David Armstrong David has been a Legal Consultant with Mallard Consultancy Ltd since 1997. He is the resident “wig” for the Network and is also an occasional legal columnist for The Environment Health Practitioner. Amongst other consultancy work, David personally authored Defra’s guides to cleansing enforcement and street litter control notices and recently re-authored the Defra / CIWM / Keep Britain Tidy joint sponsored and approved fly- capture enforcement and local environmental quality training materials and programmes. David has also provided in-house enforcement and advocacy training for large commercial organisations such as ASDA Stores, public sector organisations such as the Institute of Licensing and the Greater Manchester Health and Safety Group, and worked extensively for local authorities from Belfast to the Channel Islands. He is an accomplished advocate with over 20 years experience in the courts. David held the position of Head of Litigation of a large Metropolitan Authority for a number of years. He is a highly experienced trainer and facilitator with a strong belief in the delivery of events in a practical but entertaining format and has been engaged to provide consultancy services to Defra and the host London Boroughs in preparation for the 2012 Olympics. His expertise is recognised both nationally and internationally: his most recent engagement being as a speaker to the Northern Ireland Litter Summit in 2009.
