Mr. Phillip Robert (Rob) Dawalt, Jr., is an Assistant Professor of Criminal Justice at Ivy Tech
Community College, a position he has held for the past 4 years. He previously worked for 30
years in criminal justice, starting out as a juvenile probation officer and working in the juvenile
court for many years.
Mr. Dawalt worked in criminal courts, city government, and most recently as a volunteer in the
Grant County, Indiana, Emergency Management Agency. He has responded to numerous
incidents and training events. During that time, he came in contact with first responders from
many backgrounds, and he has identified a need in the area of training volunteers on the National
Incident Management System and the Incident Command System.
Mr. Dawalt holds a bachelor’s degree in social science, a master’s degree in criminal justice, and
he is ABD in his DPA with an emphasis in criminal justice and emergency management.
Mr. Dawalt hopes that participating in this Conference will shine the light of attention on the
problems he is having in training volunteers in order to get some exposure to the needs in this
