Education, Sociology, Anthropology, Social Work and Psychology

At least 2x year of relevant experience. Preference will be given to local candidate having working
experience in INGOs

Job description of MEAL Officer
Core Responsibilities:

        To develop effective and efficient Monitoring, Evaluation, Learning and Accountability systems
         at field office level;
        To implement and manage Monitoring, Evaluation and Accountability systems at field level
         including collating, compiling, analyzing program learning and subsequent reporting on all
         Muslim Aid interventions;
        To implement and manage Accountability to stakeholders/beneficiaries mechanism by
         introducing such system which facilitates beneficiaries to register timely complaints and give
         them access to share their feedback on MAP interventions;
        To contribute in carrying out researches/assessments for identifying new areas of intervention
         or expanding scope of existing interventions;

Monitoring & Evaluation
      Ensure that all the projects’ activities given in projects’ plans are taking place effectively and
       efficiently, if activities being implemented are not according to the given plan or some of the
       activities are missing then communicate to relevant program manager/coordinator and MPPC to
       ensure implementation of those activities;
      Regularly share field visit plans/field visit reports of MER officers with Manager PPC and give
       recommendations to improve overall quality of program interventions
      Responsible for the evaluation of different projects and activities and coordinate with the team
       on any further changes or new initiatives
      To work in coordination with the Technical Managers/Coordinators in the preparation of project
       proposals, situation analysis and monitoring frameworks for all projects
      Be involved in the field assessments/surveys and field visits of all projects for the purpose of
       monitoring and assessment of implementation in coordination with the MER officers
      Develop, review, and revise log frames and performance monitoring frameworks (PMFs) for
       project/program proposals in coordination with technical managers
      Will be responsible for formation of TORs for any external evaluations (if required by the
       donor/HQ/MAP) and facilitation of external evaluators during evaluation in coordination with
       concern technical manager, MPPC and HOP.


      Ensure that accountability to beneficiaries becomes a core element and success indicator for all
       program activities
      Provide practical leadership on certain accountability activities, including the management and
       expansion of a complaints and response mechanism in areas of interventions
      Manage the complaints and response mechanism in the areas of intervention and make sure
       that complaints are logged and addressed in a professional and timely manner
      As a result of complaints received and addressed, provide regular feedback to the MPPC and
       team to improve program interventions
      Work with all staff in the organisation to increase awareness on accountability through training,
       coaching, informal support and in other ways as identified


      Support the existing and further development of a useful system that will be used to plan,
       monitor and evaluate the impact of the HQ and donor funded projects of MAP
      Contribute towards design, development and management of monitoring, assessment and
       learning tools and methods
      Participate in designing and execution of specific studies in co-ordination with MPPC and sector
       managers/coordinators as part of post intervention assessments of outcomes and short term
      Participate in project planning and development process to share programmatic learning from
       completed and ongoing projects
      Participate in meetings at field offices and country office level to present key learning based on
       monitoring, evaluation and accountability to beneficiaries system
      Ensure that assessment results, beneficiary feedback, and lessons learned are disseminated and
       inform program development and improvement
      Will be responsible for timely submission of all project reports according to donor/HQ needs
      Will ensure timely submission of monthly and quarterly reports of Pakistan office to HQ.
