									               TERMS & CONDITIONS FOR STUDY CENTRES


 1) The centre should have easy accessibility for the learners.

 2) The centre should have at least 1500 sq. ft. of covered area with two class rooms having a
     capacity of 30 each, library, reception, counselor room , 1 janitor enclosure ,1 store room ,
     1 staff room and computer lab with 10-25 computers.
 3) There should be separate toilets for boys and girls with ‘pucca’ floor and flush system.
 4) The centre should have at least one fixed landline phone. E mail id and Internet
 5) The computer lab should have adequate computers of latest configuration with original
     software required to implant education.
 6) The centre should have Internet access facility with high speed internet connection for all
     the students.
 7) The centre should have adequate audio-visual equipment like projector, LCD and
     visual/teleconferencing facility.
 8) All the computers should have UPS attached to them and there should be proper power
     back up (Genset/ Inverter) for the entire infrastructure of the centre.
 9) Waste disposal & sewage facility.
 10) Regular water storage and running water supply with drinking water facility of standard
 11) Security arrangements as per local needs.

2.     TIMINGS:

       The study centre should function at least for 40 hours in a week. For the convenience of
       working learners, the centre should as far as possible, function on holidays and after
       routine working hours on week days.

3.     LIBRARY:

       There should be proper seating facility in the library for the learners. The library
       should have at least 200 books related to the study programmes offered. These books
       should be a mixture of reference books and text books. The library must subscribe
       daily newspapers both local & national in English & Hindi and magazines/journals for
       students to read. The library should preferably be computerized with accessibility to

          on-line library on the internet. The library should have the facility to run courses
          through audio/video CDs.

4.        STAFF:

 (i)      Counselor: The centre shall appoint a full time counselor for providing pre admission
          and post admission counseling and for conducting all the academic activities smoothly.

 (ii)     Part Time or Guest Counselor: The centre shall maintain a panel of part time or guest
          counselors, holding at least Master’s degree in the relevant subject, for each subject of
          the programme offered. Availability of these counselors should be predefined and should
          be made known to the learners and DDE well in advance.
 (iii) Coordinator: The centre should have a Coordinator who will be the administrative head
          responsible for smooth functioning of the study centre.
 (iv) Non-teaching staff: There should be adequate number of non-teaching staff for
          maintenance of the centre and its facilities.
 (V)      Security services staff.

5.        RECORD:

       The Study Centre shall maintain records pertaining to:

       a) Academic Counselors and Staff: The study centre will maintain proper record of
          available academic counselors and staff showing the attendance of academic
          counselors, their punctuality and their discipline.

       b) Learners Registers: Proper documentation of all enrolled learners will be maintained
          by study centres.

       c) Counseling Sessions: Study centres will be responsible for the counselling sessions of
          all the learners. Proper record of all the counselling sessions conducted needs to be
          maintained. It shall be open for checking by DDE/or any agency authorized by the
          DDE for the purpose at any time.

       d) Assignments: For continuous assessment of learners, DDE will ask learners to do
          assignments and their records will be maintained by the study centre.

       e) Learners queries: The Study centre shall maintain proper record of all the persons
          seeking inquiry in respect of distance education courses. DDE/ or any agency
          authorized by the DDE for the purpose can check this record at any time.

       f) Administration & Finance: The Coordinator will be the first point of contact for
          DDE. The study centre will be responsible for proper documentation of all the financial
         transactions related to the course. The Study centre will collect the fee from the learner
         either in the form of DD or Bank Challan drawn in favour of Swami Vivekanand
         Subharti University (“SVSU, Distance Education”) payable at Meerut. The Study
         centre will issue a receipt for any amount collected from a learner. The DDE/ or any
         agency authorized by the DDE for the purpose can check this record at any time.

      g) Feedback: The Study Centre shall get the prescribed feedback form filled up by every
         learner before starting of the examination.


        The study centre shall submit periodic reports which will help the DDE to judge the
        academic standards and efficiency of administration of the Study Centre. The DDE or
        any agency authorize by it, will keep a check on the performance and conduct of
        centres on regular basis. The Vice-Chancellor may constitute an expert committee for
        the inspection of the study centre at any time suomoto or on receipt of any complaint.
        The expert committee will verify the infrastructure and related academic matters. After
        inspection, a report shall be submitted by the expert committee to the Vice Chancellor.
        An additional inspection fee of Rs. 10,000/- is payable for each such inspection.


        If the Study Centre fails to comply with the norms laid down by the University even
        after due cautioning made by the University or is found involved in malafide practice,
        the appropriate action, including withdrawal of permission, shall be taken against the

        action. It will be ensured that all the students of the study centre get transferred to
        another centre of their choice before a centre is wound up.

         (1)    For proper and smooth functioning of study centre, DDE may send a team of
         experts to train the staff of the study centre. This training will be mandatory and all the
         staff members (teaching and non-teaching) need to be present in all the training
         sessions. Any absenteeism by the study centre staff will be treated as a violation of the
         terms and conditions and action may be taken accordingly.

                DDE may at its discretion hire an external agency to conduct these trainings.

         (2)    The Study Centre will be required to pay the expenses as may be assessed by
                the DDE.


      A study centre offering practical training courses should either have tie up with
      relevant practical labs of other institutions or have their own practical lab.
      The study centre shall get the prescribed practical classes conducted and after
      successful completion of the practicals, the centre will issue a completion certificate
      and the same has to be submitted to the DDE. Without this certificate, learners will not
      be eligible to appear in the examination.
      The Study centre shall inform all the learners and DDE in advance, the schedule of all
      the practicals to be conducted.


       The study centre can collect adequate number of application forms from the DDE on
       payment as decided by DDE time to time. The information brochure shall be provided
       free of charge along with the application form on payment of Rs. 125/- as application

The Study Centre will have a permanent display board of Minimum size 3’ X 2’ with
the following matter painted in blue on white base .It should be placed near the gate or
at the entrance of the building . There will however be no restrictions on the number or
size of other boards that the study centre wants to put , provided the approved matter is
adhered to. On such other boards the centre can indicate the courses offered and the
address and the contact no. & email id of the centre.

                                     Format of Display board


      If any information furnished by the study centre to the DDE is found incorrect, the
      DDE shall be free to take any action as deemed fit including withdrawal of permission
      to run the study centre.
        I. All applicants interested in managing distance mode courses of DDE under the
           Directorate of Distance Education, Swami Vivekananda Subharti University, Meerut
           should apply by filling the application form along with the Demand draft of
           Rs.10,000/- (Non refundable) which includes the registration & Inspection fee in
           favour of “SVSU, Distance Education” payable at Meerut (U.P). The fee can be
           deposited by electronic transfer also.
       II. The DDE/Agency authorized by DDE will assess the applications in the light of
           norms made by DDE, will conduct the inspection and will recommend for the grant
           of approval to the DDE.
      III. The DDE shall, after taking into the consideration the recommendation of the agency,
           will grant the LOI, which shall be communicated to the centre through the

           under the relevant section in the form of DD in the name of the “SVSU, Distance
           Education” payable at Meerut or may transfer the money by electronic transfer in the
           account of the university under intimation to the DDE/agency authorized by the

      VI. The DDE will issue the LOP after receiving the payment, which shall be
             communicated to the centre directly and/or through the agency.

        i. The directions and the orders issued by the Swami Vivekanand Subharti
           University/Directorate of Distance Education (DDE) from time to time shall be
           complied with.
       ii. The number of students admitted for each course of study in the Study Centre
           shall not exceed the limit, if any, prescribed by DDE.
      iii. There shall be no change or transfer of management of a Study Centre to any
           other agency without previous permission of DDE.
      iv.     The Study Centre shall not be wound up without prior permission of DDE.
       v.     The University/DDE reserves the right to inspect the centres as and when
              deemed fit with or without prior notice.
      vi.     The main functions of the study centre would be to issue admission forms,
              making on the spot admissions, arranging periodical contact programmes etc. as
              may be decided by the DDE and making arrangements for holding examinations
              at proper venues.
     vii.     It would be necessary to have facilities for conducting practical classes for any
              stream for which such classes are considered to be compulsory by the DDE.
              Such classes can be run either at the Study Centre or in any institution where
              such facilities are available and with whom the Study Centre has signed a
              Memorandum of Understanding.

     viii.    After obtaining approval from DDE, SVSU, the Study Centre will be required to
              arrange venues for examinations engage invigilators and ensure smooth conduct
              of examinations. Question papers, answer books etc. shall be provided by the
      ix.     The centre should obtain sufficient number of admission forms along with
              prospectus from the DDE on payment of the prescribed cost.
       x.     The Study Centre will be authorized to admit eligible students provisionally on
              the spot subject to final confirmation by DDE.
      xi.     The prescribed fee shall be collected by the Study Centre at the time of
              provisional admission by way of demand draft drawn in favour of “SVSU,
              Distance Education” payable at Meerut.
     xii.     All the admission forms along with attested true copies of the required
              certificates and the demand draft of the fee shall be forwarded by the Study
              Centre without delay to DDE for confirmation of the admission.
     xiii.    The DDE reserves the rights to inspect the premises any time during the session
              sumotto or on receiving any complain to ensure that the Study Centre continues
              to have the required facilities. An inspection fee as decided by DDE, SVSU can
              be charged for each such inspection done beside the regular inspection.
     xiv.     The DDE shall send the study material directly or through the Service Provider
              Agency to the study centre and it will be the responsibility of the Study Centre to
         dispatch them expeditiously to the learners.

  xv.    The Study Centre shall impart instructions only in the subjects and for the
         courses for which approval has been granted by the University.

 xvi.                                             ll the provisions, rules and regulations

         available for inspection as and when required by the DDE or by an authorized

 xxi.    The Study Centre shall admit only eligible students with requisite qualifications
         as per the norms prescribed by the DDE.

xxii.    The Study Centre shall not publish any advertisement for admission, even by
         mentioning “subject to approval”, unless a formal approval of the relevant
         stream/ course has been obtained.

xxiii.   The Study Centre is not permitted to issue any certificate/ diploma/ degree to the
         students, provisional or otherwise, regarding their results or completion of the
         course under any circumstances, either independently or even by mentioning
         “affiliated to Swami Vivekanand Subharti University”.

xxiv.    The Study Centre shall be responsible for conducting Personal Contact
         Programme (PCP), Practical Exposure Classes (PEC), Viva & Group Discussion
         (VGD), Personality Development Programme (PDP), Assignment Work (AW),
         Personal Project Work (PPW )and Internship & Industry Integrated Learning
         (IIIL) as prescribed (refer the latest prospectus).

xxv.     The Study Centre shall be responsible for payment of all taxes, duties, levies,
         fees and other similar costs arising because of or in connection with transactions
         contemplated under this arrangement.

xxvi.    The arrangement between the DDE and the Study Centre contemplated under
         these terms and conditions shall under no circumstances be deemed to constitute
         a joint venture, affiliation, franchising activity, agency, a partnership or
         principle-agent relationship between the parties hereto and neither party, by
            virtue of this arrangement, shall have the right, power or authority to act or create
            any obligation, express or implied, on behalf of the other party.

 xxvii.     The Study Centre shall be responsible for implementing the policies,
            programmes, and instructions of the University, as announced and/or
            communicated to the Study Centre from time to time.

 xxviii.    The services rendered by the Study Centre to the University under this
            permission shall be on an exclusive basis, and the Study Centre shall not be
            entitled to provide such or similar services to any other university, institute or

  xxix.     The Study Centre shall be solely answerable and responsible for any claim raised
            by any student under Consumer Protection Act or any other law in respect of
            services to be rendered by the Study Centre.

   xxx.     The DDE may, at its discretion, formulate an appropriate mechanism for getting
            feedback from students and parents/guardians to assess the performance of the
            Study Centre.

   xxxi.    The Study Centre shall be required to recommend venues for theory and practical
            examinations for which the number of students enrolled, the requirement of
            space, connectivity, location and other facilities will be the main criteria.

   xxxii.   The Study Centre is require to enrollment at least 100 students per year for
            renewal of the approval otherwise centre may be cancelled.

  xxxiii.   Application form can be found on our website and can be
            submitted online. The required fee can also be deposited through RTGS/NEFT in
            OBC branch SDC in the name of “SVSU, Distance Education” Meerut; our a/c
            no.52282191015961 IFC code is ORBC 0105228.

  xxxiv.    Additional “on demand examination” can be conducted on payment of additional
            fee as decided by DDE, SVSU.

   xxxv.    Termination – if any study centre is found involved in unfair mean
            activities/malafide practices or does not comply with norms of the university, the
            Centre can be terminated or penalty can be imposed for non compliance by DDE,

 xxxvi.     Total control on the working of centre will remain with the DDE, SV Subharti

 xxxvii.    Distance between two centres has to be minimum 5 km.

xxxviii.    Reimbursement upto 40% of the tuition fee will be given to the Study Centre in
            lieu of expenditure done by them.

 xxxix.     Ten percent of the collection from the tuition fee shall be spent for
            advertisement, presentation and other activities, by the dde svsu, that will benefit
            the study center. Thus the virtual return of expenses to the study center will be up
          to 50% of the tuition fee. If any centre wishes to give additional advertisements,
          it can do so on its own expenses.

  xl.     Exams will be online in due course of time in subjects /courses where ever
          possible. However in certain villages in the remote areas the DDE may consider
          the alternative way of examination if conduction of exam by online method is not

xli.      All disputes that may arise in or from the affairs and administration of
          Directorate of Distance Education shall lie within in the legal jurisdiction of the
          city of Meerut only.

xlii.     The Directorate of distance education is an integral part of the Swami
          Vivekanand Subharti University. Therefore, in all such suits and other legal
          proceedings against the Directorate of distance education, all process in such
          suits and proceedings shall be issued to and served on the Registrar of Swami
          Vivekanand Subharti University only.
