The Gorge Parish Council

Minutes of the Full Council meeting of The Gorge Parish Council held on
Tuesday 21st June 2011 in The Gorge Parish Council Office at 7pm.

FC/2011/085: Apologies and Attendance: Apologies were accepted from
Councillor Osmund-Smith. Present Councillors Bragg, Hobson, Oldershaw, Hodge,
Davies Mackenzie and Whitehouse.
FC/2011/086: Public Session: No members of the public were present.
FC/2011/087:Declaration of Interest: a. Prejudicial. None.
b. Personal. None.
FC/2011/088:Review policies: It was RESOLVED to continue using the policies in
their current form. Councillor Oldershaw agreed to write a contingency plan.
FC/2011/089:Minutes of the full council meetings held on Tuesday 17th May 2011
and planning meeting 7th June 2011. It was RESOLVED to sign and approve the
minutes of the meeting held on Tuesday 17th May 2011 and planning meeting held on
Tuesday 7th June 2011.
FC/2011/090: Borough Councillors: Cllrs D Davies, T Hope and C Mollett.
Borough Councillor Davies: Councillor Davies reported that the £££ for projects
scheme is being slightly amended and will have a different name. Each ward will
have funds of £1000 per ward councillor. Councillor Davies would like to work in
partnership with the Parish Council to match fund and use the money to support the
whole ward. Clerk to add to the next agenda. He has now arranged dates for his
surgeries. There will be one each Saturday rotating around the four communities
within the ward. Coalport first Saturday at YHA cafe, Coalbrookdale Second
Saturday Greenwood Cafe, Ironbridge Third Tea Emporium and Jackfield fourth
Saturday Lena’s arty cafe. All will be 10.30 to noon expect Greenwood Café which
will be 11am to 12.30pm.
Borough Councillor Mollett: He too will have funds from the Community fund to
consider spending. His ward is trickier to determine where the funds will be spent.
There will be £2000.00 to spend in the ward because it is a two member ward.
FC/2011/091: Strategy Day: It was decided to hold the event in the autumn when
there will be more indication of TWC’s plans and Councillors will have attended a
few more meetings. Clerk to have some dates for the planning meeting.
FC/2011/092: Matters Arising: a. Various matters raised with TWC:
 a. Pavement at the top of Calcutts will not be resurfaced on the 17th June.
b. Enforcement matter. A complaint had been received regarding signage at the Deli
Dale. An application was sought but not received complete. It has been decided it is
not in the public interest to pursue the owners via the enforcement system.
c. Jiggers Bank. A meeting has been arranged on 16th June with TWC, Police and
SGCT to try to find a way forward. More information at the meeting.
d. Central Café. A resident was concerned work had been carried out not in
accordance with the planning consent. The enforcement officer and conservation
officer at TWC are happy with the work so far. The concern was about a door being
replaced.
e. The traffic lights at junction with Calcutts Road and Ironbridge Road Jackfield are
now repaired.
f. Gulley along Shakespeare carpark Coalport. Works will not go ahead in this
financial year.

g. Street lighting in Coalbrookdale there has been problems with a change of
ownership with the contractors and the type of work the new company will carry out.
b. Coalport/Reynolds Wharf path. All the forms to confirm the walk has been used
by residents are now in clerk to forward to TWC.
c. IronbridgeViaduct. TWC has established the structure is their responsibility.
However it is not part of the capital funded asset database. Work would have to be
funded from outside sources or from other parts of TWC. A general walkover will be
carried out to ascertain the condition.
FC/2011/093: Reports: a. Coalbrookdale. The entrance to Rough Park near the
Castle Green Cemetery Lincoln Hill/Beech Road has been gated off with a kissing
gate. The new entrance prevents disabled access and pushchair access. Clerk to find
out if there is anything that can be done to change the access to allow disabled and
pushchair access. path 110.
b. Coalport. The Gulley between the Shakespeare Inn Car park and highway is now
breaking up with the cobbles becoming loose. Clerk to report.
c. Jackfield. Ferry Road is breaking up badly especially past Maws Craft centre.
Clerk to report.
d. Ironbridge. Western Power has been replacing telegraph poles around Hodge
Bower. Some drilling has caused problems within properties. Councillor Oldershaw
has reported this to TWC. Works are continuing but not in the same area. Councillor
Oldershaw will email information to clerk. Clerk to contact TWC regarding utilities
working in the Gorge with heavy equipment. A new group has been formed to protect
the meadows between Hodge Bower and The Beeches. Ironbridge Meadows and
Pastures. It is hoped their plans will be included within the WHS Plan which is being
reviewed.
e. Lightmoor. There are still problems with traffic in and around the school. Clerk to
contact Borough Councillor Mollett to work together on trying to find a solution. The
state of the un adopted roads around Lightmoor is poor. Councillor Mackenzie will
provide information.
FC/2011/094: a. Financial: a. Invoices to pay: It was RESOLVED to pay SLCC
£186.00, STROWP £4000.00, Printer £245.00, Mrs J Madeley £992.15, Inland
Revenue £400.92 and Shropshire Council £256.61.
b. Direct Debits: e.on £174.24 (electric), Elite Calls £54.94. Noted.
c. Consider subscription to Local Council Review £27.00. It was RESOLVED to
subscribe.
d. WHS Festival fireworks. Consider spending £600 rather than £500.00. It was
RESOLVED to pay £600.00 for the display at the WHS Festival.
e. Confirmation 4 courses booked for two councillors. Noted.
FC/2011/095: Planning: a. New Applications: 1 2011/0446 Mrs V Lambert,
Beech House, Lincoln Hill, Ironbridge. Erection of a 1.4metre high close boarded timber
fence. Full Planning.The Gorge Parish Council has the following comments to make on this
application. The Parish Council has no objection to this application providing the fence height
is lowered, the sight line at the junction of Church Road and Lincoln Hill is no impeded. (it
currently is). The Parish Council also wants to see year round screening of the fence.
2 2011/0466 Mr R Skinner, 26 Reynolds Wharf, Coalport. Erection of satellite dish to rear
of dwelling (retrospective).Full Planning. The Gorge Parish Council has no comment to make
on this application.
b. Decisions See list of decisions. 1 2011/0239 Mr A Gunnell, 15 Jockey Bank,
Ironbridge. Change of use of existing public house (A4) to form 2 residential apartments.
Full Planning Comment               20/04/11 The Gorge Parish Council has no comment to make
on this application.       Decision          21/06/11 Full planning permission.

2. If the windows and doors on the building are to be replaced, no development shall take
place until detailed specification and drawings including sections of the proposed windows
and doors at a scale 1:10 together with details of proposed finishes shall be submitted to and
approved by the LPA prior to the works commencing. The development shall be carried out
in accordance with the approved details.

3. Development shall not take place until a scheme of foul drainage and surface water
drainage has been submitted to, and approved in writing by the LPA. The approved scheme
shall be completed before the development is occupied.
4. Development shall not commence until details have been submitted of measures to reduce
the possibility of k known flooding issues associated with the foul flows from the existing
public house recurring. The information submitted should include plans showing the
proposed line of the foul sewer up to its connection with the receiving public sewer. The
approved scheme shall be implemented in full prior to first occupation of the residential units.
5. The development shall be carried out in accordance with the deposited plans and drawings
as stated below, unless otherwise agreed in writing by the LPA.
 2       2011/0288 Mr A Broadbent, 37 The Lloyds, Ironbridge
Erection of 1m high boundary fence (retrospective).Full Planning.
  Comment                     04/05/11The Gorge Parish Council objects to this application for
the following reasons:
1. The fence encroaches on land belonging to no one.
2. The Parish Council see no reason why the fence needs to be so near the road. There
appears to be no reason why such a fence could not have been put around the boundary of
the applicants property.
3. The fence is a danger to pedestrians. It is so close to the verge of the road that
pedestrians trying to avoid cars could get hurt on the barbed wire.
4. The barbed wire has been installed in an unconventional way attached to the post on the
top rather than the side.
5. There is now no verge for cars to safely pull in when two meet. this was possible before
the fence was erected.
6. The fence is a physical danger to both traffic and pedestrians in its current position.
7. The applicant states the fence is for safety, the type of fencing is agricultural in form and
would keep livestock in but not humans out.
  Decision       21/06/11 2. The developmnet shall be carried out in accordance with the
deposited plans and drawings as stated below, unless otherwise agreed in writing by the
LPA. Location plan date received 15.4.11 and plan number 1B date received 2.6.11.
3. Within two months of the date of this decision the existing fence in its entirety shall be
removed from the existing location and the ground reinstated to its former condition..
Reason: to ensure the unauthorised development is removed from the site.
4. Notwithstanding the details on the approved plans no consent is given for barbed wire
across the length of the approved fencing. Reason The proposed barber wire is
uncharacteristic of the WHS conservation area and to ensure the character of the area.
 3       2011/0296 The Valley Hotel, Buildwas Road, Coalbrookdale
Erection of a free standing gazebo formation of a new tarmac area and construction of a new
retaining wall. Full Planning Comment              04/05/11
The Gorge Parish Council has no comment to make on this application.
Decision                     21/06/11
2. Development shall not take place until samples of types and colours of all external
materials, including stain to gazebo and brick skin for retaining wall, and hard surfacing have
been submitted to and approved in writing by the LPA. The development shall be
carried out in accordance with the approved details.
3. Ground clearance, demolition or construction work shall not take place until details of
protective fencing in accordance with BS5837:2005, including implementation timetable have
been submitted to and approved in writing by the LPA. The development shall be carried out
in accordance with the approved details. The protective fencing shall be maintained for the

duration of the works and no vehicle, plant, temporary building or materials, including raising
and or lowering, of ground levels, shall be allowed within the protected area(s).

Felling of Ash Tree Comment 18/05/11 The Gorge Parish Council has no comment to make
on this application.      Decision         21/06/11 Trees in Conservation Area Consent
c. TWC letter from Councillor S Davies regarding planning decisions and £££ for
projects. The Gorge had no reason to speak at plans board meetings during the trial,
that placed all planning applications on a plans board agenda where a pc differed in
opinion to a planning officer. The Green carding system is still available. The pc
asks for an application to be green carded if the view of the planning officer is likely
to be different to the pcs.
d. Emergency tree works. TWC Arboriculture officer has informed clerk that some
emergency tree felling has been authorised near the car park at Dale End Park. Noted.
e. TWC Tree preservation order confirmed at Junction of Holywell Lane and
Burroughs Bank Lightmoor. Noted.
f. response from TWC re concerns about Duty Planning officer at twc. Clerk received
a call informing her that there is no “duty planning officer”. There is no pre
application advice service.
FC/2011/096: Environmental and highways issues. a. Valley Hotel volunteering.
Councillor Oldershaw is still trying to speak to the relevant employee at the hotel.
b. WHS Festival community meetings. The Community meeting was attended by
around 16 people. The usual concerns about the road closures and passes were raised
plus concerns about the standard of stall. All concerns it was promised would be
addressed. The business meeting was attended by a couple of businesses.
c. Reminder the South Telford Clean Sweep Week will commence on 4th July. Noted.
FC/2011/097:Ironbridge Regeneration Partnership, WHS strategy group and
STROWP. a.WHS Strategy Group project plan 2011-12.noted.
b. STROWP nature walking booklets project. Clerk has obtained a breakdown of
expenditure. Budget Headings for – Production, Management, Publication.
- Research, routes and commentary – Andrew Cutts (£4,000),
- Management/consultancy – Alec Connah acting in role outside of STROWP
(£3,330)
- Publication of materials – MA Creative (Shrewsbury)(£2,670).
FC/2011/098: Consider New Logo. It was agreed a new logo is needed to reflect the
five communities within the Parish. Clerk to ask for ideas in the Gorge Gazette.
FC/2011/099:Correspondence: a. Request for support for Broseley Town’s
Christmas lights display. (Confirmation).
