Summary       The Higher Education Committee (HEC) has convened a special meeting of
              the HE sector conference. This circular gives notice of this special HESC called
              for 25 November 2010 to discuss the campaign and timing for action on pay,
              jobs and pensions

     Calling notice: Higher Education Special Sector Conference to take place on
                                 Thursday 25 November 2010


At its meeting on 8 October 2010 the Higher Education Committee agreed to call a special
HE sector conference.
This meeting has now been set for 25 November 2010 and will be held in Manchester
(venue to be confirmed). The conference business will take place from 12:30-16:30, with a
light lunch and registration available from 11:45.
Business of the meeting:
The business of the conference as convened by HEC is to debate the campaign and
timing for action on pay, jobs and pensions.
No other business may be transacted at this special conference (rule 16.10).
Branches/LAs need to convene branch/LA meetings before 11 November (the deadline for
motions) to elect delegates and discuss motions. A full schedule of dates including the
amendment deadline appears overleaf.
The Higher Education Committee will hold a special meeting on 29 October. Any motion or
other statement agreed by HEC will be circulated to branches as soon as possible after this
date.

Submission of motions and amendments by branches/LAs:
Relevant motions must be submitted not later than 12 noon on Thursday 11 November
2010. Submissions can be made by email, post or fax. Motions must be concerned only with
the specified business of the special conference.
Branches/LAs may submit up to two motions. Motions must be no longer than 150 words,
not including titles (no more than 10 words). Motions must be properly approved by a
quorate branch/LA meeting in accordance with Congress standing orders and local rules. The
officer submitting the motion must certify that the motion was passed by a quorate meeting.
Receipt of motions will be acknowledged.
A form for the submission of motions is appended. An on-line form for motion submission
will be available from the end of October at http://www.ucu.org.uk/heconf_nov2010 .
Branches/LAs may if they wish also submit up to two amendments which must be no longer
than 75 words. The deadline for the submission of amendments is 12 noon on Monday 22
November 2010.

Registration information
Delegates who have been appointed by branches should register using the online
registration form as far as possible. The deadline for registration is 5pm on Wednesday 17
November 2010.

All delegates MUST register their attendance in advance of the meeting. Voting
cards cannot be issued on the day of the conference to delegates who have not
registered in advance.

Delegates’ travel costs and essential expenses will be met centrally by UCU. A claim form
will be made available on the day of the conference. Delegates should keep supporting
receipts to submit when claiming travel expenses.


Delegate entitlement
Conference consists of members elected by higher education branches on the basis of one
delegate per 400 members. A full list of delegate entitlements can be found at
http://www.ucu.org.uk/heconf_nov2010 .


Observers
Applications can be made for observer places, however, availability will be limited.
Applications need to be made by e-mail to Sue Bajwa at sbajwa@ucu.org.uk no later than
Wednesday 17 November 2010. Delegates will be informed of the decision as soon as
possible after this date.


Specific requirements
Should you have any specific access requirements (such as documents in Braille or large
print, wheelchair access, audio loop) please provide us with full details when registering to
ensure that we can make suitable arrangements.

1     Information about the submission of motions
A form for the online submission of motions will available at
http://www.ucu.org.uk/heconf_nov2010 by the end of October.

This form should be completed by branch/LA secretaries to submit a maximum of two
branch/LA motion(s) to the special HESC. The branch or LA secretary (or other local officer)
should sign this form. Motions are limited the business of this special conference,
that is, the campaign and timing for action on pay, jobs and pensions.
Motions submitted by branches/LAs must have been approved in accordance with the
Congress Standing Orders and local branch rules, usually by a quorate branch general
meeting of that branch/local association.
Regional sector committees (and their equivalents in Northern Ireland, Scotland and Wales)
can also submit up to two motions to the special conference.
The deadline for motions is 12 noon on Thursday 11 November 2010. Motions should
be submitted to Christine Bernabe at cbernabe@ucu.org.uk. Receipt of motions will be
acknowledged. If you do not receive acknowledgement of a motion that you have sent,
please contact Christine Bernabe before the deadline for receipt of motions (telephone 020
7756 2500).
UCU cannot accept responsibility for failure of electronic communication. Branches
are advised not to leave the submission of motions until the last minute.
