MEMORANDUM OF INSTRUCTION

SUBJECT: INPROCESSING PROCEDURES FOR SOLDIERS ASSIGNED TO
DUGWAY PROVING GROUNDS AND/OR TOOELE ARMY DEPOT

1. PURPOSE. (1) To outline procedures for in-processing into Dugway Proving Grounds
or Tooele Army Depot through Fort Carson Colorado (2) To outline the procedure of
processing for any soldier facing Uniformed Code of Military Justice.

a. Initial Arrival Procedures:

       (1) Soldiers from Dugway/Tooele Before arrival at Fort Carson, NCOIC of
Preventive Medicine will (a) appoint a sponsor (b) coordinate with MEDDAC 1SG to
secure billeting for soldier (BLDG 1013) and (c) set up an appointment with the Soldier
Readiness Processing Site.

       (2) Soldier’s in-processing through the Welcome Center will make contact
with Preventive Medicine to be assigned a sponsor upon notification of their arrival.

b. Sponsors’ will be responsible for all transportation including pick-up/drop-off from
airport.

c. In-processing Procedures / Pending UCMJ Action / New Arrival.

        (1) Soldier from Dugway/Tooele Upon arrival to Colorado, the Soldier will be
met at the airport by the assigned sponsor. Sponsor will contact Preventive Medicine
NCOIC to notify of Soldier’s arrival. Soldier will then be transported to BLDG 1013
(MEDDAC Barracks) to sign for temporary quarters. Sponsor will provide Soldier with
in-processing itinerary. Solider will need to bring all required paperwork needed for
Soldier Readiness Processing Site, Medical and Dental records.

       (2) Soldiers who are Pending UCMJ action will follow the same procedures as
outlined below.

       (3) Any Preventive Medicine soldier completing a mission at Fort Carson who is
not normally stationed on this post will be assigned a Sponsor who will assist the Soldier
with his/her mission tasks. Sponsor will follow the duties and responsibilities outlined in
this memo.

d. The required uniform for the Soldier will be BDU’s. Soldiers will be required to
conduct PT with Preventive Medicine Careline.

e. Sponsor will escort Soldiers to all required locations.

f. Upon completion of the Soldier’s mission, soldier will be released to the parent unit.
