DUE DATE: Monday, March 9, 2009 by 2:00 P.M.

All bidders are required to sign and attach a copy of this addendum with each bid for the Gas
Chromatograph/Mass Spectrometer with Headspace and Liquid Autosampler for the Harris County
Medical Examiner’s Office (MEO). This addendum must be received by the Purchasing
Department no later than the above due date.

                                     ADDENDUM NO. 1

The following information is provided to answer vendor questions:

1. The specifications describe an Agilent Gas Chromatograph Mass Spectrometer. Is this the
   only product acceptable to the MEO? No, please see the paragraphs under the
   REQUIREMENTS section of the SPECIFICATIONS, Pages 11-12, which explains that
   the description is not intended to be exclusionary.
2. Does the MEO require the specific split ratio of 7,500:1 for the Gas Chromatograph (GC),
   Item No. 1, Part k? The MEO understands that there is a wide range for split ratios.
   Having a GC with a split ratio of up to 7,500:1 is preferred to prevent column
   overloading. The MEO would like to have an option to change the split ratio as it is
   required by methodology.
3. Please explain the need for the following requirement: “Mass Spectrometer must utilize a
   quadrupole Mass Filter consisting of a monolithic quartz structure.” The quadrupole mass
   filter is the heart of the instrument. Individual rods can become misaligned and
   produce less reliable data. Quartz provides thermal stability and thermal expansion
   properties to the satisfaction of the MEO. It is the understanding of the MEO that true
   hyperbolic shaped quadrupoles ensure lower field errors and provide the best possible
   ion transmission while maintaining resolution across the full mass range.
4. Will an alternative method to #3 above be considered? Yes. If an alternative method or
   design is bid, please provide detailed explanations of the differences or variances to the
   specifications listed.
5. The Inert Mass Spectrometer Detector (MSD)/Detection Software bundle, Performance
   Turbo EI, has the following specification: “Entrance lens must use the patented-Turner-
   Kreuger design that covers the ends of the ‘hyperbolic rods.’” Please explain the need for
   this requirement. Turner-Kreuger entrance lens keep the quadrupole rods shielded from
   ions coming from the source which allows more efficient ion transfer and keeps the
   needs of the rods free iron burns.
6. Will an alternative method to #5 above be considered? Yes. If an alternative method or
   design is bid, please provide detailed explanations of the differences or variances to the
   specifications listed.
7. The Bar Code Reader/Mix Module, Item No. 14, in the bid is made for the Agilent 7683
   Autosampler, not the CTC XYZ autosampler described in Item No. 2. The Bar Code
   Reader/Mix Module requested cannot be used wit the CTC, and if possible, would only use
   2mL vials, not the headspace vials that this system is intended for. Did the MEO want a bar
   code reader for the CTC? The vendor can list the bar code readers available for the CTC
   as well as the Agilent 7683 Autosampler or its equivalent. The requested bar code
   reader was planned to be utilized with the 7683 Autosampler (or equivalent) if the
   MEO decided to switch the autosamplers. However, the vendor can provide pricing for
   either or both bar code readers for the CTC and/or 7683 Autosampler (or equivalent).
