HEALTH & SAFETY NEWS
                       Welcome back after a not so warm and sunny summer break!
                       A busy term lies ahead with Firework displays and Christmas plays!
                       New guidance is available regarding Firework displays and the storage of fireworks.
                       See H & S Bulletin 141.
                       When putting on your Christmas plays please remember to monitor the number of people in
                       the hall, ensure that any Christmas lights have been checked for safety and that no
                       Christmas decorations are hung near a heat source. Please see your general schools code
                       of practice (1 Secondary, 25 Primary and 33 Special) and bulletin 118 for advice.

                       The Internal Monitoring Checklist
                       As you should all be aware, we have spent some considerable time compiling a new
                       electronic monitoring form for schools to complete on line. Although the new system is now
                       on the Schools Infolink please do not use it until we send out confirmation to you as there
                       are some technical blips that need to be tested before you can use it.

                       Secondary Schools Health and Safety Co-ordinators meeting
                       The next meeting is booked for 29 October at Wickford CDC.

                       Bruce Clements, the County Educational Visits Co-ordinator will be coming to discuss the
                       process for overseas trips and any other educational visits queries you may have.

                       There will be the normal question time for any other issues you would like to raise. Please let
                       us know in advance if there are specific questions you would like answered as this gives us
                       time to gather all the relevant information for you.

                       Please complete the attached form and return to the HSAS if you wish to attend.

                       There will be a charge of £35.00 per person to cover the costs involved for this session.

                       Please note that this is only for Secondary School H & S Co-ordinators!

                       Fire Risk Assessment
                       A new fire risk assessment and guidance is now available on the Schools Infolink. You will
                       need your password to go into the secure area under Health and Safety, Standards.

                       Safe use of Plaster of Paris
                       We have received queries from schools regarding Action Bulletin 134 on the use of Plaster of
                       Paris querying if it applies to 'Modroc' as well. CLEAPSS have included 'Modroc' in their
                       position statement on the use of Plaster of Paris in Primary and Secondary schools
                       respectively and can be accessed via their website at http://www.cleapss.org.uk/prifr.htm

                       The Health and Safety Advisory Service – what do we provide for you!
                       Are you one of the many schools that are not sure what the Health and Safety Advisory
                       Service provides for you? In short, we supply you with all the advice and guidance you
                       need to enable you to meet legislative requirements. We carry out monitoring to ensure
                       that you are compliant and provide training to help you become competent in your Health
                       and Safety responsibilities. We provide a dedicated support desk (01245 436896) where a
                       qualified Health and Safety Adviser will answer your queries and a dedicated email
                       address if you prefer to send us a message Healthandsafetyinformation@essexcc.gov.uk .
                       All of our guidance is available on the Schools Infolink under Service Areas, Health and
                       Safety. You will need a password to access the secure area where our codes of practice,
                       standards and bulletins are kept. If you don’t have a password then complete the form on
                       the front page of the Infolink (one is also attached at the end of this newsletter) and return
                       to the address at the bottom of the form.
                       New Headteachers/Health and Safety Co-ordinators receive a personalised one to one
                       Health and Safety Induction. This will now also cover how to access information on the
                       Schools Infolink.
                       Are you a Headteacher or Health and Safety Co-ordinator who has been in post for some
                       years? Would you benefit from a personalised, one to one Health & Safety Induction
                       refresher? This provides an opportunity to improve knowledge of your health and safety
                       responsibilities and gain additional confidence in this area. This is available for a small
                       charge of £50.00. For more details or to arrange an appointment, ring (01245) 431513.
                       Headteachers who may have been a head for some years but recently changed schools
                       may also benefit from a refresher induction.

                       support you in meeting your health and safety responsibilities. We want to communicate
                       clearly and promptly and in the most appropriate way for you. We need your help in
                       achieving these aims and your views help us to ensure we are getting it right.

                        HSE myth of the month - re use of egg boxes in crafts
                        The Health and Safety Executive have produced a webpage detailing Health and Safety
                        myths. The August myth is the use of egg boxes in craft classes.

                        The following is an extract from the HSE website.

                        ‘The reality

                        This story started after a school briefly banned children from using cardboard egg boxes
                        to make things, threatening years of Blue Peter tradition. They were concerned that
                        children might catch salmonella.

                        Within a few days the school realised there was guidance from the County Council and an
                        organisation for teachers called CLEAPSS, making clear that as long as egg boxes and
                        toilet roll centres look clean, there is no reason why they should not be used.

                        Future guidance will be issued in the form of Standards. This will be available from the

                        cut down on the amount of bulletins that are produced.

                        Good Practice Identified During School Audits
HEALTH & SAFETY NEWS

                        The following were identified as good practice during some school audits and it was felt
                        they may be useful to share.

                        1)     Stickers are issued to children who have received head bumps to wear for the rest
                               of the day to inform others that they may have concussion etc.

                        2)     Copies of the actual ‘prescription’ are kept in the school medical record book to
                               ensure that the correct dose is given.

                        3)     Headteacher always goes out with new teachers on first educational visit.

                        4)     School appoints a Christmas Co-ordinator- they find this works really well as a
                               stress buster.

                        5)     Mid-day assistants of a small Primary school wear colour coded tabards to indicate
                               to children:-
                                    Red-First Aid-injury assistance
                                    Blue-Organising games
                                    Yellow-General duties

                        6)     Emergency stickers- Issued to a responsible pupil to take to office to indicate that
                               assistance is needed. Also colour coded for different types of emergencies

                        7)     Weekly inspection checklists for each classroom, returned to the Headteacher.

                        BAALPE to AfPE
                        BAALPE and PEUK have amalgamated to create The Association for Physical Education
                        thereby creating a new single physical education subject association whose aims include
                        the provision of a range of information in the subject area. They also produce a range of
                        publications and resources, many of which were previously published under the auspices
                        of the individual bodies.

                        Places for the Occupational Stress Risk Assessment course are limited to a maximum of 20 per

                        European Week for Health and Safety at Work - 22 to 26 October

                        This year’s European Week campaign ‘Lighten the Load’ is dedicated to
                        musculoskeletal disorders (MSDs). The aim of the campaign is to support employers,
                        workers, safety representatives and other stakeholders in improving MSD prevention.
                        The Health and Safety Executive website http://www.hse.gov.uk/campaigns/euroweek/
                        has more information.

                        The Health and Safety Advisory Service is in the process of planning a number of
                        initiatives that will be communicated via the Schools Infolink.
