1.0.    STANDARD TERMS AND CONDITIONS

        By submitting a response to this invitation for bid, request for proposal, or acceptance of a contract, the
        vendor agrees to acceptance of the following Standard Terms and Conditions and any other provisions
        that are specific to this solicitation or contract.

        1.1.    ACCESS AND RETENTION OF RECORDS

        The Contractor agrees to provide the Department, Legislative Auditor, or their authorized agents, access
        to any records necessary to determine contract compliance (Mont. Code Ann. § 18-1-118). The Contractor
        agrees to create and retain records supporting the services rendered or supplies delivered for a period of
        three years after either the completion date of the contract or the conclusion of any claim, litigation or
        exception relating to the contract taken by the State of Montana or third party.


        1.2.    ALTERNATE BIDS

        The Montana Department of Transportation may consider an “alternate” bid, if and only if the “base” bid by
        the same vendor is low bid, and, if that low bid meets or exceeds all terms, conditions and specifications of
        the bid package.

        “Alternate” bids not falling with this criteria will not be considered.

       1.3.   ANTITRUST ASSIGNMENT CLAUSE

       All vendors, Contractors and subcontractors hereby assign to the State of Montana any and all claims or
       causes of action for any antitrust law violations or damages arising therefrom as to goods, materials and
       services purchased under the terms of this agreement and any change order that may result from this
       agreement. This assignment is made on behalf of the vendor, Contractor and all subcontractors, which
       may be hired or contracted with to furnish goods, materials or services.

       1.4.   ASSIGNMENT, TRANSFER AND SUBCONTRACTING

       The Contractor shall not assign, transfer or subcontract any portion of the contract without the express
       written consent of the Department. (Mont. Code Ann. § 18-4-141.)

       1.5.   AUTHORITY

       The following bid, request for proposal, limited solicitation, or contract is issued in accordance with Title
       18, Montana Code Annotated, and the Administrative Rules of Montana, Title 2, chapter 5.

       1.6.   BILLING

       The State of Montana cannot pay for materials or services in advance. All billing against this purchase
       order must be made only after completion of receipt of merchandise or services rendered.

       1.7.   COMPLIANCE WITH LAWS

       The Contractor must, in performance of work under the contract, fully comply with all applicable federal,
       state, or local laws, rules and regulations, including the Montana Human Rights Act, the Civil Rights Act of
       1964, the Age Discrimination Act of 1975, the Americans with Disabilities Act of 1990, and Section 504 of
       the Rehabilitation Act of 1973. Any subletting or subcontracting by the Contractor subjects subcontractors
       to the same provision. In accordance with section 49-3-207, MCA, the Contractor agrees that the hiring of
       persons to perform the contract will be made on the basis of merit and qualifications and there will be no
       discrimination based upon race, color, religion, creed, political ideas, sex, age, marital status, physical or
       mental disability, or national origin by the persons performing the contract.

       1.8.   CONFORMANCE WITH CONTRACT

       No alteration of the terms, conditions, delivery, price, quality, quantities or specifications of the contract
       shall be granted without prior written consent of the Department of Transportation Purchasing Bureau.
       Supplies delivered which do not conform to the contract terms, conditions and specifications may be
       rejected and returned at the Contractor's expense.

       1.9.   DISABILITY ACCOMMODATIONS

       The State of Montana does not discriminate on the basis of disability in admission to, access to, or
       operations of its programs, services or activities. Individuals, who need aids, alternative document formats
       or services for effective communications or other disability-related accommodations in the programs and
       services offered are invited to make their needs and preferences known to this office. Interested parties
       should provide as much advance notice as possible.

       1.10.   FAILURE TO HONOR BID/PROPOSAL

       If a bidder/Contractor to whom a contract is awarded refuses to accept the award (PO/contract) or, fails to
       deliver in accordance with the contract terms and conditions, the Department may, in its discretion,
       suspend the bidder/Contractor for a period of time from entering into any contracts with the State of
       Montana.

       1.11.   FORCE MAJEURE

       Neither party shall be responsible for failure to fulfill its obligations due to causes beyond its reasonable
       control, including without limitation, acts or omissions of government or military authority, acts of God,
       materials shortages, transportation delays, fires, floods, labor disturbances, riots, wars, terrorist acts or
       any other causes, directly or indirectly beyond the reasonable control of the non-performing party, so long
       as such party is using its best efforts to remedy such failure or delays.

       1.12.   HOLD HARMLESS/INDEMNIFICATION

       Contractor agrees to defend, protect, indemnify and save harmless the State of Montana and Department
       against and from all claims, liabilities, demands, causes of action, judgments (including costs and
       reasonable attorneys fees), and losses to them from any cause whatever (including patent, trademark and
       copyright infringements) from the Agreement and its execution. This includes any suits, claims, actions,
       losses, costs or damages of any kind, including the State's and Department's legal expenses, arising out
       of, in connection with, or incidental to the Agreement, but does not include any such suits, claims, actions,
       losses, costs or damages which are solely the result of the negligent acts, omissions or misconduct of
       Department's employees if they do not arise out of, depend upon or relate to a negligent act, omission or
       misconduct of Contractor's employees. The Contractor assumes all responsibility for ensuring and
       enforcing safe working conditions and compliance with all safety-related rules and regulations for the
       benefit of its own employees, the employees of any subcontractor, and the public. That responsibility
       includes all duties relating to safety, regardless of whether any such duties are, or are alleged to be,
       "nondelegable" (e.g., the Montana Safe Place to Work Statute, etc.). This indemnification is expressly
       intended by the parties to include any claims, liabilities, demands, causes of action, judgments (including
       costs and reasonable attorneys fees), and losses that are, or are alleged or held to be, based upon a
       breach by the Department of a nondelegable duty relating to workplace safety for the Contractor's
       employees, the employees of any subcontractor, and the public.

       1.13.   PAYMENT TERM

       All payment terms will be computed from the date of delivery of supplies or services OR receipt of a
       properly executed invoice, whichever is later. Unless otherwise noted in the solicitation document, the
       Department is allowed 30 days to pay such invoices. All Contractors may be required to provide banking
       information at the time of contract execution in order to facilitate state electronic funds transfer payments.

       1.14.   REFERENCE TO CONTRACT

       The contract or purchase order number MUST appear on all invoices, packing lists, packages and
       correspondence pertaining to the contract.

       1.15.   REGISTRATION WITH THE SECRETARY OF STATE

       Any business intending to transact business in Montana must register with the Secretary of State.
       Businesses that are incorporated in another state or country, but which are conducting activity in Montana,
       must determine whether they are transacting business in Montana in accordance with sections 35-1-1026

       and 35-8-1001, MCA. Such businesses may want to obtain the guidance of their attorney or accountant to
       determine whether their activity is considered transacting business.
       If businesses determine that they are transacting business in Montana, they must register with the
       Secretary of State and obtain a certificate of authority to demonstrate that they are in good standing in
       Montana. To obtain registration materials, call the Office of the Secretary of State at (406) 444-3665, or
       visit their website at http://www.sos.state.mt.us

       A written or verbal explanation regarding rejected bids may be obtained by contacting the Purchasing
       Services Bureau (406-444-7226) in Helena.

       1.16.   SEPARABILITY CLAUSE

       A declaration by any court, or any other binding legal source, that any provision of the contract is illegal
       and void shall not affect the legality and enforceability of any other provision of the contract, unless the
       provisions are mutually dependent.

       1.17.   STANDARDS

       Products shall be new and unused (unless otherwise stated) and free of known defect.

       Bids may contain specific terms, conditions, specifications and brand/model product references. No
       consideration will be given if a bid response fails to conform to the terms and conditions stated within that
       bid package. No consideration will be given if the product bid fails to meet or exceed the specifications
       detailed within the bid package. No consideration will be given if the product bid fails to meet or exceed
       the design, construction and performance standards, stated or implied, by use of a brand/model product
       reference.

       Brand/model product references are provided solely as a means of establishing a standard of design,
       construction and performance and should in no way be construed as an attempt to limit competition. Bids
       for other, equal/brand model products are always welcome.

       Special Brands, when names, are indicative of the standard of quality desired. Comparable products are
       acceptable if guaranteed equal. Specifications and descriptive literature must be attached when
       requested.

       1.18.   TAX EXEMPTION

       The State of Montana is exempt from Federal Excise Taxes (#81-0302402).

       1.19.   TECHNOLOGY ACCESS FOR BLIND OR VISUALLY IMPAIRED

       Contractor acknowledges that no state funds may be expended for the purchase of information technology
       equipment and software for use by employees, program participants or members of the public unless it
       provides blind or visually impaired individuals with access, including interactive use of the equipment and
       services, that is equivalent to that provided to individuals who are not blind or visually impaired. (Mont.
       Code Ann. § 18-5-603.) Contact the State Procurement Bureau at (406) 444-2575 for more information
       concerning nonvisual.

       1.20.   TERMINATION OF CONTRACT

       Unless otherwise stated, the Department may, by written notice to the Contractor, terminate the contract in
       whole or in part at any time the Contractor fails to perform the contract.

       1.21.   UNAVAILABILITY OF FUNDING

       The contracting agency, at its sole discretion, may terminate or reduce the scope of the contract if
       available funding is reduced for any reason. (Mont. Code Ann. § 18-4-313 (3).)

       1.22.   U.S. FUNDS

       All prices and payments must be in U.S. dollars.

       1.23.   VENUE

       This solicitation is governed by the laws of Montana. The parties agree that any litigation concerning this
       bid, request for proposal, limited solicitation, or subsequent contract, must be brought in the First Judicial
       District in and for the County of Lewis and Clark, State of Montana, and each party shall pay its own costs
       and attorney fees. (Mont. Code Ann. § 18-1-401.)

       1.24.   WARRANTIES

       The Contractor warrants that items offered will conform to the specifications requested, to be fit and
       sufficient for the purpose manufactured, of good material and workmanship and free from defect. Items
       offered must be new and unused and of the latest model or manufacture, unless otherwise specified by
       the State. They shall be equal in quality and performance to those indicated herein. Descriptions used
       herein are specified solely for the purpose of indicating standards of quality, performance and/or use
       desired. Exceptions will be rejected.

2.0.   BUS SPECIFICATIONS

       Provide and deliver F.O.B. various locations as listed herein, Two (2)-17 Passenger Buses and Six (6)-21
       Passenger Buses as specified herein.

       2.1.    VEHICLE SPECIFICATIONS

               2.1.1. The purpose of these specifications is to provide for one- (1) 2005 cutaway transit minibus
                      capable of seating 21 forward-facing ambulatory adult passengers, a driver, a wheelchair
                      lift, and two (3) wheelchair securement stations for the agencies listed above.

               2.1.2. The vehicle must meet all applicable Federal and Motor Vehicle Safety Standards (FMVSS)
                      and comply with all Federal Requirements of the Americans with Disabilities Act of 1990.

                     The vehicle must also comply with Altoona Surface Transportation and Uniform Relocation
                     Assistance Act (STURAA) Test.

              2.1.3. Successful bidder shall quick title the vehicle to the purchaser or provide at least a 20 day
                     temporary permit legal in the State of Montana and deliver the vehicle to the location
                     specified in this invitation for bid.

              2.1.4. The successful bidder will provide at the time of delivery the necessary paperwork as
                     followed:

                     2.1.4.1.     Verification of Vehicle Identification Number
                     2.1.4.2.     Odometer Disclosure Statement
                     2.1.4.3.     Dealers Bill of Sale for a Motor Vehicle
                     2.1.4.4.     (Certificate of Origin) for both the chassis manufacturer and body manufacturer
                                  so the vehicle can be titled and licensed.

              If the following paperwork is not with the vehicle at the time of delivery the Montana Department of
              Transportation will not issue payment for the vehicle until all paperwork has been signed.

              2.1.5. The successful bidder shall have a list of the serial/identification numbers, manufacturers
                     names, phone numbers and warranty information for the following items at the time of
                     delivery:

              The vendor will provide a copy in a folder/binder of the items listed above to the agency. The
              vendor will be responsible for activating all warranties listed above.

              2.1.6. The successful bidder shall have a facility or have a written agreement with a facility in
                     Montana capable of handling warranty repairs throughout the state.

              2.1.7. The Purchaser (MDT Transit Section) shall approve any deviation from these specifications.
                     Any deviation shall be in writing for approval. The vehicle shall satisfy the following
                     MINIMUM requirements.

              2.1.8. The vendor will provide a receipt verifying that the oil and filter has been changed less then
                     100 miles prior to delivery to the agency.

              2.1.9. The bus shall not tow any vehicle during delivery process.

              2.1.10. All accessories must be secured prior to delivery of the vehicle.

       2.2.   CHASSIS SPECIFICATIONS

              2.2.2. Frame
                     Factory frame or extension to frame (extension must equal or exceed strength of factory
                     frame and be connected so no cracking may occur between the connection on the factory
                     frame and the extension) must be sufficient length so no more than 12” inches of the
                     manufactured body extends over the rear end of the frame. Frame extensions between the
                     wheels are permitted. Overhang behind rear wheels may not exceed 50% percent of the
                     wheelbase.

              2.2.3. Wheelbase
                     180” inches minimum and 190” inches maximum wheelbase MUST be specified on cover
                     page.

              2.2.4. Rear Axle and Differential
                     Truck-type, single rear axle with dual rear wheels Gear ratio of 4:10 minimum.

              2.2.5. Springs and Shock Absorbers
                     The front and rear springs shall have a ground load rating equal to or exceeding the GVWR
                     of the vehicle. Helpers spring(s) shall be installed on the wheelchair lift side of the vehicle
                     to keep the bus level when fully occupied. This vehicle will also be equipped with a
                     MOR/ryd “RL suspension system or equal.

                     Shock absorbers on each chassis shall be equipped with front and rear, heavy-duty; double
                     acting gas filled shock absorbers, the highest rating available from the OEM.

              2.2.6. Engine
                     6.8 Liter V-10 minimum. Electronic fuel injection.

                     2.2.6.1.     Replaceable pleated paper element type air cleaner
                     2.2.6.2.     Oil Filter easily reached without removal of any major component
                     2.2.6.3.     Factory oil filler extension neck

              2.2.7. Transmission
                     Three speed automatic with overdrive minimum, cooled by an external “transmission oil
                     cooler” with capacity to match GVW of vehicle and filler extension neck for adding fluid.

              2.2.8. Drive Shaft
                     Shall be guarded to prevent it from striking the floor or the ground in the event of a tube or
                     universal failure.

              2.2.9. Brakes
                     Dual hydraulic power assisted system with disc-type brakes on the front wheels and rear
                     wheels. A hand or foot operated parking brake shall be supplied with a warning light on the
                     dashboard. Vehicle must be equipped with Anti-Braking System.

              2.2.10. Wheels and Tires
                      Wheel and tire size and rating must be of sufficient size and strength to meet GVW rating of
                      chassis. Tires to be steel-belted, all season sixteen-inch (16”) radial minimum. All tires
                      must be the same size. All wheels must be painted white to match exterior bus body. Must
                      have spare tire, wheel, hydraulic jack, and lug wrench. Spare tire and wheel sized the
                      same as above and stored on a mount on the back of bus.

              2.2.11. Steering
                      Each vehicle shall be equipped with OEM power-assisted steering. Steering shall
                      incorporate an OEM factory installed tilt wheel feature and cruise control.

              2.2.12. Radiator/Coolant System
                      Heaviest-duty extra cooling capacity radiator, water pump, and clutch-type fan. Cooling
                      system to be winterized for 40 degrees below zero (0).

              2.2.13. Battery
                      Two heavy-duty with reserve capacity of 160 minutes and with 700 Cold Cranking Amps
                      (CCA) and to be stowed in a slide compartment outside of vehicle, battery compartment
                      must be blocked in from the bottom and sides and also have lockable door and must also
                      have a sliding tray for batteries and must have protection from weather such as water, dirt
                      and road elements and compartment must have lockable door 12 Volt (maintenance free
                      type) minimum. Note no battery to be mounted underneath hood.

              2.2.14. Alternator
                      132 AMPS OEM, 12 Volt minimum.

              2.2.15. Electrical
                     The wiring will be color-coded with the number and function designated every 4" on the wire
                     to enable identification and circuit trace-ability. The electrical system shall be a 12-volt
                     system. A wiring diagram must be submitted that will match the vehicle wiring. All switches
                     and wiring circuits shall be protected with either fuses or circuit breakers. All circuit
                     breakers and fuses shall be labeled for identification.

              2.2.16. Gauges
                      Vehicle shall be equipped with the following needle-type gauges.

                     2.2.16.1.    Amp meter or Voltmeter
                     2.2.16.2.    Water Temperature
                     2.2.16.3.    Oil Pressure
                     2.2.16.4.    Gas

              2.2.17. Fuel Tank
                      A minimum of 32 U.S. gallons, full at time of delivery.

              2.2.18. Horn
                      Dual

              2.2.19. Hood
                      To have latch release from inside of vehicle.

              2.2.20. Wipers
                      Three speed (to include intermittent setting) with dual jet washer.

              2.2.21. Undercoating
                      The entire underside of the body which includes the floor members, the side panels below
                      floor level and the fender wells shall be undercoated, at the time of manufacture, with a
                      nonflammable resin type polyoleim or equivalent. Any equivalent undercoating must
                      comply with MIL-C-62218A or MIL-C-0083933A. All opening in the floorboards and firewall
                      shall be sealed. Fenders and splash aprons (underskirt) of durable construction shall be

                     provided to provide maximum deflection of the wheel splash. There shall be sufficient
                     wheel well clearance for snow chains.

              2.2.22. Radio
                      AM/FM audiocassette and compact disk player Panasonic CQ-VX2200U or equal with a
                      minimum of (4) four speakers for passenger and driver area must have digital tuner and
                      clock. If unable to provide Panasonic CQ-VX2200U or equal MDT Transit Section and the
                      agency will accept a AM/FM audio cassette player Panasonic CQ-RG253U with a
                      Panasonic Ultra-compact, 6-disc CD Changer CX-DP610 or equal.

              2.2.23. Block Heater
                      Minimum 400 watt, with easily accessible cord. The cord should be mounted securely to
                      the front of the vehicle for easy access.

              2.2.24. Back-up Alarm
                      Connected with back-up lights to produce an intermittent sound to warn others when
                      vehicles transmission is shifted into reverse and vehicle movement is backwards.

              2.2.25. Headlights
                      This vehicle will have day-time running lights (Headlights) that will turn on when the vehicle
                      is started and will shut off when vehicle ignition is in the off position.

                     The exhaust system will exit the vehicle on the street side behind the street side rear dual
                     tires. The exhaust will not interfere with the rear mud flap.

              2.2.27. Bumpers
                      The front bumper will be OEM and the bus manufacturer will provide the rear bumper. The
                      rear bumper must be a Transpec Energy Absorbing model 5000 regular bumper. Rear
                      bumper to include an anti-ride feature. If a rear emergency door is used ILO of a rear
                      window a step must be installed that is approximately 2 to 3" below the door to assist
                      passenger in the event of a emergency. A pullout step mounted below the rear bumper will
                      not be allowed.

       2.3.   BODY SPECIFICATIONS

              2.3.1. Body Structure
                     The coach shall have a heavy-duty unit body-type structure. The sidewall structure to
                     consist of 3/4" x 3/4" 16 gauge steel and 3/4" x 1-1/2" 14 gauge steel tubing. The body
                     structure shall be of durable metal construction or laminated honeycomb fiberglass
                     adequately reinforced at all joints and points of stress with sufficient strength to support the
                     entire weight of the fully-loaded vehicle on its top or side if overturned. The vehicle shall
                     safely withstand road shock and other conditions found in transit operation. The body shall
                     be securely fastened to the under-frame structure so that the entire frame shall act as one
                     unit without any movement in joining. Front, side, and back panels shall be secured to the
                     floor so as to result in a permanent, fully integrated structural unit. The minimum interior
                     height is to be no less than 72” inches measured from the floor to the center aisle to the
                     ceiling directly above. Ceiling height must be listed on cover page of bid. Any compromise
                     of the ceiling height exceeding 3” inches at any point must be listed in the exceptions. . The
                     roof structure to consist of 3/4" x 3/4" 16 gauge and 3/4" x 1-1/2" 14 gauge steel tubing.
                     The exterior surface shall be a gel coated surface and shall form a one-piece seamless
                     roof. Insulation in roof to be 3/4" wood core or equivalent. No part of the roof structure is to

                     have gaps where no insulation is present. Insulation MUST cover all areas of the roof. See
                     Attachment (1) for overall body dimensions.

              2.3.2. Passenger Door and Step-well
                     Provide a driver-actuated heavy-duty school bus-type manual door opener, located
                     conveniently for the driver to operate. This should not intrude into entry area and shall be
                     securely affixed to structural members of body to ensure rigidity. Door to be double folding
                     or split-type with a flexible soft rubber cushion at least 1” in width on the meeting edge and
                     at bottom of doors for seal to step-well no part of the step-well shall be outside of door
                     when closed (if any part of the step is outside the door when closed the vehicle WILL NOT
                     BE ACCEPTED). Door to be located on right side of the vehicle behind the right front
                     wheel. Clear opening entrance with a minimum of 30” door opening width. Door opening
                     height to be 72” minimum from top of first step to door header. Ground to first step not to
                     exceed 11” inches plus or minus 1” inch in height. Each additional step to be 9” inch
                     maximum rise with 9” inch minimum depth. All steps should be covered with anti-skid,
                     ribbed, molded, rubber tread. The vehicle shall have a heated step-well entry to help keep
                     the steps from having ice build up during the winter months. The heated step-well will be a
                     electrical mat and have a switch on the driver’s control panel to turn power on and off with
                     visual Control light and switch mounted in driver’s control panel. Left side drivers door to be
                     supplied by chassis manufacturer.

              2.3.3. Interior
                     All interior panels will be vinyl-coated metal. All materials and treatments shall be flame
                     retardant and treated to be easily cleaned. Colors of covering shall harmonize with exterior
                     colors. All surfaces and items of hardware in passenger compartment having sharp edges,
                     corners, or angles shall be padded with a heavy-duty vinyl-covered energy absorbing
                     material for safety.

              2.3.4. Floor
                     The floor shall be a Flat-floor which means eliminating wheel wells and shall be covered
                     with a minimum of ¾” inch exterior marine grade plywood. The flooring must be a one-
                     piece seamless design with a .024 aluminum vapor barrier laminated to the bottom of the
                     floor. Vapor barrier seams must be "S" locked together so that water cannot get under
                     barrier and cause the wood to rot. The step-well, entrance area, center aisle, and also the
                     area where wheelchair securement stations are shall be overlaid with ribbed, commercial
                     rubber flooring. Floor in seating area to be smooth commercial grade black rubber (NOT
                     CARPET). Seams and joints shall be sealed or covered by a waterproof molding. Color
                     of floor shall be black and shall contrast with the seats so to be easily distinguished by the
                     visually impaired person. All step edges shall have a band of bright contrasting color (white
                     or yellow) running the full width of the leading edge.

              2.3.5. Aisle
                     Sixteen (16”) inch minimum width between seat cushions.

              2.3.6. Windows
                     Driver’s window and front windshield shall have manufacturer’s standard tint. The window
                     in front of the passenger door should be of maximum size to help view on coming traffic
                     when making a left turn. All windows, except the windshield, rear, and doors, shall be
                     egress transit type or a T-slide panel type, a minimum of 24”x34” inches window will be the
                     minimum for these vehicles. All side windows shall be top vented to allow for ventilation
                     and provide a clear view to the outside from each seat position. All rear and passenger
                     glass is to be of the safety-type tinted to a maximum of 31% light transmission in the

                     passenger compartment. Rear window shall have wide-angle view lens to improve vision
                     directly in back of the vehicle.

              2.3.7. Emergency Exits
                     A rear emergency exit window will be provided and also four (4) passenger emergency exit
                     window(s) will be provided with two emergency exit windows on each side of the vehicle
                     with fastening device for opening inside of vehicle which may be quickly released. All
                     emergency exits shall be marked with instructions for proper use. No seats or other objects
                     shall be placed in the vehicle which restricts passageway to an emergency door to less
                     than 16” inches.

              2.3.8. Doors
                     All doors but the passenger door must be lockable by key from outside of vehicle. If
                     wheelchair lift door and rear emergency doors are provided, they must be keyed the same.
                     All doors must be easily operable from inside the vehicle.

              2.3.9. Ceiling Vents/ Escape Hatch
                     There will be two dual-purpose roof vents that offer adjustable fresh air ventilation and a
                     release handle permitting operation as an emergency exit (Transpec Triple Value Model
                     1100 or approved equal).

              2.3.10. Mirrors
                      Exterior mirrors to Lucerix brand or equal. Street side & curbside mirror head to be a 15"
                      mirror head with Street side mirror bracket to be a break-a-way style cast window mount.
                      Curbside mirror bracket to be a break-a-way style with a cast fender mount. The mirrors
                      must be electric and heated and must have control on left side of vehicle mounted in
                      the dash or the driver’s door and will not diminish the appearance of the vehicle.
                      Clear and full view of right exterior mirror through the wiper path must be provided. An
                      interior mirror 6” x 16” minimum shall be provided to afford a view of all passengers. Mirror
                      shall have metal backing and frame with rounded corners and protected edges.

              2.3.11. Driver’s Seat
                      High-back driver’s seat with right side folding padded armrest, manual controlled air lumbar
                      support and covered with deluxe heavy-duty transit grade cloth level (3). Driver’s seat shall
                      have vertical fore and aft slide. Certified shoulder and lap seat belt with automatic retractor
                      shall be provided. Freedman Sport Driver’s Seat (LEVEL 3) or equivalent must be
                      provided. Color of driver’s seat and armrest shall match with passenger seating. The
                      driver’s seat will be

              2.3.12. Interior Lights
                      A minimum of eight (8) overhead dome lights mounted in the ceiling will be required to allow
                      for illumination for passengers entering and exiting the vehicle the overhead dome lights will
                      not be mounted on the storage compartments. Overhead entrance light and two (2) entry
                      step-well lights (one on each side of the step-well) shall be provided to ensure illumination
                      of step-well. These lights shall illuminate automatically when door is opened. Personal
                      reading lights will be provided for each seat position. The person in the seat will have a
                      switch to turn the light on/off. The driver of the bus will have total control of turning the
                      power to the personal reading lights and dome lights. The switch for the driver will be in the
                      master control panel (which will not be located above the driver’s head).

              2.3.13. Exterior Lights
                      Exterior light shall be in accordance with Federal Motor Carrier Safety Requirements. All
                      exterior lights should be “LED TRUCK LITE LIGHTING”. All exterior lights shall be
                      armored or recessed to prevent breakage from minor impact. There will be one (1) light
                      mounted behind the entrance door and will illuminate when the passenger door is opened.
                      Two (2) lights will be installed for wheelchair lift usage at night. One (1) light will be
                      mounted above the wheelchair door and will illuminate the lift platform when the platform is
                      on the ground. This light must be mounted outside of the vehicle no light will be accepted if
                      mounted inside of the vehicle. The second light will be a 3inch minimum and will be
                      installed below the wheelchair lift door and will be mounted flush with the body of the bus to
                      prevent breakage and will illuminate the platform when on the ground also. Lights must be
                      mounted securely to the vehicle and wiring must be covered with light cover. The two lights
                      above/below the wheelchair lift door and also the passenger entrance door will not be LED
                      lights.

              2.3.14. Passenger Seats
                      Passenger seats shall be forward facing. Double seats shall be 35” minimum width and
                      single seats 17”minimum width. Knee to hip room between seats to be 27” minimum.
                      Minimum depth of seat bottom, measured on a horizontal plane from the front of the seat to
                      the point where it joins the seatback, shall be 16”. Passenger seat back shall be mid-
                      height, fully padded of energy absorbent material and contoured to provide full lumbar
                      support. Seat bottom shall be fully padded with neoprene foam. Seats to be covered with
                      heavy-duty deluxe transit grade vinyl for durability and vendor must show proof of this upon
                      delivery of vehicle to the agency. (FREEDMAN FEATHER WEIGHT MID-HI SEAT “ROCK
                      SOLID”) or equal to. All materials in seats to be flame retardant. Folding armrests on
                      aisle seats, and with all seats having padded grab rails. Seat belts shall be provided for all
                      passenger seats with a minimum 40” usable length above the seat (or the longest usable
                      length is preferred) and seat belts shall be of the Freedman U.S.R under seat retractor
                      type. All seat mounts to meet applicable Federal Standards and to be placed so no more
                      than 25% of the seat bottom overhangs either end of mount. Pedestals shall be inboard to
                      eliminate tripping hazards. Seats shall be placed so that wheel well protrusion into
                      passenger legroom space will be minimized. Vendor please submit picture of seats with
                      bid.

              2.3.15. Sun Visor
                      Padded adjustable sun visors with center clip shall be provided for the driver side of
                      windshield.

              2.3.16. Master Control Panel
                      Master control for interior lights and exterior amber flashing lights on top corner of the bus
                      and heat/air conditioning located in driver’s station area for easy access and control by the
                      driver (NOT TO BE LOCATED ABOVE DRIVERS HEAD). All switches will be labeled
                      indicating what the switch does not just be a symbol but also in writing.

              2.3.17. Grab Rails and Stanchions
                      Left and right side entrance grab rails (with 1 ½” minimum finger clearance) shall be
                      positioned so passengers entering vehicle WILL NOT use door opening device for support
                      when boarding. The left and right grab rail that is being used to enter the bus must
                      be at an angle so the passenger entering the bus can use them both if needed. The
                      grab rails will start at the first step and will follow the same angle as the steps. On
                      the right side of the entrance door there will be a stanchion at the top of the steps so the
                      right grab rail can be mounted to. Padded vinyl-clad, heavy-duty modesty panels shall be

                     provided to the left of the entrance door and directly behind the driver’s seat with floor to
                     ceiling stanchions provided at the aisle. There will be also a modesty panel installed
                     directly behind the wheelchair lift if the wheelchair lift is mounted directly behind the
                     passenger entrance door. Modesty panel to be 3/4" thick and covered with white formica.
                     The edge of panel shall be covered with a color coordinated plastic edge around the entire
                     perimeter. A floor to ceiling stanchion and crossbar must be installed behind the driver's
                     seat. The cross bar must extend to the sidewall area. Vinyl pads will only be accepted
                     around and above the entry doorframe, above the driver's door (shelf area), above the w/c
                     door, and around the rear evaporator area. The stanchion shall not impair the driver’s seat
                     adjustment and should allow the driver to move into the passenger area. The padded
                     modesty panel shall be 30” plus or minus 2” above the floor. Handrail to be located in such
                     a manner as to assist passengers in getting on and off the bus. Grab rail on each seat.
                     There will two (2) ceiling mounted full longitudinal grab rail will be installed that parallels the
                     floor aisle from end to end on the street side of the bus. The grab rail on the curbside of the
                     vehicle will run from the entrance door to the front of the wheelchair lift. If the lift is a front
                     lift by the entrance door the grab rail will run from the rear of the lift to the rear of the bus.

              2.3.18. Heating
                      High output front heater plus two (2) auxiliary heaters located in the passenger section of
                      the bus must be seat mounted and be blow down heater. No heater will be mounted to
                      floor. The passenger seating behind the heater needs the foot space. The heater behind
                      the wheelchair lift will be a seat-mounted heater. The second heater will be mounted in the
                      back of the bus in the center seat and will be a seat-mounted heater. Minimum 65,000
                      BTU’s for each heater. (NOTE) If heater lines are installed on the exterior of body they
                      must insulated. (see attachments for placement of heaters).

              2.3.19. Air Conditioning
                      The Air Conditioning system will have a total of 65,000 BTU’s minimum. The front dash AC
                      unit will be supplied by the chassis manufacturer and be a minimum of 15,000 BTU’s. The
                      rear mounted Carrier A/C Industries Air Conditioning or approved equal unit will be
                      mounted inside the van in the rear of the passenger compartment secured to the inside of
                      the roof and will be a R134A Freon and will be a minimum of 52,000 BTU’s. The front dash
                      A/C system shall operate in conjunction with the heater/defroster system and share the
                      same vent system and shall be a four-speed fan type and operate on R134A only. R-22 or
                      R-12 or blended Freons will not be accepted. The A/C system shall utilize a TM 16
                      Compressor on 134A Freon. The system shall utilize a carrier AC Industries or approved
                      equal skirt mounted condenser located on the roadside of the van body and installed to
                      minimize collection of road dirt and facilitate maintenance. The condenser shall be a Model
                      CM-3 with three motors enclosed within the condenser housing. The filter drier will utilize
                      flare O-ring type fitting connections for added leak protection. A sight glass shall be located
                      on the drier to assist with system refrigerant charging. Condenser fitting connections shall
                      be O-ring type. Carrier A/C Industries or approved equal unit to be a 553. The system will
                      utilize Carrier AC industries Model EM-1 evaporator in the passenger area. Three speed
                      continuous duty permanently lubricated long life motors with resistors are utilized to limit
                      amperage requirements. The air conditioning system shall be controlled from the driver’s
                      area with arm lengths of a sitting driver. The controls shall on/off and three speed blower
                      switch and thermostat switch. Components of the air conditioning system shall be readily
                      accessible for maintenance. All hoses shall be refrigerant type. Refrigerant fitting shall be
                      ATCO. Hoses and fitting are qualified to SAE specifications J2064. The vendor must
                      certify that the wiring for the air conditioning circuits is adequate to withstand the transient
                      loads expected. These circuits are protected with circuit breakers or thermal relays. When

                     the vehicle is shut-off the heating and air-conditioning system shall be automatically shut
                     off.

              2.3.20. Paint
                      The bus body and chassis will be a gloss white. Then there will be two additional colors.
                      The first color will be the major color and will run in a six-inch strip around the whole
                      vehicle. The second color will be the minor and will run in a one-inch strip above and below
                      the major color. The major and minor strips will run above the windows both being a one-
                      inch and will run on both the street and curb side of the vehicle. The stripes for the bus
                      must be painted on. The lettering on the bus can be either paint or vinyl and the agency
                      can have a maximum of 70 letters and can be a maximum size of 8 inches. See the
                      following paint scheme on page 21 of the vehicle specifications. Contact the following

              2.3.21. Insulation
                      Inside walls, ceiling and firewall area to be adequately insulated with fire resistant,
                      nonhyposcopic, resistant to fumes, material to prevent condensation and thoroughly sealed
                      so that drafts cannot be felt during normal operation, insulation in sidewalls to be 3/4" 21
                      lbs. density polyurethane foam with a minimum R-value of 6.

              2.3.22. Wiring
                      All cable and wiring shall be coded every four (4) inches, and the builder shall furnish
                      complete wiring diagram marked to show the code used. All added accessories and

                     ignition switch and have a separate circuit braking system.

              2.3.23. Safety and other Equipment
                      2.3.23.1. 24 Passenger Unit first aid kit will be mounted right behind the driver’s seat on
                                 the stanchion/modesty panel.
                      2.3.23.2. Ten Pound rechargeable type A-B-C rate fire extinguisher with metal head.
                      2.3.23.3. Web Cutter 8705 Kinedyne or equal mounted in driver’s area.
                      2.3.23.4. Disabled vehicle-warning device (triangular reflector kit) secured in vehicle
                                 interior.
                      2.3.23.5. Fireproof utility blanket and carrying case
                      2.3.23.6. Body Fluid clean up kit mounted right behind the driver’s seat on the
                                 stanchion/modesty panel
                      2.3.23.7. Driver’s overhead storage compartment must be lockable. This compartment is
                                 different from the one over the windshield. (this compartment is to store the
                                 driver’s personal belongings in purse, coat, gloves, and hat.) The minimum size
                                 that will be acceptable is 15 inches wide by 15 inches high by 20 inches long.
                      2.3.23.8. Three (3) sets of Retractable wheelchair restraints, must be Sure-Lok Retracktor
                                 Model FF627S-4C or equal, with instruction booklet and video from Sure-Lok.
                                 Also should be included is a storage containers FE200746 with lid to store
                                 unused tie-downs that must be secured to the wall. Three (3) sets of lap belts
                                 FE200595 and three sets of non-retractable shoulder belts FE200599.
                      2.3.23.9. Two (2) six inch amber flashing warning lights mounted on upper right and left
                                 rear of bus to be used for Railroad Crossing, (lights should be “LED TRUCK
                                 LITE LIGHTING”) Control switch mounted in Driver’s control panel (NOT
                                 MOUNTED OVERHEAD). These lights will not shutoff when the brakes or
                                 passenger door is opened.
                      2.3.23.10. One (1) Driver’s Running Board mounted outside of vehicle.
                      2.3.23.11. Seatbelt extensions (4) four at the length of 12 inches each. These seatbelt
                                 extensions will fit both the fold-a-way seats and also the non fold-a-way seats.
                      2.3.23.12. A sign mounted above driver’s area stating in 4” inch lettering the height of the
                                 outside of the vehicle.
                      2.3.23.13. Sign to be provided on rear bumper of bus stating in six inch (6” inch) lettering
                                 minimum “BUS STOPS AT ALL RAILROAD CROSSINGS”
                      2.3.23.14. Vehicle should have all decals to meet ADA Requirements.
                                 PRIORITY SEATING SIGNAGE & WHEELCHAIR LOCATION SIGNAGE
                                 The vehicle shall have three decals showing that the vehicle is wheelchair
                                 accessible (one on the right corner of the hood that is 4”x4” and the next on the
                                 drivers front fender right below the windshield that is 4”x4”, and the last one will
                                 be a 12”x12” and placed on one of the wheelchair doors.
                      2.3.23.15. The rear of the bus body shall be marked with strips of reflective NSBY material
                                 to outline the perimeter of the back of the bus using material which conforms
                                 with the requirements of FMVSS 571.131 and the perimeter marking of rear
                                 emergency exits FMVSS 217. The perimeter marking of the back of the bus
                                 strips of at least 1 ¾” inch reflective NSBY material shall be applied horizontally
                                 above the rear window and above the rear bumper extending marking outward
                                 to the left and right rear corners of the bus. Vertical strips shall be applied at the
                                 corners connecting these horizontal strips. The reflective material will be
                                 WHITE in color.
                      2.3.23.16. Overhead storage compartment above the windshield. This compartment will
                                 have a door that is lockable but the compartment must be able to store items in

                                  (blanket, coat, first aid kit and body fluid kit). This is a different storage area then
                                  the driver’s storage compartment.
                     2.3.23.17.   Storage compartments above passenger seats on right and left sides. Bookrack
                                  bottoms and sides on storage compartments are not acceptable; bottom of
                                  compartments and sides of compartments must have a solid structure. The
                                  compartments must have no sharp angles or open areas. The only area that
                                  can be opened is the access area. The compartment bottom must be carpeted.
                                  In the storage compartments no wires is acceptable
                     2.3.23.18.   Mud flaps for front and rear tires.
                     2.3.23.19.   License plate light must be recessed in the rear cap on the driver's side of the
                                  vehicle, a recessed space shall also be provided for the license plate. Light and
                                  plate must be recessed so that it cannot be ripped off or bent by a bus washer.
                     2.3.23.20.   The vehicle will have an anti-ride system for the rear of the vehicle.
                     2.3.23.21.   There will be three sets of keys for the vehicle and accessories. Each set of
                                  keys will be put on separate key chains.

              NOTE: ALL SAFEETY EQUIPMENT IS TO BE SECURED TO VEHICLE AND EASILY
              ACCESSIBLE TO DRIVER.

       2.4.   WHEELCHAIR LIFT AND EQUIPMENT

              2.4.1. Double door opening for a fully automatic electro-hydraulic or electro-mechanical lift located
                     on right rear side behind the rear tire. Wheelchair door to be a two-leaf door with a window
                     in each door leaf. The rear door leaf to have a 2-point latch and the front door leaf to have
                     a 3-point latch. The wheelchair door is to have top mounted steel check style zinc plated
                     door hold open device with 30 lb. springs. Gas struts will not be acceptable. Minimum door
                     height to be measured from door jam to floor directly below. Minimum door heights will be
                     in compliance with Federal ADA Regulations. One door to be equipped with an exterior
                     handle and locking device the other door will have a interior handle to prevent door opening
                     before drive is aware. The vehicle will also have a door ajar alarm that will make a noise
                     when the wheelchair lift door is open. Each door will have top mounted steel check-style
                     device with minimum 25 pounds springs to be provided for door so it can be secured in the
                     open position. Windows in lift door shall be smoked as are all other transit window in bus.

              2.4.2. The wheelchair lift shall be electro-mechanical or electro-hydraulically powered with a
                     minimum tested load capacity of 800 pounds and shall be totally self-contained. Braun
                     Model L917 or equal. The wheelchair lift will be located on the right side of the vehicle
                     behind the passenger entrance door.

              2.4.3. The wheelchair lift must be of heavy-duty frame design concealing all elements of power
                     drive. All sliding surfaces and load bearing surfaces must be constructed with sealed roller
                     or sleeve bearing with adequate protection to prevent exposed greasy surfaces.

              2.4.4. The wheelchair-lifting device, electro-mechanical or electro-hydraulic powered unit must
                     operate in both up and down modes. Any failure of the drive mechanism shall cause the lift
                     to fail in the fail-safe mode. The power unit shall be 12 Volt electric motor operated and a
                     minimum of 1 HP of electrical power, 2 HP for intermittent operation. The drive motor and
                     the worm gear driven connection must contribute toward a condition, which will prevent any
                     slippage, creepage, or would prevent the platform from overhauling. In the event of a
                     power failure, the lift platform shall be able to manually or electrically be lowered with
                     passenger or raised without passenger. The electric motor shall be solenoid operated and
                     controlled by either a hand-held switch on a pigtail or station operated at any location of the

                     vehicle. All switches outside the vehicle shall be weatherproof protection covered.
                     Switches on the outside of the vehicle shall be protected, covered, and labeled as to
                     function.

              2.4.5. The drive mechanism must have a positive up stop that can be overridden without causing
                     damage to vehicle or lift, and must have a fail-safe release which is capable of releasing the
                     drive mechanism upon striking the ground or an object. Chain driven, cable driven or
                     equipment solely dependent upon limit switches for stopping in the up or down position is
                     acceptable. This will prevent the damage to the lift of the vehicle.

              2.4.6. The lift platform shall have a non-slip reinforced floor, and be marked (painted) where the
                     lift corporation recommends were standees should stand when using the lift to access the
                     bus and be capable of carrying small or balloon tire wheelchairs on the platform. The
                     platform shall have a minimum size of 32” inches wide by 48” inches long, including the
                     front ramp safety guard. The platform shall have a double activated safety guard system to
                     facilitate loading and unloading and prevent roll-off while lift is in use. Platform should fold
                     up easily and lock for storage inside the vehicle when not in use. In the stored position,
                     platform must have easy visibility when in direct line of sight through window. When in its
                     stored position, it should not rattle when driven over normal paved highways. Platform shall
                     be equipped with handrails on both sides in compliance with Federal ADA Regulations.

              2.4.7. Platform must have the capability to be manually released without wrenches in case of
                     failure of the automatic store assembly. The lift shall be capable of operating in a
                     temperature range of –30 and +110 F. The lift shall be installed so as to allow easy
                     removal of the lift and shall be readily accessible for repair and maintenance.

              2.4.8. Lift controls shall provide appropriate mechanisms to ensure that the vehicle cannot be
                     moved when the lift is not stowed and so the lift cannot be deployed unless the interlock is
                     engaged.

              2.4.9. Installation of the wheelchair lift shall not require vehicle alterations that diminish or change
                     the structural integrity of the vehicle.

              2.4.10. A complete operator’s and service manual and a replacement parts list shall be provided
                      with each lift unit. The manual shall have detailed section-covering warranty, installation
                      procedures, operating procedures, service and maintenance procedures and a trouble-
                      shooting guide.

              2.4.11. Restraints for three (3) wheelchairs. Restraints to be adjustable to accommodate all
                      wheelchair types. Wheelchair restraint track must be Sure-Lok “L” Fitting Series or equal
                      and must be mounted flush with floor. Three (3) sets of Retractable wheelchair restraints
                      must be Sure-Lok Retractor Model FF627S-4C and lap belt number is FE200595 and
                      Shoulder belt number is FE200599 or equal and these securements must meet ADA.
                      There must be a container to store unused restraints when not needed FE200746. The
                      restraint shall be of sufficient strength to retain an occupied wheelchair load of 5,000
                      pounds under crash conditions. Certified seat belts and shoulder harness shall be provided
                      for the wheelchair occupants. See attachment #1 for wheelchair locations.

       2.5.   INFORMATION TO BE FURNISHED WITH EACH VEHICLE AT TIME OF DELIVERY

       2.6.   MISCELLANEOUS AND TECHNICAL SPECIFICATIONS FOR ALL VEHICLES

              2.6.1. Inspections
                     Vehicles shall be thoroughly inspected during construction and /or upon completion to
                     ensure that all equipment is installed and operating properly.

              2.6.2. Unit requested to be new and standard equipment unless otherwise specified. To be
                     dealer prepared and ready to be placed into service when delivered. To include current
                     Montana temporary license plate.

              2.6.3. There shall be no sharp corners that will cause injury to passengers on the unit. All corners
                     that could cause injury to passengers shall be slightly rounded and filed smooth.

              2.6.4. All material installed shall be new and free of rust.

              2.6.5. No wires shall be visible on the exterior or interior of the unit.

              2.6.6. All units shall be thoroughly cleaned at the time of delivery (seats, floor, and outside of
                     vehicle) and weather sealed before inspection and delivery. Tests shall be performed to
                     ensure that the unit is dust proof, watertight, and fume proof.

              2.6.7. All signs may be painted or vinyl decals.

              2.6.8. All holes, not used by manufacturer to install OEM equipment will be covered with a cover
                     or plug matching adjacent colors.

       2.7.   ADDITIONAL EQUIPMENT REQUESTED BY EACH AGENCY THAT IS LISTED ABOVE THE
              EQUIPMENT THAT IS REQUESTED WILL BE INSTALLED ON THE VEHICLE

       HELENA AREA TRANSIT SERVICE (HATS)

       The purpose of these specifications is to provide for one (1) 2005 cutaway transit minibus capable of
       seating 17 forward facing ambulatory adult passengers, a driver, a wheelchair lift and three (3) wheelchair
       securement stations. For wheelchair securement stations and wheelchair lift location and seating

       Body Specifications

       2.3.13. Exterior Lights
               Exterior light shall be in accordance with Federal Motor Carrier Safety Requirements. All exterior
               lights should be “LED TRUCK LITE LIGHTING”. All exterior lights shall be armored or recessed to
               prevent breakage from minor impact. There will be one (1) light mounted behind the entrance door
               and will illuminate when the passenger door is opened. Two (2) lights will be installed for
               wheelchair lift usage at night. One (1) light will be mounted inside the wheelchair door and
               will illuminate the lift platform when the platform is on the ground. The second light will be a
               3inch minimum and will be installed below the wheelchair lift door and will be mounted flush with
               the body of the bus to prevent breakage and will illuminate the platform when on the ground also.
               Lights must be mounted securely to the vehicle and wiring must be covered with light cover. The
               two lights above/below the wheelchair lift door and also the passenger entrance door will not be
               LED lights.

       2.3.14. Passenger Seats
               Seats to be covered with heavy duty repel material (Freedman Seating) blue for durability.

       2.3.23.Safety and other Equipment
              2.3.23.1. 10-pound rechargeable type ABC rated fire extinguisher with metal head.
              2.3.23.2. Fast idle switch. The fast idle switch will start working when the wheelchair lift switch is
                         turned on and the wheelchair lift doors are opened.
              2.3.23.3. Four 2-passenger Freedman BV Fold-A-Way seat with padded grab rails on each seat
                         or equal that can be used over wheelchair tie down area without interfering with the
                         normal operation of the wheelchair tie down, location of fold-a-way seats will be on the
                         street side of the vehicle. (Attachment #1)
              2.3.23.4. Diamond Fare Box D (Fare box complete with a cabinet, one vault, and polelock). Fare
                         box to be secured within arm reach of driver. Contact Ed Robinson at (406) 447-1565

              2.3.23.5. One (1) set of ONSPOT Automatic Tire chains mounted on rear axle of vehicle. Switch
                         to be mounted on Driver’s control panel.
              2.3.23.6. Three (3) sets of Retractable wheelchair restraints must be Kinedyne Retracktor Model
                         FF627S-4C or equal with instruction booklet and video from Kinedyne. Also should be
                         included is a storage container FE200746 store unused tie-downs that must be secured
                         to the wall. Three (3) sets FE200595 of the integrated lap belt that attaches directly to
                         the rear strap assemblies of the mobility aid securement system. It provides an
                         occupant restraint system that is an integrated part of the mobility aid securement and
                         is the dependent upon the strength of the securement system for its restraint capability.
                         Three (3) of the non-retractable FE200599 series L non-retractable shoulder belts.
              2.3.23.7. This bus will not have overhead storage compartments installed above the passengers.
                         It will still have the driver’s overhead compartment and the storage compartment above
                         the windshield as specified in the base spec.
              2.3.23.8. All other safety equipment that was in the base spec must be included in this vehicle.

       Wheelchair Lift and Equipment

       2.4.1. Double door opening for a fully automatic electro-hydraulic or electro-mechanical lift located on
              right front side of the vehicle right behind the passenger double folding door.

              Restraints for three (3) wheelchairs (See Attachment #1). Restraints to be adjustable to
              accommodate all wheelchair types. Wheelchair restraint track must be KINEDYNE "L" Fitting
              Series or equal and must mounted flush with floor. Three (3) sets of Retractable wheel chair
              restraints must be KINEDYNE RETRACKTOR Model FF627S-4C or equal. There will be four (4)
              tracks from the drivers compartment to the front of the rear seats on the street (left) side of the bus,
              and there will be one piece of “L” track running above the windows from behind the driver’s seat to
              the rear of the bus on the street side of the vehicle (see attachment #1). The restraint shall be of
              sufficient strength to retain a occupied wheelchair load of 5,000 pounds under crash conditions.
              Certified seat belts and shoulder harness shall be provided for the wheelchair occupants. The
              vendor will supply a storage compartment with a lid to store unused restraints.

       Attachment #1 is for Helena Area Transit Service (HATS)

       1. Four pieces of L Track will run from behind the driver’s seat to the rear of the bus as shown in the floor
          plan. There will also be one piece of L track that runs above the windows on the street side of the
          vehicle.

       2. There will be three double seats of the ICS seats on the curbside of the vehicle.

       3. There will be two heaters installed in this vehicle one on the curbside of the vehicle in first row of seats
          and also in last row of seats.

       FLATHEAD EAGLE TRANSIT

       The purpose of these specifications is to provide for two (2) 2005-cutaway transit minibuses capable of
       seating 17 forward facing ambulatory adult passengers, a driver, a wheelchair lift and three (3) wheelchair
       securement stations. For wheelchair securement stations and wheelchair lift location and seating
       arrangement see Attachment #2 for this agency.

       Chassis Specifications

       2.2.6. Engine

       2.2.9. Brakes
              Dual hydraulic power assisted system with disc-type brakes on the front wheels and rear wheels.
              A hand or foot operated parking brake shall be supplied with a warning light on the dashboard.
              Vehicle must be equipped with Anti-Braking System. The master cylinder reservoir must be
              accessible when doing pre-trip inspection.

       2.2.10. Wheels and Tires
               Wheel and tire size and rating must be of sufficient size and strength to meet GVW rating of
               chassis. Tires to be steel-belted, all season sixteen-inch (16”) radial minimum. All tires must be
               the same size. All wheels must be painted white to match exterior bus body. Must have spare tire,
               wheel, hydraulic jack, and lug wrench. Spare tire and wheel sized the same as above and stored
               on a mount on the back of bus. There will also be four studded winter tires mounted on wheels
               stored loose in the vehicle. The four studded winter tires must meet the GVW rating.

       2.2.13. Battery
               Two heavy-duty with reserve capacity of 160 minutes and with 700 Cold Cranking Amps (CCA)
               and to be stowed in a slide compartment outside of vehicle, an isolator is required on these
               vehicles, and the battery compartment must be blocked in from the bottom and sides and also
               have lockable door and must also have a sliding tray for batteries and must have protection from
               weather such as water, dirt and road elements and compartment must have lockable door 12 Volt
               (maintenance free type) minimum. Note no battery to be mounted underneath hood.

       2.2.14. Alternator
               180 AMPS Leece Neville, 12 Volt minimum.

       2.2.15. Electrical
               The wiring will be color-coded with the number and function designated every 4" on the wire to
               enable identification and circuit trace-ability. The electrical system shall be a 12 volt system. A
               wiring diagram must be submitted that will match the vehicle wiring. All switches and wiring circuits
               shall be protected with either fuses or circuit breakers. All circuit breakers and fuses shall be
               labeled for identification. All connections and splices shall be shrink and wrapped.

       2.2.17. Fuel Tank
               50 Gallon Minimum and must be full at time of delivery.

       2.2.22. Block Heater
               Minimum 800 watt with easily accessible cord.

       2.2.27. Bumpers
               The front bumper will be OEM and the bus manufacturer will provide the rear bumper. The rear
               bumper will be mounted to the bus body and the frame and will act as one unit. The rear bumper
               will also have dust skirts that will hang downward and will be two inches off the ground.

       Body Specifications

       2.3.2. Passenger Door and Step-well
              Provide a driver-actuated heavy-duty school bus-type electric door opener, located conveniently for
              the driver to operate. This should not intrude into entry area and shall be securely affixed to
              structural members of body to ensure rigidity. Door to be double folding or split-type with a flexible
              soft rubber cushion at least 1” in width on the meeting edge and at bottom of doors for seal to step-
              well no part of the step-well shall be outside of door when closed (if any part of the step is outside
              the door when closed the vehicle WILL NOT BE ACCEPTED). Door to be located on right side of
              the vehicle behind the right front wheel. Clear opening entrance with a minimum of 30” door
              opening width. Door opening height to be 72” minimum from top of first step to door header.
              Ground to first step not to exceed 11” inches plus or minus 1” inch in height. Each additional step
              to be 9” inch maximum rise with 9” inch minimum depth. All steps should be covered with anti-skid,
              ribbed, molded, rubber tread. The vehicle shall have a heated step-well entry to help keep the
              steps from having ice build up during the winter months. The heated step-well will be an electrical
              mat and have a switch on the driver’s control panel to turn power on and off with visual Control
              light and switch mounted in driver’s control panel. Left side drivers door to be supplied by chassis
              manufacturer.

       2.3.11. Driver’s Seat
               High-back driver’s seat with right side folding padded armrest, manual controlled air lumbar support
               and covered with deluxe heavy-duty transit grade cloth level (3). Driver’s seat shall have vertical

              fore and aft slide. Certified shoulder and lap seat belt with automatic retractor shall be provided.
              Freedman CL67 air suspension seat (LEVEL 3) or equivalent must be provided. Color of driver’s
              seat and armrest shall match with passenger seating. The driver’s seat will be

       2.3.14. Passenger Seats
               Passenger seats shall be forward facing. Double seats shall be 35” minimum width and single
               seats 17”minimum width. Knee to hip room between seats to be 27” minimum. Minimum depth of
               seat bottom, measured on a horizontal plane from the front of the seat to the point where it joins
               the seatback, shall be 16”. Passenger seat back shall be mid-height, fully padded of energy
               absorbent material and contoured to provide full lumbar support. Seat bottom shall be fully padded
               with neoprene foam. Seats to be covered with heavy-duty deluxe transit grade repel material for
               durability and the color will be tan and vendor must show proof of this upon delivery of vehicle to
               the agency. (FREEDMAN FEATHER WEIGHT MID-HI SEAT “ROCK SOLID”) or equal to. All
               materials in seats to be flame retardant. Folding armrests on aisle seats, and with all seats having
               padded grab rails. Seat belts shall be provided for all passenger seats with a minimum 40” usable
               length above the seat (or the longest usable length is preferred) and seat belts shall be of the
               Freedman U.S.R under seat retractor type. The male side of the seat belt will be retractor style
               and the female end will be a standard belt and will be 12” twelve inches in length and will lay on the
               seat when not in use. All seat mounts to meet applicable Federal Standards and to be placed so
               no more than 25% of the seat bottom overhangs either end of mount. Pedestals shall be inboard
               to eliminate tripping hazards. Seats shall be placed so that wheel well protrusion into passenger
               legroom space will be minimized. Vendor please submit picture of seats with bid.

       2.3.20. Paint
               The bus body and chassis will be a gloss white. Then there will be two additional colors. The first
               color will be the major color and will run in a six-inch strip around the whole vehicle. The second
               color will be the minor and will run in a one-inch strip above and below the major color. The major
               and minor strips will run above the windows both being a one-inch and will run on both the street
               and curb side of the vehicle. The stripes for the bus must be painted on. The lettering on the bus
               can be either paint or vinyl and the agency can have a maximum of 70 letters and can be a
               maximum size of 8 inches. See the following paint scheme (Attachment #2).

              Eagle Transit will have the lettering and striping done at St. Marie Graphics, in Kalispell, MT.

       The purpose of these specifications is to provide for two (2) 2005-cutaway transit minibuses capable of
       seating 17 forward facing ambulatory adult passengers, a driver, a wheelchair lift and three (3) wheelchair
       securement stations. For wheelchair securement stations and wheelchair lift location and seating
       arrangement see Attachment #3 for this agency.

       Chassis Specifications

       2.2.6. Engine
              7.3 Liter Diesel minimum with a Webasto TSL17 engine coolant pre heater or equal. The engine
              coolant pre heater must be mounted in a way that the elements of the weather will not damage it
              and must have a cover on it to protect it from road debris.

       2.2.17. Fuel Tank
               50 Gallon Minimum and must be full at time of delivery.

       2.2.23. Block Heater
               Minimum 800 watt, with easily accessible cord. The cord should be mounted securely to the front
               of the vehicle for easy access.

       Body Specifications

       2.3.3. Interior
              All interior panels will be vinyl-coated metal. All materials and treatments shall be flame retardant
              and treated to be easily cleaned. Colors of covering shall harmonize with exterior colors. All
              surfaces and items of hardware in passenger compartment having sharp edges, corners, or angles

       2.3.4. Floor
              The floor shall be a Flat-floor which means eliminating wheel wells and shall be covered with a
              minimum of ¾” inch exterior marine grade plywood. The flooring must be a one-piece seamless
              design with a .024 aluminum vapor barrier laminated to the bottom of the floor. Vapor barrier
              seams must be "S" locked together so that water cannot get under barrier and cause the wood to
              rot. The step-well, entrance area, center aisle, and also the area where wheelchair securement
              stations are shall be overlaid with ribbed, commercial rubber flooring. Floor in seating area to be
              smooth commercial grade grey rubber (NOT CARPET). Seams and joints shall be sealed or
              covered by a waterproof molding. Color of floor shall be black and shall contrast with the seats so
              to be easily distinguished by the visually impaired person. All step edges shall have a band of
              bright contrasting color (white or yellow) running the full width of the leading edge.

       2.3.13. Exterior Lights
               Exterior light shall be in accordance with Federal Motor Carrier Safety Requirements. All exterior
               lights should be “LED TRUCK LITE LIGHTING”. All exterior lights shall be armored or recessed to
               prevent breakage from minor impact. There will be a mid-ship blinker installed on each side of
               the vehicle and mounted above the rear wheels. There will be one (1) light mounted behind the
               entrance door and will illuminate when the passenger door is opened. Two (2) lights will be
               installed for wheelchair lift usage at night. Both lights will be a 3inch minimum and will be installed
               below the wheelchair lift door and will be mounted flush with the body of the bus to prevent
               breakage and will illuminate the platform when on the ground also. Lights must be mounted
               securely to the vehicle and wiring must be covered with light cover. The two lights above/below
               the wheelchair lift door and also the passenger entrance door will not be LED lights.

       2.3.14. Passenger Seats
               Passenger seats shall be forward facing. Double seats shall be 35” minimum width and single
               seats 17”minimum width. Knee to hip room between mid-hi seats to be 27” minimum, and between
               fold-a-way seats 28.5” minimum. Seat spacing from the back of any seat to the back of the seat in
               front must be a minimum of 31”. Minimum depth of seat bottom, measured on a horizontal plane
               from the front of the seat to the point where it joins the seatback, shall be 16”. Seats to be covered
               with heavy duty repal material (Freedman Seating) green for durability.

       2.3.19. Air Conditioning
               Air conditioning (R134A Freon) specs on Carrier A/C Industries rear mounted unit. The system will
               have 67,000 BTU’s minimum. Will not accept R-22 or R-12 or blended freons. Front dash AC unit
               shall be OEM supplied. System shall operate in conjunction with the heater/defroster system and
               share the same vent system and shall be a four-speed fan type and operate on R134A only.
               The rear mounted Carrier A/C Industries Air Conditioning unit will be mounted inside the van in the
               rear of the passenger compartment secured to the inside of the roof. The A/C system shall utilize
               a TM 16 Compressor on 134A Freon. The system shall utilize a carrier AC Industries skirt
               mounted condenser located on the roadside of the van body and installed to minimize collection of
               road dirt and facilitate maintenance. The condenser shall be a Model CM-3 with three motors
               enclosed within the condenser housing. The condenser housing must be protected from all road
               debris. There will be a rubber flaps mounted before the condenser unit, side by the frame rail, and
               the rear of the condenser unit. The filter drier will utilize flare O-ring type fitting connections for
               added leak protection. A sight glass shall be located on the drier to assist with system refrigerant
               charging. Condenser fitting connections shall be O-ring type. Carrier unit to be a 533 MAX. The
               system will utilize Carrier AC industries Model EM-1 evaporator in the passenger area. Three
               speed continuous duty permanently lubricated long life motors with resistors are utilized to limit
               amperage requirements. The air conditioning system shall be controlled from the driver’s area with
               arm lengths of a sitting driver. The controls shall on/off and three speed blower switch and
               thermostat switch. Components of the air conditioning system shall be readily accessible for

               maintenance. All hoses shall be refrigerant type. Refrigerant fitting shall be ATCO. Hoses and
               fitting are qualified to SAE specifications J2064. The vendor must certify that the wiring for the air
               conditioning circuits is adequate to withstand the transient loads expected. These circuits are
               protected with circuit breakers or thermal relays. When the vehicle is shut-off the heating and air-
               conditioning system shall be automatically shut off.

       2.3.23. Safety and Other Equipment
               2.3.23.1. Fast idle switch. The fast idle switch will start working when the wheelchair lift switch is
                         turned on and the wheelchair lift doors are opened.
               2.3.23.2. Three (3) sets of Retractable wheelchair restraints must be Sure- Lok Retracktor Model
                         FF627S-4C or equal, with instruction booklet and video from Sure-Lok. Also should
                         be included is a storage container FE200746 with lid to store unused tie-downs that can
                         be secured to the wall. Three (3) sets FE200595 of the integrated lap belt that attaches
                         directly to the rear strap assemblies of the mobility aid securement system. It provides
                         an occupant restraint system that is an integrated part of the mobility aid securement
                         and is the dependent upon the strength of the securemenet system for its restraint
                         capability. Three (3) of the non-retractable FE200599 series L non-retractable shoulder
                         belts.
               2.3.23.3. Storage compartments above passenger seats curb side only. Bookrack bottoms and
                         sides on storage compartments are not acceptable; bottom of compartments and sides
                         of compartments must have a solid structure. The compartments must have no sharp
                         angles or open areas. The only area that can be opened is the access area. The
                         compartment bottom must be carpeted. In the storage compartments no wires is
                         acceptable.
               2.3.23.4. The last row of seats in the bus will be four (4) ICS seats two on the street side and two
                         on the curbside of the vehicle.

       Wheelchair Lift and Equipment

       2.4.1. Double door opening for a fully automatic electro-hydraulic or electro-mechanical lift located on
              right front side of the vehicle right behind the passenger double folding door.
              Restraints for three (3) wheelchairs (See Attachment #3). Restraints to be adjustable to
              accommodate all wheelchair types. Wheelchair restraint track must be KINEDYNE "L" Fitting
              Series or equal and must mounted flush with floor. Three (3) sets of Retractable wheel chair
              restraints must be KINEDYNE RETRACKTOR Model FF627S-4C or equal with shoulder and
              lap belt FE200595 and FE200599. There will be four (4) tracks from the drivers compartment
              to the front of the rear seats on the street (left) side of the bus and there will be one piece of

              Driver’s window and front windshield shall have manufacturer’s standard tint. The window in front
              of the passenger door should be of maximum size to help view on coming traffic when making a
              left turn. All windows, except the windshield, rear, and doors, shall be egress transit type or a T-
              slide panel type, a minimum of 34”x34” inches window will be the minimum for these vehicles. All
              side windows shall be top vented to allow for ventilation and provide a clear view to the outside
              from each seat position. All rear and passenger glass is to be of the safety-type tinted to a
              maximum of 31% light transmission in the passenger compartment. Rear window shall have wide-
              angle view lens to improve vision directly in back of the vehicle.

       2.3.13. Exterior Lights

               cover. The two lights above/below the wheelchair lift door and also the passenger entrance door

       2.3.14. Passenger Seats

               passenger seating behind the heater needs the foot space. The heater behind the wheelchair lift
               will be a seat-mounted heater. The second and third heater will be mounted in the back of the bus.
               The heaters will be installed in the last row of seats. There will be a booster pump installed next
               the first heater and must have a control switch that the driver can turn on/off when needed. The

       OPPORTUNITY RESOURCES INC.

       The purpose of these specifications is to provide for one (1) 2005 cutaway transit minibus capable of
       seating 8 forward facing ambulatory adult passengers, a driver, a wheelchair lift and seven (7) wheelchair
       securement stations. For wheelchair securement stations and wheelchair lift location and seating
       arrangement see Attachment #6 for this agency.

       Chassis Specifications

       2.2.27. Bumpers
               The front bumper will be provided by the chassis and will be OEM. The rear bumper will be a
               standard bumper provided by the bus manufacturer.

       Body Specifications

       2.3.2. Passenger Door and Step-well
              Provide a driver-actuated heavy-duty school bus-type manual door opener, located conveniently
              for the driver to operate. This should not intrude into entry area and shall be securely affixed to
              structural members of body to ensure rigidity. Door to be double folding or split-type with a flexible
              soft rubber cushion at least 1” in width on the meeting edge and at bottom of doors for seal to step-
              well no part of the step-well shall be outside of door when closed. Door to be located on right
              side of the vehicle behind the right front wheel. Clear opening entrance with a minimum of 30”
              door opening width. Door opening height to be 72” minimum from top of first step to door header.
              Ground to first step not to exceed 11” inches plus or minus 1” inch in height. Each additional step
              to be 9” inch maximum rise with 9” inch minimum depth. All steps should be covered with anti-skid,
              ribbed, molded, rubber tread. The vehicle shall have a heated step-well entry to help keep the
              steps from having ice build up during the winter months. The heated step-well will be an
              electrical mat and have a switch on the driver’s control panel to turn power on and off with
              visual Control light and switch mounted in driver’s control panel. Left side drivers door to be
              supplied by chassis manufacturer. This vehicle will also have a rear emergency exit door on the
              vehicle. This door will have a handle that will release the door from both outside and inside so the
              door can be opened and closed. The door will also have a buzzer to indicate when the door is
              opened when the vehicle is running. The door will have two (2) windows one on the upper part of

              or equal and must mounted flush with floor. Seven (7) sets of Retractable wheel chair restraints
              must be Q-Straint Model Q-8200-A or equal with shoulder and lap belt Q8-6325-A. There will be
              seven securement bags to store unused tie-downs in it will be Q5-8522. There will be four (4)
              tracks from the drivers compartment to the rear of the bus on the street (left) side of the bus and
              there will be four pieces of “L” track on the curb (right) side of the vehicle from the front of the
              wheelchair lift to the rear of the bus, and there will be a piece of “L” track on both sides of the
              vehicle that will run from the front to the rear above the windows. The restraint shall be of sufficient
              strength to retain an occupied wheelchair load of 5,000 pounds under crash conditions. Certified
              seat belts and shoulder harness shall be provided for the wheelchair occupants. The vendor will
              supply a storage compartment with a lid to store unused restraints.

       Attachment #5 is for Opportunity Resources Inc.

       1. Four pieces of L Track will run from behind the driver’s seat to the rear of the bus on the street side of

       ST. VINCENT HEALTHCARE FOUNDATION

       The purpose of these specifications is to provide for one (1) 2005-cutaway transit minibus capable of
       seating 16 forward facing ambulatory adult passengers, a driver, a wheelchair lift and/or 3 wheelchair
       securement stations. For wheelchair securement stations and wheelchair lift location and seating
       arrangement see Attachment #6 for this agency.

       Chassis Specifications

       2.2.10. Wheels and Tires
               Spare tire and wheel sized the same as mention in base spec and stored loose inside of vehicle.

       Body Specifications

       2.3.3. Interior
              All interior panels will be vinyl-coated metal and carpeted on the curb, street side, and rear wall will
              have a grey carpet. The carpet will be from the bottom of the wall to the ceiling. All materials and
              treatments shall be flame retardant and treated to be easily cleaned. Colors of covering shall
              harmonize with exterior colors. All surfaces and items of hardware in passenger compartment
              having sharp edges, corners, or angles shall be padded with a heavy-duty vinyl-covered energy
              absorbing material for safety.

       2.3.4. Floor
              The floor shall be a Flat-floor which means eliminating wheel wells and shall be covered with a
              minimum of ¾” inch exterior marine grade plywood. The flooring must be a one-piece seamless
              design with a .024 aluminum vapor barrier laminated to the bottom of the floor. Vapor barrier
              seams must be "S" locked together so that water cannot get under barrier and cause the wood to
              rot. The step-well, entrance area, center aisle, and also the area where wheelchair securement
              stations are shall be overlaid with ribbed, commercial rubber flooring. Floor in seating area to be
              smooth commercial grade grey rubber (NOT CARPET). Seams and joints shall be sealed or
              covered by a waterproof molding. Color of floor shall be black and shall contrast with the seats so
              to be easily distinguished by the visually impaired person. All step edges shall have a band of
              bright contrasting color (white or yellow) running the full width of the leading edge.

       2.3.6. Windows
              Driver’s window and front windshield shall have manufacturer’s standard tint. The window in front
              of the passenger door should be of maximum size to help view on coming traffic when making a
              left turn. All windows, except the windshield, rear, and doors, shall be egress transit type or a T-
              slide panel type, a minimum of 34”x34” inches window will be the minimum for these vehicles. All
              side windows shall be top vented to allow for ventilation and provide a clear view to the outside
              from each seat position. All rear and passenger glass is to be of the safety-type tinted to a
              maximum of 31% light transmission in the passenger compartment. Rear window shall have wide-
              angle view lens to improve vision directly in back of the vehicle.

       2.3.10. Mirrors
               Exterior mirrors to Lucerix brand or equal. Street side & curbside mirror head to be a 15" mirror
               head with Street side mirror bracket to be a break-a-way style cast window mount. Curbside mirror
               bracket to be a break-a-way style with a cast fender mount. Clear and full view of right exterior
               mirror through the wiper path must be provided. An interior mirror 6” x 16” minimum shall be
               provided to afford a view of all passengers. Mirror shall have metal backing and frame with
               rounded corners and protected edges. The mirrors will be heated and electrical. The control
               will be in the driver’s control panel for the mirrors or must be in the driver’s door panel.

       2.3.14. Passenger Seats
               Passenger seats shall be forward facing. Double seats shall be 35” minimum width and single
               seats 17”minimum width. Knee to hip room between mid-hi seats to be 27” minimum, and between
               fold-a-way seats 28.5” minimum. Seat spacing from the back of any seat to the back of the seat in
               front must be a minimum of 31”. Minimum depth of seat bottom, measured on a horizontal plane
               from the front of the seat to the point where it joins the seatback, shall be 16”. Seats to be covered
               with heavy duty 192 Repel Voltage Vineyard for durability.

       2.3.20. Paint
               The agency wants the vehicle to be gloss white no stripes or lettering is required for this vehicle.

       2.3.23. Safety and Other Equipment
               2.3.23.1. Three (3) sets of Retractable wheelchair restraints must be Sure-Lok Retracktor Model
                         FF627S-4C or equal, with instruction booklet and video from Sure-Lok. Also should
                         be included is a storage container FE200746 with lid to store unused tie-downs that can
                         be secured to the wall. Three (3) sets FE200595 of the integrated lap belt that attaches
                         directly to the rear strap assemblies of the mobility aid securement system. It provides
                         an occupant restraint system that is an integrated part of the mobility aid securement
                         and is the dependent upon the strength of the securemenet system for its restraint
                         capability. Three (3) of the non-retractable FE200599 series L non-retractable shoulder
                         belts.
               2.3.23.2. No Storage compartments above passenger seats on right and left sides. Bookrack
                         bottoms and sides on storage compartments are not acceptable; bottom of
                         compartments and sides of compartments must have a solid structure. The
                         compartments must have no sharp angles or open areas. The only area that can be
                         opened is the access area. The compartment bottom must be carpeted. In the storage
                         compartments no wires is acceptable

       Wheelchair Lift and Equipment

       2.4.1. Double door opening for a fully automatic electro-hydraulic or electro-mechanical lift located on
              right front side of the vehicle right behind the passenger double folding door.

               Restraints for three (3) wheelchairs (See Attachment #6). Restraints to be adjustable to
               accommodate all wheelchair types. Wheelchair restraint track must be KINEDYNE "L" Fitting
               Series or equal and must mounted flush with floor. Three (3) sets of Retractable wheel chair
               restraints must be KINEDYNE RETRACKTOR Model FF627S-4C or equal with shoulder and
               lap belt FE200595 and FE200599. There will be four (4) tracks from the drivers compartment
               to the front of the rear seats on the street (left) side of the bus and there will be one piece of
               “L” track running above the window on the street side of the vehicle (see Attachment #6).
               The restraint shall be of sufficient strength to retain a occupied wheelchair load of 5,000 pounds
               under crash conditions. Certified seat belts and shoulder harness shall be provided for the
               wheelchair occupants. The vendor will supply a storage compartment with a lid to store unused
