Chairman Finney called the meeting to order.

Re: Approval of Agenda

        Upon motion of Ms. Drummond, seconded by Mr. Jones, and unanimously

carried, the Board approved the agenda.

Ayes:    Drummond, Jones, Tyler; Finney;        Nays:    None

Re: Attendance at Conferences

        Upon motion of Mr. Tyler, seconded by Mr. Jones, and unanimously carried, the

Board approved the County Administrator’s attendance at the National Association of

Counties Conference on August 4-9, 2006, and the International City/County

Management Association Conference on September 9-14, 2006.

Ayes: Drummond, Jones, Tyler, Finney; Nays: None.

Re: Action regarding Warfield Solid Waste Convenience Center Construction
Bids

        The County Attorney stated that an Invitation to Bid was issued by the County’s

Consultant Engineer on the construction of the Warfield Solid Waste Convenience

Center. He advised bids were due today. The County Attorney explained that due to

several discrepancies in the bid process, caused by the County’s Consultant Engineer,

he is recommending that the Board reject all bids received. He stated that the bids

should be returned unopened to the prospective bidders and the project should be re-

bid.

        Upon motion of Mr. Tyler, seconded by Mr. Jones, and unanimously carried,

the Board rejected all bids and instructed staff to address the discrepancies with the

Consultant Engineer and re-bid the project.
