                                Tuesday, May 19, 2009
                                 Swampscott, MA 01907

A meeting of the Board of Selectmen was held at the Swampscott Town Hall, 22
Monument Avenue, Swampscott, Mass. Chairman, Eric A. Walker opened the meeting at
7:30PM.

Attendance: Chairman, Eric A. Walker, Vice Chairman , Jill G. Sullivan , Selectman
Robert E. Mazow, Anthony A. Scibelli, Matthew W. Strauss and Town Administrator,
Andrew W. Maylor.

Open Session & Discussion:
The following topics were discussed:
    Swampscott Drug, Alcohol and Youth Risk Behavior Task Force / Alice
        Goldsmith, Matt Malone, Buck Harris & Tom Healey. (see votes of the Board).
    Swampscott Fire Chief, Mike Champion updated the Board on the future
        purchase of a Fire Truck.
    Strategic Planning Meeting update.
    Police Station Building Committee appointments were discussed.

Votes of the Board:
The Board voted unanimously on a motion by Selectman Sullivan to endorse and support
the formation of the Swampscott Drug, Alcohol & Youth Behavior Task Force and that a
member of the Board of Selectmen be appointed to that committee, seconded by
Selectman Strauss.

The Board voted 4-0 in favor on a motion by Selectman Scibelli to approve the request
from the Swampscott Yacht Club for an Entertainment License with the hours of
operation from Sunday to Thursday until 10pm, Friday & Saturday until midnight and
the license is issued for indoor use only, seconded by Selectman Mazow.
Selectman Walker recused himself from the vote & discussion.

The Board voted unanimously on a motion by Selectman Sullivan to approve a request
from the Swampscott Elementary School Wide Spring Arts Festival to place lawn signs at
traffic islands throughout the Town, seconded by Selectman Strauss.

The Board voted unanimously on a motion by Selectman Sullivan to approve a request
from Five Guy Burgers, 980 Paradise Road, Swampscott, Mass for common victualler’s
license, seconded by Selectman Mazow.

The Board voted unanimously on a motion by Selectman Strauss to approve a request
from the Swampscott League of Women Voters to hold their annual meeting at Town Hall
which includes a request to have a one day liquor license for a cocktail party to be held
outside on the patio , seconded by Selectman Mazow.
The Board voted unanimously on a motion by Selectman Mazow to approve a request to
use Town Hall lawn green area for Registration / Short walk for the 2nd Annual
Community Walk for Respect to be held on Sunday, June 14, 2009 , seconded by
Selectman Sullivan.

The Board voted unanimously on motion by Selectman Sullivan to approve a request
from the Cure for Cleavage Committee to have live music at a Fundraiser to be held on
Saturday, June 13, 2009, at 6 Superior Street, Swampscott, Mass, seconded by Selectman
Mazow.

The Board voted on a motion by Selectman Strauss to approve a request for a block party
from Mathew Roddy, 29 Norfolk Avenue, Swampscott, Mass to be held on July 4, 2009,
from 12-9PM. seconded by Selectman Mazow.

The Board voted unanimously on a motion by Selectman Mazow to approve meeting
minutes from April 21, 2009, seconded by Selectman Scibelli.

The Board voted unanimously on a motion by Selectman Mazow to approve meeting
minutes from May 4, 2009, seconded by Selectman Scibelli.

The Board voted unanimously on a motion by Selectman Mazow to approve executive
session meeting minutes from May 4, 2009, seconded by Selectman Scibelli

The Board voted unanimously on a motion by Selectman Mazow to approve invoice from
Kopelman & Paige, P.C in the amount of $12,827.00 for services through March 31,
2009, seconded by Selectman Sullivan.

The Board voted unanimously on a motion by Selectman Mazow to approve invoice for
Bernstein & Miller, P.C in the amount of $1,427.50 for services through April 30, 2009,
seconded by Selectman Sullivan.

Town Administrator’s Report:
Andrew W. Maylor, Town Administrator spoke on the following items:
    Traffic Signals.
    Roadways.
    Budget.
    Wind Turbine.


Selectmen’s Time:
Selectman Strauss thanked the citizens of the Town for electing him to the Board of
Selectmen. Selectman Strauss commented on his excitement with moving forward with
this appointment.
Selectman Mazow reminded resident that the 2nd annual father & daughter’s dance will
be held on June 20, 2009. Selectman Mazow thanked Gino Cresta and Danielle Strauss
on the great conditions of the playing fields here in Town. Selectman Mazow spoke on a
letter he received that he felt bordered on racism and was not sign from anyone. Mr.
Mazow stated that any type of dialogue is welcome but respectfully encouraged anyone to
be courageous and courteous and sign their letters in the future.

Selectman Sullivan welcomed Selectman Strauss to the Board. Selectman Sullivan
thanked the members who spoke on the Swampscott Drug, Alcohol & Youth Risk
Behavior Force.

Selectman Scibelli also commented on the same letter he received which was not signed.

Selectman Walker congratulated the Swampscott High School girls tennis team on their
recent win. Selectman Walker reminded residents on the upcoming Memorial Day
celebration.


The Board voted unanimously on a motion by Selectman Sullivan to adjourn meeting at
9:22P.M seconded by Selectman Scibelli.
