									                               PLANNING COMMISSION MINUTES
                                         WATFORD CITY, ND
                                             January 30, 2012

The regular monthly meeting of the Watford City Planning Commission was held on Monday, January
30, 2012, at 6:00 p.m. at City Hall. Present: Chairman Glen Beard. Board members: Sonja Johnson,
Doug Bolken, Kris Pacheco, Cory Johnson and Rick Holm. Absent: Jesse Lawrence (excused). Also
present was City Planner Curt Moen, City Attorney Wyatt Voll and Secretary Peni Peterson.


With the above mentioned present the Public Hearing was called to order at 6:00 PM by Chairman
Glen Beard. Under consideration were the following:




Public Hearing to hear comment on a Subdivision Plat submitted by Badlands Development for property
located at Section 24, Township 150 N, Range 99 W, Commercial Addition, Replat of Liberty Hill,
Liberty Hill First Addition.


Public Hearing to hear comment on a Subdivision Plat submitted by Badlands Development for property
located at a Part of the NW Qtr Section 24, Township 150 N, Range 99 W, Single Family Addition.


Public Hearing to hear comment on a Subdivision Plat submitted by Badlands Development for property
located at North ½ of Section 24, Township 150 N, Range 99 W, Patio Home Addition, Replat of
Liberty Hill, Liberty Hill First Addition.


Public Hearing to hear comment on a Subdivision Plat submitted by Badlands Development for property
located at a part of the NW Qtr Section 24, Township 150 N, Range 99 W, Apartment Addition.


After a discussion Chairman Beard closed the Public Hearing.


The minutes for the meeting held December 27, 2011 were reviewed. Moved by CJohnson,
seconded by Holm to approve the minutes as presented. All ayes. Motion carried.


UNFINISHED BUSINESS:
  1. Subdivision Plat – Badlands Development –Commercial Addition – Moved by Bolken to
     recommend to City Council to approve the Preliminary Subdivision Plat submitted by Badlands
     Development –Commercial Addition. Seconded by Holm and carried by the following roll call
     vote: ayes: SJohnson, Holm, Bolken, Pacheco, CJohnson. Motion carried.


  2. Subdivision Plat – Badlands Development – Single Family Addition - Moved by Pacheco to
     recommend to City Council to approve the Preliminary Subdivision Plat submitted by Badlands
     Development – Single Family Addition. Seconded by SJohnson and carried by the following roll
     call vote: ayes: SJohnson, Holm, Bolken, Pacheco, CJohnson. Motion carried.


  3. Subdivision Plat – Badlands Development – Patio Home Addition. - Moved by Bolken to
     recommend to City Council to approve the Preliminary Subdivision Plat submitted by Badlands
     Development – Patio Home Addition. Seconded by CJohnson and carried by the following roll
     call vote: ayes: CJohnson, Pacheco, Bolken, Holm, SJohnson. Motion carried.


  4. Subdivision Plat – Badlands Development – Apartment Addition - Moved by Bolken to
     recommend to City Council to approve the Preliminary Subdivision Plat submitted by Badlands
     Development, Seconded by Holm and carried by the following roll call vote: ayes: SJohnson,
     Holm, Bolken, Pacheco, CJohnson. Motion carried.


  5. Zone Change Application- Simonson – Moved by Bolken to recommend to City Council to
     approve the Zone Change Application submitted by Greg and Monica Simonson to rezone
     property located at 501 17th Ave NE, Sect 18, T 150N, R98W. This would rezone the Southern
     10 acres to R-4, adjacent 10 acres to the north to R-2, and the northern most 20 acres to R-
     1, 41 acres total.   Seconded by CJohnson and carried by the following roll call vote: ayes:
     SJohnson, Bolken, Pacheco, CJohnson. Abstained: Holm. Motion carried.


  6. Temporary Housing Unit Fee – Public Hearing will be held at the February 27, 2012 meeting.




NEW BUSINESS
   1. Simple Lot Split - City Planner Moen and Attorney Voll will prepare information referring to a
       simple lot split pertaining to 4 lots or less allowed to by-pass the subdivision ordinance.


   2. Contractor License – Under the recommendation of the Planning Commission they would like
       for all contractors working within the city limits and the ETA have proof of a ND Contractor
       License. Building Inspector Steve Williams will be instructed to enforce this recommendation as
       well as update the current ordinances to reflect this requirement.




BUILDING PERMITS:
Building Permits for January were reviewed:


SJohnson moved, Holm seconded a motion to adjourn the meeting. All ayes. Motion carried. There
being no further business, the meeting was adjourned.
