AGGROW UPDATE
We are now in the last phase of Public Consultation on the proposed Minerals &
Waste Plan following its approval by the County Council earlier this year.
Should you wish to comment, the Plan and its supporting documents are available to
you in hard copy at Bampton Library or on line at www.oxfordshire.gov.uk/cms/
content/minerals-and-waste-core-strategy
Any representations you make should focus only on ‘whether the way the plan has
been prepared is legally compliant and, whether the plan meets the
Government’s tests of soundness’. OCC can offer guidance if required.
The Plan will then be presented to a Government Inspector and s/he will consider
only the final Plan and any representations made at this stage of consultation;
previous representations will not be considered. His/her report is expected in Spring
2013 and, if the Plan is found to be legally compliant, the County Council will adopt it
later in 2013.
AGGROW is studying the Plan and will, if necessary, make representations. At this
stage, the situation is looking good but until the Plan is approved for adoption, without
change, the future remains uncertain. Please be reassured that AGGROW are ready
to react rapidly to any adverse circumstances that do arise.

                         The Clanfield Bells
                         Restoration Appeal
St. Stephen’s Church has watched over the village of Clanfield for more than 700
years and since mediaeval times the bells have been rung in sorrow and in
celebration: protecting us from pestilence, alerting us to battle and calling us to
worship.
The current band of bell-ringers came together in order to ring in the new millennium
and have been ringing ever since for weddings, Sunday services and other special
events; steadily recruiting and training new members. However maintenance work is
now required to keep the bells ringing smoothly and safely.
It is over 100 years since there was any significant refurbishment carried out on the
bells in St. Stephen’s Church, so it is not surprising that they are in need of some
fairly major work. The projected costs of the work is in the region of £20,000 and this
money will have to be raised through donations, grants and various fundraising
events. A fine bone china mug has been produced for sale (£6) and is available from
ringers and in the Church.

Photos for the Diamond Jubilee
Time Capsule Project
Thank you for the many photographs that were handed in during the Jubilee
exhibition. By the end of the day the map of the village looked pretty full.
Some of the visitors to the exhibition realised that they had not got round to bringing
in their pictures to the exhibition. It is still not too late to add your picture to the Time
Capsule. If you still wish to take part, bring your 6” x 4” size photo with your name
and address on the back to Brookside Cottage Main Street by the 1st August.
A couple of areas in the village are not currently represented, we would particularly
like to have pictures from around The Green and from the top end of Mill Lane.
So ask your neighbour to take the photo of you and your house and bring them to me
as soon as you can.

Clanfield WI
Our June meeting was a most enjoyable trip to Glebe Farm in Black Bourton. This
mixed farm has been farmed by David and Sarah New for 25 years and we all
enjoyed riding around the farm in the trailer, seeing the different animals they farm
and hearing about the different ways in which they have made Glebe Farm a
profitable business whilst maintaining an environmental and educational ethos. The
weather was most kind to us and we even watched a sheep being shorn most
expertly by one of their sons. Thanks to everyone at Glebe Farm for such a lovely
outing.
Our July meeting is an open meeting on “Energy Crisis and Nuclear Fusion” with our
speaker being Robin Stafford Allen. All welcome (including men) at 7.30pm on 10th

St. Stephen’s Church
The Queen’s Diamond Jubilee weekend saw a multitude of festivities in Clanfield, all
greatly enjoyed by the participants, despite the weather. Our thanks to all those who
organised, set up and tidied away afterwards for the events. The service of
celebration on Monday 4th June in the marquee at the Carter Institute was well
attended by villagers from all Christian denominations and none. We gave thanks
together for all that Queen Elizabeth has done for our nation and for Commonwealth
countries around the world, and considered the particular aspects of her character
and her faith which have enabled her to make such a valuable contribution over the
last 60 years.
Some news from past Church meetings: the Clanfield Community Church Council
AGM was held on 22nd March 2012, with decision ratified by the Parochial AGM in
April. Our two churchwardens, Liz Stevens and Ian Kenworthy, have both stepped
down from their roles, after years of dedicated service. We are very grateful for all
they have done, so much of it behind the scenes, but very crucial to the on-going
functioning of St. Stephen’s. Bryn Torrington has graciously stepped into the role of
churchwarden, in addition to his current roles as church treasurer and keeper of the
church electoral role. We are extremely thankful for all the hard work he is putting in
and for the able support provided by Elaine Torrington. Other members of the
Community Church Council include Andrew Bradley, Lucy Fiennes, John and Nancie
Greatrex, Judith Hillier, Ian Kenworthy, David Lloyd, Sue Morris, Liz Stevens and
Elaine Torrington. Do speak to any of these people if you have comments or
suggestions about your parish church.
Remember that the end of June is St. Stephen’s Flower Festival and Feast Weekend,
with this year’s theme being the Jubilee. The church will be open from 10am – 5pm
on Saturday 30th June, with the Feast Family Service at 10.30am on Sunday 1st July,
and the church being open thereafter until 5pm. We look forward to seeing you!
Finally, Sunday 15th July sees the annual church service in Clanfield Primary School
at 10.30am. This will be led by our vicar, Rev. David Lloyd, but is planned by the
school children and staff. There is always a memorable contribution from the children
and is a most enjoyable service. Please come along and support this joint venture!

Clanfield Clean-up Day – June 9th
Firstly, a huge thank you to the 20+ volunteers who picked litter and cleared the brook
on the morning of June 9th; and many thanks to the Clanfield Tavern for supplying the
bacon butties half-way through the exercise.
Those who have been on previous clean-up days remarked on the improvement in
the environment of the village. There were, sadly, still some examples of fly-tipping
one of which has been reported to the WODC investigation team who take action very
swiftly to try and identify the source of the rubbish. On the whole, though, the overall
outcome was positive.
As has been reported in an earlier edition of the What?, the EA did a very good job on
the brook but the vagaries of the weather has meant a growth of weed on the stream
bed which impedes the flow. By lunch-time, the teams had cleared as far as the
southern edge of the village leaving a short stretch to Friars Court to be done. The
impact on the water level was noticeable. Special mention must be made of young
Archie Haughton who, under the very watchful eye of his dad, cleared the tunnel
under the main road.
Well done everybody and thank you again.

Bampton Road – Speeding measures
Those who drive will have noticed that a build-out was recently completed at the
Bampton Road entrance to the village and is believed to be having some effect on
vehicles entering the village. Even now, though, there are some drivers who regard
this constraint as a challenge and I continue to alert TVP to this sort of thing.
At the pre-construction meeting with OCC Highways, the possibility of a Phase 2, the
construction of a speed cushion, was discussed and OCC Highways asked to
investigate. Because this would provide a vertical obstruction in the carriageway, the
regulations stipulate it would have to be lit. The total costs of carrying out Phase 2
have been estimated at around £15,000 of which well over £10,000 would be for
lighting. I regret to say there are insufficient funds to support this going forward.

Clanfield 85 Football Club
The players have now been informed that Pre-Season Training will commence on
Tuesday, June 26th and players are to meet at the Radcot Road Ground at 6.45pm.
The first Pre-Season Friendlies have also been announced. The Club will be travelling
into Wiltshire to play Pewsey Vale Football Club, who used to be members of the
Hellenic Football League, on Saturday, July 21st 2012. Depending on player
availability there will be two matches. The “First Team” will kick-off at 1 p.m. and the
“Second Team” will kick-off at 4 p.m. On the following Friday evening, July 27th 2012
the Club will travel to Tucker Park, Faringdon to meet our regular Pre-Season rivals
Faringdon Town Football Club. The kick-off there will be 7 p.m. The Club’s popular
Jim Newman Memorial Cup will commence on the weekend of July 27th/28th with two
Quarter-Final Matches being played on each date. The Semi-Finals will be played on
Tuesday and Wednesday, midweek and the Final will probably be on Saturday,
August 4th. All of the games are played at Clanfield. There is an excellent opportunity
to see some of the better local teams competing at Radcot Road.
There was good news from the Under-16 Team on June 2nd when they won the Under
-16 Trophy in the Crowmarsh 6-Aside. The Club entered two teams and unfortunately
they were drawn to meet in the Semi-Final. The victors then went on to win the Final.
The Under-13 Team have also been in 6-Aside action. They have not lost a game in
the group stages of both the Tower Hill and Vikings 6-Aside yet because they have
drawn more games than they have won they have not progressed to the next stage,
which is the knock-out stage, on each occasion on goal difference.
The weather for the proposed Jubilee Celebrations was poor but none-the-less the
event was well attended. Most of the activities took place in the Clubhouse. Certainly
the Disco was well attended at night.
The Club have just received details of the Uhlsport Hellenic League Annual General
Meeting but as these notes are being compiled prior to that meeting we still do not
have any idea of how the League Constitution will look.
Working Parties have been arranged at the Club and the excavations are being made
for the hard standing surface which we have to put around the ground. The Club is
very grateful to the Bishop family of Groundtec who have kindly made a digger
available to help with the work.
As always with a Football Club there is little to report during the summer months. The
regular Monday Night Bingo will continue although this has been disrupted on
occasions when England matches in the European Championships have clashed.
However provided there is not an England match on a Monday evening then the
Bingo will be going ahead. All are welcome to attend.

Residents who take the Witney Gazette may have seen reference to a flooding
questionnaire to be completed online. For those who were victims of the 2007 flood
and have a PC, I would advise the following direct route to the on-line questionnaire

that not everyone may use a PC, I have asked OCC for paper copies which may be
collected from the village shop.
                                             There are some important issues raised

                                             future developments on the flooding
                                             issue so I would ask those who were
                                             victims of the 2007 flood to complete the
                                             questionnaire please as a matter of
                                             some priority.

The Big Butterfly Count
The big butterfly count is a nationwide survey aimed at helping us assess the health
of our environment. It was launched in 2010 and an impressive 10,000 people took
part, counting 210,000 butterflies and day-flying moths across the nation. Many more
people, some 34,000 in fact, joined big butterfly count 2011. This year's big butterfly
count will take place from Saturday 14th July - Sunday 5th August 2012.
Why count butterflies? - Butterflies react very quickly to change in their environment
which makes them excellent biodiversity indicators. Butterfly declines are an early
warning for other wildlife losses. That’s why counting butterflies can be described as
taking the pulse of nature. The count will also assist us in identifying trends in species
that will help us plan how to protect butterflies from extinction, as well as understand
the effect of climate change on wildlife.
How to take part? - Simply count butterflies for 15 minutes during bright (preferably
sunny) weather during the big butterfly count. We have chosen this time of year
because most butterflies are at the adult stage of their lifecycle, so more likely to be
seen. Records are welcome from anywhere: from parks, school grounds and gardens,
to fields and forests.
If you are counting from a fixed position in your garden, count the maximum number
of each species that you can see at a single time. For example, if you see three Red
Admirals together on a buddleia bush then record it as 3, but if you only see one at a
time then record it as 1 (even if you saw one on several occasions) – this is so that
you don’t count the same butterfly more than once . If you are doing your count on a
walk, then simply total up the number of each butterfly species that you see during the
15 minutes.
You can submit separate records for different dates, and for different places that you
visit. Remember that your count is useful even if you do not see any butterflies or
moths.
You can only send in your sightings online at www.bigbutterflycount.org.
Unfortunately, we cannot accept any counts sent in on paper or by email, text or
phone. Anyone can take part, young or old, but if you are under 16 you’ll need a
parent or guardian to assist when you submit your count online. The website will be
open to receive records throughout July and August.

Faringdon and District Rotary Club
From the 27th June it will be my privilege to take over as President of Faringdon and
District Rotary Club. We are a very active club and will support many local and
international projects in what is going to be a very busy year.
This July we will be fundraising by checking tickets and selling programmes at the
Royal International Air Tattoo at RAF Fairford.
We will be in Steventon cooking chips and beef burgers to feed the people attending
the “Truck” festival.
In September we plan to take a group of local school children to see the Paralympic
Games in London.
In the autumn we will again be paying for the Life Education Bus to attend some local
Junior Schools to teach the children life skills, such as drug awareness.
In October seven of us will travel to Nepal to take part in a volunteer house building
week organized by Habitat for Humanity.

Clanfield Football Club
I am writing this article just as the queen celebrates 60 years on the throne, and it is
interesting to note that the Hellenic League, the competition in which Clanfield have
been playing for the last 45 years was in fact formed shortly after the Queen's
Coronation in 1953.
I have looked at Clanfield's overall record in Hellenic League games at first team level
and it reads Played 1432 Won 511 Drew 301 Lost 620 Scored 2345 Conceded 2559.
14 of these seasons were spent in the Premier Division and their record for these is
Played 434 Won 171 Drew 98 and Lost 165 scored 745 conceded 711, as opposed to
a record of Played 998 Won 340 Drew 203 and Lost 455 scored 1,600 and conceded
1,848 in Division 1.
Interesting facts are that the team's victory at New College Academy on the opening
day of last season was their 500th in league, that Kevin Lewis's equalizer in the last
game of the season against Carterton was their 1,600th in division 1, while the
second game of the season to come will be their 1,000th in division 1.

Thames Valley Police
The team completed a speeding operation with Roads Policing on Tuesday 29 May
on Clanfield Road/Bridge Street, Bampton and 30 motorists were dealt with. We also
dealt with 15 motorists on Shilton Road, Carterton.
Please be mindful to lock and secure your push bikes/scooters when out or at your
home address as there have been several thefts in Carterton. We are doing our best
to stop this but as the saying goes ‘prevention is better than cure’. A 15-year-old male
from the Carterton area has been charged with 12 offences, mainly thefts of bikes/
scooters.
There have been a number of incidents involving dogs injuring other dogs or their
owners. Please keep your dog under control and be mindful if trying to separate dogs
fighting.
As the weather has been glorious there have been a number of fires due to
disposable BBQ’s being thrown away when not completely extinguished or being lit by
dry grass, please bear this in mind.

Elderflower Cordial
Diluted with plenty of iced water elderflower cordial
makes a refreshing drink to be enjoyed on those
balmy summer afternoons and evenings (when it
eventually arrives!).
This recipe is from my Mrs Beeton’s Concise Book
of Cookery and is worth a try:
           Ingredients:
                 900 g / 2lb Caster Sugar
                 30 g / 1 ½ oz Citric Acid
                 1 Lemon
                 10 Elderflower Heads, washed and drained
Pu the sugar in a lartge heatproof bowl. Add 600 ml / 1 pint of boiling water and stir
until the sugar has dissolved. Stir in the citric acid.
Grate the lemon and add the rind to the bowl, then slice the fruit. Add the lemon slices
to the bowl with the elderflower heads. Cover and allow to stand for 12 hours or
overnight. Strain through muslin, bottle and store for 1 month before serving..
Makes about 600ml / 1 pint
