       A team of officers of Crime Branch led by Inspr. Bal Kishan Badola and
consisting SI Gurmeet Singh, HC Pyare Lal, Ct. Parmanand, Ct. Amit, Ct. Rajendra
and Ct. Yogendra under the supervision of ACP Bir Singh and overall supervision of
Addl. DCP/Crime Sanjay Bhatia have apprehended a Foreign Tourist Guide involved
in drugging foreigners and then decamping with their goods. Electronic items worth
lacs of rupees recovered. 4 cases of drugging and decamping with goods of Foreign
Tourist have been worked out.

       On 06/05/2012, there was specific information that a Foreign Tourist Guide
involved in drugging of foreign tourists and then decamping with their goods would
be come to Najafgarh, Delhi. On this information a trap was laid and Robert @ Ravi
(aged 32 years) s/o Jospeh r/o Najafgarh, Delhi was apprehended. Robbed
electronic and other items of the foreign tourists have been recovered. A case
under the appropriate sections of the law was registered.

       Robert @ Ravi was subjected to intensive interrogation. It was revealed that
Robert @ Ravi left studies after completing his primary school. However, he
acquired fluency in spoken English and became a tourist guide for foreign tourists.
But his earnings were not enough to meet his requirements as he was fond of
wearing branded clothes, shoes and was in the habit of using costly perfumes. In
order to earn quick money he alongwith his father decided to rob foreign tourists of
their belongings. On 30/12/2005, Robert @ Ravi alongwith his father Joseph were
apprehended from the area of Mandir Marg when they were decamping with the
goods of an Irish National after drugging him.

        After his release from jail in 2011, he again decided to start robbing foreign
tourists after drugging them. He targeted Red Fort and Chandni Chowk area of
Delhi as his area of operation. He posed himself as a tourist and after entering the
premises of Red Fort or in the area of Chandni Chowk he befriended single foreign
tourists and gradually won their trust. Once the foreign tourist became friendly
with him he used to invite him to have dinner. He would then hire an Auto Rickshaw
which would be boarded by him and the foreign tourist. In the Auto Rickshaw he
would give the foreign tourist biscuit laced with sedatives. He would then ask the
Auto Rickshaw Driver to take them to a deserted place where he would get down
with the foreign tourist. Once the foreign tourist became unconscious he decamped
with their belongings. His interrogation has led to working out of the following four
cases:-

     1.      On 13/03/2011, he befriended a Swedish Tourist while watching the
             “Light and Sound Show” at Red Fort. He invited him for dinner and while
             going to dinner in a TSR he offered him biscuits laced with sedatives and
             then took him to a deserted place and when the foreign tourist became
             unconscious he decamped with mobile phones, passport and other
             documents. The mobile phone and the money belt have since been
             recovered.
     2.      On 17/06/2011, he befriended a French Tourist Woman again inside the
             Red Fort. He befriended her and convinced her to go to India Gate. There
             he gave her biscuits laced with sedatives. When she became unconscious
             he decamped with her belongings which included Camera, Electronic Note
             Book, and other documents. The camera and electronic note book have
             been recovered.
     3.      On 11/03/2012, he befriended a South African foreign tourist in the area
             of Chandni Chowk. He convinced him to go to Raj Ghat and while going in
             Auto Rickshaw, he gave him biscuits laced with sedatives. He took him to
             a deserted placed and when he became unconscious he decamped with
             mobile phone, laptop, pen drive and other items. Laptop, pen drive,
             mobile phone and some other items have been recovered.
     4.      On 02/05/2012, he befriended a Japanese Foreign Tourist in the area of
             Chandni Chowk. He convinced the foreign tourist to go to a Restaurant
             and while going in an Auto Rickshaw, he gave him biscuits laced with
             sedatives. When he became unconscious he decamped with camera,
             mobile phone, I.Pod, and passport. Camera, I.Pod and mobile phone
             have been recovered.

    Three notorious criminals arrested
    Two of them were wanted in Sonepat jail break case of
     January, 2012
    Three sophisticated pistol and eight live cartridges recovered.

      A team of officers of Crime Branch led by Inspr. Sunil Kumar and
consisting of, SI Ravinder Verma, SI Ravinder Teotia, SI N.S. Rana, HC Ajay
Kumar, HC Ieed Mohd. HC Ravinder Baliyan, HC Vikram, HC Dharmender,
Ct. Prem Pal, Ct. Surender, Ct. Sajjad Ali, Ct. Kusum Pal, Ct. Udai, Ct.
Manoj, Ct. Aslup and Ct. Rakesh under the supervision of ACP Udai Vir Singh
Rathi and overall supervision of Addl. DCP/Crime Sanjay Bhatia have
apprehended three notorious criminals active in Delhi and Haryana. Three
sophisticated pistols, eight live cartridges and one Motorcycle have been
recovered from their possession.

      On 05.04.12, HC Ieed Mohd. received specific information that two
persons would come near Kali Mandir, DDU Marg, Minto Road, Delhi and
they would be carrying illegal arms. Acting on this tip off, a trap was laid and
two youths were apprehended. They were identified as i) Ravinder Singh @
Sonu (aged 25 years) s/o Kartar Singh r/o Village Silothi, PS Sadar
Bahadurgarh, Haryana and ii) Jitender @ Jony @ Goggi (aged 22 years) s/o
Mehar Singh r/o Village Alipur, Delhi. From the possession of each accused
one sophisticated pistol and three live cartridges were recovered. One Hero
Honda Splendour Black colour motorcycle was also recovered from their
possession. A case under the appropriate section of law was registered
against them. On 06/05/12, their close aide Shiv Kumar @ Tony (aged 21
years) s/o Suraj Bhan r/o Bhakoli, Delhi was apprehended and from his
possession one country made pistol and two live cartridges were recovered.

       All the accused persons were subjected to intensive interrogation. It
was revealed that Jitender @ Johny @ Goggi and Shiv Kumar @ Tony were
involved in the Sonepat Jail Break case of 2012. On the intervening night of
17/18.01.2012, there was prison break by 8 dreaded criminals from Sonepat
Jail, Haryana. Those 8 criminals had conspired with some of the jail staff and
their associates outside jail to pull off their escape. 5 jail staff members and
10 other persons, who had conspired and provided logistic support were also
arrested but accused Jitender @ Jhony @ Goggi and Shiv Kumar @ Tony,
the main conspirators, were still at large. Accused Jitender @ Jhony @
Goggi and Shiv Kumar@Tony had close proximity with the above said 8
dreaded criminals lodged in Sonepat jail. The accused persons used to have
continuous interaction with the inmates by virtue of connivance of jail staff.
On the day of their escape, they had purchased a 20 feet long ladder and a
few iron cutting blades from the market. They were in constant touch with
these criminals on mobile phone. The inmates told the exact location where
to throw the Iron cutting blades from outside the perimeter of the jail so that
the same could reach them with the help of jail staff. It was a day with
dense fog, which also provided a natural shield in achieving their goal. Thus
by cutting iron grills, these 8 criminals made good their escape from
Sonepat Jail.

PROFILE

   1.     Jitender @ Johny @ Goggi did his schooling from Alipur Delhi. He
          was earlier arrested in attempt to murder, assault and arms act
          cases of police station Alipur, Delhi.
   2.     Ravinder @ Sonu had studied upto 10 th class. He had a criminal
          history and was earlier arrested by Haryana police in Arms Act.
          Presently he was residing in Sec 24 Rohini and was running a small
          time finance company in the area of Sant Nagar, Burari. He used to
          give the loan to people in need at high interest rates with or
          without guarantee. In the process some people returned the money
          to Ravinder @Sonu while others refrained. He used the muscle
          power of Jitender @ Johny for speedy recovery of his dues.
   3.     Shiv Kumar @ Tony did his schooling from Open School, Delhi. He
          has been arrested earlier in a case of hurt of PS Alipur of 2007. He
          is jobless and about four years back he came in contact with
          Jitender @ Johny.

        Haryana police has been informed regarding their arrest.

INFORMATION/OPERATION

         On 06.05.2012, a secret information was received to HC Jai Bhagwan that
some autolifters are expected to come at Sant Nagar, Tilak Nagar area with a stolen
motorcycle. The information was immediately conveyed to Insp. Raman Lamba, SHO
Tilak Nagar. This information was brought into the notice of Sh. Pankaj Kumar Singh,
ACP Tilak Nagar and on his direction a raiding team under the supervision of Insp.
Raman Lamba, SHO/Tilak Nagar comprising of HC Jai Bhagwan and Ct. Vinod was
formed. The team took position at Sant Nagar near Ganda Nalah and started checking
of the vehicles by erecting barricades. The team noticed two boys on one motorcycle
coming from Sant Nagar side. On pointing out by the informer, the motorcycle was
stopped at the barricade and was checked. While checking, they tried to flee away but
were overpowered by the alert staff. During enquiry, they could not produce any
document of motorcycle which was found to be stolen. Thereafter, they were
interrogated at the length. During interrogation they revealed their names as Arun @
Bunti and Jitender @ Pahari.

INTERROGATION AND MODUS OPERANDI

          During sustained interrogation, they confessed their involvement in the theft
of motorcycles. They stated that after stealing the motorcycle they used to dismantle
it and sell the parts. They further stated that they sell the tyres of the motorcycle to
the local boys who used to ride motorcycle on one tyre and showing stunts on the
roads. The excess demand of tyres encouraged them to be involved in autolifting
vigorously. With this earning they used to live lavish life.

                            BOOTLEGGER ARRESTED

      The staff of Police Station Maya Puri, West District has arrested a bootlegger
namely Vijay Kumar and recovered 85 cartons of illicit liquor (made for sale in
Haryana only) from him.

PROFILE OF ACCUSED ARRESTED

          Vijay Kumar S/o Lt. Sh. Shri Kishan R/o village Dulhera P.S. Bahadur
Garh, Distt. Jhajjar, Haryana- age 24 years. He has studied upto 8th class and a
school dropout. He is a RTV driver and also a supplier of high quantity liquor.

RECOVERY MADE

1.   A total number of 85 Cartons (Petti) containing 4080 quarters of illicit
      liquor, made and for sale in Haryana only.
2.   Tempo TATA 407 No. HR 63 B 5719.

INCIDENT AND TEAM

           In the early morning of 06.05.2012, Inspector Sushil Kumar, SHO/Maya
Puri received an information through secret informer about transportation of illicit
liquor in a TATA 407 Tempo through Mayapuri area. On this information under the
supervision of Sh. Pankaj Kumar Singh, ACP/Tilak Nagar a team comprising of SI
Sat Narain, ASI Mohd. Yubsiroon, HC Bijender Rana, HC Sanjeev Kumar, Const.
Ravinder and Const. Madan Lal headed by Inspector Sushil Kumar, SHO/Maya Puri
was constituted and a thorough checking of         vehicles was done by putting
barricades near Junk Market Red Light Main Mayapuri Road. At about 4.55 AM a
white colour Tempo TATA 407 bearing registration No. HR 63 B 5719 was coming
from Pankha road side. The Tempo was stopped at Junk Market Red Light and was
checked thoroughly. Inside the Tempo which was covered by a Tripal, a total
number of 85 cartons which contained 4080 quarters of illicit liquor (made in
Haryana was found). The illicit liquor along with aforesaid Tempo was seized and
after registration of case, accused Vijay Kumar, who was driving the said Tempo,
was arrested.

INTERROGATION AND MODUS OPERANDI
           During interrogation, accused stated that he used to carry the illicit liquor
from Bahadurgarh area of Haryana for supplying them in Ghaziabad, UP area of
Greater Noida almost on regular basis. Due to the high price of liquor in UP area he
used to get a better margin. He was supplying this illicit liquor alone. Usually he
use to choose early morning hour, to pass through Delhi via Pankha Raod and outer
Ring Road, because at this time the police presence is found very less and roads
are also found to be free from vehicular traffic.

     MEWATI GANG OF HIGHWAY ROBBERS BUSTED- LOOTED TRUCK RECOVERED
                         WITH THE HELP OF GPS.

          The staff of Police Station Nangloi, West District has busted a Mewati gang of
highway robbers namely Shabir Khan and Rizwan and recovered the looted truck within 24
hours.

NAME AND PROFILE OF ACCUSED ARRESTED

1.        Shabir Khan S/o Joruddin R/o Village Hamir Pur, District Palwal, P.S Hathin,
          Haryana. Age-30 years Education-2nd Class dropout.
2.        Rizwan S/o Babu Khan R/o Village Shakkars P.S Firoz Pur Jhirka, District Nuh,
          Haryana, Age 22 years Education- Illiterate.

RECOVERY MADE

     1.   One Truck No. RJ-06-GA-6147 (Ten tyres).
     2.   One country made revolver ( Deshi Katta) with one live cartridge.

INFORMATION AND OPERATION

          On 05-05-2012 a case FIR No.115/12 U/S 392/397/506/411/34 IPC and 25/54/59
Arms Act. P.S Nangloi, Delhi has been registered on the statement of Sh. Ashok Kumar S/o
Sh. Jattu Ram R/o Village Poonda, District Kathuwa, J&K, age-32 in which he has alleged
about the robbery of his truck. Immediately, a team comprising of ASI Ranbir Singh, HC
Bhunesh, Const. Sandeep, Const. Deepak, Const. Daya Ram, Const. Ravinder and Const.
Mahesh under the supervision of SHO/Nangloi was formed and put on the task. First and the
foremost, the owner of truck was interrogated thoroughly from which it came to light that
the truck was fitted with GPS, device. Soon after getting this information, the team swung
into action and started tracking GPS system. The truck was chased by police party and it
was located at Jind near Jind industrial area and above mentioned accused persons were
arrested.

INVESTIGATION AND INTERROGATION

           During interrogation, they confessed their crime and stated that they are indulged
in this crime for the past few months. Their modus operandi was to loot the vehicle and
leave the driver at the lonely place of the border of Delhi and run away in the opposite
direction of that border so that police can be misled that the accused persons might have
crossed the border from that side. After leaving the driver when they cross opposite side of
the border of Delhi, they used to steal the cattles (cows) and load them in the truck and
take them to Mewat. In Mewat they used to sell the truck and the cows.

   AN INTERSTATE GANG OF NOTORIOUS ROBBERS/ DACOITS
    BUSTED.
   6 ACCUSED ARRESTED AND A SENSATIONAL BLIND CASE OF
    DACOITY OF RS.43 LACS AT LOHA MANDI, GHAZIABAD (UP)
    WORKED OUT.

      Staff of AATS of South District has arrested six notorious members
of an interstate gang of dacoit/robbers who were involved in a sensational
dacoity of Rs. 43 lacs at Loha market, Ghaziabad, UP.

ACCUSED ARRESTED:

  1. Bhart (19 years) S/o Rampal R/o VPO Amritpur, District Aligarh, U.P.
  2. Rakesh (24 years) S/o Ganga Parshad R/o H. No. A-914, Gali No. 20,
     Pocket-4, Sonia Vihar, Delhi.
  3. Shyam Lal @ Ghanshyam (35 years) S/o Devi Ram R/o L-100, Prem
     Nagar-II, Village Karari, Delhi.
  4. Radhey Shyam @ Chhotu (24 years) S/o Girija Parshad R/o S-803, J.J.
     Colony Mangol Puri, Delhi.
  5. Guddu Sharma (35 years) S/o Ram Parkash Sharma R/o E-115, Bharat
     Vihar, Begampur, near Brahma Shakti School, Delhi.
  6. Sushil Shukla (25 years) S/o Shriniwas Shukla R/o D-429, J.J. Colony
     Mangol Puri, Delhi.

TEAM, INCIDENT & ARREST :

      A team of AATS, South District consisting of S.I. Balihar Singh, HC
Arvind Kumar, HC Sukhvinder and Consts. Balram, Kanwal Singh, Yoginder
Singh, Govind and Muninder headed by Inspr. Hira Lal, I/C AATS and under
the overall supervision of Sh. Kulwant Singh, ACP/Operations was formed
and tasked to develop information about the criminals involved in robbery /
dacoity at gun point.
       The team so formed worked relentlessly and collected details of
several gangs of criminals with similar modus- operandi and activated their
secret informers to collect the information of the criminal's gang who are
involved in robbery / dacoity at gun point. These details were analyzed
minutely and it came to notice that some members of 'Ali Sher' gang and
'Sudhir Kala' gang have formed a new gang which is being headed by a
hardcore criminal 'Sombir' of Ghaziabad and they are involved in spate of
car jacking and armed robberies incidents in Delhi and N.C.R. The hard
work of police team bore results and upon specific information accused
persons namely Bhart and Rakesh of this gang were apprehended on
06.05.12 at 4.40 P.M from Indira Market, R.K. Puram while they came to
meet their other associates. They confessed their involvement in a dacoity of
Rs. 43 lacs at Loha Mandi, Ghaziabad, U.P. On further checking, a case FIR
No. 292/12 dated 10.04.12 u/s 395 IPC was found registered at PS Kavi
Nagar, Ghaziabad, U.P. On the basis of their disclosure the other members
of this gang namely Sushil Shukla, Radhey Shyam @ Chhotu, Guddu Sharma
and Ghanshyam @ Shyam Sunder were also apprehended from the area of
Safdarjung Enclave near Kamal Cinema and they were all arrested vide DD
No. 11 dated 06.05.12 u/s 41.1 Cr.PC AATS/South District.

INTERROGATION, MODUS OPERANDI AND PROFILE :

     During interrogation, it has been revealed that this gang is headed by
Bittoo, Ramparkash and Inderpal, all residents of Chandosi, Muradabad (UP).
These three main persons have further formed their separate groups of
burglars. It also revealed that the present group is headed by hardcore
criminal 'Sombir' of Ghaziabad (U.P). Aizaz Ahmed @ Raju , Bijender @ Bidi,
Din Bandhu, Sushil Shukla, Shyam Lal @ Ghanshyam, Radhey Shyam Gupta
@ Chhotu, Dhir Singh @ Kala, Raju Nepali and Guddu Sharma are main
active members of this gang. They all have past record of involvements in
various heinous cases of robbery and murders. Aizaz Ahmed, Shyam Lal @
Ghanshyam and Radhey Shyam Gupta @ Chhotu are Bad Characters of
Delhi. Sombir is involved in a number of murders and robberies etc. He has
jumped parole in a murder case of Delhi.

       Aizaz Ahmed was initially member of 'Alisher gang’ who committed a
triple murder with robbery in the area of PS Saraswati Vihar in 2008. But
after release from jail, he joined 'Sombir gang’. Bijender @ Bidi has recently
been released from Tihar jail after 11 years in a murder case. Shyam Lal @
Ghanshyam and Radhey Shyam Gupta have been recently released from jail.
Dhir Singh @ Kala was initially member of 'Sudhir Kala-sansi gang’ who
committed a series of armed robberies in 2008 but after parole jump, he
also joined this gang. The other members of this gang are also involved in
similar heinous cases. They have informers like Rakesh, Rajeev and Acharya
etc. in various wholesale markets, Hawala markets and other areas where
there is flow of money. These informers further pass the information to the
gang    members      and   these    hardcore  criminals   further   commit
robberies/dacoities. They generally used new vehicle for each incident and
the vehicles are snatched by car jacking.

      In the present case, the information about transaction of huge money
in the late evening from the shop of Anoop Jain, a trader of Loha Mandi,
Ghaziabad was given by one Bhart who was ex-employee of Sh. Anoop Jain
to Rakesh Kumar of this gang.          Rakesh Kumar further passed this
information to Shyam Lal @ Ghanshyam in the month of October 2011.
Shyam lal @ Ghanshyam along with other gang member hatched conspiracy
to rob cash from Anoop Jain.

       The gang member did reconnaissance of the area several times. On
06.04.12, in furtherance of the conspiracy, Sombir, Radhey Shyam @
Chhotu, Sushil Shukla and Dhir Singh @ Kala went in a Accent car, stolen
from the area of PS Mianwali, Delhi to rob the cash from Sh. Anoop Jain but
on the way they lost sight of the car of Anoop Jain and hence they could not
succeed. At that time, Ghanshyam @ Shyam Sunder was in Jail in a case of
robbery at Shahdara, Delhi. Shaym Sunder @ Ghanshyam managed parole
and was released from jail on 08.04.12. On 10.04.12, Sombir, Sushil Shukla,
Aizaz Ahmed @ Raju, Bijender @ Bidi and Din Bandhu went in a Ritz car,
stolen from the area of PS Rajouri Garden to commit robbery and loot cash
from Sh. Anoop Jain. On that day, car was driven by Sushil Shukla while
others were carrying fire arms with them. They all reached at about 07.30
P.M and took position near the shop of Anoop Jain at Loha Mandi,
Ghaziabad. At about 08.30 P.M, when Anoop Jain was keeping briefcase
containing cash in his car, all the four gang members fired and snatched
briefcase from him and fled from the spot in Ritz car. The looted amount was
distributed by the gangsters amongst themselves.

      Shyam Lal @ Ghanshyam was born in the year of 1977 at
Paharganj. He has studied up to 10th class. He shifted to Prem Nagar in the
year of 1990. Initially, he involved himself in the supply of illicit liquir and in
1994, he joined Balraj-Anoop gang. He is BC of PS Aman Vihar, Delhi and he
has several involvements of heinous crimes like robbery, dacoity and
murders etc. He is married and has two daughters and one son. His son is
working in Tihar Jail with a private contractor.

      Radhey Shyam @ Chhotu was born in the year of 1988 at JJ Colony,
Mangol Puri, Delhi and he has studied up to 9th class. He is also selling CDs
in the weekly market. He is married. He is BC of PS Sultan Puri. He is one
of the active member of this gang.
       Sushil Shukla was born in the year of 1987 at village Aliya Pur,
District Hardoi (UP). He along with his family shifted to Mangol Puri of Delhi
in the year of 1995. He has studied up to 7th class. He is married. His father
is selling items in the weekly market. He started his criminal activities last
year and joined this gang through Aizaz Ahmed. He was first time arrested
at PS Mangol Puri in a property dispute case. Later on, he was arrested in
robbery case of PS Begam Pur.

      Rakesh was born in the year of 1988 at village Gehna, District
Bullandshehar (UP). He is illiterate. He is married and has two children. His
brother has a tailoring shop at Kanjhawla. Through his brother, he came in
contact with Shyam Lal @ Ghanshyam and joined this gang last year and
started providing information to this gang. He has been arrested for the first
time.

      Bharat was born in the year of 1993 at Village Amritpur, Aligarh (UP).
He is doing B. Com from Aligarh. His father is a small businessman at village
Amritpur. He is distinct relative of Rakesh Kumar who induced him to join
gang and provide information about flow of money in the Loha Market,
Ghaziabad where he was employed. He has been arrested for the first time.

       Guddu Sharma was born in the year of 1977 at Village Madhia,
District Aligarh, (UP). He has studied up to 8th class. He is married and has
three children. He is in the business of dye making. He has recently joined
this gang and he is used by the gang for conducting reconnaissance of the
area.

       The concerned police station has been informed in this regard. Further
efforts are continued to arrest the remaining gangsters.

   HUGE QUANTITY OF ILLICIT LIQUOR SEIZED : BOOTLEGGER ARRESTED


         On 06.04.2012, on the basis of a tip off, a raid was conducted at H. No. 7029, Gali No.
1, Mata Rameshwari Nehru Nagar, K. Bagh, Delhi and a total of 114 half English wishkey, 142
quarter English whiskey 249 bottles of bear make Haward 5000, 317 half English wishkey, 435
quarter English wishkey, 102 half country made liquor make Rasila Santra Masala, were
recovered. Accused lady namely Rekha w/o Anil Kumar r/o H.No.7029, Gali No. 1, Mata
Rameshwari Nehru Nagar, Karol Bagh, Delhi was arrested.

INCIDENT & TEAM

          On 06.04.2012, a secret information was received by local police that a huge quantity of
illicit liquor is kept in a H. No. 7029, Gali No. 1, Mata Rameshwari Nehru Nagar, K.Bagh,
Delhi, for the purpose of sale during dry day on the occasion of “Budh Purnima”.
        A team was formed by consisting ASI Tarsem Kumar, Constable Jitender No. 725/C and
W/Ct.Seema, No.9093/DAP was formed under supervision of Inspr. Narendea Tyagi,
SHO/Prasad Nagar ACP/Karol Bagh, Sh.N.S.Ghumman, Delhi. After verifying the facts, raid
was conducted at H. No. 7028, Gali No. 1, Mata Rameshwari Nehru Nagar, K.Bagh, Delhi.
During the search of the said house, a huge quantity of illicit liquor containing, 114 English
wishkey, 142 quarter English wishkey, 102 half country made liquor make “Rasila Santra
Masala” for all sale in Delhi only were recovered and a lady namely Rekha w/o Anil Kumar r/o
H.No. 7029, Gali No. 1, Mata Rameshwari Nehru Nagar, K.Bagh, Delhi, was arrested on the
spot. In this regard a case vide FIR No. 91/12, dated 06.05.2012, U/s 33 Delhi Excise Act, PS
Prasad Nagar, was registered and investigation was taken up.

      Further investigation/interrogation is in progress.


PROFILE

         Rekha w/o Anil Kumar r/o H.No. 7029, Gali No. 1, Mata Rameshwari Nehru Nagar,
K.Bagh, Delhi, age about 35 yrs. is a BC of the area. Her husband Anil Kumar is unemployed
and suffering from Tuberculosis (TB) disease. She is a bootlegger and due to poor financial
status of her family, she started selling illegal liquor. A total of 20 Excise Act cases are
registered against her at PS Prasad Nagar, Delhi.

   SENSATIONAL CASE OF ROBBERY CUM ABDUCTION SOLVED, TWO
 ARRESTED, ROBBED PROPERTY BRASS SCRAPS WORTH Rs. 12 LAKHS
                         RECOVERED.

Highlights:-
    Sensational robbery cum abduction case of PS New Usman Pur.
    Assistant was abducted along with the truck loaded with Brass
      scraps.
    The driver succeeded in escaping from the clutches of the criminals.
    Two arrested, one is having criminal background.
    Robbed property worth Rs. 12 Lakhs recovered.


       With the arrest of two robbers named Azhruddin s/o Jamaluddin r/o
K-67, New Seelampur, Delhi and Anish @ Kalwa s/o Moinuddin r/o H.No.
E-16/B-114, New Seelampur, Delhi, North East Distt. Police has solved a
sensational case of robbery cum abduction registered at PS New Usmanpur,
Delhi.

INCIDENT:-

      On 30.04.12, an incident of robbery cum abduction took place in which
the complainant namely Dharambir s/o Palla Ram and his assistant Sahib
Singh were abducted by some unknown persons alongwith his Motor Vehicle
(Swaraj Mazada) bearing No. HR58A0158. They were taken towards Karawal
Nagar meanwhile the complainant succeeded in escaping from their clutches
and reported about the incident. Accordingly a case vide FIR No. 118 dated
01.05.12 u/s 392/365/34 IPC at PS New Usman Pur was registered and
investigation was taken up. After two hours of the incident, the assistant Sahib
Singh was let free by the robbers.

TEAM AND OPERATION:-

      To apprehend the culprits involved in crime and to recover the looted
property, several teams headed by Inspectors were formed under the close
supervision of Shri Chandra Kant, ACP Seelam Pur. All the teams were brought
down in action.

      During the course of investigation, several teams were formed and were
assigned the jobs from different angles. Several raids were conducted at
various places & several persons were interrogated continuously. From the
analysis of crime & entire sequence thereof, prima facie there was strong
suspicion that this crime could have been committed by some local criminals.
For the same, several boys in the neighborhood with dubious character i.e.
ruffians, smack addicts were picked up and interrogated. Even, close relatives
of the complainant were also put under scanner. With painstaking nd
relentless efforts, various pieces of evidence, testimony and information were
linked to solve the intrigue puzzle of case. The background of the complainant
was thoroughly analyzed to learn about his background, antecedents and his
past movement.

       On 05.05.12, the team headed by Inspr. N.R. Lamba, SHO/Jafrabad
comprising of SI Gaurav Chaudhary, HC Pawan Kumar, Ct. Chattar Singh and
Ct. Arif developed a source of information and intelligence. Working on a secret
tip off the team succeeded in apprehending two persons namely Azhruddin s/o
Jamaluddin and Anish @ Kalwa s/o Moinuddin. With their arrest, 3.5 tons of
looted brass scraps were recovered.

INTERROGATION: -

       On sustained interrogation, the accused persons spilled the beans. They
disclosed that they along with three other persons committed the said robbery
cum abduction. The hijacked vehicle was taken to destination by Anish @
Kalwa and further he left it abandoned in UP, Bagpat to divert the investigation
of police.

RECOVERY:-

            The robbed truck.
            3.5 tons of looted brass scraps worth Rs. 12 Lakhs.

  (1)   Azhruddin s/o Jamaluddin r/o K-67, New Seelam Pur, Delhi (age 25
        Yrs) is educated upto 7th class and works as a labourer. He is
        married, having two daughters. He is previously involved in two
        criminal cases including of Dacoity And Theft.

  (2)   Anish @ Kalwa s/o Moinuddin r/o E-16/B-114, New Seelam Pur,
        Delhi (Aged 25 Yrs) is a driver by profession, who drove away the
        hijacked vehicle. He is educated upto 5th class.

           Further investigation is in progress to apprehend remaining co-
        accused persons.

    SENSATIONAL MURDER CASE OF A CRIMINAL SOLVED OUT, TWO
                         ARRESTED


      With a the arrest of two accused persons namely Waseem s/o Chhote
Ahmed r/o H.N. 270, Gali No. 6, Chauhan Bangar, Jafrabad, Delhi aged 24
years and Shariq S/o Mohd Asfaq r/o D-18, opp. Central Bank, Seelam Pur,
Delhi 22 years old, the North East District Police has solved the sensational
murder case of one criminal Nazar Abbas s/o Gulam Raza.

INCIDENT:-
      On 04.05.12, one Nazar Abbas s/o Gulam Raza was shot dead in the
area of PS Welcome. He was declared brought dead in hospital. Accordingly a
case vide FIR No. 161/12 dated 04.05.12 u/s 302/34 IPC was got registered in
PS Welcome and investigation was taken up.

TEAM:-

      Keeping in view the gravity of case and to solve the case at earliest, a
dedicated team headed by Insp. Yogesh Malhotra, SHO/Welcome comprising
Insp. Manmohan Kumar, SI Manoj, HC Sunil, Ct. Trilok, Ct. Surendra, Ct
Umesh, Ct Virendra was constituted under the close supervision of Sh.
Chandra Kant Talwar, ACP/Seelam Pur to arrest the culprits.

INVESTIGATION & EXAMINATION:-

       During course of investigation, scene of crime was properly protected and
preserved for lifting scientific & forensic evidences. The crime team was also
summoned for minutely scanning the scene of crime and aid, assist the local
police in lifting the scientific evidences. With painstaking and relentless efforts,
various pieces of evidence, testimony and information were linked to solve the
intrigue puzzle of this murder. The background of deceased victim was
thoroughly analyzed to learn about his background antecedent and his past
movement including last seen.

      From the inquiry, it revealed that on the day of incident, deceased Nazar
Abbas was called by two motor cycle riders from his house. Later on, he had
come to house in injured conditions and disclosed to his father that two Shariq
and Kashif @ Govinda had assaulted him with gun. Further it also revealed
that the deceased had also criminal history and he was previously involved in
two criminal cases.

       During further course of investigation, the team developed source of
intelligence through secret informers and with the help of this exercise, raids
were conducted to trace out the accused persons, but no fruitful result. It also
came to notice that one Waseem is also involved in this case. On 06.05.12,
accused Shariq was arrested from his house on secret information and accused
Waseem s/o Chhote Ahmed was arrested on his instance from his house.
       On thorough examination, both the accused disclosed that a rivalry is
going on between the deceased Nazar and them as all of them are from criminal
backgrounds. Some day ago, hot arguments also took place between them over
the issue of money. Deceased Nazar had threatened Shariq to face dire
consequences. To get rid of Nazar, Shariq hatched a plan with his associates
namely Kashif @ Govinda, who is also a known criminal of the area, and
Waseem to eliminate Nazar. In pursuant to plan, on 04.05.12, he along with
Waseem took deceased Nazar from his house and Govinda @ Kashif
accompanied them in the way. They all four went near Kabristan Pulia in the
area of PS Welcome and Govinda shot Nazar Abbas, who succumbed to
injuries.


Profile:

       Shariq s/o Mohd. Asfaq r/o D-18 opp Central Bank Seelam Pur, Delhi.
        He is 22 years old and works as a Mechanic. He has four brothers in his
        family. His brother Akhlak is also a criminal.
       Waseem s/o Chote Ahmed r/o H.N. 270 Gali No.6, Chauhan Bangar,
        Jafrabad Delhi is 24 years old. He runs a chicken shop. He is previously
        involved in one criminal case of hurt.



         Further investigation is in progress to apprehend the remaining co-
    accused Govinda.

                                               ORDER

             Whereas a large numbers of complaints are being received that people purchasing liquor
vends often start consuming in front of liquor vend and at other public places. Venders selling eatable
and juices at time also station themselves unauthorizedly outside liquor vends which further facilitate this
undesirable activity. At times, Baratis accompany Barats also openly drink liquor etc., on the Roads while
the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and
quarrels causing serious injuries/death and damage to public and private property. This affects the peace
and tranquility of the area and creates problems in maintaining law and order. It is also a punishable
offence u/s 40-A, Delhi Excise Act-2009.
2.           And whereas it is necessary to take speedily measures in this regard to prevent danger to
human life and safety and to thwart/prevent untoward incidence that may affect the peace and tranquility
of the area.

3.    Now, therefore, in exercise of the powers conferred upon me by section 144 Criminal procedures
Code, 1973 read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No.
11036/1/2010-UTL dated 09.09.2010, I Ram Singh, Asstt. Commissioner of Police, Sub-Division
Gokal Puri, North-East District, Delhi do hereby make this written order for strict compliance by the
owners of such liquor vends in the area of Sub Division Gokal Puri, North-East Distt., Delhi.

               a)      Install CCTV with sufficient number of Camera and recording system to cover up
        to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor,
        facilitating consumption of liquor or any unauthorized vender stationed in the coverage area.

              b)        The CCTV system should become operational within 15 days from the date of
        issue of this order.

              c)      The recording system shall preserve a digital record of CCTV coverage for not less
        than 10 days.

              d)        The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a
        daily basis which shall then be handed over to the Beat Constable of the area, against proper
        receipt in a register to be maintained at the liquor vend.

               e)       Before starting sales for the day, the manager of the liquor vend should ensure the
        CCTV system is in a proper working order and in case any defect noticed, immediate action to
        get it rectified should be taken. An entry should be made in the register and intimation in writing
        should be sent to the police station simultaneously to be got duly received from the Duty Officer
        of the police Station mentioning Daily Diary Number on the intimation.

               f)       During the course of monitoring of the CCTV System, the Manager of anyone
        specifically designated by the Manager for real time monitoring of CCTV Cell immediately
        inform the police Control Room at Telephone No.100 and also nearest police Station in case any
        illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

              g)       The vend owner shall display prominently at least two bilingual sign boards
        mentioning the drinking in public place is an offence and standing of unauthorized vendors
        outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall
        also be mentioned on the signboards.

4.      This order shall come into force with effect from 09.05.2012 and shall remain in force for a
period of 60 days i.e. upto 07.07.2012 (both days inclusive) unless withdrawn earlier.

5.       Any person contravening this order shall be punishable under Section 188 of the Indian penal
Code.

6.      As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall
be published for the information of the public through the press and by affixing copies on the Notice
Board of the offices of all Districts, Police Stations concerned and the offices of the MCD, NDMC,
PWD, DDA, DMs, FC, Tehsildar etc.

Police stations of North-East District, it is apprehended that terrorist/anti-social elements may
seek hideouts in the residential areas of the said Police Stations/North East District and there is

     landlord/owner/person of any house/property which falls under the jurisdiction of Sub
     Division Gokul Puri, North East District, Delhi shall let/sublet/rent out any accommodation
     to any person unless and until he has furnish the particulars of the said tenant(s) to the
     Station House Officer of the Police Station concerned. All persons who intend to take
     accommodation on rent shall inform in writing in this regard to the Station House Officer
     concerned in whose jurisdiction the premises fall. The persons dealing in property business
     shall also inform in writing to the Station House Officer concerned, in whose jurisdiction
     the premises fall about the particulars of the said tenants.

 ONE WOMAN CHEATER INVOLVED IN MANY CASES OF CHEASTING ARRESTED BY
             THE STAFF OF PS K.N.K. MARG, OUTER DISTRICT


HIGHLIGHTS:-
    One accused namely Monika Singh arrested.
    One case of cheating worked out.

BRIEF FACTS:-
       With the arrest of Monika Singh D/o K. C. Singla R/o Flat No. 102, Bolly Wood
Heights, Tower-10, Peer Muchallla, Zirkh Pur, District-Mohali, Punjab a cheating case has
been Worked Out.

INCIDENT:-
        Sh. Jaivir Sharma S/o Sh. Jot Ram Sharma R/o B-3/18, Sunrise Apartment, Sector-
13, Rohini, Delhi had lodged a complaint against one Monika Singh W/o Sh. Rupender
Singh R/o Flat No. 102, Bolly Wood Heights, Tower-10, Peer Muchallla, Zirkh Pur, District-
Mohali, Punjab regarding cheating of Rs. 89 Lacs for sale of Flat No. 7152, Sector B-10,
Vasant Kunj, New Delhi. According to Jaivir Sharma a sum of Rs. 2 Lac was paid to Monika
Singh as earnest money on 14.08.11 when the deal was executed. Thereafter, he paid Rs.
28 Lacs through cheque and Rs. 59 Lacs cash on 16.08.11 and Monika Singh got registered
the sale deed in respect of the above flat in favour of him at Sub-Registrar Office,
Kapashera, Delhi. One Ramphal was the witness in paper. One day when the complainant
went to Vasant Kunj to take the possession of the flat, he came to know that Monika Singh
is involved in many criminal cases at Delhi and in other states and the flat in question was
sealed by CBI in their case. When the complainant contacted Monika Singh, she assured him
to return his money and gave him two cheques of Rs. 40 Lacs and 20 Lacs. But the cheques
were bounced. When he again contacted her, she threatened him of dire consequences. On
further inquiry from DDA, it was found that the allotment file of the flat was seized by CBI
on 31.11.2K. During the inquiry Monika Singh and Ramphal were not traced. A Case vide
FIR No. 112/12 Dated 20.03.12 U/S 420/467/468/471/120-B IPC P.S K. N. Katju
Marg was registered and investigation was taken up by Inspr. Yashpal Singh.
INVESTIGATION:-

        During the course of investigation, the relevent documents of the deal were seized.
It was found that the Monika Singh was never the owner of the property. She had prepared
forged and fabricated documents of the property and cheated the complainant by posing
herself as legal and bonafide purchaser, thereby causing wrongfull loss to the complainant
and a wrongfull gain to herself. The members of the team made several raids at the hide-
outs of accused Monika Singh at Delhi and other places but she could not be apprehended.
        On 03.05.12, Inspr. Yashpal Singh, P. S. K .N. Katju Marg along with his staff got a
specific information regarding the presence of accused Monika Singh at Kapashera. The
members of the team immediately swung into action and managed to arrest the accused
Monika Singh while she was selling the same flat to another person.

INTERROGATION:-

       During the course of sustained interrogation, accused Monika Singh confessed the
commission of committing cheating with the complainant Jaivir Singh. During the course of
interrogation it has been transpired that there are many property related fraud cases in
Delhi, Chandigarh and Yamuna Nagar registered against Monika Singh and other members
of her gang.

              The gang is operational in NCR Delhi, Haryana, Chandigarh and Punjab. The
members of Monika Singh Gang include Karan, Ramphal and Om Prakash.
              Monika Singh is the prime accused in various Bank and property related
frauds. In one Bank fraud case, Monika Singh prepared forged documents of the property
and availed a loan of Rs. 14.5 Lacs from Chandi Chowk Branch of Allahabad Bank. In this
connection a case vide FIR No. 271/01 U/S 420 IPC has been lodged in P.S. Kotwali,
Delhi.
              In another property and bank fraud of similar nature was registered vide FIR
No. 113/10, dated 13.04.10 at P.S. Rani Bagh, Delhi. During investigation it also came
to surface that she had sold this flat to many persons at Pinjore (Haryana) and Chandigarh.
Monika Singh is also facing multiple cases of cheque bounce at Chandigarh.

PROFILE OF ACCUSED PERSONS

               Monika Singh aged 42 years. She is graduate in fashion designing from
Chandigarh. She married twice and have two grown up children. She got divorced from her
first husband in the year 2001. In the year 2002 she started a small boutique at Pitampura,
Delhi and stayed there up to March 2004. Where she came into contact with Dr. Rupender
Singh, who instead of marrying her, just maintained live-in-relations. Thereafter she came
into contact with some cheaters and got engaged in cheating and fraud cases.
