2152          To consider Community Centre Booking and Policy Documents
              Cllr. Kidd felt current booking and policy forms need condensing as
              these are generic and not specific to the activities which take place
              at the Community Centre. Cllr. Kidd also noted a generic Risk
              Assessment for Insurance purposes appropriate to the building and
              its users would need to be considered.

2153          To consider proposal for a Disley Orchard
              A number of sites were considered with Newtown Playing Fields
              being proposed. Concerns were raised regarding the long term
              issues of maintaining an orchard. Cllr. Davenport recommended
              Disley Parish Council contact Cheshire East Arboreal Officer for
              further advice.

2154          To consider amendments to Allotment Tenancy Agreement
              A request has been made by Disley Allotment Association for the
              revision of the wording of the current allotment rental agreement to
              enable Allotment Association members to sell their surplus produce
              on to a village retailer. Further advice to be sought from the Parish
              Council’s solicitor.

              Ron Bosanko, representative of the Allotment Association has
              requested a number of notice boards financed from Allotment
              Association funds be erected at the entrances to the 3 allotment
              sites with an additional head board only sign at the Hagg Bank Lane
              entrance. Cllrs agreed that the wording on the notice boards should
              read Disley Parish Council and Disley Allotment Association.
              Proposed: Cllr. Kidd      Seconded: Cllr. Watson
              Unanimously agreed

2155          To receive report on Cllr. McCrea’s ward visit on 15th March 2012
              Cllr. McCrea’s visit was cancelled. Cllr. Davenport to follow up with
              revised visit dates.

2156          To receive a report on Diamond Jubilee Celebrations planned for
              Disley
              Subject to funds being available an evening event with fireworks is
              planned to take place on Monday 4th June to link in with the
              National Beacon lighting. Representation from Disley Amalgamated
              Club is to attend the next Jubilee Celebrations committee meeting
              on Thursday 28th March.

2157          To receive the Cheshire East Councillor’s Report
              Cllr. Davenport reported on the Strategic Planning Board approval
              of Disley Tissue planning application and its positive effect on
              employment opportunities for Disley. Strategic Planning
              recommended a Local Liaison Committee. Cllr. Kidd has contacted
              Disley Tissue regarding this matter.
              Cllr. Davenport informed Cllrs of the change to the Leadership of
              Cheshire East taking place in May.
              A meeting was held at Sandbach in order to harmonise taxi rates
              across the County.
              Cllr. Davenport reported that the A6 lighting issues now appear to
              have been resolved, and the School Flash signs on Buxton Old Road
              are now in working order. Bin collections concerns for the vicinity of
              Redhouse Lane during current gas works have been resolved.
              Cllr. Davenport reported that the bridge on Mudhurst lane is to be
              revisited and reviewed by Cheshire East Councillors with regards to
              road safety.

              Cllr Davenport attended a meeting with Northern Rail regarding
              Middlewood, Poynton and Disley Stations and the pursuit of a Park
              and Ride scheme.
              The Dial-a-Ride scheme is to be phased out with a new company
              scheduled to replace the current service.

2158          To receive report on Local Area Partnership working group
              The next meeting will take place on Wednesday 4th April with a
              presentation on Housing Issues and Needs.

2159          To receive report on the progress of the Village Plan
              Cllr. Harris stated that a good level of input had been gained from
              various bodies involved in the creation of the document and
              advised Cllrs. of the format of the presentation taking place on
              Saturday 24th March at the Community Centre.
              Cllr. Guy thanked Cllrs. Harris and Kidd for all their hard work in
              creating the Disley Village Strategy 2012/30 document.

              meeting with Parish Plan group on 6th March 2012

              The next General Meeting of the Footpath Society takes place on
              Friday 23rd March at 10.30 am at the Community Centre with guest
              speaker Danny Anderson.

2162          To receive report from Parish Representative on High Peak & Hope
              Valley Community Rail Partnership
              Cllr. Watson reported on the proposed reduction of trains at
              Middlewood Way, Furness Vale and Dove Holes in a bid to increase
              train journey times.
