Minutes of the Byron Shire Council Markets and Creative Industry Advisory Committee
Meeting held on Thursday 29 April 2010.

PRESENT: Cr B Cameron, Cr P Morrisey, Cr T Richardson

Cr Cameron opened the meeting at 3.12pm.

APOLOGIES: There were no apologies.

DECLARATIONS OF INTEREST – PECUNIARY AND NON-PECUNIARY

Judy MacDonald declared a non-pecuniary interest in the agenda, the nature of her interest being
Manager of the New Brighton and Mullumbimby Farmers Markets.

CONFIRMATION OF PREVIOUS MINUTES

That the minutes of the Markets and Creative Industry Advisory Committee Meeting held on Friday

1.   That the title of the Markets and Creative Industries Committee be changed to

Report No. 4.3.      Community Economic Development Work Plan 2010/11

Committee Recommendation MCI 4.3.1

That the Committee note the work plan and that a framework for the development of the
Community Economic Development Strategy be presented at the next Community Economic

Report No. 4.4.      Draft Community Economic Development Policy

Committee Recommendation MCI 4.4.1

1.   That the Committee note that the exhibition period for the draft Community Economic
     Development Policy has ended, and that one public submission was received.

2.   That the Committee recommend that Council adopt the draft Community Economic
     Development Policy, attached as Annexure 2(a) (#953197), with the following
     amendments:

     a)   The first paragraph under ‘Purpose of the Policy’ read:

          The purpose of the Community Economic Development Policy is to clearly
          demonstrate Council’s commitment to a next-generation sustainable economy that:
          i)   encourages the use of locally-grown, manufactured or value added products;
          ii)  values all the human and natural resources of the Shire;
          iii) transitions the Shire to become a resilient local economy in the Northern
               Rivers region;
          iv)  encourages economic activity and decision-making to be carried out in a
               socially and environmentally responsible and accountable manner; and
          v)   pursues and achieves desired social, environmental and economic benefits.

     b) That in the ‘Definitions’ section agriculture and food, building and construction,
        education, eco-forestry, health and natural therapies, IT and communications, and
        tourism are added, with brief definitions using the Australian and New Zealand
        Standard Industrial Classifications (ANZSIC) as a basis, as described in the body of
        this report.

     c)   That ‘Goals and Objectives’ point 3.1 be reworded as follows:

           3.1    To recognise and facilitate the provision of the underlying requirements for
                  sustainable economic growth within the Byron Shire:

                  •   Identify adequate frameworks for hard and soft infrastructure
                  •   Foster valuable networking and partnership practices across the public
                      and private sectors
                  •   Promote and support the diversity of creative endeavour within the
                      Shire
                  •   Marshall and utilise existing resources and encourage skill
                      enhancement
                  •   Nurture start-up micro, home based and small business
                  •   Encourage businesses to operate in a socially and environmentally
                      responsible manner
                  •   Protect and celebrate Byron Shire’s renowned quality lifestyle.

     d) That the following points be re-worded as described:

           4.1 (b) Council encourages a broader based economy building on the success of
           the Shire’s existing business activity and attracting prospective businesses in
           compatible economic markets/ or industries.

           4.1 (c) Council supports meaningful work, training and employment for its
           population and in so doing will promote the retention of young people within the
           Shire, and will work towards solutions for barriers to employment creation.

     e)   That ‘IT and Communications’ be added as a focus area in Part 5; and that the focus
          areas be listed alphabetically.

     f)   That the Committee note the other comments made by the submitter about the
          Community Economic Development Officer’s role and the make up of the
          Community Economic Development Committee (Markets and Creative Industries
          Committee).

3.   That the Committee recommend that Council write to the submitter to thank them for
     their contribution.                                            (Morrisey/Richardson)

Report No. 4.5.       Audit of community economic development providers

Committee Recommendation MCI 4.5.1

That the Committee recommend to Council that the Community Economic Development
Officer focus primarily on local Shire issues, such as implementing the CEDO Work Plan, and
that budget be allocated accordingly.                                    (Morrisey/Cameron)


Committee Recommendation MCI 4.5.2

That the Committee recommend that the Community Economic Development Committee
receive a report on the development of transport options to alleviate transport disadvantage
in the shire.                                                            (Morrisey/Richardson)

Report No. 4.6.       Priority Issues for Chambers of Commerce

That the Committee note the priority issues identified by the Shire’s Chambers of Commerce
and that these issues be considered upon by Council in its deliberations of its Community

Report No. 4.7.       2010/11 Business Network Meetings

That the Committee recommend up to five informal business network meetings in 2010/11 to

That the Community Economic Development Committee work in conjunction with the
Tourism Advisory Committee to develop the Byron Shire branding and imaging project brief.

Committee Recommendation MCI 4.9.1

That the Committee recommend that the Policy Committee urgently review the signage policy
to provide opportunity for markets within the Shire to be able to display signs, at selected
