BROAD MANDATE
The broad mandate of the Office on the
Rights of the Child is to facilitate delivery on
the children’s rights Constitutional mandate –
through 1) mainstreaming of children’s issues
in governance processes 2) mainstreaming
capacity building in Government 3)
monitoring and evaluation of children’s rights
delivery in Government.

KRA 2: Strengthening of children’s rights competencies at the three spheres of
Government
Achievements
Facilitated a workshop to examine case studies that tested the impact of the
05/06 Introductory Training on the work of ORCs and Focal Points
Developed Process guidelines to focus preparations for the two annual
programmes for children Strengthening awareness on the importance of 1)
preventative medical examination of children in Primary Schools 2) affordability
and the recreation nature of indigenous games Awareness of the need to
strengthen child protection and development in the Region
Meetings were held with the Offices of DGs in the Western Cape, North West,
Free State, and Gauteng to negotiate the efficiency of children’s rights
mainstreaming systems
Analysed, 1) Tshwaragano ka Bana Policy Framework 2) Child Labour Action
Plan 3) Policy Framework for Orphaned and Other Children Made Vulnerable by
HI&AIDS

KRA 3 : Enhance co-ordination, monitoring, evaluation and
communication of children’s rights delivery in SA
Achievements
Consultations to finalise the text of the sectoral children’s rights
system
Agreement with UNICEF to establish baseline data towards the
development of a comprehensive policy framework for the
protection of vulnerable children
Analysis of the process to compile the annual national children’s
rights delivery report
Enabled Government to submit the SA input into the Global Study
on Violence Against Children Enabled Government to deposit the
2nd children’s rights report with the UN

Conducted the second Situation Analysis of Children in
South Africa in partnership with UNICEF-
- Desktop Review of issues relating to children eg Child Poverty,

Protection
- Focus groups with children
Developed Children’s Rights Comprehensive monitoring and
evaluation framework
- Consultation with National Children's Rights Advisory Council
Collated 1st draft of the 3rd UN Country Report-
- Input by government Department
- Consultations with the National Children's Rights Advisory
