MINUTES OF REGULAR MEETING
Board of Education Monday, September 13, 2004
CANTON CITY SCHOOL DISTRICT
The Canton City Board of Education met in regular session on Monday, September 13,
2004, at 7:15 p.m. at Lehman Middle School, 1400 Broad Ave. NW, Canton. Members
present: Nadine McIlwain, Richard S. Milligan, Frederick C. Harold, John M. Rinaldi and
Fred R. Thompson.
President McIlwain presided.
The Pledge of Allegiance was led by President McIlwain.
Staff members in attendance included Dianne Talarico, Catherine Aukerman, and James
Reinhard.
At this time President McIlwain welcomed Jan Kennedy from The Repository; Alan Zarek
from WHBC; Terrance Jones from the City of Canton; Jim Watson, President of OAPSE
Local #107; Jackie Leisure, President of OAPSE Local #609; and Barbara Stanley,
President of OAPSE Local #161.
04-308 Mr. Milligan moved, seconded by Mr. Harold that the Canton City Schools Board of
Education agenda for September 13, 2004 be approved with one addendum.
Roll call: Ayes; Milligan, Harold, Rinaldi, Thompson and McIlwain.
Motion carried.
04-309 Mr. Harold moved, seconded by Mr. Rinaldi that the minutes for the regular meeting held
August 30, 2004 be approved.
Roll call: Ayes; Milligan, Harold, Rinaldi, Thompson and McIlwain.
Motion carried.
At this time Ms. Talarico recognized the recent retirees that were in attendance. A brief
reception followed.
At this time Catherine Aukerman reported on the good things happening in Canton City
Schools which included:
- Freshman Academy nature center
- 100% of Worley Elementary students returned the rights and responsibilities
response forms
- 500 people attended Clarendon Elementary beginning of the year meeting
- Gibbs Elementary ice cream social was attended by several hundred people
- Harter Elementary 2nd grader, Hannah Saunt competing a national braille
competition
- Fairmount Elementary received a $100 grant for their safety patrol
- McKinley High School speech team needs judges
At this time President McIlwain referred to a letter regarding Debbie Wensel and the
successful opening of the school.
At this time President McIlwain noted that several people had requested to speak during
the Hearing of the Public:
- David Greene, 702 33rd St. NE, spoke regarding the safety of gay and lesbian
students in the schools
- Eric Resnick, 1828 Grace Ave. NE, spoke regarding the safety of gay and
lesbian students in the schools
- Cleo Lucas, 805 24th St. NE, asked for clarification of naming and renaming
school owned facilities and asked if there are written procedures for this
process.
- Kay Averette, 1966 Woodland Park, asked what is in a name. She stressed
the need to be focused on what happens in the schools.
- Terrance Jones, 512 19th St. NE, spoke about the accomplishments of Paralee
Compton
- Vincent Watts, 1445 15th St. NW, spoke about the character of Paralee
Compton and stated that the renaming of Lathrop School is appropriate

- Tammy Ross, 3706 Kaiser Ave. NE, spoke about the Timken High School
wrestling program and noted that Coach Courtney mentored her son
- Tim Smith, 914 Concord, noted that Coach Courtney turned a losing wrestling
program into a winning program in a short period of time
- Emmit Jones, Sr., 1028 Sherrick SE, spoke in favor of Coaches Ron Courtney
and Jason Blackiston and asked the board to reconsider
- Betsy Blackiston, 718 28th St. NE, noted that Coach Ron Courtney and her
husband Jason are always available for the children
04-310 Upon the recommendation of Dianne Talarico, Superintendent, Mr. Milligan moved,
seconded by Mr. Harold that the following items be approved:

04-311 Upon the recommendation of Dianne Talarico, Superintendent, Mr. Harold moved,
seconded by Mr. Rinaldi that the Board of Education approve participation in the Unique
Program Agreement for the 2004-2005 school year. The program includes the School
Districts of Alliance, Canton Local, Massillon, Perry and R. G. Drage as students
participate at R. G. Drage in career tech opportunities not offered in their own districts.
Roll call: Ayes; Milligan, Harold, Rinaldi, Thompson and McIlwain.
Motion carried.
04-312 Upon the recommendation of Dianne Talarico, Superintendent, Mr. Rinaldi moved,
seconded by Mr. Thompson that the Board of Education approve the two-year Agreement
between the City of Canton and the Canton City School District for the Canton Police
Department to provide on-duty police officers at McKinley and Timken Senior High
Schools, as attached to these minutes.
Roll call: Ayes; Milligan, Harold, Rinaldi, Thompson and McIlwain.

04-313 Upon the recommendation of Dianne Talarico, Superintendent, Mr. Thompson moved,
seconded by Mr. Milligan that the Board of Education approve the Grandparent Tuition
Waivers for the 2004-2005 school year for the following students:
Xavier X. Randle to attend Canton City from Plain Local
Christopher Prowell-White to attend Canton City from Plain Local
Teren Prowell-White to attend Canton City from Plain Local

04-314 Upon the recommendation of Dianne Talarico, Superintendent, Mr. Milligan moved,
seconded by Mr. Harold that the Board of Education acknowledge the following donations:
To the middle school and high school libraries, the book, Flags of our Fathers, from Ms.
Andi Michelson.
To the Library Resource Center at Souers Middle School, $100.00 from the Canton
Lincoln Alumni Association.
To McKinley Senior High School, $2,209.44 from the McKinley Senior High School class
of 1977.
To the Canton City School District, Wal-Mart Gift Certificates for school supplies totaling
$760.00 and various supplies from An Act of Kindness.

At this time Ms. Talarico also thanked the local churches for their generosity and
donations.

alternates in the amounts submitted by the contractors listed below for Phase II of the
Parking Development Plan for the Timken Campus Project, as on file in the Business
Manager’s Office;
Site Work: Vasco Asphalt Co. $332,070.00
Electrical: Wood Electric Co. $ 64,000.00
Be It Further Resolved that this Board of Education does hereby reject all other bids.

Motion carried.
At this time President McIlwain mentioned that she recently saw one of her former
students who thanked her for what she did many years ago. She noted that teachers
often receive their thanks late.
At this time Mr. Harold stated that if you want to change the world become a teacher.
04-317 There being no further business to come before the Board, Mr. Thompson moved,
seconded by Mr. Milligan, that the meeting be adjourned.
Roll call: Ayes; Milligan, Harold, Rinaldi, Thompson and McIlwain.
Motion carried. The meeting adjourned at 9:03 p.m.
