       Assignment Policy and the apprentices' availability for work.
    5. Apprentices that accept storm work assignments shall be required to remain on the storm
        work project for the duration of the storm or 10 days, whichever is shorter. Apprentices
        will be permitted to accept storm work assignments without losing their placement on the
        Master Out of Work List provided the storm work does not exceed 30 days.
    6. Short calls are defined as work assignments in which the duration of the job is not
        expected to exceed 30 days. Apprentices assigned to short call projects will not lose their
        placement on the Master Out of Work List provided the working assignment does not
        exceed 30 days.

E. Rotation Policy

   The Apprentice Assignment Coordinator in consultation with the Mo-Valley AJATC
   Training Director, signatory contractors, and the Local Union business offices shall monitor
   on a regular basis the working assignments issued to all apprentices. Every effort shall be
   made to ensure that the apprentices receive the diversity of work outlined in the Mo-Valley
   Standards, Section XVI— Work Experience. In the event that an apprentice rotation is
   required, the AJATC/Apprentice Assignment Coordinator may issue a new work assignment
   for the apprentice. No rotation will be allowed unless the contractor that originally
   employed the apprentices receives a replacement apprentice, if requested.


F. Credit for On the Job Skill Acquisition and Previous Related Training
    1. Credit for on the job skills and related training shall be issued in accordance with the
       requirements of Section X - Credit for On the Job Skill Acquisition and Previous Related
       Training of the Mo-Valley Standards.
    2. Credit for OJT hours shall only be granted for documented OJT experience.

G. Policy Statement
   1. Mo-Valley AJATC is directed to make the following modifications to Policy Statement
      Rules & Regulations.
          a. Section 8.01 — add after 1st sentence: "Apprentices will have two (2) hours to
              respond to calls for work assignment placements."
   Missouri Valley Line Constructors Apprenticeship and Training Program

A. Corrective Action Plan
    1. The working area for apprentices registered to the Mo-Valley AJATC is defined as the
       Chapter area.
    2. The Mo-Valley AJATC shall have full power and authority per the Area-wide Training
       Agreement and in accordance with the Mo-Valley Apprentice Assignment Policy
       described below to transfer/rotate apprentices from one job to another.
    3. Apprentices shall be required to travel in all Mo-Valley AJATC participating Local
       Union jurisdictions in accordance to the Assignment Policy below.
    4. A single Master List shall be maintained by the Mo-Valley AJATC for the purposes of
       issuing all working assignments to apprentices. All out of work apprentices shall be
       included on this list.
    5. The Mo-Valley AJATC/Apprentice Assignment Coordinator in consultation with the
       Local Union Business Managers and signatory contractors shall determine the number of
       apprentices needed to keep the area supplied with an adequate number of Journey-level
       workers. The Mo-Valley AJATC shall communicate regularly (at least quarterly) with
       the local Subcommittee and direct them to interview, rank and register/indenture the
       appropriate number of new apprentices as may be necessary
    6. The structural and operational changes we have made to the Mo-Valley Apprenticeship
       Program, over the long-term will significantly address the number of apprentices whose
       term of apprenticeship exceeds 7000 hours. However, in the event that by April 1, 2013
       there is not a significant reduction in the number of active apprentices over 7000 hours,
       the Mo-Valley AJATC/Apprentice Assignment Coordinator will institute a revised
       Assignment Policy in order to have these apprentices complete their apprenticeship
       program in a timely manner.

B. The Process
    1. Request for apprentices shall be directed from the contractor to Mo-Valley AJATC
       office. Requests can come by way of phone or e-mail. Mo-Valley AJATC shall establish
       a separate e-mail address and a dedicated phone line reserved for the purposes of
       requesting apprentices for a job assignment.
    2. Mo-Valley AJATC is directed to create an Apprentice Assignment Coordinator position
       who will be responsible for receiving apprentice assignment requests from signatory
       contractors.
    3. Mo-Valley AJATC will create a master out of work list for all apprentices in the Chapter
       area.
    4. The list shall be developed by assembling the individual Local Union out of work lists
        into the Master List. The Master List shall include the following information: a.
        Local Union Jurisdiction
            b.   Time Out of Work
            c.   Indenture/Registration Date
            d.   Apprentice Period/Step
            e.   Hours Needed
       For the purposes of creating the initial Master List, the list shall be sorted based on Local
       Union Jurisdiction and Time Out of Work. In the event that there are multiple apprentices
       that meet this criteria, the Indenture/Registration Date, Step and Hours Needed shall be
       used to develop the final placement on the list.
    5. Working assignments shall be issued from the Master List by the Mo-Valley
        AJATC/Apprentice Assignment Coordinator in conjunction with the contractor and Local
        Union business office and the Mo-Valley Apprentice Assignment Policy.
    6. The Mo-Valley AJATC/Apprentice Assignment Coordinator shall maintain a Master
        Apprentice Transaction Log that records all requests for apprentices and all final working
        assignments. The Master Apprentice Transaction Log and the Master Out of Work List
        shall be created and maintained in an electronic format that permits access by individuals
        authorized by the Mo-Valley Trustees.

C. Assignment Policy
    1. All requests for apprentices shall originate with signatory contractors and be
       communicated to Mo-Valley AJATC. Requests for apprentices can be by e-mail or by
       phone. Mo-Valley AJATC/Apprentice Assignment Coordinator will develop a means to
       answer all off-hour requests, including storm work, to ensure that contractor requests for
       apprentices are fulfilled.
    2. Mo-Valley AJATC shall create an Apprentice Assignment Coordinator position with the
       following responsibilities:
           a. Receive all e-mail and phone requests for both new and revised apprentice
               working assignments.
           b. Enter such requests into the Master Apprentice Transaction Log.
           c. Maintain Master Out of Work List.
           d. Issue working assignments in accordance with the following guidelines:
                   i. Review Master Out of Work List.
                   ii. Apply Mo-Valley Assignment Policy.
                   iii. Contact Local Union business office for the jurisdiction the job is located.
                   iv. Based on discussion with Local Union business office, determine the final
                        working assignment in the jurisdiction.
                   v. Contact a sufficient number of suitable apprentices, in accordance with the
                        Mo-Valley AJATC Assignment Policy, to ensure that the Contractor
                        request can be filled in a timely manner. Apprentices will be directed that
                        they will have (2) hours to respond to calls for working assignment
                        placements.
              vi. Issue the working assignment to the apprentice.
              vii. Direct apprentice to the Local Union business office for completion of all
                   other paperwork.
              viii. Fax or otherwise send a copy of the Apprentice On the Job Training
                   Assignment to the receiving contractor, the Local Union and the NECA
                   Chapter.
              ix. Enter the assignment in the Master Apprentice Transaction Log.
        e. After the 15th of each month, review the Master Apprentice Transaction Log in
           order to assess the current status of all apprentices working and those on the
           Master Out of Work List.
        f.   Where appropriate, rotate apprentices in accordance with the Mo-Valley AJATC
             Rotation Policy.
3. Mo-Valley AJATC Apprentice Assignment Coordinator shall evaluate each request for
    an apprentice to ensure that the final placement is consistent with the needs of the
    contractor and the apprentice. The working assignment shall be determined based on the
    following criteria in the following order:
         a. Local Union Jurisdiction — every effort will be made to ensure that each
             apprentice is provided with work within his/her home area. However, to ensure a
             diversity of work and reasonable continuous employment over their
             apprenticeship, the responsibility for all final work assignments rest with the
             AJATC/Apprentice Assignment Coordinator.
         b. Hot or Cold Classification/Step — working assignments shall be issued based on
             the contractor request for a hot or cold apprentice.
         c. Time out of Work — working assignment shall be issued with preference given to
             the apprentice with the oldest initial out of work date.
         d. Hours Needed — working assignments shall be issued with a preference given to
             the hours needed by the apprentice consistent with the type of job assignment.
         e. Date of Registration/Indenture — working assignment shall be issued with
             preference given to the apprentice with the oldest date of registration/indenture.
             Where there are multiple apprentices who meet this criteria, preference shall be
             given to the apprentice with the higher step classification.
4. Working assignments shall be issued for a specific job in a Local Union jurisdiction. A
    new working assignment is not required where the apprentice remains with the same
    signatory contractor and the new job location is within the same Local Union jurisdiction.
    In the event that the new job is located in another Local Union jurisdiction, the contractor
    shall notify the Apprentice Assignment Coordinator. The Apprentice Assignment
    Coordinator, the contractor and Local Union business office, consistent with the Mo-
    Valley AJATC Assignment Policy, shall determine if another apprentice within the new
    Local Union jurisdiction of the job should be issued the new work assignment. In the
    event that a suitable apprentice is available, the apprentice working with the contractor
       will complete an Out of Work Form and notify Mo-Valley AJATC for placement on the
      Master Out of Work List. In the event that a suitable apprentice is not available, the
      contractor shall be permitted to bring the apprentice to the new job. A new working
      assignment shall be issued by the Mo-Valley AJATC/Apprentice Assignment
      Coordinator for the assignment in the new Local Union jurisdiction.
   5. Apprentices must accept all work assignments and/or rotation of employment within the
      Chapter area to obtain the diversified training necessary for completion of their
      apprenticeship. Apprentices may be granted a "hardship" exemption from travel outside
      of their Local Union jurisdiction under the following conditions:
           a. Apprentice shall request, in writing, from the Mo-Valley AJATC Training
                Director that a hardship exemption be granted.
           b. Hardship exemption must be approved by Mo-Valley AJATC Training Director
                and the Local Union Business Manager.
           c. Hardship exemptions shall only be approved in extreme cases where the
                apprentice demonstrates the need for the exemption.
           d. Apprentice Assignment Coordinator shall notify the Local Subcommittee when a
                hardship exemption has been granted.
   6. The Mo-Valley AJATC Training Director, the signatory contractor, and the Local Union
      business office shall monitor on a regular basis the placement of all apprentices working
      outside their home Local Union jurisdiction. The Apprentice Assignment Coordinator
      on a monthly basis should review the Master Apprentice Transaction Log in order to
      review
      the current status of all apprentices working, and out of work, in each Local Union
      jurisdiction. Consideration shall be given to the specific needs of the contractor, the
      apprentice and the available apprentices that are out of work in the Local Union
      jurisdiction where the job is being performed. If the Local Union business office, the
      contractor and the Mo-Valley AJATC/Apprentice Assignment Coordinator all agree that
      apprentice reassignments consistent with the Mo-Valley Assignment Policy are
      warranted, new working assignments may be issued.
D. Storm Work/Short Calls
    1. Apprentices on the out of work list will have the option to accept storm work assignments
       outside the Chapter area when they become available.
    2. Apprentices shall indicate when they complete an Out of Work Form if they want to be
       included for assignment on storm work jobs.
    3. The Mo-Valley AJATC Apprentice Assignment Coordinator shall contact each of the
       apprentices on the new Master Out of Work List to determine if they want to be
       considered for storm work.
    4. The Master Apprentice Transaction Log shall indicate which apprentices have indicated
       that they are available for storm work. The Apprentice Assignment Coordinator will

       replace as follows: "An apprentice who refuses a work assignment, within the
       Chapter Area, will remain out of work until the next Subcommittee meeting. At
       the Subcommittee meeting the apprentice may present their reason for refusing
       the working assignment. Based on the stated reason, the Subcommittee will then
       direct the Mo-Valley Training Director to issue either a (3) month penalty or
       cancel the apprenticeship agreement. (Three month penalty means the
       apprentice's raise will be delayed for three months.) Any apprentice who refuses a
       working assignment for the second time will automatically have their
       apprenticeship agreement cancelled.
    c. Section 8.03 — revise sentence to clarify the "Training" Director.
    d. Section 8.06. Delete "or Subcommittee at the direction of the AJATC"
    e. Section 8.07 — revise sentence to clarify the "Training" Director in both cases.
    f. Section 8.08 — revise "Procedures" to read "Policies and Procedures"
    g. Section 8.09. Replace existing section with new sections to read as follows:

Section 8.09: Apprentices that accept storm work assignments shall be required to remain
on the storm work project for the duration of the storm or 10 days, whichever is shorter.
Apprentices will be permitted to accept storm work assignments without losing their
placement on the Master Out of Work List provided the storm work does not exceed 30
days.

Section 8.10: Short calls are defined as work assignments in which the duration of the job
is not expected to exceed 30 days. Apprentices assigned to short call projects will not lose
their placement on the Master Out of Work List provided the working assignment does
not exceed 30 days.
