Minutes of the Goring Heath Parish Council Meeting held in the Parish Hall on
Thursday 9th February 2006 at 8.00 p.m.
Present: Chairman Councillor Peter Dragonetti, Councillors, Jane Butcher, Colin Cooper, Kate Giles,
Brian Godley, and. Martin Wise Also present were Tim King (newsletter), Caroline Hadley Parish Clerk
and five members of the public who had come in connection with planning application P05/E1370 Site
adjacent to Rose Cottage.
1.Apologies for Absence. There were apologies for absence from Councillors, Caroline Brookes and Nick
Henry and from District Councillors Ann Ducker and Pearl Slatter
2. Minutes of Last Meeting The minutes of the 12th January were signed as correct.
3.Matters arising: The times of the mobile library should be put in the next newsletter
1. Parish Hall – Date for the annual parish meeting would be April the 13th at 8pm Kate
mentioned a charity who would like to come to the meeting also invite, Vicky Jordan, Scouts,
Doreen Pechey, Geoff Weir. Provide Wine Put notice in this newsletter
2. Newsletter – contributions due by this meeting.
3. Recreation Ground - The quote for a proper hard standing for the basketball goal had come
in at between £2-3,000. So it was decided to leave that for now. All the equipment was
working .A parish councillor needed to take on responsibility for it now that Brian Godley was
4. Progressing the Footway – the clerk had sent copies of the correspondence to Brian Purcell
Smith but so far no action.
5. Bus Shelter – Ben Keane needed an official order and either a deposit or the parish council to
buy the wood. It was decided that the parish council should buy the wood and that it should be
6. Website – Colin said this was progressing well.
7. Tinepits – A contract had been sent from the Solicitors. The orchard Coombe residents
Association had not been formed. A management plan for Tinepits to be put on the agenda for
the next meeting. Martin to ask Rod d’Ayla if he would advise. Peter had a form to apply for a
grant to TOE.
4. District Councillors Report. There was no district councillor’s report.
5.County Councillors Report There was no county councillor’s report
6.Planning and unauthorized developments
P06/E0055 Abbotsfield, Goring Heath Erection of garden storage shed. No strong views
P06/E0032 North Lodge, Whitchurch Hill To build a garden room. No strong views
P05/E1370 Site adjacent to Rose Cottage, Hill Bottom Road Whitchurch Hill there was a great deal of
discussion on both sides over this planning application and the parish council decided that the only fair
way forward was to have a site visit the following Saturday morning at 9.30am (after which the decision
was No strong views) The clerk to email the planning officer to let him know there would be a delay and
Caroline and nick to let them know about the delay.
Decisions by SODC
Abbotsfield, 4 Beechwood Close and The Cottage Nunney Green had all received permission.
The affordable housing had now been allocated and it was know that at least one applicant from the parish had
been refused while some one from Woodcote had got a house – Martin Wise to write to ask them to explain
how the houses had been allocated.

7.Finance The Balance on in the bank on 3rd February was £4802.19.
Untaxed interest was £8.92 Have paid in £163.34 from insurance settlement and £64.00 from adverts for the
newsletter.£40.00 from S Parker and £24.00 from ironing service total of £227.34

8..Crays Pond Management Plans. Ongoing
9.Access from Car Park to Village hall – Bill Butler would do it for a cost of £2,525. The hall trustees
would probably pay £1,000 towards it. Peter to apply for a Capital Grant for the rest as it involved disabled
10. Litter Blitz – the date was set for the 25th March – to be advertised in the newsletter time 10.am meet up
in one of the three following places Goring Heath Post Office (Caroline and Nick), The Sun (Peter and Kate),
Crays Pond (Jane).
11.Toll Bridge Peter had emailed Matilda
12. Correspondence Brain Godley had written on behalf of the fete committee and the parish council gave
permission for the fete to be held on the Recreation Ground on 27th May. There had been a letter to say that
the bid for funding from the George V jubilee Trust had been unsuccessful
13.AOB The clerk had rung SODC planning re the caravan behind the post office and was told that when
someone was renovating a house they could live in a caravan without the need for planning permission.
Theresa had had a nasty accident when she fell over one of the logs that some one had put on the grass verge
to stop cars parking. It was decided that an article should be put in the newsletter to point out that that land
was the highway and not someone’s garden so they had no right to put logs etc there – Kate to draft an article
for the newsletter. Clerk to put up notices about vacancy for a parish councillor following Brian’s resignation.
At the next meeting a parish councillor would have to be appointed to be a trustee on the Village Hall
committee. Kate would take on being the representative on the Fire Brigade charity committee. Clerk to check
re meetings in standing orders. Some oak trees had been received from SODC to plant. It was agreed that 11
am on the 28th February would be the best time for the parish council to view the new housing – clerk to
contact Sally Kelsall.
14. Date of the next meeting Thursday 9th March at 8pm in the Parish Hall
